the

director

military
heritage
museum
and
I'm
here
to
speak
on
behalf
of
of
the
challenge
of
moving
the
huey
helicopter
to
the
wall,
and
I
know
it's
not
on
the
agenda,
but
since
I
got
up
this
morning
to
do
that,
I'm
going
to
have
my
two
three
minutes
in
the
museum.
We
tell
lots
of
stories.
Most
of
these
stories
are
done,
war
of
gettysburg.

world
war,
one
trenches,
the
navajo
code,
talkers
they're
over,
but
in
the
hall
of
heroes,
there's
a
model
and
the
model
was
created
by
students
of
charlotte
county
several
years
ago.
It
was
a
model
that
was
used
to
spread.
The
word
share
the
news
about
the
opportunity
to
build
a
vietnam
memorial
wall
in
in
the
in
the
city
within
the
city
limits
it's
a
beautiful
model
and
soon
groundbreaking
took
place
in
that
model.

two
hats.
First,
as
the
chief
executive
officer
of
the
charlotte
community
foundation
and
second
as
a
daughter
of
a
vietnam
veteran
in
our
local
community,
also,
the
mother
of
two
young
boys,
one
who
had
the
opportunity
to
spend
part
of
their
summer
at
the
military
heritage.
Museum's
history
camp
got
to
see
the
huey
come
down
thanks
to
gus,
who
I
don't
know
if
they're
here.

But
so
I
guess
that's
three
things
that
I'm
wearing
hats
for
today,
but
I
just
on
both
the
community
foundation
side
and
as
a
community
member
and
especially
during
the
times
we
live
in.
We
can't
change
history
at
all
and
we've
seen
more
and
more
in
the
last
few
years
it
going
away
or
taking
different
things
down,
and
we
have
this
tremendous
opportunity
in
our
community
to
keep
something.

just
be
a
tremendous
loss
for
our
community
if
we
weren't
able
to
relocate
it
there.
The
wall
exists
there,
there's
history,
we
can't
change
that,
but
we
can
preserve
it
and
for
me
having
a
five
and
ten-year-old.

that
our
community
would
think
that
that's
important
enough
to
do
so,
especially
for
the
voices
that
didn't
make
it
home
and
weren't
able
to
do
that
on
their
own
behalf,
so
in
full
support
from
the
community
foundation
and
to
echo
what
gary
said.

about
something
that's
a
little
bit
controversial
in
this
county
and
specifically
this
town.
I
want
to
commend
every
single
one
of
these
council
members
for
not
only
passing
but
defending
the
ordinance
against.
I
don't
know
the
specific
ordinance,
but
it's
against
the
foul
language.
I
don't
understand
why
your
city
is
under
siege
by
these
first
amendment.
Auditors,
you
used
to
have
two
of
them.
One
of
them
is
serving
five
years
in
federal
prison
right
now
because
he
was
banned.
I
He
was
trespassed
from
every
government
building
because
of
free
speech
allowed
him
to
go
into
every
government
building
and
attack
government
officials
who
I
they
see
as
low-hanging
fruit,
they're
easy
targets,
and
they
all
do
this
for
youtube
content
for
video
content
that
they
can
put
on
the
internet
and
they
can
ask
people
to
pay
them
money,
so
they
can
go
out
here
and
terrorize
this
community
andrew
sheets.

not
say
it's.
This
ordinance
is
specifically
for
andrew.
I
say
it
is
and
I
commend
you
for
doing
it.
I
I've
been
waiting
for
somebody
to
do
something.

don't
understand.
I
just
talked
to
this
gentleman:

refer
to

I
talked

him

this
issue

he
said

just

live

schools

guise

free
speech

terrorizes,

nine-year-old

vann
goes

school

he's
a
56
year
old,
bully
and
uses
the
internet
to
push
his
propaganda.
He
doesn't
like
the
police.
I
understand
that,
but
he
uses
the
internet
not
only
to
raise
funds
but
to
push
his
anti-police
propaganda
on
this,
the
city
this
county-
and
I
commend
you-
he
showed
up
to
every
single
one
of
your
homes
to
protest.
I
He
got
pulled
over
a
couple
weeks
ago
had
60
signs
in
his
trunk.
This
guy
commits
four
to
five
hours
a
day
to
protest.
This
is
his
job.
This
is
what
he
does.
He
terrorizes
this
community
and
I
would
love
to
see
more
people
stand
up.
Of
course,
you
can't
do
anything
because
he's
not
breaking
the
law.
If
I
stand
up,
if
I
go
out
to
the
street,
if
I
stand
in
front
of
the
farmer's
market
and
say
anything
to
andy
interview,
him,
I'm
a
stalker,
he
takes
me
to
court.

I
just
I.
I
commend
the
lawyer
for
sticking
up
and
he
hired
his
own
lawyers
and
he
recorded
a
conversation
with
his
own
lawyers,
and
they
said
you
know
what
you
need
to
do,
go
out
and
do
more
homework,

means
go
out

cause
more
conflicts.
They
need
something
in
order
to
sue
this
city
and
they
probably
will
so
andy
has
chosen
to
go
to
every
school,

me
personally
I'm
trying

do
everything
I
can
do
legally.

harm
on

the
people

correct

by
taking
down

and

department

be

it
into
the

have
so
many
people,
especially

budget
time

worked

hard

provide
support,
and
even
last
year's
budget
presentation,
the
book
that
everyone
uses
as
the
bible
and
all
the
funds
that
have
to
be
managed,
whether
they're,
the
general
fund
or
all
the
special
use
funds
that
are
in
the
budget.

specifically
says
the
city
of
punta
gorda
has
earned
the
government
finance
officers
association,
distinguished
budget
presentation
award
for
a
budget
document
again
this
year.
The
award
represents
a
significant
achievement
by
the
city.
It
reflects
the
commitment
of
the
city
and
staff
to
meeting
the
highest
principles
of
government
budgeting.
The
budget
award
is
granted
based
on
satisfying
nationally
recognized
guidelines
for
effective
budget
presentation.
These
guidelines
are
designed
to
assess
how
well
an
entity's
budget
serves
as
a
policy
document,
a
financial
plan,
an
operations
guide
and
a
communications
device.

Budget
documents
must
be
rated
proficient
in
all
four
categories
and
in
the
14
mandatory
criteria
within
those
categories
to
receive
the
award.
The
city's
finance
department
consists
of
21
dedicated
employees
responsible
for
maintaining
the
integrity
of
the
financial
management
functions
within
the
municipality
functions
include
accounting,
auditing
procurement,
financial
reporting,
cash
management,
accounts
payable
billing
and
collections
and
payroll
services
for
all
the
city
departments.
Other
responsibilities
include
cash
and
investment
management
functions
and
internal
audits.
The
department
is
a
custodian
of
all
city
funds.

The
finance
department
safeguards
the
city's
financial
assets
and
provides
financial
information
to
all
users.
They
collect
and
disperse
all
funds
to
ensure
proper
financial
processes
are
maintained.
The
finance
team
also
oversees
the
development
and
implementation
of
the
annual
operating
budget
and
five-year
capital
improvement
plan
in
conjunction
with
the
strategic
plan
and
in
conformance
with
the
city's
financial
policies,
all
city
operations
benefit
from
the
impressions
impressive
service
level
offered.
So
with
that,
you
can
see
the
scope
and
impact
of
the
services
provided
by
the
finance
department.

if
you
try

purchase
something
or
need
money

some

firsthand

the

I

turn
this
over

oh,
I
guess
we
got
to
just
set
up
some
comments.
First,
if
there
are
any
citizen
comments
on
cra
agenda

you

the

that's

we
certainly
appreciate
the
support

make
all
this

first
detail
in
the
packet
is
the
specific,
active
and
pending
projects
which
goes
into
substantial
detail,
we'll
get
into
a
lot
of
that
as
we
go
through
the
summary.
But
the
first
thing
we
typically
talk
about
is
municipal,
marina
activity
and,
as
you
can
see,
there's
been
substantial
activity
in
the
past
month
we
have
our
annuals
that
are
still
in.
As
far
as
the
32
and
33.
D
I'm
trying
to
get
the
pointer
to
work.
That's
what
so.
We
have
our
annual
slip,
rentals
that
are
still
consistent
with
last
year
or
semi-annual.
We
still
have
only
two.
If
you
look
at
our
monthlies
and
transients
they'll
add
those
together.
Last
year
there
were
20
this
year,
there's
19
so
where
the
monthlies
were
not
the
transients
have
filled
in
as
far
as
slip
usage.
So
we
still
have
a
full
marina,
the
commercial
moorings.
We
still
have
14
each
that's.

Basically
the
freedom
boat
club
that
has
the
14
commercial
slips
on
the
mooring
balls.
We've
had
an
uptick
in
usage
as
people
come
in
and
out
the
liveaboards.
We
still
are
consistent.
There
community
room,
we're
still
having
some
usage
of
the
community
room,
including
some
of
the
city
operations
that
we've
used
the
room
for
different
meetings
and
events.
When
we
look
at
the
pump
outs,
you
can
see
that
in
july
there
was
substantial
amount
of
use
and
we
would
expect
that
uptech
people
using
their
boats
etc
in
warmer
weather.

Here
you
can
see
that
there
were
114
pump
outs
for
2385
gallons
pumped
that's
more
than
last
month
more
than
last
year
and
the
number
of
miles
traveled
is
182.
So
there
were
a
lot
of
boots
coming
in
going
out
a
lot
of
usage
and
even
more
on
the
mooring
balls,
so
we're
getting
some
good
usage
and
helping
to
protect
the
environment
through
that
service,
that's
provided
and
that
we
have
grant
money
that
helps
fund
when
we
get
into
our
projects.

Urban
design
and
june
specifically
has
worked
tirelessly
to
get
this
complete,
and
certainly
that
will
be
a
nice
addition
when
we
get
to
veterans
day
and
all
the
different
functions
that
the
park
houses.
So
we're
certainly
pleased
that
that's
now
complete
and
that
people
can
view
those
view
the
memorials
to
their
loved
ones
and
that
it
has
made
such
a
nice
addition
to
the
park
in
front
of
the
mural.

When
we
look
at
harbor
walk
phase,
two,
all
the
parking
improvements
that
we
have.
You
can
see
the
improvements
that
have
been
generally
approved
and
ones
that
were
not
that
were
left
out
that
you
see
hatched
the
swift
mud
has
approved
the
permit.
They
actually
had
staff
that
came
out
and
walked
gilchrist
and
decided
they
wanted
to
take
a
look
at
everything.
They've
approved
the
permit.
Now
we
have
final
construction
plans
and
staff's
working
on
the
solicitation
package
for
construction
and
construction
management
services.

That'll
take
a
little
bit
of
time
and
when
we
get
the
pricing
back,
of
course,
we'll
be
in
here
to
discuss
that
we'll
need
to
talk
about
total
price
and
any
additional
monies
that
are
needed
when
we
get
to
the
next
one,
which
is
the
splash
pad.
That's
coming
along
very
nicely.
We
have
the
100
plans
that
some
minor
details
are
being
changed
that
needed
to
be
corrected.

So
drc
proved
that
a
general
concept
on
july
30
when
we
get
those
final
documents,
we'll
get
some
pricing
when
we
put
that
out-
and
you
can
see
that
there's
a
lot
of
the
amenities
that
have
been
requested
here.
We've
got
the
buckets,
and
you
know
the
little
water
cannons
and
little
squirting
flowers
and
all.

Things
for
the
top
areas
in
the
five
to
twelve
areas,
so
as
well
as
the
seating
walls
and
just
the
amenity
itself
and
the
way
it
enhances
the
park.
It
would
be
a
very
nice
addition
to
the
fountain
that
was
already
there,
the
existing
fountain.
It
would
certainly
improve
the
amenities
and
what
the
kids
and
parents
have
to
look
forward
to
in
lashley
park.
So
we're
looking
forward
to
seeing
what
that
price
is
and
then
getting
back
to
you.

firm
staff,
julie
and
urban
design
have
worked
very
hard
to
make
sure
that
we
had
consistency
with
the
pay
items
in
here
that
we
were
sure
we
were
getting
the
receivables
we
needed
to
receive
and
that
what
they
proposed
matched
up
with
what
we
required
we're
at
a
point
now,
where
the
final
approved
scope
of
work
has
been
received
and
we'll
talk
about
that
later
in
the
agenda
for
our
master
agreement,
but
we
had
five
hundred
thousand
dollars
total
for
our
design
contract
and
we've
come
in
right
under
budget.

that
also,
and
I
would
like
to
be
able
to
save
the
rest
of
the
city
hall
project,
I
can
use
those
words
also,
but
I
doubt
I
can
but
we're
excited
about
getting
that
started,
and
there
will
be
a
lot
of
conversation
about
what
those
amenities
include
with
affected
parties
as
we
move
forward
the
ac
freeman
house
rehabilitation.

we
have
something
there.
That's
an
asset
to
the
community
that
we,
you
know
was
set
in
place.
We
had
some
structural
issues
and,
of
course
the
interior
needs
complete
rehab.
We
didn't
really
have
the
elevations
and
the
architectural
plans
to
work
from
when
the
contractor
is
going
to
be
doing
and
completing
the
rehabilitation
work.

market

exterior
improvements.

met
with
them
regarding
those
proposed
improvements,

one
item
which
will
need
your

and
that's

additional
signage
for
the
building
so
without
further
ado

it

walk

through
the
presentation.

it's
been
about
a
year,
I'm
burned

the

representing
the
boat
club.
When
you
saw
me
last
a
year
or
so
ago,
I
was
working
on
our
lease.
I
was
the
chair
of
the
lease
committee,
which
has
now
evolved
into
the
renovation
committee
and
yes,
I'm
the
chair
of
the
renovation
committee
as
well.

we
got
your
approval
last
year
to
modify
the
lease
extend
the
lease
we
modified.
The
footprint
that
the
boat
club
was
using
of
the
land
from
the
city
that
required
us
to
focus
on
predominantly
functional
changes
to
the
boat
club
to

take
into
account
the
harbor
walk
and
the
change
in
the
footprint.

some
aesthetic
aspects
of
that
as
well.
It
wasn't
just
functional,
but
being
an
engineer
I
think
functionally,
and
so
we
focused
for
the
last
year
in
implementing
the
changes

we
agreed
to
as
part

lease
extension

are
now
complete
and
we
realize
the
buildings
need
some
aesthetic
changes.

that
we

going
to
watch
to
see
what
happens
with
the
bayfront
center,
but
the
bayfront
center
isn't
on

near
horizon.
Instead,
we
recognize
that
that'll
come
someday
and

it

doing
as
much
as
we
can
to
make
our
building
more
compatible
with
the
bayfront
center.
But
in
the
meantime
our
building
needs
some
sprucing
up.

after
is

long-term
intent

building
look
like

boat
club
to
make
it
look.
Beachy
we
considered
doing
coastal
contemporary,
so
many
homes
in
the
area
are
doing
coastal

members
voted
by
an
overwhelming

to
39
to
do
beachy
nautical
over
coastal
contemporary.
So.

So
what
we've
done
is
we've
repaved
the
parking
lot
we
had
to
make
it
bigger
in
order
to
allow
vehicles
to
turn
around
in
the
parking
lot.
Instead
of
on
the
grass
where
the
harbor
walk
was
moved
because
the
parking
lot
was
wider,
we
had
to
put
in
a
string
of
bollards
recommended
by
staff
so
that
no
one
accidentally
makes
two
white
a
turn
and
ends
up
in
the
basin.

That's
been
done,
we've
done
new
landscaping,
including
a
500
square
foot
garden,
a
butterfly
garden
that
we
have
two
members
who
are
passionate
about
gardening
and
they
put
this
garden
in
next
to
the
harbor
walk
and
I've
been
there,
people
stop
and
look
at
it
enjoy
it.
It
really
looks
nice
we're
in
the
process
of
repainting
the
building.
We
got
the
south
and
east
sides
done
and,
as
you
can
see,
some
would
say
it's
a
gray
building.
Some
would
say
it's
a
blue
building.

We
put
screening
over
our
utilities.
The
building
originally
had
a
large
amount
of
trellis
work,
brown,
wood
with
white
cross
plastic
and
it
was
aged
it
needed
to
be
removed
in
order
to
make
the
parking
lot
bigger.
We
moved
the
trellis
work
and
we're
embracing
the
original
design,
as
opposed
to
going
to
a
more
modern
change
to
that
design.

So
those
are
the
changes
to
the
building
we've
made
so
far
and
what
it
looks
like
next.
What
we
have
to
do
is
our
lease
requires
us
in
2021
to
update
our
street
sign
monument
sign
to
make
it
consistent
with
the
current
style
of
the
rest
of
the
town.
So
that's
one
thing.
Second,
as
we
look
at
this
building-
and
we
think
how
do
we
make
it
a
little
more
beachy
nautical,
what
wouldn't
cost
too
much
money
but
spruce
it
up
until
the
bay
front
center
takes
the
lead
on
design.

We've
looked
and
we've
identified
three
things.
The
first
is
to
put
a
paver
to
the
right
or
sorry
to
put
a
pergola
with
pavers
under
it
to
the
right
side
of
the
door.
The
second
is
to
take
that
utility
side
and
put
our
name
on
it.
So
many
people
walk
down
the
harbor
walk
and
they
say:
what's
this
building,
they
never
looked
to
the
street
where
the
monument
sign
is
our
original
trellis
work
had
the
punta
gorda
boat
club
on
it.

Of
course,
when
the
trellis
work
came
down,
the
sign
came
down,
but
as
you'll
see,
we
we
feel
as
though
it
dresses
up
the
building.
It
makes
the
most
of
that
panel
we'd
also
like
to
add
three
murals
to
the
left
of
that.
The
three
left
panels
to
the
left
of
the
door,
obviously
to
the
west
there
and
I'll
show
you
the
details
on
each
one
of
these
pretty
quickly.
So
here's
the
street
signs
as
it
looks
today
on
the
left
and
how
we
picture
it.

It
predates
the
internet
so
that,
if
you
needed
to
get
information
to
people,
that's
where
you
put
it
and
of
course
they
go
to
our
through
the
internet
now
and
we're
going
to
have
on
the
website
the
people
that
are
currently
tenants
in
our
building,

that
people
can
understand
who's
using
the
building,
but
we
want
to
simplify
it,
make
it
smaller.
It's
huge.

We
would
like
to
refresh
the
sign
for
not
a
terrible
amount
of
money
until
eventually
it
has
to
be
moved.
So
I
think
it's
something
like
eight
or
ten
feet.
It
has
to
be
moved,
but
in
the
meantime,
we'd
like
to
clean
it
up,
we
would
do
that
by
removing
all
the
the
tenants
at
the
bottom
by
lowering
the
sign.
So
it's
not
so
high
put
the
right
size
finials
on
get
that
standard
blue
background
with
the
white
font,
and
we
think
it's
a
much
better,
looking
sign
on
the
building
itself.

I
mentioned
to
the
left,
we
have
those
three
panels
that
we
we've
been
working
with
the
punta
gorda
historic
mural
society
and
they're
excited
about
walls
when
they
see
spaces
like
that.
They
think
what
could
we
do
here?
So
you

kelly.
She's
got
a
lot
of
energy
and
we've
worked
with
her
and
we
have
developed
ideas
to
have
a
historical
progression
of
our
boat
club
on
those
three
panels.

early
days
in
the
60s,
when
we
were
first
formed
to
the
kind
of
the
mid-years,
80s
and
90s
to
kind
of
current,
it
will
progress
from
left
to
right.
It
will
ultimately
be
hand-painted
murals,
but
it
will
be
done
in
the
new
approach
kelly
is
taking
such
as
at.
Lastly,
where
the
murals
will
be
painted
in
an
artist
studio
and
then
they
will
be
applied
to
a
surface.

the
meantime,
you
have
those
ugly
walls.

what
we'd
like
to
do
is
we'd
like

build
the
panels
now,
because,
when
kelly's
ready
and
the
artist
artwork
is
done,
they
can

put

like
to
dress
the
panels
up
with
some
digital
art,
so
working
with
rapid
graphics
on
signage,
we
can
do
some
line
drawings
of
power
boating
sail
boating,
kayaking
that
sort
of
thing
we

70th
anniversary
coming
in
october,
we'd
like
to
spruce
the
building
up
for
them.

the
the
approach
is
to
there's
a
material
called
mural
cloth,
which
is
what
is
painted
on
and
then
that
cloth
is
bonded
to
a
surface,
whether
it's
a
concrete
block
wall
cement
or
in
this
case
these
panels.
So
these
are
aluminum
sign
maker,
skin
panels,
they're
aluminum
with
foam
in
them.
They
would
have
aluminum
structure
under
them
for
wind
resistance
and
mounting.

So,
just
to
the
left
of
the
front
door,
it's
kind
of
hard
to
see
in
that
picture,
because
it's
kind
of
greenish
grayish
it
would
be
a
darker
blue,
it
would
simply
say
the
punta
gorda
boat
club,

our
address
kind
of
a
more
modern
look
to
signage
and
then
to
the
right
of
the
front
door.
We
spent
quite
a
bit
of
time
on
how
do
we
make
it
feel
beachy
and
nautical
landed
on
a
pergola.
Our
original
design
for
a
pergola
looked
a
little
spindly,
not
well
integrated
into
the
building.

Fortunately,
urban
design
guidance
guided
us
on
not
good
enough.
What
more
can
you
do?
We
went
back
and
rethought
it.
The
front
of
the
building
has
four
pie
lasters
in
it.
Those
are
square
columns
that
break
up
that
front
wall,
they're
16
inches
wide
and
what
we
realized
was
the
posts
for
the
pergola
should
match
the
pie
lasters,
so
we
would
be
putting
in
masonry
pie,
laster,
16
inches
square
with
the
triangular
top
to
match
the
pie
lasters
in
the
building.

point
out
that
the
pergola
is
within
20
feet
of
water
and
normally,
I
think
the
15
feet
is
the
limit,

east
side
of
our
building
the
whole
length

the
building
is
within

feet

the
pergola.
So
whether
the
council
needs
to
prove
that
I
don't
know

it
