From YouTube: Measure J Commission | October 15th, 2020
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
All
right:
well,
let's
call
the
meeting
to
order.
We
know
sid
will
join
us
here
in
a
minute.
So
this
is
the
measure
j
meeting
for
thursday
october
15
2020
via
zoom
and
chantelle
I'll.
Have
you
do
roll
call.
C
B
C
B
Vice
chair
craig
he's
trying
chair
jim
gazzan.
A
That
was
bernstein
and
then
seconded
by
sodor.
A
I
love
the
little
stars
on
mercedes
little
onesie,
okay,
approval
of
minutes.
We
had
two
minutes
that
were
shot
at
us:
the
special
august
3rd
meeting
and
september
17th.
Our
last.
D
Regular
meeting
I
have,
I
have
a
question
on
the
on
the
september
17th
minutes
the
motion
that
we,
when
we
added
the
design
phase
to
the
project
the
priority
projects,
didn't.
We
also
actually
move
to
submit
the
priority
projects
to
city
council
because
they
have
subsequently
approved
them.
I
think.
D
D
So
so
I
would,
I
would
suggest
that
we
adjust
that
to
list
what
the
full
recommendation
was
as
opposed
to
just
adding
the
the
led
and
then
give,
and
then
men
put
out
what
the
whole
list
was.
B
So
you
want
to
you,
want
to
submit
that
list
of
projects.
A
G
I
had
a
question
on
the
february
20th
minutes:
do
we
have
a
copy
of
the
materials
that
were
presented
to
us
by
parks
and
rec
like?
Can
we
include
that
as
part
of
like
submitted
public
comments-
or
I
guess
that's-
I
know.
Sometimes
we
get
those
and
they're
part
of
the
part
of
the
agenda,
but
that
that
might
be
really
helpful
to
have
in
the
record.
A
A
A
A
A
I
don't
know
if
we're
doing
them
separately.
Well,
yeah
we
yeah,
we
can
do
them
all
clumped
together.
So
with
all
the
with
the
editions
of
september
august
3rd
february
20,
there
was
no
issue
with
the
september
17th
or
no
september.
17Th
was
a
change
august.
3
was
fine
february
20.
We
were
looking
for
the
parks
and
recs
submission
a
project.
E
E
A
F
Yeah
attached
those,
I
think,
to
like
three
agendas,
because
I
know
there
was
a
package
about
this
big
on
projects
for
the
past
year
and
I
think
joelle
we've
attached
and
I
could
have
chanted,
send
those
out
and
then,
if
you
want
them
as
part
of
the
minutes,
we
can.
But
generally
we
don't
really
yeah.
It
was
part
of.
A
The
staff
report,
I
believe.
F
G
A
A
D
A
Okay
and
then
I've
got
commissioner
soto
is
the
second
yep.
Second,
okay,.
A
Comment:
do
we
have
anyone
from
the
public
on
the
phone
or
anything,
okay?
Well,
we'll
move
on!
Welcome
everybody.
I
really
have
nothing
to
report
so
I'll
go.
Let's
just
go
right
on
to
an
update
on
projects,
and
I
trust
that's
going
to
be
referring
to
this
and
what's
not
on
it
or
joel,
do
you
have
other
updates
for
us?
Well,
I.
H
Can
update
you
on
the
projects
that
we're
working
on
and
the
recommendation
that
yet
was
given
by
council?
It's
up
to
you
how
you
want
to
proceed.
You
want
to
talk
about
the
the
funds
that
the
the
second
pdf
that
was
sent
out,
which
would
be
the
financials
for
measure
day
or
I
can
talk
about
the
actual
projects.
A
Well,
you
just
have
to
talking
this.
Is
the
financials
right
correct?
Yes?
Well,
usually
we
start
with
nancy,
so
I
guess
nancy.
We
could
just
quickly.
A
Go
through
it
as
there's
not
really
a
lot
there
to
report
on
and
I'm
just
curious
nancy
if
we
were
following
a
trend
of
better
than
projected
tax
revenues
again
since
last.
F
Month,
I'm
sorry
was
that
a
question
for
me:
I'm
trying
to
help
get
sitting
still.
A
Oh
I'm
sorry,
I
was
gonna,
let
you
go
first
with
the
financial
report
and
I
was
just
asking
if,
since
a
month
ago,
if
we're
still
following
a
trend
of
better
tax
coming
in
and
projected.
F
Yes,
we
are-
and
this
is
more-
not
really
a
financial
report.
It's
just
a
pro
project
update
because
on
this
page,
there's
really
nothing
new
as
far
as
the
revenues.
But
if
you
look
down
at
the
expenditures
we
went
and
added
the
ones
that
were
on
the
list
to
replace
the
gym
floor,
curtains
at
pavilion,
shade
structures,
park,
benches,
playground,
surfacing
pavilion
landscaping
and
then
the
led
lighting
project
for
a
hundred
thousand.
F
A
A
F
F
H
F
A
F
F
A
F
A
G
Exactly
and
they're
buying
great
fees,
taurus
sales
tax.
I
think
we
talked
about
this
last
month.
My
apologies
for
repeating
this,
but
the
debt
service
and
the
transfer
to
the
general
fund.
Can
you
clarify
how
they're
different,
and
I
know
that
one
is
3.2
and
one
is
3.3
but
they're
both
aren't
they
both
just
going
to
the
general
or
one
I
just.
I
don't
really
understand
the
difference
between
those
two
so.
F
F
F
I
F
H
Well,
yeah!
I
can
go
over
a
little
bit
on
on
the
project
side
of
things.
So
I'll
start
with
the
downtown
park
that
downtown
park
project
is
full
steam
ahead.
Where
our
contractors
work
we're
finishing
the
substation
they're.
H
They're
setting
up
the,
I
think
the
footing
is
already
poured
for
the
wall,
so
all
in
all
that
project
is
moving
full
steam
ahead.
The
repairs
to
the
parking
garage
also
are
going
forward
that
eventually,
once
that's
resolved
and
then
done
with
you'll
see
more
dirt
and
more
activity.
So
right
now
we're
in
line
to
to
be
able
to
complete
those
repairs
and
just
continue
with
the
project.
Current
timeline
is
approximately
may
2021
for
completion,
so
it
definitely
has
been
pushed
back
some
jeff
yeah.
You
had
some
questions.
H
No,
no,
the
berlardo
closure
is
a
little
bit
different.
It's
not
associated
with
the
actual
park
project.
The
the
parking
structure
underneath
directly
underneath
the
park
had
some
structural
deficiencies
that
needed
to
be
attended
to
and
before
constructing
the
park
on
top
of
it.
So
that's!
What's
going
on
there.
H
H
H
H
That's
kind
of
what's
going
on
with
the
park
right
now,
the
as
far
as
the
other
ones.
As
nancy
stated,
we
have
the
funds
now
actually
we've
already
given
these
projects
to
different
staff
members,
a
lot
of
them
already
doing
the
research.
We
already
have
the
project
number
so
now
we
just
need
to
make
these
projects
happen,
so
we're
working
on
each
one
of
them.
H
Most
of
them
are
being
done
by
engineering.
I
think
a
few
of
them
are
going
to
be
done
through
stacy's
group
and
she
could
probably
talk
to
that
a
little
bit,
but
for
the
most
part,
we're
we're
we're
moving
ahead
on
all
these,
so
that's
just
more
on
our
plate
and
we're
working
towards
getting
those
projects
out
and
constructed.
H
D
H
Yeah,
so
each
one
of
them
is
going
to
have
its
own
unique
timeline,
certain
certain
projects,
like
even
the
shade
structures.
If
you
will,
you
need
time
to
get
the
specifications,
do
the
research
create
a
set
of
plans,
small
plans
to
get
the
project
built,
or
sometimes
we
can
actually
go
with
the
design
build.
So
it
could
be
anywhere
from
three
to
six
months
before
we're
actually
seeing
anything
on
the
ground
and
that's
if
we
have
everything
lined
up
for
us.
H
H
Want
to
point
out
to
to
to
the
measure
j
is
the
shade
structures
for
15
locations
of
50
000
and
in
our
very
preliminary
research
we're
finding
that
50
000
is
really
not
going
to
get
us
very
far
with
those
shade
structures,
they're
actually
quite
expensive,
just
in
what
we're
doing
right
now.
So
I
do
suspect
that
I
will
be
back
asking
for
additional
funds
to
actually
accommodate
the
15
locations.
H
So
no
like,
I
said
that
we
just
really
got
the
projects
approved
right
now,
we're
I
don't
know
if
stacy
might
have
some
some
idea,
but
I
think
we're
looking
at
maybe
from
it
could
be
anywhere
from
five
to
ten
thousand
per
location
to
to
create
those
those
sheet
structures
put
them
in
there.
There's
some
heavy
footings,
some
some
wind
loads
that
we
need
to
account
for
so
yeah.
The
50
000
is
probably
not
gonna,
give
us
more
than
five
or
six
true
structures
and.
J
Yeah,
I
think
that's
that's
a
pretty
accurate
number.
I
think
the
bleachers
may
be
more
some
of
the
longer
areas,
but
again
because
of
the
wind
shear
that
we
have
to
calculate
the
footings,
the
depths
we
have
to
pour
and
then
we'll
have
to.
J
Obviously
in
some
of
those
situations
like
at
the
swim
center
go
through
the
deck
of
the
pool,
I
would
say
some
of
the
larger
scale
you
could
be
15
to
20
at
the
swimming
pool,
but
I
think
most
of
the
parks
and
the
playground
equipment
yeah
10
to
15
is
about
average.
H
J
H
I
I
will
be
back
and
and
when
I
get
a
better
handle
of
it,
the
staff
member
that's
working
on
it
is
going
to
give
me
a
cost
system
and
he's
doing
the
research
right
now.
As
a
matter
of
fact,
before
this
meeting
I
was
talking
to
him
so
once
I
have
a
good
picture,
I'll
come
back
in
with
you,
you
folks
know.
H
G
I
I
didn't
catch
it
on
the
city
council.
I
didn't
kept
a
city
council
meeting,
but
was
there
any
other
notes
or
or
comments
to
note,
as
these
were
approved.
H
H
G
G
G
I
guess
in
terms
of
timeline
for
next
year's
budget
and
new
projects,
so
what
I
mean
normally,
we
kind
of
start.
What,
in
in
january,
is
that
still
kind
of
the
timeline
we're
thinking
of?
Is
there
I'm
just
kind
of
wondering
for
the
next
season?
Are
there
any
changes
that
we
should
be
prioritizing
in
terms
of
our
process
given
kind
of
covid
and
all
the
changes
we
had
this
year,
that
we
should
prioritize
for
november
december.
F
It's
never
too
early
to
start
so
I'll,
probably
be
starting
on
next
year's
budget
within
the
next
month
or
two
just
to
be
more
more
or
less
because
it's
all
manual
process
we're
going
to
a
current
erp
system.
So
next
year
we're
hoping
everything
will
flow
a
little
easier
but
yeah
it's
never
too
early.
I
mean
the
better.
So
I
wouldn't
wait
till
like
a
minute.
So
we
can.
You
know
kind
of
start
discussing
this
in
december.
E
When,
when
do
you
expect
to
have
some
visibility
on
really
how
much
money
we're
talking
about
available
to
measure
j
or
this
rather
than
focusing
on
on
a
list
of
projects
that
we
think
are
interesting
and
have
validity,
there's
always
the
probably
more
important
question
of
how
much
money
do
we
have
to
work
with.
F
So
you
know
I
can't
really
divulge
too
much
until
I
talk
to
council
and
so
hopefully
we'll
have
something
presented
in
november
and
whatever
the
direction
we
get
from
them,
then
I
can
come
back
to
you
and
say:
okay.
This
is
how
much
we
could
spend
on
additional
projects.
So
that
might
you
know
keep
that
in
the
back
of
your
mind
that
if
you
get
more
money
in
what's
your
goal,
what
do
you
want
to
spend
these
at?
F
So
I
would
have
a
list
almost
ready,
saying:
okay,
this
is
our
our
small
list
of
projects
for
smaller
dollar
amounts
and
if
we
happen
to
get
in
another
three
million,
then
is
there
something?
You
know
that
you
really
need
done.
That's
a
little
larger,
but
I
think
from
the
last
meeting,
no
naomi
all
agreed
that
the
lead
lighting
project
was
one
of
your
top
priorities.
F
F
C
C
H
Well
sure
sure
it
does,
it
definitely
does,
but
I
think
when
I
think
even
marcus
might
have
mentioned
it,
that
it
was
going
to
be
around
a
million
plus
dollars
and
stacy.
I
think
you
might
be
able
to
back
me
up
on
that.
I
think
it's
going
to
be
that
amount.
J
J
It
would
be
the
playing
fields
which
would
be
the
tennis
courts.
Pickleball
courts
ball
fields,
and
we
also
have
to
include
ruth
hardy
park
for
the
same
thing.
G
A
Well
that
you
know,
I
want
to
clarify
that,
because
I
I
get
what
naomi's
saying,
but
we
have
such
a
backlog
of
things
that
were
pre-approved
by
both
our
commission
and
council.
That
haven't
been
touched,
so
I
feel
like
it's
going
to
be
a
while
before
we
even
get
caught
up
on
those
projects
that
were
already
in
the
pipeline
yeah
for
improvement.
A
G
You
know
if
there's
any
changes
to
the
need
for
this
or
if
the
need
has
gotten
higher
or
what
like
it's,
it's,
not
necessarily
like
gathering
new
projects,
necessarily
but
just
any
feedback
on
what
we're
considering
sure
like
if
I'm
describing
something
that
is
fiscally
like
not
remotely
possible,
it's
more
there's
just
so
many
changes
and
I
feel
like
a
lot
of
people.
Don't
know
how
or
when
to
kind
of
contribute.
A
And
I
think
a
good
example
of
that
is
fire
station
number
one?
It's
pro
you
know.
Obviously
it
still
has
to
be
redone
at
some
point,
but
the
urgency
to
which
it
needs
to
be
done
now
with
no
arena,
and
hopefully
no
you
know
10
story
or
whatever
hotel
coming
down
the
road
anytime
soon
for
the
tribe.
A
You
know,
that's
probably
something
that's
not
as
much
of
a
hot
button
issue,
so
I
think
we
certainly
can
look
at
that
and,
if
there's
a
way
that
we
can
publish
that,
whether
it's
on
the
city
website
under
measure
j,
that
these
are
the
projects
that
are
under
consideration
now,
as
far
as
the
million
dollar
community
projects,
I
guess
we
were
kind
of
leaning
towards
parks,
and
that
will
be
up
for
discussion
two
by
the
end
of
the
year
and
or
this
winter
as
far
as
the
next
fiscal
year.
C
G
Yeah,
I
I
would
say,
maybe
community
feedback
at
this
point
since
we're
our
money
is
going
to
be
so
low
yeah,
that's
kind
of
what
I'm
trying
to
merge.
Those
two
needs
right
like
for
and
then
what
this
fall
will
look
like.
D
So
if
I
may,
I
think
we
have
one.
The
first
thing
is:
we
have
to
figure
out
all
the
things
that
have
been
defunded
or
are
still
on
hold.
Like
the.
I
think
there
was
an
ada
access
at
du
mouth
that
never
happened,
and
once
we
have
that
whole
list,
then
we
need
to
do
what
commissioner
soto
said
and
determine
you
know.
G
C
H
The
roads,
the
actual
project
which
I'll
identify
as
1901,
was
eight
million
dollars
worth
of
projects
that
was
started
and
awarded
approximately
three
quarters
of
the
way
complete
when
the
money
when
we
had
to
cancel
the
project
and
the
money
was
taken
from
that-
or
it
was
basically,
we
didn't
have
money
to
complete.
H
So
it's
basically
on
hold
until
such
time
as
the
money
becomes
available
again
to
move
forward
with
the
repaving
and
that's
reconstruction
of
a
pavement.
There's
also
another
pavement
project
that
we
do,
which
is
a
slurry
and
crack
seal,
which
is
not
as
intrusive
that
money
comes
from
gas
and
other
special
taxes,
and
that
seems
to
be
a
project
that
might
move
forward.
It
was
almost,
I
think
it
was
awarded
and
we
had
to
cancel
it.
H
It
never
got
started,
but
with
some
red
tax
revenues
coming
in
higher
than
expected,
that
project
might
come
back
to
life.
So
that's
those
are
the
two
types
of
projects
that
we
have.
Four
reconstructions,
which
was
measure
date
funded
and
the
was
a
slurry
crack
seal,
which
was.
C
H
Through
other
taxes,
and
that
that
one
will
probably
come
back
sooner
than
later.
G
Nancy,
I
just
want
to
make
sure
I'm
understanding
your
measure
j
report
correctly.
So
the
replace
gym
floor
through
led,
like
that's,
been
approved.
The
council's
approved
at
approve
that
we're
moving
forward
and
the
projects
that
were
previously
approved
that
were
stalled
are
all
the
projects
above
it
right
there.
There
aren't
any
other
projects
that
have
been
stalled
due
to
covid
that
aren't
on
here
correct.
G
G
F
E
E
Is
that
par?
Is
that
a
bucket
that
gets
filled
in
proportion
with
the
other
larger
measure
j
available
funds,
because
if
we
have
a
we
have,
we
have
the
the
prior
years
cancelled,
approved
projects
that
in
that,
presumably
we
want
to
reactivate,
and
we
also
want
to
look
to
an
opportunity
for
a
million
dollars
of
community
funding.
E
F
F
I
think
what
we
need
to
do
is
at
our
next
meeting,
we'll
regroup
and
I'll
give
you
dates
of
our
items
needed.
So
one
sit
with
the
subcommittee
budget
subcommittee
before
our
next
meeting,
and
it
should
probably
go
to
something
should
go
to
council
before
our
next
meeting.
We'll
have
a
better
idea
of
if
there's
any
anything
left
that
we
could
spend
in
1920,
and
if
we're
going
to
increase
2021
budget
and
then
discuss
what
what
projects
do
we
want
to
bring
forward
for
the
next
year
budget
and
the
timing
of
that.
I
Can
can
I
ask
a
question
then
then,
since
we
talked
about-
and
I
I
mean
had
talked
about
before-
about
getting
our
identity
back
out
there
of
what
measure
j
is
about
and
what
it
does
etc,
because
it's
sort
of
been
on
the
back
burner
to
the
public
as
far
as
the
visuals
and
that
once
we
do
have
that
list,
I'm
just
asking
about
the
idea
of
maybe
publishing
to
the
public.
These
are
the
projects
that
were
scheduled.
These
are
the
things
because
these
are
the
things
that
were
delayed.
I
I
E
That
would
be
good.
The
the
spring
mailing,
obviously
for
good
reason,
never
happened,
but
the
other
timing
was
coincidental
to
the
shutdown
but
to
have
to
just
reactivate
that
effort
to
communicate
and
say,
say
something
useful.
Given
that
there's
been,
there's
really
been
nothing
out
there
for
months,
yeah.
F
Again,
if
you
guys
want
to
come
up
with
something
and
we
can
give
it
to
amy
she'll
post
it
on
instagram
and
facebook
and
there'll
be
a
link,
and
instead
of
you
know,
spending
the
money
on
mailings,
they
can
click
on
that
we
can.
We
could
update
them
as
often
as
you
want
by
doing
it
that
way,.
G
F
C
E
C
A
A
A
A
D
D
Well,
if,
if
we
can,
then
I
would
think
commissioner
soda
would
be
very
good
on
the
communications
committee,
I
mean
our
our
our
role
in
terms
of
getting
input
on
on
on
public
and
communities.
Ideas
for
for
projects
that
sort
of
has
changed
until
we
actually
know
where
we
stand
so
what's
more
important,
I
think,
is,
is
what
what
commissioner
soto
raised,
which
was
getting
word
out
about
our
existing
projects
and
where
they
all
stand.
D
Yes,
if
it's
almost
like
we're
going
to
merge
the
two
for
now
until
until
we
can
actually
actively
try
and
get
more
public
input.
G
Yeah
yeah
absolutely
come
in.
A
F
A
We're
going
to
be
interviewing
june,
2
4,
open
seats,
I
hope
by
in
the
next
month
or
so,
and
we
should
be
back
to
nine
commissioners
by
the
year's
end.
I
believe
so
all
right
well
all
in
favor
or
a
motion
to
add
commissioner
soto
to
the
communications
subcommittee.
A
So
all
in
favor
of
adding
commissioner
soto
to
the
communication
subcommittee.
A
G
C
A
A
I
have
a
general
question
kind
of
for
nancy.
It
might
be
a
little
naive,
but
just
in
general
state
of
the
city.
As
far
as
finance
I
mean
looking
at
these
tax
numbers
that
came
in
for
september
20
over
september
19
and
then
what
is
probably
record
t.o.t
for
our
summer
months
with
vacation,
rentals
off
the
hook
and
a
lot
of
other
spending
going
on.
I'm
just
curious-
and
this
is
probably
more
appropriate
to
david
ready.
A
But
where
does
the
city
stand
on
giving
some
love
back
to
areas
that
were
so
badly
cut,
particularly
facilities?
You
know
there's
different
departments
that
were
gutted
also
at
city
hall.
I'm
just
curious.
You
know.
As
and
again
I
know,
they're
not
going
to
start
going
crazy,
but
you
know
I
know
some
areas
are
really
hurting.
F
So
again:
well
it's
a
rolling
budget
and
we're
going
to
give
a
quarterly
report
to
the
budget
subcommittee
and
we're
going
to
be
bring
recommendations
with
that
to
the
council,
based
upon
the
agreement
or
discussion
with
the
budget
subcommittee
to
the
I'm,
not
sure
if
they're
going
to
do
it,
the
first
or
second
meeting
in
november.
A
All
right,
great
any
other
comments
from
the
commission
staff.
Everyone's
happy
overworked.
F
I
F
D
I
would
I
would
you
know,
but
some
of
these
projects
that
are
happening.
I
think
you
know
that
are
measure
j
funded,
I
do
think
should
be
promoted,
especially
as
they
start
work
I
mean
downtown
park
is
controversial,
but
once
you
start
doing
some
of
these
other,
whether
it's
the
shade
structures
or
the
new
gym
floor
or
the
rest,
restrooms
or
the
landscaping.
Rather,
I
think
it
would
be
helpful
to
start
you
doing
social
media
to
let
people
know
exactly
what
measure
j
funds
are
going
for.
F
And
we
could
provide
you
with
like
if
you
want
to
put
a
list
out
there.
You
know
like
hey:
these
were
approved
by
city
council.
F
You
know
we're
moving
forward
with
these
six
or
seven
projects,
and
just
you
know
we'll
keep
you
updated
and
then
once
we
are
in
the
middle
of
the
project
or
near
the
project
and
the
project
is
complete,
we
can,
you
know,
put
a
check
mark
on
that.
The
list
of
those
seven
items
saying
completed
and
that
kind
of
stuff.
I
I
think
it's
also
important
for
that
committee
that
subcommittee
to
be
able,
then
to
be
able
to
say
at
a
city
council
meeting
or
on
the
around
the
or
on
the
phone
area,
and
that
that
we've
just
we've
just
started
groundbreaking
on
the
gym
floor
at
desert
highlands,
and
this
is
when
we're
hoping
it'll
be
completed.
Those
are
that's
a
great
story
and
I
think
the
public
needs
to
hear
these
things.
C
G
C
E
With
this
nancy,
I'm
curious-
I
I
haven't
seen
anything,
but
has
there
been
any?
Has
there
been
any
announcements
formal
or
cover?
That's
hit
your
radar,
because
I
think
that
I
think
overall,
the
the
biggest
story
of
in
the
four
corners
that
we're
working
with
the
biggest
story
is
there's
income
here
that
is
higher
than
anybody
was
expecting
and.
