our
members

by

professionals

Florida

I,
want
to
give
a
little
bit
of
background
about
Audrey.
She
previously
worked
as
a
police
dispatcher
in
Andover
Massachusetts
from
86
to
2005.
She
was
hired
with
us
March
7th
2005.
It
became
a
communications
training
officer,
then
the
lead
trainer
and
then
she
was
promoted
to
our
communications
supervisor,
October
12th
2015
she's
responsible
for
supervising,
10,
Public,
Safety
dispatchers.
That's
the
most
direct
reports
of
anybody
in
our
department,
so
I
don't
know
how
you're
doing
it
are
you
doing
a
great
job.

She
handles
our
monthly
call
reviews,
monthly
reports,
component
evaluations,
our
Emergency
Operations,
Center,
activations
overtime,
payroll
records,
everything,
I,
I,
can't
say
enough
about.
You.
She's
also
received
several
awards:
exceptional
team
performance,
exceptional
duty,
Employee
of
the
Year
in
2012,
employee
of
the
quarter
and
numerous
letters
of
appreciation,
and
in
2018
she
got
the
first-ever
Chiefs
award
for
job
excellence,
you're
the
glue
that
holds
that
that
communications
center
together
and-
and
we
couldn't
do
what
we
do
without
you
and
thank
you
for
your
service
to.

a
little
worried
about
talking
about
Carol,
because
I'm
afraid
Howard's
gonna
get
rid
of
me
and
put
Carol
as
a
chief
at
all.
She
was
hired
as
a
dispatcher
March
3rd
1990
transferred
to
records
for
a
brief
time,
came
back
to
communications
and
then
finally
settled
in
our
records
department
2004.
She
does
she's
our
major
role
for
our
Uniform
Crime
reporting,
so
she's,
the
one
that
does
it
every
day,
she's
getting
our
crime
stats,
putting
everything
together
and
we
have
to
report
twice
a
year.

So
so,
when
they're
up
that's
her
fault,
she
she
does
everything
she
serves
as
our
back.
She
did
serve
as
our
backup
evidence
coordinator.
So
when
Sam
was
out
she's
the
one
in
there
taking
in
all
the
evidence,
first
line
of
contact
for
our
volunteers
in
our
records
section
processes,
all
these
records
requests
for
internal
and
external
customers
and
serves
as
a
member
of
a
departments,
operational
proficiency,
team
and
I
think
you've
trained
three
records
clerks
just
in
the
last
two
years,
getting
everybody
together.

she
has

lot

recognized
for

in

we
kind

discovered

not

the
whole
crew

care

Hurricane
Charley
and
recently

Hurricane
Emma
he's
the
guy

leads

show

all

his
staff

Air
Force,
both
as
a
pilot
and
as
an
air
traffic
controller,
I've
worked,
a
number
of
air
shows.
I've
been
the
chief
air
traffic
control
for
Thunderbirds
demonstrations.
I've
been
a
pilot
participating
in
air,
shows,
I,
participated
and
helped
plan.
Air
shows
both
in
the
United,
States
and
overseas.
Air
shows
are
wonderful,
I
enjoy
them,
but
every
airshow
I've
ever
been
involved
with,
has
involved
an
awful
lot
of
prior
planning.

Usually
you
start
planning
the
airshow
immediately
after
the
one
you've
just
had
so
you
spend
about
a
year
getting
ready
for
it.
It
takes
a
lot
of
time
and
a
lot
of
effort
to
carefully
plan
and
mitigate
all
the
possibilities
at
an
airshow.
So
just
looking
at
this
one
I
record,
my
major
concern
is
for
air
safety
and
then
particularly
in
terms
of
fire
and
crash
response,
every
Air,
Show
or
aerial
demonstration,
whether
it's
been
on
an
airport
or
a
dirt
strip
somewhere
or
something
like
that
has
involved.

The
immediate
access
of
fire
crashed
rescue
equipment
to
the
scene
of
a
potential
accident
and,
unfortunately,
you
know
most
air
shows
go
off
without
a
hitch,
but
every
year
we
manage
to
have
a
few
accidents
and
kill
a
few
people
at
air
shows,
and
what
you
have
to
have
is
the
ability
to
respond
in
an
unrestricted
manner
by
qualified
and
trained
aircraft
and
rescue
personnel
and
I.
Just
wonder
about
the
ability
in
what
would
be
a
very
congested
area
of
downtown
waterfront,
Punta
Gorda,
the
bridge
or
anything
like
that.

I
also
wonder
about
the
possibility
or
what
we
have
in
the
terms
of
maritime
response
for
crash
and
rescue,
knowing
the
the
capabilities,
both
the
Punta
Gorda
Police
Department,
the
Charlotte
County
Sheriff's,
Department
and
Coast
Guard
to
be
able
to
answer
such
things.
It's
not
the
the
idea.
It's
the
what
happens
when
something
goes
wrong
and
how
do
you
respond
to
it?

And
can
you
get
the
people
you
need
to
an
accident
scene
in
a
timely
manner
without
having
to
work
their
way
through
a
lot
of
people
like
I
said
even
when
I've
done
these
things
on
dirt
strips
we've?
Had
fire
crash
ambulance
vehicles
available
that
have
unrestricted
access
to
the
area
in
the
event
of
an
accident,
and
my
major
concern
for
this
one
is:
can
we
effectively
control
what
would
be
the
show
area
from
the
show
line
up
and
down?
Essentially
the
channel
Harbor
to
either
side?

You
know
the
nearest
emergency
Airport
is
going
to
be
Charlotte
Hart,
our
Punta
Gorda,
so
that
any
aircraft
that
has
an
emergency
is
going
to
have
to
divert
quickly
over
a
populated
area.
So
I
just
like
to
you
know,
make
sure
that
safety
and
fire
crash
rescue
is
adequately
addressed
in
this
consideration.

the
chairman
of
the
Florida
International,
Airshow
and
I,
have
with
me
Stan's
message
the
president
of
Florida
International
Airshow,
and
what
we're
looking
to
do
is
to
move
the
airshow
which
is
now
on
this
39th
year.
So
there
is
a
lot
of
forethought
involved
in
this
too
over
Charlotte
Harbor,
and
the
reason
is
is
that
the
next
two
years
PGD
is
undergoing
extensive
runway
reconstruction
and
lengthening,
and
all
these
great
things
happening
out
there.

Unfortunately,
we
just
can't
host
the
airshow
at
the
airport,
the
next
two
years,
so
we
possibility
of
wings
over
Charlotte
Harbor
that
we're
presenting
to
you
today.
We've
worked
with
the
city
and
the
county
police
and
Sheriff's
Department
Fire
Rescue.
To
address
these
concerns
of
the
perspective
of
the
previous
speaker
and
while
that's
fresh
on
my
mind,
I
would
like
to
point
out
that
the
plan
is
to
have
fire
rescue
boats
at
each
point
of
the
airshow.
The
Sheriff's
Department
could
provide
us
three
boats
with
ten
divers.
S
And,
of
course,
the
city
has,
there
are
good
resources
that
will
also
take
care
of
that.
We've
also
talked
to
the
Sheriff's
Department.
They
will
have
a
patrol
car
at
the
approach,
end
of
the
southbound
bridge
to
slow
traffic
down
and
bicycle
sheriff's
deputies
back
and
forth
on
a
bicycle
lane
of
the
bridge
to
keep
the
pedestrians
on
the
right
side
of
that
that
area
on
the
bridge.
The
cool
thing
is
this
show
will
be
accessible
to
anyone
with
an
eye
sight
of
the
of
the
harbor.

T
Smith
the
florida
international
air
show
the
Coast
Guard
is
also
going
to
be
involved.
We're
talking
with
them
right
now,
they'll
be
putting
out
a
notice
to
Mariners
for
that
area,
we're
talking
to
them
about
bringing
a
Coast
Guard
Cutter,
possibly
up
in
that
area,
or
something
just
a
little
bit
smaller
than
that,
possibly
with
a
helicopter
on
the
back
of
it.

They
may
even
be
willing
to
do
a
as
part
of
the
air
show,
a
demonstration
for
the
boaters
on
what
an
actual
water
rescue
is,
so
that
there's
a
lot
of
good
items
there,
but
we'll
also
have
those
people
that
have
the
capability
out
at
the
water
fast
on
rescuing
any
performer
or
any
potential.
If
there's
an
accident
within
the
boating
area,.

Because
right
now,
there's
twenty-one
boats
out
there
anchored
in
that
space
who
are
some
summer.
Liveaboards
some
are
here
for
the
winter,
so
they
will
be
working
on
communications
with
those
boaters
to
make
sure
that
they
know
if
they
choose
to
leave
their
boat
in
that
space.
While
the
airshow
is
going
on.
They
cannot
be
on
those
boats
for
security
reasons,
but
they
otherwise
will
have
to
move
the
boat
out
of
that
boxed
area
during
the
show
for
both
days
and
also
I
spoke
with
Dana.

Before
the
meeting
someone
asked
me
yesterday,
if
there
was
any
way
we
could
limit
the
height
of
the
boats
that
are
adjacent
to
the
Gilchrist
Park
shoreline
because
of
visibility
for
anything
that
may
be
going
on
on
or
near
the
waterline.
But
when
we
talked
this
morning,
he's
assured
me
that
99%
of,
what's
going
to
happen,
is
going
to
be
aerial,
so
I,
don't
think
that's
going
to
be
an
issue,
and
last
but
not
least,
something
that
did
come
up
when
we
met
with
the
boaters
Alliance.

One
of
the
board
members
is
also
the
vice
Commodore
of
the
Punta
Gorda
Boat
Club,
and
originally
they
had
planned
to
do
an
Oktoberfest
at
the
Boat
Club
that
weekend
and
when
they
found
out
about
the
airshow
that
day,
he
said
well
we're
definitely
not
going
to
be
doing
our
professed.
However,
we
will
want
to
do
some
kind
of
an
event
that
coordinates
with
the
air
show.

This
is
gonna,
be
a
community-wide
event.
We
have
reached
out
to
Fisherman's
Village
military
heritage
museum,
we're
working
with
the
historical
homeowners
association
to
make
sure
that
it's
a
positive
impact
to
the
city
and
the
people
that
live
here
and
bring
these
resources
in
their
show
use
this
23
different
non-for-profit
organizations
that
come
in
and
actually
help
us
make
the
Air
Show
work.

After
that
time,
they're
going
to
dispersed
throughout
the
city
over
fisherman's
village
and
have
lunch
downtown
with
all
the
good
restaurants
downtown
they're
going
to
move
around,
and
we
want
to
make
sure
that
it
all
flows
properly.
Looking
at
the
traffic
situation,
we
with
Charlotte
County
transit
to
the
spectators
in
from
as
far
as
way
is
Charlotte
high,
if
necessary,
so
we'll
Park
them,
either
at
Charlotte
higher
at
the
Regional
Park,
that's
right
by
Charlotte,
high
school
and
bus.
The
spectators
in
we
also
have
requested.

think
the
answer
setup
will
be
the
ease
of
parking
so
rather
than
just
driving
up
and
down
Marian
Avenue
respond.
Also,
it
was
suggested
by
the
historical
homes
owners
to
reach
out
to
the
area
churches
on
Saturday
and
have
them
utilize
their
parking
and
maybe
as
a
fundraising
for
their
churches
talking
to
them
as
well.

we
can
make
it
part
of
the
Lashley
Park
after
event
or
down,
where
that
into
the
Gilcrest
Park
area,
for
people
to
take
a
look
at.
It
slows
down
to
dispersal

spectators

congestion
in
people
wanting
to
all
leave
at
the
very
last
minute,
which
is
similar
to
what
happens
at
the
fourth
of
July,
where

the

moving

code
that
regulates

the
basis

is
said
on
the
sign

unconstitutional.

to
regulate
signs,

to
regulate
things
that
aren't

on
what
is
said
on
the
sign,
the
content,
but
on
regulations
that
are
content
neutral.
You're
then
limited
to
the
size
of
the
sign,

location
of
the
sign,
the
height
of
the
sign,
the
materials
in
which
the
sign
is
constructed,
the
times
in
which
the
signs
can
be
placed.
But
you
cannot
differentiate
between.
Let's
say
signs
that
advertise
open
houses
versus
lines
that
advertise
a
church,
bazaar
or
signs
that
say
out
of
canis.

regulate
signs
based
on
what's
said
on
the
signs
now,
let
me
at
least
put
to
some
extent
the
current
discussion
in
proper
context,
we're
here
because
as
a
follow-up
to
what
took
place
at
the
call
enforcement
board
last

none

the
violations
that
were
heard
by
the
code
enforcement
board
were
based
on
directional
signs.
The
open
house
signs
all
of
the
violations
were
signs
within
the
city's
right-of-way,
which
is
prohibited.
We
have
a
separate
provision
in
our
code,
as
relates
to
signs
that
are
off
premise,
signs,
otherwise,
directional
signs.

So
we
need
to
consider
our
current
code
in
its
relationship
to
the
requirements
of
the
US
Constitution
in
2016,
the
US
Supreme
Court
issued
a
game-changing
decision
which
in
essence,
made
probably
99.9%
of
the
county
and
municipal
ordinances
around
the
country
in
violation
of
the
Constitution.
Based
on
that
decision,
it's
been
a
tough
process
to
draft
regulations
that
meet
that.

would
also
be
found
to
be
unconstitutional,
because
if
you
have
to
read
the
sign
to
determine
what
category
that
sign
fits
into,
then
that
is
not
a
content-neutral
sign.
In
order
to
address
a
situation
like
we
have
today.
One
of
the
things
that
you
would
want
to
consider
is
whether
you
would
open
up
the
public
right-of-way
to
science.

Irrespective
of
what
the
sign
said.
If
you're
willing
to
do
that,
then
you
can
regulate
the
time
or
day
of
the
weeks
that
the
sign
can
be
posted
the
size,
the
matter
of
construction,
things
of
that
nature,
but
you,
but
you
would
then
be
opening
up
our
right-of-way
to
garage
sales,
private
parties,
church
events
as
well
as
open
houses
and
do
away
with
the
limitation
on
directional
signs
and
directional
signs
and
allow
the
directional
signs
to
be
placed
in
the
right
away.

an
option,
that's
available
to
you
as
soon
as
you
start,
limiting
who's
going
to
use
the
right-of-way
and
who's
gonna
have
a
right
to

directional

certain
classes
that
are
determined

benefit

that
relaxation

the
ordinance.

we
run
afoul
of
the
US
Constitution.

responsibility

tell

you

what
is
permissible

not

that
we
probably
shouldn't
go
down

certain
path,
but
my
advice
is
advice

us

allow

assess
the
risk

suggested

until
we
replace
the
code
with
one

meets

constitutional

content-neutral
regulations
include
the
number
regulating

number

signs,
there's,
no
real
definition
of
how
many
signs
you
can
regulate
without
violating
somebody's
ability
for
some
free
speech,
so
that,

we

you

only
10
signs
on
the
property,
probably
that
would
be
sufficient
and
and
meet
constitutional
muster
as
a
limitation.
If
we
said
you
can
only
have
one
sign
on
your
property,
the
courts
have
said
that
maybe
too
limiting
particularly
you

have
a
provision
in
our
hypothetically
speaking.

code
provision
in
a
Municipal
Code.
That
says
you

one
political
sign
for
one
candidate

any
election

the

that's

the

happens

be
content-based

a
political

the
court
said
that

is

candidates

owner

property

willing

spot

it's

written
out

and

concern

that

we

purpose

with
respect

store

down
to
my

signs

one
open
house
and
one
realtor
had
handwritten
notes
on
the
sign.
It
was
a
pre-made
sign,
but
he
had
handwritten
notes
on
it
and
another
one
had
something
taped
to
the
bottom
of
the
sign.
With
the
address
of
the
property
we
regulate
that
kind
of
stuff.

sign

professionally
printed
or
painted,

esthetics

saying

content-based

juror
courts
from
other

our

we've
known
for
quite
some
time
that
you

we
have
issues
with
our

our
ordnance

it
wasn't
until
2016
that
the

Supreme
Court

up
with

Circuit
Court
