we

couple

avenues
for
public
comment
on
all
agenda
items.

that
we

received
ahead

there

public
out

we've
received
on
agenda
items
into
the
record.

The
consensus
of
council
seems
to
be
that
until
funding
at
the
scale
of
the
one
percent
sales
tax
is
available,
major
changes
to
the
Henry
Street
campus,
particularly
the
dog
park,
will
have
to
wait.
That
said,
members
of
council
have
acknowledged
that
immediate
short-term
improvements,
which
can
be
handled
at
a
reasonable
cost,
are
warranted
and
should
be
considered.
In
the
best
case
scenario,
voters
will
approve
the
sales
tax
extension
and
receipts
are,
as
predicted,
with
the
city
receiving
about
15
million
for
the
projects.
However,
availability
of
sales
tax
funds
is
a
huge
unknown.

Voters
may
not
approved
an
extension
of
the
sales
tax.
The
County
sales
tax
receipts
may
be
dramatically
impacted
by
the
current
health
and
economic
conditions,
even
when
those
conditions
improved
recovery
may
still
be
months
or
even
years
away.
This
uncertainty
suggests
a
cautious
approach
to
making
improvements
to
conditions
and
amenities
in
the
dog
park.
Some
will
recall
that
last
May
staff
was
in
the
process
of
drafting
plans
to
expand
the
small
dog
park.
Now,
almost
a
year
later,
we
can
contemplate
some
additional
weighting.

In
the
best-case
scenario,
the
Henry
Street
campus
would
be
slated
for
funding,
beginning
in
FY
20
to
18
months
away.
The
total
project
extends
to
FY
2024,
that's
at
least
18
months
of
no
significant
improvements
to
the
dog
park,
and
possibly
four
and
a
half
years
until
the
project
is
completed
in
the
next
18
months,
and
perhaps
for
some
time
after
that
warranted
low-cost,
short-term
improvements
could
be
considered
and
implemented.

Apart
from
the
input
received
recorded
and
reported
on
earlier
this
year,
there
is
no
announced
plan,
a
process
that
would
inform
decisions
about
improvements
to
be
made
either
in
the
short-term
or
for
the
full
project.
I
would
urge
council
to
consider
establishing
such
a
process
by
creating
an
ad
hoc
citizens
group
on
the
dog
park.
A
similar
approach
was
taken
by
Council
with
the
appointment
of
the
pickleball
committee
in
2019
for
immediate
needs.
The
committee
would
work
with
designated
staff
to
prioritize
the
kind
of
improvements
affordable
with
a
limited
budget.

committee
could
also
research
and
make
recommendations
for
the
longer
term
improvements
in
either
case
individuals
who
use
the
dog
park
on
a
regular
basis
and
have
a
commitment
to
it
being
the
best
dog
park
the
city
can
afford
would
be
providing

input
needed
to
help
staff
and
council
make
decisions.
If
such
a
committee
were
to
be
formed
soon,
it
could
also
provide
input
to
the
budget
process
for
our
next
fiscal
year.

northbound
bridge,
seen
by
many
as
a
folly,
don't
throw
the
baby
out
with
the
Battle
of
bathwater
I'm
a
strong
advocate
of
the
Peace
River
Wildlife
Center
projects,
which
incorporates
a
synergistic
campus
of
multiple
venues.
These
two
projects
will
integrate
fisherman's
village,
including
the
Sunseeker
water
taxi,
the
Riverwalk,
the
military
museum,
the
Visual
Art
Center,
the
library,
the
history
Park
hounds
on
Henry,
with
the
Peace
River
Wildlife
Center
as
the
focal
point
the
linear
park
and
additional
walkways
will
add
to
the
experience.

projects.

total
is
3.5
million
dollars.

surprising
to
many
of
the
residents
that
the
project's
proposed
were
all
in
the
East
District.
Not
any
money
for
improvements
to
the
West
district.
I
understand
that
the
east
part
of
the
district
needs
infrastructure
improvement,
but
certainly
the
West
district
has
its
own
problem
areas.

feel
that
the
money
is
allocated
to
the
historic
district
be
distributed
equally
for
both
parts
of
the
district

asked
that
the
council
review
the
proposed
projects
and
split
the
projects
in
half
sum
for
both
halves
of
the
district.

that
was
as
of
last

merged

when
it
got
through
their
bureaucracy,
we
got
another
proposal
back
on
Monday
and
it

not
favorable

they
finally
reviewed
it

more
detail.
