A
All
right
we
have
a
quorum.
You
have.
The
agenda
is
acceptable
to
everybody.
Here's
one
someone
there
all
those
available
pose
name:
okay,
great
we're
now
up
to
the
public
comments,
for
the
comments
are
limited
to
three
minutes
on
any
sex
they're
going
to
purview
of
the
Commission.
Do
we
have
any
wonders
wish
to
make
clients
seeing
none?
Okay,
like
this,
you
know
all
right,
then,
let's
move
on
to
the.
C
A
E
My
background
is
electrical
Computer
Engineering
went
to
university
at
Wayne
State
University
in
Detroit
Michigan,
followed
by
a
series
well,
during
my
college
days,
I
had
to
be
in
different
internship
positions
with
Ford
Motor
Company
with
America,
which
is
now
basically
AT&T,
and
then
for
my
graduation.
I
joined
the
trace
of
the
theater,
where
the
series
of
rotation
in
various
power
plants
and
also
in
energy
training,
so
the
towards
the
end
of
that
experience.
That
was
morning,
efficiency.
C
E
I
learned
was
safely
through
my
early
years
and
continued
on,
because
without
safety
we
cannot
be
here
today.
Also
the
respective
owners
as
well
working
hand-in-hand
with
management
and
labor,
and
union
I
had
a
great
experience
in
that
respect.
Later,
on,
I
have
a
corner
here
to
Palm
Springs,
which
was
a
different
career.
E
It
was
warranted
business
world,
which
was
in
a
way
new
and
I
need
to
enhance
that
experience
with
college
inertia,
California
Riverside
extension
with
a
project
management
and
continue
my
Lean
Six
Sigma
and
black
belt,
which
is
more
about
efficiency
and
systems,
and
all
that
so
really
happy
and
to
contribute
here
to
not
only
preserve
occupy
Coachella
Valley
at
all.
Are
the
people
who
live
here
and
the
people
who
come
to
visit
continue
to
bring
gifts
to
the
table
immersive
as
well
from
everyone
here.
G
Ken
Reeves
I
had
a
very
career
I
started
out,
working
for
Congress
working,
her
House
Judiciary
and
then
for
Senator
John
and
then
after
graduate
school,
I
worked
for
JP
Morgan
for
a
total
17
years,
starting
at
some
distant
wireless
and
as
an
investment
banker.
And
then,
after
that,
I
worked
for
a
series
of
firms
as
either
department
head
or
a
region
head
over.
My
35
years
of
investment
banker,
I
probably
worked
on.
G
Maybe
70
80
airports
left
on
the
first
worked
on
Denver's
first
run
of
our
facility,
which
was
the
first
Assam
where
they
were
at
our
facility
bomb
to
shoot
back
in
the
late
nineties,
some
very
large
transactions
or
Atlanta
Airport
us
to
the
smallest,
something
five
million
dollar
bond
issue.
Recessive
or
I'll
make
this
facility
a
second
I.
Also
two
small
businesses
when
I
play
husband-
and
we
moved
here
actually
five
years
ago-
one
part
and
I'm
very
much
honored
to
be
here.
A
H
C
C
I
I
One
of
the
things,
though,
that
I
wanted
to
note,
because
the
airport
budget
is
I'd,
look
at
the
is
I
look
at
the
insurance
covers
from
the
airport,
the
city
properties
in
general
I,
don't
believe
that
is
adequate
to
a
level
that
I
think
is
what
we
need
for
earthquake
insurance.
That
being
said,
you
know,
councils
traditionally
have
about
a
five
million,
ten
million
five
million
so
for
retention,
five
million
on
the
coverage
city,
buildings
and
there's
a
whole
reason
for
that
coverage
isn't
very
expensive.
I
That
being
said,
I
have
a
separate
policy
for
the
wastewater
treatment
plan
of
25
because
because,
like
that,
obviously
one
of
the
facilities
and
my
mind,
the
airport
is
a
facility
like
that.
So
what
I'm
asking
Council
to
do
and
what
they've
directed
me
to
proceed.
We're
getting
a
quota
with
an
additional
25
million
dollar
policy
with
the
airport
specifically
will
be,
is
probably
the
hundred
one
hundred
and
fifty
hundred
and
seventeen
thousand
dollar
range.
So.
D
I
A
A
B
I
B
I
A
F
F
I
To
make
that
recommendation
to
Council,
that
would
be
fine,
but
you're.
Certainly
you
know
your
recommendation
is
part
of
a
budget.
You
voted
on
the
budget.
This
is
new,
so
it's
very
fair
that
you
would
make
the
ultimate
second
recommendation,
one
where
you,
okay,
there's
a
lot
of
admission,
but
you
may
was
still
able
to
get
into
the
budget.
My
name
is
boto
generally
get
you
the
bunch
of
iMovie.
F
J
Yesterday
from
S&P
which
a
raid,
we
were
very
pleased
with
that.
So
we
are,
you
got
anyway
whether
we
need
to
have
insurance
on,
but
without
it
we
do
that's
feasible
and
it
saves
any
additional
life.
But
it
was
very
good
news
to
receive
a
rating
the
SP
people
were
held
last
week
and
they
definitely
review
a
staff
and
city
manager
and
Nancy
Pauly.
J
So
we
had
a
very
thorough
review
there
through
the
airport
and
was
very
positive
report
that
we
received
one
of
the
key
things
that
we
looked
at
its
extreme
and
everybody
is
always
very
concerned
about
our
cash
balances.
So
if
I'm
at
the
bottom
of
page,
one
for
Elias
21x,
explain
that
is
25
million
dollars
rated
moment
where
page
3
of
the
merger,
the
finance
report.
J
Item
10a
spirit,
putting
light
on
the
page
but
worldwide
we're
21
26
billion
before
this
mrs.
chalice
was
just
20,
half
billion
greater
the
last
year.
At
this
time
the
PFC
restricted
is
about
the
same
as
last
year,
our
capital
restricted
in
nine
point,
three
million
is
2.3
million
greater
than
last
year
at
this
time
and
then
finally,
the
unrestricted
the
bottom
line.
At
seven
point,
six
blatant
is
1
million
greater
than
last
year,
so
total
cash
is
five
point.
J
D
A
H
With
that
being
said,
we
wanted
to
be
assured,
as
the
city
manager
has
already
done,
so
that
the
four
meetings
more
more,
that
the
budget
of
the
committee
for
the
Commission
and
the
full
commission
itself
has
moved
forward
to
the
city
council.
Mr.
city
manager
again
described
that
this
is
the
actual
documents
that
were
sent
to
City
Council
Nancy
Polly
are
more
than
welcome
to
congratulations
to
you.
Liam
only
been
here
a
short
time
with
the
city
and
got
a
terrific
job.
H
So
Marc
do
you
want
to
chime
in
a
little
bit
here
as
we're
talking
about
overall,
where
these
are
the
same
figures
that
we've
been
talking
about
for
quite
some
time,
there's
been
an
evolution.
We've
heard
another
item
that
is
going
to
have
to
be
addressed
for
a
range
reasons
here
again
more
figures.
We
don't
mean
to
go
through
every
one
of
them,
but
to
again
reassure
everyone
that
figures
and
the
budget
that
we
passed
as
testimony
City
Council
itself,
capital
projects
have
not
changed,
and
one
of
the
things
I
pointed
out
was
the
supports.
H
H
H
Will
increase
an
important
factor
in
sustaining
and
balanced
budget?
That's
very
important
any
questions.
Anyone
with
questions
time
is
on
our
side
today,
being
the
only
I
know,
but
if
you
have
anything
challenges
questions
we
talked
about
a
bunch
of
fund
balances
and
so
forth.
Then
at
CFC
fund
that
Mark
alluded
to
is
very
important.
As
we
now
transition
into
our
car
rental
project.
I
will
give
an
update
as
to
the
status
of
that
contract
as
well
shorter.
H
I
A
I
A
very
good
question
as
chairman,
so
HR
department
with
airport
director
and
staff,
basically
put
that
together,
based
on
anyone's
its.
What
are
the
best
practices
in
the
field
in
terms
of
those
positions
and
then
what
do
we
need,
particularly
the
venom
being
said.
Any
additional
input
from
the
Commission
would
be
helpful.
So
why
don't
we?
Why
don't
we
get
the
job
descriptions
sent
out
to
the
Commission,
because
this
is
you
know
this
is
going
to
be
a
couple
month
process
and
then
obviously
we
can
modify
those
job
descriptions.
A
I
C
I
I
Have
to
put
it
the
formal
rules
or
more,
we
have
flexibility
depending
upon
the
skill
of
you
know.
Obviously,
our
goal
is
to
have
the
shortest
possible,
but
given
these
positions,
that
might
you
know
probably
thirty
days
except
applications
but
but
I
think
without
you
as
soon
as
you
start
receiving
applications,
you
know,
particularly
if
they're
good
ones
will
start
we're
looking
at
them.
A
I
No
now
the
other
thing
is,
and
we
have
to
talk
about
this
if
for
either
of
those
positions,
you
know
they're
very
important
positions,
we
were
not
planning
on
doing
a
recruiter
kut'rs
roughly
about
the
twenty
five
thousand
dollars,
but
I
certainly
be
open
to
that.
If
you
think
it
warrants
it,
so
we
can
do
the
recruitment,
see
what
we
get.
A
F
I
F
I
I
I
H
J
J
There
we
just
wanted
to
review
the
filth
PFC
project.
Construction
breakdown
included
in
the
project
is
thirty
one
point:
six
million
dollars
we
elected
not
to
do
all
in
a
two
with
the
modular
building.
We
didn't
have
any
reliance
skiffle
to
be
in
that
facility
and
due
to
cost
constraints,
we
wanted
to
stick
with
the
primary
project.
So
we're
looking
at
the
project
31.6
to
fully
fund
and
the
question
for
the
budget
committee
came
down
to
the
options
are
using.
D
J
To
use
the
extra
cash
it
was
month
of
operation
and
not
refinanced
them
with
this
process
and
in
the
next
page
reflects
then
of
a
summary.
The
real
question
came
down
from
right
now.
We
find
that
about
nine
point:
four
million
dollars.
What
happens
if
we
go
either
either
way,
whether
we
refinanced
pay
off
the
real
difference
came
halfway.
J
It
comes
at
the
end
of
next
year,
we'll
have
about
eight
hundred
and
seventy
thousand
dollars
less
ash
available
next
year
and
then,
as
a
result
of
refunding
the
PFC
belts
and
the
tune
in
the
416
cash
balance,
we're
using
extra
PFC
funds
to
replenish
that
fun.
So,
at
the
end
of
2021,
when
the
project's
all
complete,
the
caps
balance
will
have
just
under
seven
million
dollars
available.
Yeah.
J
J
We
will
certainly
track
that
and
apply
for
that
in
the
future,
and
it
gives
us
the
ability
to
do
another
PFC
bond
in
three
or
four
years,
so,
overall,
all
funding
mechanisms
that
may
be
very
necessary
for
the
airport
as
we
move
on
this,
especially
in
part
capacity,
continues
to
grow.
So
the
motion
was
made
and
seconded
the
outstanding
months.
H
H
In
the
slide,
my
apologies,
what
you
did
a
great
job
articulate
so
we
have
all
these
slides,
but
with
regards
to
that,
mr.
Chairman
I
I
think
unless
somebody
else
says,
I
think
the
thing
I
wanted
to
remind
everybody
of
we're
going
to
be
doing
a.
If
you
recall
our
checkpoint
dilemma
was
all
the
historic
record
growth
that
we
needed
to
do.
H
Some
places
with
capacity
there
was
built
into
the
database
project
in
the
bid
was
1.7
million
for
a
longer-term
resolution
to
the
checkpoint
in
the
short
term,
we're
doing
a
change
order
right
out
of
the
box
and
we're
actually
discussing
that
with
the
contractor
now
to
address
the
immediate
need
which
were
in
this
year,
of
removing
some
walls
and
creating
enough
room
for
an
additional
lane
bringing
in
a
checkpoint
to
six
lanes
and
greatly
enhancing
the
efficiency.
So
that
is
an
exciting
part
of
it.
That
is
other
than
that.
Mr.
chairman,
that's
it
congratulations.
H
I
Discussion,
mainland
warden,
my
concern
is
getting
some
additional
covers.
Sooner
than
later.
Of
course,
identities
modify
so
approaching
to
do
is
they're
doing
a
full
report
on
the
value
and,
if
you
know,
and
then
there's
the
there's
the
discussion
of
there's
a
building
and
then
all
the
infrastructure,
my
concern
is
more
well
obviously,.
I
That
probably
gonna
lend
itself
to
more
federal
assistance,
but
getting
the
building
up
and
running
so
having
a
full
assessment
will
like
that
report
to
the
Commission
as
soon
as
we
get
it,
we'll
get
some
immediate
additional
coverage
bound
and
then
obviously
make
revisions.
Well,
that's
won't
show
us
what
it's
actually
covered
under
that
you
know
what
it
should
be
yeah,
but
what
the
the
values
are.
A
I
H
Mr.
chairman,
there
is
a
property
for
the
airport
actually
extends
across
the
street,
and
many
of
you
may
or
may
not
know,
but
there's
an
iconic
little
Department
of
Motor
Vehicles
billionaire.
It's
two
thousand
square
feet.
It
has
it's
also
known
as
the
Palm
Springs
Boxing
Club.
Maybe
somebody
here
has
been
there,
but
that
actually
is
it.
Does
anyone
know
what
I'm
speaking
every
week
you've
got
that
classic
design
that,
but
it
has
some
really
architectural
boosts
in
it,
and
that
has
been
vacant
for
many
years
and
it
still
smells
like
a
champ.
I
For
joining
the
topic
of
pasty,
muscle
actions-
and
he
doesn't
in
that
category,
so
what
counsel
misdirected
staffs
Newsday
the
county
of
the
county
is
looking
for
what
the
council
has
been
asking.
The
kind
of
do,
which
provides
Social
Services
is
a
temporary
homelessness
shelter
for
a
fortnight,
particularly
in
the
heat
the
county
is
trying
to
find
a
West
End
Valley
shelter.
They
have
not
been
able
to
do
that.
The
Boxing
Club
is
a
possible
location
for
that.
I
No
idea
whether
this
county
will
ultimately
proceed.
Obviously
there's
a
lot
of
challenges
in
the
whole
process,
but
the
bottom
line
is
I'll.
Keep
you
updated
if,
in
fact,
there
is
some
sort
of
proof
from
the
kind
of
actions
prevent
either
a
temporary
or
longer-term
shelter
likely
would
just
be
a
temporary
shelter
for
the
summer
and
get
people
out
of
the
heat
there's
a
cooling
center
for
day
and
night.
We
started
that
last
evening.
I
If
the
muth
community
center,
it's
going
to
continue
for
at
least
a
couple
nights
with
this
high
heat,
but
the
direction
was
summertime
and
temporary
shelter.
So
I
don't
know
if
that
will
occur.
This
is
also
part
of
those
discussions
with
the
county
of
you
know
absolutely
representing
for
her
city,
so
Jenny.
Would
you
gonna
catch
me
things
badly,
the
uncertainty
of
it
all.
C
I
I
C
H
Concessions
program
just
for
those
that
may
not
recall,
but
we've
over
the
course
of
several
months.
We
have
had
a
consultant
wait
our
upcoming
true
termination
of
donation.
They
ended
up
the
term
for
the
airport
concessions.
The
study
was
brought
to
a
marketing
committee
and
we
talked
about
many
options:
that's
a
theater
community
operations
and
we
have
since
apprised
the
Commission,
and
the
Commission
has
acted
on
recommendations
that
have
been
made
to
City
Council.
So
at
this
point
it
is
with.
A
I
Oh
and
that's
not
an
easy
question
to
answer,
but
it
will
be
easier.
Then
councils,
you
looking
for
some
significant
direction
obstacle,
commissioner,
they
have
not.
They
have
not
taken
up
the
issue
formally.
They've
had
a
lot
of
other
things
on
since
the
timeline
on
this
moment.
Obviously
it
stretched
out
now,
because
we
can't
do
this
in
season,
so
the
suit
just
refresh
all
those
we
can.
I
My
hope
is,
counsel
has
two
meetings
in
July.
My
hope
is,
at
least
by
the
second
meeting
in
July.
We
can
have
a
discussion.
I
am
there
of
what
it
is.
We
want
to
do
with
a
recognition
with
a
full
commission,
because
what
about?
Obviously
the
discussion
is,
is:
are
we
building
new?
Are
we
doing
just
what
we
have
I
know,
City
Council
is
indicated.
They
certainly
want
a
local
component
and
then
the
question
is,
you
know
the
consultants
still
got
to
bring
them.
You
know
they're
they're
sort
of
like
when
you
came
to
this.
I
You
came
to
that
sort
of
sort
of
a
new
Canon
sort
of
means.
You
can't,
but
councils
direction
was
they
were
like
the
local
component
and
if
you're
going
to
build
out
as
implications
for
both
of
those
and
then
I'm
not
exactly
sure
what
direction
they
will
give
us
so
to
get
it
there,
Commission's
recommendation
will
be
important.
Okay,
there's
I
want
to
make
sure
we're
able
to
have
a
full
discussion
and
I'm
not
entirely
clear
what
and
that
level
of
analysis
I
need.
I
K
I
I
H
H
I
So
when
I'm
looking
at
becomes
means
of
July
the
10th,
the
24th.
I
H
H
H
Recipe
and
four-footed
trucks.
You
recall
that
we're
going
to
be
replacing
those
that
are
for
capital
improvement
program
talked
about
it
and
in
the
meantime,
we
have
made
a
decision
internally,
that
it
was
prudent
to
do
a
rental
truck,
so
we'll
be
renting
a
truck.
We
actually
have
four
vehicles
now
and
we
can
talk
about
our
body
here.
We
have
found
out
that
a
new
vehicle
again
based
on
demand
the
economy
is
doing
well
that
it
could
be
up
to
a
year
and
a
half
for
a
new
family.
Why?
H
They
don't
have
these
things
on
the
shelf
and
it
comes
over
just
doesn't
happen.
So
it's
an
exciting
thing.
We're
pretty
happy
about
that
council
actions.
In
your
package.
We
talked
about
the
airline
agreement
renewal
to
remain
under
the
current
terms,
package
authorized
to
PFC
revenue
bonds,
and
then
we
also
have
a
page
that
talks
about
future
actions
is
that
anybody
have
a
question
on
those.
F
With
the
airport
issue,
a
Request
proposals
to
convert
the
airport's
existing
landscape
to
desmos
grade
and
stage
this
assistance
or
the
design
of
comedians
that
tahquitz
canyon
way
these
sunrises
to
be
sustainable
and
record
progress
to
the
Commission
by
March
30th
beeps
of
state
a
year
until
completion
that
the
initial
emphasis
on
dead
tree
removal
and
realize
skating
to
be
part
of
the
overall
design
it
because
we
only
budget
each
year.
The
result
that
we
could
move
forward
and
commandment
and
issue
a
to
develop
a
plan
for
each
successive
stage.
F
C
F
F
H
Mission,
well,
it's
it's
really
eruption.
It
is
a
it's
already
questioned
it
already
approved
by
the
Commission.
If
the
Commission
wants
to
get
into
that
level
of
detail
or
rely
on
a
sustainability
Commission,
which
is
a
very
good
job
of
that
yeah.
This
is
not
rocket.
Scientists
we're
quite
frankly,.
C
I
Yeah
yeah
well,
if
I
may
offer,
might
be
helpful
I
think
we
should
remove
if
the
goal
is
to
get
those
removed.
We
should
take
that
out
of
here
not
take
that
out
of
your
$150,000,
but
there
for
landscaping.
That's
just
a
tree
maintenance,
as
we
should
take
that
what
a
normal
maintenance
budget.
So
we
could
relieve
your
150
there
if
they're
really
dead
if
they
need
to
be
removed.
Just
and
that's
what
we
talked
about.
I
H
C
A
H
A
D
D
A
The
stuff
would
mean
that
you
have
a
15-year
project.
Yes,
okay,
I
think,
that's
chair
of
what
I'm
going
to
do
is
practice
in
this
way
is
to
ask
this
come
back
the
next
weekend,
football
discussion
and
a
credible
definition
I
think
it's
a
larger
issue
than
just
doing
a
few
things
here
now
in
there
it's
particle
it's
a
microscope.
It's
about
what
we're
going
Jenna
provide
additional
ammunition
to
I
am
assuming
that
would
be
our
budget
a
little
bit.
That's
really
right.
After.
F
I
A
A
B
I
C
A
K
Would
your
content
so
I'd
like
to
know
if
they're
true,
because
anybody
can
say
anything,
I
thought
your
comments,
if
they're
true
sort
of
offensive
that
this
body
is
nothing
but
a
rubber,
stamping
commission
that
had
no
way
to
put
it
on
the
agenda
that
is
being
put
forth
and
I
can
attest.
For
my
time
than
any
time,
I
was
bringing
something
forward.
D
This
absolutely
you
guys
do
a
terrific
job
and
I
get
it.
What
you
guys
already
said
for
the
last
year
or
two
years
because
of
the
budget.
Okay,
I'm
not
involved
with
the
politics
of
Palm
Springs.
What's
a
City
Hall
for
all
their
work,
was
you
guys
I
bring
something
up,
City
Council?
It
has
to
go
through
a
new
path
and
the
City
Hall.
Okay.
My
council
asked
me
what's
going
on
with
the
city.
K
D
D
D
A
A
A
A
D
H
B
Okay,
ever
so
briefly,
career-wise
I
am
really
happy
about
this.
My
aviation
career
started
December
13th
1970,
going
in
the
California
air
handling
Guard.
This
is
my
last
day,
so
those
two
days
are
gonna,
be
wouldn't
mean
for
a
long
time
and
I
had
just
a
great
aviation
career,
mostly
in
law
enforcement,
and
this
group
is
awesome
for
years
and
I.
Think
we've
really
done
some
good
things
ever
spot
in
my
heart
for
this
air
at
work,
and
you
always
been
the.
