My
name
is
Ken
Lyon
and
I'm,
a
principal
planner
here
with
the
city
of
Palm
Springs.
So
the
project
before
you
this
evening
is
a
mixed-use
multi-tenant
building
on
Sunny
Dunes
Road.
The
the
images
there
before
you
is
the
front
elevation
of
the
building.
The
building
is
brought
forward
to
the
front
edge
of
the
property,
which
is
basically
bringing
it
into
alignment
with
the
other
buildings
that
are
on
most
of
this
section
of
Sunny
Dunes
Road.

So
a
bit
of
the
project
details
chairwomack
has
explained
that
this
is
a
488
4866
square
foot,
two-story
mixed-use,
building
on
a
10,
000
square
foot,
legal
non-conforming,
substandard
lot.
We
say
that
because
in
the
Zone
in
which
this
is
located,
a
minimum
lot
size
would
be
20
000
square
feet
this
one
once
the
roadway
dedications
have
been
made
is
a
10,
000
square
foot
lot.
The
uses
that
are
being
proposed
here
are
buy
right,
uses
the
Cannabis
retail
Lounge,
art
gallery
and
a
caretakers
unit.

The
uses
at
this
point
have
not
been
confirmed.
However.
The
owner
is
in
negotiations
with
the
Cannabis
business,
who
did
receive
a
regulatory
permit
for
this
particular
parcel,
which
was
through
a
earlier
design
proposal.
Since
the
owner
has
taken
ownership
of
this
lot.
They
are
in
negotiations
with
the
previously
approved
cannabis
use
to
possibly
be
one
of
his
tenants,
but
we
are
not
discussing
the
cannabis
use
tonight.
It
also
has
off
street
parking
and
Landscaping,
which
I'll
go
into
a
little
bit
more
later.

The
application
includes
an
administrative,
minor
modification,
the
because
of
the
substandard
nature
of
the
lot
and
the
overall
lot
coverage.
They
were
able
to
get
into
the
parking
area
a
total
of
12
spaces.
13
are
required
so
with
the
administrative
minor
modification
they
may
see
up
to
a
10
percent
reduction,
which
is
about
what
one
face
is
on
this
particular
project
to
be
to
to
request
that
it
be
reduced
in
order
to
because
they've
basically
accommodated
as
many
as
they
could.

Given
the
small
lot
size
as
chair
warmick
mentioned,
this
is
the
commercial
manufacturing
or
CM
Zone,
and
the
general
plan
is
mixed-use
multi-use,
so
the
uses
do
are
consistent
with
both
the
general
plan
and
the
zone.

is
exhibit
that
was
in
your
packet
as
well
part
of
the
justification
letter
giving
some
context
to
this
particular
site
and
this
part
of
the
city.
It
is
a
a
conglomeration
if
you
will
of
various
uses,
commercial
uses
have
become
more
and
more
prevalent
in
this
particular
portion.
There
are
retail
uses
and
Commercial
uses
across
the
street
in
this
particular
block
and
a
few
of
them
also
on
the
South
Side
as
well.

These
are
the
elevations
and
I
understand
your
packets
as
printed
were
dark
on
these
two
exhibits
and
so
I've,
provided
you
with
color
copies
at
your
Podium
today.
So
the
front
elevation,
as
you
can
see,
is
two
stories:
the
second
floor,
slightly
projects
over
the
first
floor,
providing
a
shade
and
a
bit
of
cover
on
that
first
floor
set
of
entrances.
As
you
look
at
the
North
elevation
or
the
street
elevation,
the
caretakers
unit
is
there
above
the
blue
door
on
the
right
side
of
that
particular
image
on
the
rear
elevation.

see
the
parking
lot
the
caretakers
unit
there,
of
course,
is
the
solid
volume
that
you
see
on
the
left
side.
You'll
see,
there's
a
blue
doorway
on
the
first
floor
and
there's
also
a
yellow
panel,
an
accent
panel

and
there's
an
opening
there.
That
goes
back
into
an
elevator
and
there's
a
second
stair.
That's
inside
the
building,
as
well
as
the
one
that
you
see
there
adjacent
to
the
parking
lot.

The
access
to
the
parking
lot
in
the
back
of
the
building
is
through
the
opening
that
you
see
on
the
North
facade
and
as
wide
enough
to
handle
both
two-way
traffic.
In
and
out
of
that
parking
lot,
here's
an
axon,
axonometric
view

The
Proposal.
You
can
see
on
the
roof,
they
are
proposing
photovoltaic
panels,
there
are
two
pad
elevations
or
pad
locations
for
mechanical
equipment
and
all
of
that
equipment
is
screened
properly
per
the
city
ordinances
for
screening
of
mechanical
equipment.

As
you
can
also
see
on
the
above
the
caretakers
unit,
there
is
a
small
roof
deck
there,
which
is
also
proposed
the
pattern.
This
is
not
simply
an
asphalt
parking
lot.
The
applicant
is
going
forward
with
a
higher
quality
surface,
a
Precast
paver,
and
he
has
he
and
his
architect
have
put
this
forth
in
in
a
geometric
pattern
that
you
see
there.

These
are
the
the
way
that
the
interior
spaces
lay
out.
This
is,
of
course,
not
really
something
that
you
would
probably
get
concerned
about,
but
you
do
see
the
way
that
the
retail
spaces
are
laid
out.
There
is
a
Stairway
there
in
the
middle
that
serves
both
floors
and
then,
of
course,
the
second
stairway,
which
is
the
exterior
stair,
there's
also
a
external
balcony
or
or
passageway
on
the
second
floor
that
provides
us
access
to
the
art
gallery.

So
the
findings,
as
noted
in
your
staff
report,
this
project
does
conform
to
the
development
standards
for
the
Zone.
It
does
conform
to
the
guidelines
and
findings
for
approval
of
a
development
permit
and,
as
noted
in
your
staff
report,
we
were
able
to
make
affirmative
findings
for
the
minor
modification
reducing
the
parking
by
one
space.
We
have
evaluated
the
project
under
sequa
and
we're
recommending
that
you
adopt
a
categorical
exemption
as
an
infill
property.

my
question:
the
gallery
space
upstairs
is
beautiful
and
part
of
what
is
beautiful
about
it.
It
is
transparent.
You
see
all
the
way
through
it.
My
experience
with
art
galleries
has
been
typically,
they
want
a
vanilla
box.
You
want
to
hang
your
art
on
White
Walls
and
not
have
direct
light
coming
in,
let
alone
through
I've
I'm
I,
really
like
the
architecture
here.
Is
there
anything
that
would
prohibit
the
user
from
essentially
blacking
out
all
the
windows
covering
them
on
the
inside?

The
yes,
the
applicant,
does
propose
using
drapes
on
those
large
expanses
of
Windows
as
additional
solar
control,
in
addition
to
the
shading
elements
on
the
building,
and
they
are
going
to
be
using
a
very
high
performance
glass
to
deal
with
that
amount
of
glazing.
It
is
possible
that
they
could
wind
up
using
opaque
panels
on
the
back
side
of
that
glass
or
the
drapes,
but
from
the
exterior
I
think
the
building
will
still
retain
a
very
glassy
appearance.

it'll
be
low,
emissivity
glass
and
it
will
probably
have
a
slight
tint
to
it,
but
it
will
not
be
reflective
in
the
sense
of
it
being
a
mirrored
finish.
We
don't
usually
do

I
moved
here
about
two
years
ago
from
Provincetown.
This
is
my
first
time
trying
to
get
involved
as
a
property
developer
and
my
primary
instruction
to
Tony
when
I
engaged
him
was
to
make
it
very
beautiful.
The
concept
for
the
building
originally
was
I
looked
carefully
at
the
Howard
Lapin
building
next
door,
which
is
a
beautiful
Gem
of
an
international
style.

work
part-time
as
a
ticket
taker
at
the
architecture
and
Design
Center
in
The,
Miz,
Van,
Der,
rohe,
inspired
building
there
by
E,
Stuart,
Johnson
and
I
also
am
well
acquainted
with
The
Muse,
vandro,
Barcelona,
Pavilion,
and
so
in
response
to
the
question
about
blacking
out.
The
windows.
I
would
hope
that
no
future
owner
would
do
that.
But
I
think
the
building's
beauty
comes
from
its
transparency
from
front
to
back
and
as
for
displaying
art.

sense,
my
my
conviction
was,
as
Tony
explained,
was
that
we
would
have
movable
partitions
constantly
changing,
depending
on
what
the
show
was,
the
specific
question
about
the
street
trees
going
into
this
manufacturing
warehouse
district.
There
are
no
other
Street
trees
anywhere
either
on
Sunny
dunes
or
on
an
industrial
place
and
I
just
made
the
Assumption
erroneous,
perhaps
that
street
trees
couldn't
or
wouldn't
go
in,
because
the
sidewalks
are
already
solid
and
there
are
no
Street.
There
are
no
Wells
for
trees
there,
but
I'm
not
opposed
to
the
idea.

compliments

this

spent
a
lot
of
time
on
Sunny
Dunes,
going
to
townie,
Bagel,
so
I
know
the
area
well

I
think
this
is
a
welcome
addition

entire
neighborhood.

design
and
the
effort
to
put
it

project
before

trees

have
been
working

general
Plan
update
our
limited
scope,
General
Plan
update
for
a
number
of
years
now
and
for
a
host
of
reasons.
I
think
it's
certainly
taken
us
longer
to
get
get
it
across
the
Finish
Line,
where
we
want
to
be
than
we
had
anticipated.

However,
the
end
is
in
sight
and
I
am
excited
to
say
that
we
have
announced
a
public
hearing
at
a
joint
meeting
of
the
city
council
and
the
City
Planning
Commission,
to
be
held
on
Monday
July
24th,
where
we
would
consider
the
housing
element
and
adopting
the
housing
element.
At
that
time
we
had
productive
conversations
with
the
state
hcd
department
on
their
outstanding
comments
and
have
gone
through
a
process
to
sort
of
beef
up
some
of
our
fair
housing
commitments
that
we
will
be
making
in
the
housing
element
in
response
to
some
of
their
directions.

we
are
out
of
compliance
so
we're
anxious
and
excited
to
come
into
compliance
very
quickly
and
think
we
have
a
good
plan
so
we'll
discuss
that
