projects

five
years-
capital
improvement
program
book,
and
then
I
just
took
the
projects
that
were
being
funded
with
measure
date
dollars.

There
was
an
interest
from
the
group
to
have
the
more
detailed
backup
sheets
for
each
project
and
that
you
get
that
early
so
included
in
your
packet
was
each
project's
like
what
I
call
a
detailed
sheet
that
kind
of
gives
the
location
the
project
description,
the
project
justification
some
of
our
cost
estimates
and
then
how
we
program
that
project
within
the
next
five
years.
So
I
did
focus
because
these
are
so
many
pages
of
documents.

did
focus
on
year,
one
and
then
I
also
gave
you
year
two
measure

projects.

the
idea
was
that
you
know
you
would
have
time
to
kind
of
read
it

not

projects

zeroed
out

part

that
funds

not
balance

budget

fund

shortfall.

the
only
new
one,
I
guess,
would
be
the
arnico
track
sewer
phase
four
which,
if
some
of
you
know
when
that
article
track
was
built,
each
cul-de-sac

cdbg
money
to
fund
the
sewer
being
doped
in
each
cul-de-sac
and
so
there's
five
different
streets
in
that
particular
track.
We
did,
I
think
we
did
four
of
them
in
three
phases
using
cdbg
funds
but,
however,
in
2010,
that
census
track
felt
a
lot
of
being
eligible
for
community
development
broadcast
funds.

So
it
felt
that
since
this
track
could
no
longer
use
cdbg
funds
and
we
had
one
more
street
to
go
so
what
staff
has
done?
Is
we
asked
city
council?
Can
we
use
measure
j
dollars
to
finish
up
that
that
track
sewer?
So
that's
the
only
new
project
that
you
see
and
that
you
haven't
seen
before.

It
wasn't
really
coming
for
before
the
measure
j
commission
fire
department
has
received
some
like
safety
grant
funding
for
towards
this
tower.
They
have
received
some
donations
towards
this
tower,
and
so
the
city
was
trying
to
build
it
just
based

those
funds.
Once
we
finally
got
the
final
design
completed,
it
looks
like
we're
going
to
need
about
four
hundred
thousand
dollars
more.

the
fire
department
desperately
needs
this
training
correctly.
So
we
were
going
to
use
ask
for
as
a
part
of
the
five-year
cip
that
that
remaining
money.

want

say
congratulations
to
don
and

This
is

first
five-year
cip
project
and
they
did
an
work
very,
very
hard
and
did
an
amazing
job.

I
mean
putting
them
into
the
different
years
as
opposed
to
having
them
all
up
front
when
they're
not
used,
but
is
it
like
the
park?
Restaurants
victorian
hardy
with
hardy
park
that
will
take
two
years
to
complete
and
the
once
the
lighting
is
all
designed
that
will
take
two
years
as
well
in
their
ballparks.

was
just
confused
by
some
of
these
things,
and
the
roundabout
is
is
a
five-year
project.

Like,
for
example,
the
roundabout,
the
design
is
ready
to
like
that.
One
hundred
thousand
dollars
only
covers
some
design
aspects
of
it
once
it's
in
construction,
it'll
take
some
time
to
to
construct
the
actual
thing
and
it'll
likely
span
two
fiscal
years,
especially
like
the
roundabout.

considering
how
the
business
downtown
business
community
is
very
sensitive
about
construction
during
season.
It'll
likely
happen
have
to
happen
during
the
summer
months,
which
means
it'll
span
two
fiscal
years,
but.

are

taking

estimate,
but,
as
you
know,
I
don't
know
if
there
are
some
large
projects
that
the
city
will
need
to
fund
in
three
to
four
years
and
so
we're
just
trying
to
like
watch
the
cash
flow

projects

going
to
need
a
huge
injection
of
funds,
we
were
just
kind
of
trying
to
take
a
guess
in
year.

need

lot

money

spread
it
out
over
two
years,

move
each
year

the

year
one
is
very
accurate

is.

wouldn't
pay
too
much
attention
to
those
outer
years.

this
is
since
it's
the
first
year
of
the
five-year
project,
it's

be
moving

every
year
we're

update,
keep
updating
it
every
year.
So
if
some
projects
come
in
lower,
we
can
maybe
move

project
up

couple
years
or
two
so
the
first
year,
it's
always
nice
to
have
a
a
future
of
where
we're
going
with
these
projects,
where
they're
not
going
to
be
set
in
stone,
does.

year
they
have
to
reapprove
these
projects
five-year
projects
just
because
they
approve
the
five-year
project.
They're,
really
only
improving
the
current
new
year's
budget,
so
we
also
want
to
look
at
like
what
is
the
cash
flow.

upon

we
know
and
there's
the
unknown
like
we
did
with
coven,
I
mean
what,
if
we
get
it's,
what
if
we
get
another
5
million
more
than
we
anticipated?
Well,
then
we
could
allocate
some
of
that
that
extra
money
to
move
the
projects
up.

So,
just
to
flap,
I
understood
that
part.
I
just
didn't
understand
why
the
timing
of
some
of
these,
so
that
I
guess
that
was
really.
The
question
is
when
you.

to

we
want
to
do
is
if
a
project's
five
million
dollars,
we
can't
afford
it
in

first
year
we're

budget

build
up

money

the
funds
for
it
rather
than
going
out
and
maybe
getting
a
bond.
So
this
is
better
planning
for
a
project.

building

it

the
construction
really
is
in
year
four

we're
we
might

allocating

project

funds

the
guesswork
as
far
as
when
will
a
project
get
built,
it
is
very
volatile.

would
be
changing
this
spread
or
this
booklet

to

up
with
it
going
to
be
in
year,
four,

it
going
to
be
in
your
five?
Is
it
going
to
be
your
two?
You
know
it
it's
so
many
moving
parts.
You
know
this
booklet
is
kind
of
like
a
snapshot.
That's
how
we
look
at
it.
We
do
intend
to
update
it
regularly
when,
like
we
do
a
mid-year
budget
adjustment-
or
you
know
if
we
did
a
two-year
budget
and
we
were
doing
the
first
of
this
budget,
but
but
it's
not
it's
kind
of
like
a
living
document.

think
maybe
another
thing
that
we
can
do
in
our
own
in
discussions
is
kind
of
referred
to
the
priority,
and
I
think
you
note
the
priority
as
essential
within
a
year
and
necessary
within
one
to
three,
and
so
we

roundabout
looks
like
you
know,
a
necessary
project
that
will
happen.
You
know,
it'll
trigger
us
to
remember
necessary
is
not
immediate,
but
we're
kind
of
building
out
the
reserves.

gets
tricky,

there's
any
necessary
projects
that
are
going
to
be
more
than
three
years
out,
which
is
definitely
possible,
but
at
least
we're
kind
of
building
that
into
our
own
discussion.

case
we
have
any
community
members

watch
this

think
what
I
do
agree
with
some
of
the
reservation
of
jeffrey
is
that
if
we're
talking
about
a
project
at
least-
and
it's
not
even
happening
for
several
years-
sometimes
community
members
like
haven't-
we
been
working
on
this
project
for
years
and
there's
nothing
done
right.

I
I
think,
for
me,
it'd
just
be
helpful
to
kind
of
have
some
type
of
consistent
language
we're
saying
yeah.
It
is
a
priority,
but
we're
not
we're
just
we're
building
up
the
reserve
for
it
and
it's
unnecessary
not
essential
or
whatever
we
want
to
use.
But
I
appreciated
that
kind
of
delineation
at
the
top
of
those
pages.

as
many
you
may
have
owned
your
own
house
or
even
rent,
I
can't
seem
to
find
anybody
any
contractors
or
electricians
or
anybody
that's
available
for
months
and,
as
you
know,
their
prices
are
charging
the
highest
end
of
painting
or
whatever
it
is.
So
I
don't
anticipate
all
these
projects
coming
in
at
the
cost
right
now.
If
the
economy
is
going
the
same
way,
it
is
so
we
just
need
to
be
prepared
for
that
too.

questions

guess
primarily
this
is
to
dom
quick

fire
training,
the
fire
tower
training
facility.

understand
the
notes
and
the
concept
I
see.
The
justification
is
this
being
a
a
preferred,
a
preferred
path
to
training
off-site
and
the
child.
The
travel
costs
associated
with
that.

My
understanding
with
this
project
was
that
it's
you
know
been
in
the
concept
stage
for
a
long
time,
the
every
time
we
get
new
firefighters.
You
know
they
have
to
go
to
the
training
site
in
indio
that
I
think,
is
used
by
not
only
cal
fire,
but
it's
like
basically
every
city
in
this
area.

You
know
it's
trying
to
get
access
to
that
shared
resource
so
getting
times
and
stuff
like
that
has
been
challenging
for
the
fire
department
and
when
they
get
new
staff
you
know
getting
them
properly.
Trained
is
often
contingent
on
the
availability
of
whatever
sites
available
in
the
coachella
valley.
So
if
they
had
their
own
you
know
not
only
can
they
do
the
training,
but
there's
a
lot
of
other
options
open
to
them,
so
they
were
successful
in
getting
other
funding
outside
of
city
funding.

For
part
of
this,
when
it
was
all
said
and
done,
the
cost
estimates
were
just
blown
out
of
the
water.
So
that's
why
we're
asking
for
so
much
money?
We
thought.

And
one
thousand
dollars
sitting
in
a
pot
to
construct
this,
and
we
need
about
four
hundred
more
so
well.

A
follow-up
not
really
like.
I
can't
really
add,
like
the
travel
time
or
this
and
that
sure
the
future
I
mean
having
that
in
our
backyard
opens
up
so
much
more
possibilities
for
them.

facility
align

other
cities
of
similar
size
and
staffing
levels,
or
would
this
be
an
outlier
and
that
maybe
that's
a
better
question

happen

appropriate
for
us
or
would
it
seem
like
we've
suddenly
funded
funded
a
project
that
other,
like
cities,
would
not
fund.

look

this
line
item
for
400
000
for
a
fire
tower
training
facility,
that's
been
the
just.
The
financial
justification
has
been
one
too,
as
an
as
an
on-site
facility
versus
traveling
to
india
and
having
that
as
a
local
resource
versus
an
off-site
resource
and
india
is
not
far
away.

But
I'm
I
don't
make
you're,
probably
the
best
person
in
the
group
to
have
a
sense
of
whether

person
or
I
should
be
more
appropriate
to
the
staffing
level
of
the
fire
department.
But
a
community
of
this
size
is
it
normal
to
have
a
fire
tower
training
facility
and
therefore
have
this
type
of
investment.

there's
always

question
of
where
you
have
regional
participation
and

here

the
coachella
valley.

think
we
actually
have
some
robust
partnerships
in
different
ways.

system

going
away
at
some
point,
is
a
good
example
of
that,
but
but
ultimately,
when
you're
talking
about
training
that
needs
to
occur,
often
even
if
you
were
just
to
work,
the
numbers
on
you

traveling
out
as
far
as
indio
and
back
and

really
what
that
means
is
not
training
nearly
as
often
having
local
facilities
like
that
is
really
helpful
and
in
terms
of
communicating
that
message
too
not
to
get
us
too
off
track.

start
to
revise
some
of
our
budget
processes,

think
we

to
tell
that
story
through
the
budget,
not
just
through
these
kind
of
appropriations
with
measure

we
compile

complete
budget,

actually

tower
for
the
following
reasons.

expect

training
to
increase
from
a
certain
frequency
to
something
much
higher

really
give
everybody
commission
council
residents

of
what
is
the
investment.

that
speaks
to
the
issue

is

we've

conversations
at
previous
meetings
on

question

there

been
on
the
commission
now
about
two
years?
Has
there
ever
been
support
among
the
commissioners
for
funding
this
roundabout.

well

he's
been
the
most
vocal
or
the
most
frequently
vocal,
but
so
thank

for
that
information
and
then
maybe
more

substantively
not
more
so
something's
like
the
arnico
track
sewer
dom.

regards
to
the
arnica
sewer,
as
you
know,
a
home
on
septic
system,
a
home,
that's
on
the
sewer
system
is
always
better
than

home
on
a
septic
system,
because
you

period

periodic
pumping

county
in
general
is
moving
away
from
allowing
any
new
septic
tanks
being
installed.

can
replace
existing
ones,
but
they
are,

moving
towards
providing
sewer
services
whenever
possible.

particular

their
neighbors
have
been
connected
to
the
sewer
they.

the

three
items
on
my
list

things

talk

about,

them
has
to
do
with
turf
conversion
and
water
efficiency
projects.

we
get
a
lot
of
feedback
from
our
residents
about
our
green
space
and
over
watering
and
things
like
that,
and
so
I
think
we
really
need
to
start
taking
a
more
systematic
citywide
approach
to
improving
our
irrigation
and
watering
and
reducing
our
turf,
especially
as
there's
more
talk
about
drought
and
things
like
that,
and
so
we
I'm
requesting
250
000
for
the
next
fiscal
year
and
with
that
money.

believe
that
we
could
at
least
do
one
project
that
we've
been
talking
about
for
a
while,
which
is
over
at
victoria
park,
been
really
interested
in
trying
to
get
turf
away
from
the
sidewalks
and
around
the
away
from
the
existing
homes.

we've
gotten
some
design
information
on
that
we've
gotten
taken
it
to
the
parks
and
rec
commission
and
they
are
approving
of
it,
and
we
just
need
to
kind
of
reach
out
to
the
residents
and
let
them
know
it's
happening
if
we
can
get
the
funding.

we've
been
going
back
and
forth
about
this
project
for
a
little
while
and
mostly
it's
delayed
because
of
funding.
So
I
believe
that
the
cost
for
that
is
probably
around
the
120
000
mark.

know
if
that's
price

gone
up.

last
quote
we
got
was
around
110
or
so
so
anyway.

it
would
take
a
good
chunk
of
money
to
do
that
project
and
we're
learning,
certainly
from
the
airport
demonstration
garden
project
that
we're
doing
right
now,
a
lot
about
the
cost
of
plants
and
materials
and
construction,
and
things
like
that.
So,
as
you
guys
mentioned
earlier,
everything's
on
the
rise
so
anyway,
so
I
think
that
we
could
do
a
good
job
with
that,
and
also
probably
either
do
another
project
like
that.

mentioned
that
it's
at
an
intersection
where
there's
a
lot
of
runoff,
so
whether
it's
just
improving
the
irrigation
system,
there
we're
doing
a
little
turf
conversion.
I
think
both
would
be
welcome
there
just

matter
of
whether

not
we've
got
enough
funding
for
it,
but
also
do
a
design
for
for
coming
years.
So
what
I've
learned
again
from
this
airport
demonstration
carton
project
is
that
the
design
is
really
critical
and
we
need
to
be
kind
of
designing
as
we're
doing
so
that
we're
ready
for
the
next
project.

think
at

would
be
a
great
starting
point
for
this
kind
of
an
effort.
But
I
really
would
like

see
this
institutionalized
across
the
city
and
have
this

more
regular
ask

measure

we
can
get
these
projects
in
the
pipeline
and
start
to
really
improve
our
our
turf
situation
across

quick

be

easy
quick
to
do

worth

summer

year
from
yourself
and

we
spent

is

comes
partly
from
the
water
reduction
use
reduction
in
water
use,

so
we
can
quantify
that,

we
either

estimates

to

through

measurements

our
usage

For

particular
location,
we
can
measure
the
the
water
usage
difference.

The
key
thing
that
I
found
with
the
turf
conversion
projects
is
to
not
over
plant
on
the
the
desert
scape
we've
had,
and
I
I've
got
a
picture
of
the
the
design
that
somebody
proposed
for
the
city
hall
and
it's
just
overwhelming
in
terms
of
the
number
of
plants
so.

That's
really
the
critical
thing
is
to
can
I
kind
of
have
a
more
minimalist
design
and
the
places
that
we're
talking
about,
as
especially
like
places
that
we
want
to
move
the
turf
back
from
the
edge
of
like
the
sidewalk
and
things
like
that.
We're
talking
about
fairly
simple,
straightforward
designs
with
those.

so
I
have
no
doubt
that
it
would
be
a
water
savings
that
we
could
quantify
again,
either
through
some
more
general
estimates,
but
or
also
through
individual
meters
and
so
the
other,
the
other
advantage
or
benefit
that's
a
little
less
tangible.
Is
the
impact
and
improvement
on
infrastructure
that
is
surrounding
these
areas.
So
I'm
sure
you've
all
seen.

If
you
go
down
the
street
and
you've
seen
a
house
that
has
a
lot
of
overflow
and
a
lot
of
runoff
regularly
how
the
the
basically
the
curb
is
disintegrating
and
how
the
other
sorts
of
sidewalk
is
discolored
and
that
kind
of
thing.
So
that's
what
we
find
in
a
lot
of
these
places
is
that
the
sidewalks
are
are
really
discolored
and
the
the
guttering
is
really
damaged.

that's
the
other

racks
for

advertise

and

requests
for
bike

consistent

racks
or
loops,
or

bike-shaped
racks

color
and

add

racks

businesses

for
those
businesses,

has

effect

the
