pray

those
that
have
been
infected

coronavirus

for
their

Lord,
we
also
pray
for
those
who
have
lost
jobs
and
businesses
due
to
this
virus
father.
We
thank
you
for
the
vaccine
that
has
been
come
that
has
become
available
and
we
pray
lord,
that
it
brings
a
quick
end
to
the
devastation
that
this
virus
has
caused.

regarding
gilchrist
park
playground
from
betsy
blasting
good
morning.
Council
is
one
of
the
founders
of
friends
of
gilchrist
park
playground.
I
would
like
to
recommend
the
city
approve
the
existing
dry
playground
space
into
a
full
splash
pad
the
existing
splash
pad
attracts
many
families
and
their
children
all
summer.
Long
on
many
summer
days
you
may
have
25
or
more
kids
playing
the
size
of
the
pad,
as
it
is
today
is
too
small.
Creating
an
unsafe
play.
Environment
panagorda
has
a
beautiful
playground
at
gilchrist
park.
I
Therefore,
a
large
interactive
splash
pad
that
lashley
will
provide
a
fun
and
safe
place
for
children,
spend
all
the
funds
on
an
awesome
splash
pad.
We
can
be
proud
of.
Thank
you
friends
of
gilchrist
park,
and
we
do
have
some
additional
information
when
we
get
to
that
agenda
item.

method

raising
funds,
the
saint
vincent
de
paul
district
council
of
charlotte
county
will
hold
its
12th
annual
walk
for
the
poor.
On
february,
13
2021
at
the
lashley
park,
pavilion
in
punta
gorda
to
raise
donations
to
help
the
four
charlotte
county
conferences
provide
for
the
needs
of
qualified
families
and
individuals
and
whereas,
over
the
past
year,
the
conferences
and
their
combined
volunteer
workforce
of
more
than
500
have
helped
thousands
of
men,
women
and
children
in
charlotte
county
who
have
received
goods
and
financial
aid
totaling
over
2.3
million
dollars.

therefore,
the
city
council
of
the
city
of
punta
gorda
florida
does
hereby
proclaim
february
13
2021
as
saint
vincent
de
paul
day,
and
encourages
citizens
to
participate
in
the
walk
or
devote
their
talents

much
people
we
can
get

our
walk
and
also
get
a
lot
of
more
donations.

Gentlemen.
Thank

for
being
here
with
us,
we'll
begin
by
having
the
cra
project
status
report
mr
murray,
thank.
I
You
we'll
start
with
the
municipal
marina
activity.
As
you
look
year
to
year
from
january
20
to
21,
you
can
see
that
activity
is
essentially
the
same.
There's
a
little
bit
less
on
the
monthly
transactions
transient
is
about
the
same,
as
are
the
commercials
of
course,
and
the
moorings
are
slightly
higher
a
little
bit
less
on
the
liveaboard
community
room
is
the
big
thing
other
than
our
month
to
month.
That
is
standard.
We
still
don't
have
much
or
any
use
on
the
community
room.
I
We
certainly
are
trying
to
promote
that,
but
it
is
really
more
related
to
the
covet
issue.
You
can
see
that
last
year,
this
time
we
had
17
in
the
month
of
january.
So
when
you
look
at
the
number
of
days
that
may
be
available,
obviously
that's
more
than
just
a
weekday,
and
you
know
for
the
residential
rate.
If
you
or
I
go
in
and
just
need
that
it's
20
an
hour,
it's
really
not
very
expensive.

The
other
thing
at
the
marina
just
to
before
we
talk
about
gilchrist
is
that
we
do
still
have
three
finger
slips
that
are
out
of
service
that
have
been
damaged.
They
were
repaired
previously
and
we
need
to
do
a
permanent
repair.
We're
looking
at
that,
as
I
was
explaining
the
some
of
the
finger
piers
that
come
out
that
boots
are
on
each
side
of
the
wave
and
wind
action
coming
in
just
makes
them
twist
and
eventually
it
twists
the
metal
at
the
base
and
permanently
damages
it.
I
Just
like
you
bend
the
paperclip
until
it
breaks
essentially
so
we're
looking
at
how
to
fix
that
permanently
and
looking
at
our
submerged
land
lease
and
what
we
might
need
to
do
to
have
that
written
in,
so
that
we
can
effectuate
that
repair
that'll.
Give
us
five
more
slips
back,
which
you
know
is
a
good
thing
for
marina
operation.

The
next
deliver
for
the
different
things
that
we
needed
for
the
the
parking
that
we're
building
the
next
deliverables
will
be
the
90
plans,
and
when
we
get
the
90,
then
we
can
bring
back
the
opinion
of
estimated
cost
and
then
we'll
be
able
to
move
forward
with
your
final
approvals,
knowing
that
we're
within
the
targeted
budget
or
if
not,
if
we
have
to
make
some
adjustments,
we'll
bring
that
to
you
for
approval
at
that
time.

Veterans
park
we're
making
a
lot
of
progress
in
veterans
park.
We
had
a
meeting
there
again
yesterday,
we're
looking
at
the.
Of
course
the
refurbished
plaques
have
been
installed
there.
I
We
have
the
plaques
on
the
walls
there
that
you
can
see
that
have
been
up
for
some
time:
they're
the
memorial
plaques,
of
course,
general
car
and
the
team
from
the
veterans
committee.
We've
done
a
lot
of
work
there
and
continue
to.
We
have
the
main
plaque
veterans
park
punta
gorda.
That's
consistent
with
our
branding
of
the
other
facilities
that
we
use
for
green
and
park
space,
there's
another
plaque
that
will
go
under
that.
That
is
the
kiwanis
plaque
that
really
outlines
the
history
of
that
park.

Along
with
that,
we've
had
some
meetings
talking
about
the
flagpole
placement,
sidewalk
benches,
brick
cleaning,
so
that
we
can
begin
a
plan
to
get
those
back
in
place.
So
we
have
a
lot
of
things
that
are
moving
forward
because,
of
course
you
know,
our
veterans
and
the
park
itself
are
very
important
to
this
community
and
we
want
to
help
facilitate
that
goal
of
getting
the
park
finished
and
approved
so
that
all
can
use
it
a
lot
of
work
going
on
there
lashley
park,
playground
area.
I
We
have
the
conceptual
options
completed
and
that's
what
we'll
be
discussing
soon
as
we
move
through
this,
so
that
you
can
look
at
what
we
have
on
either
a
all
wet
side
or
all
wet
type
of
playground,
area
or
a
wet
dry
like
we
had
before.
Of
course,
we
had
to
remove
the
dry
side,
some
of
the
issues
that
we
had
with
that
and
what
that
could
allow
for
the
kids
or
adults
that
play
in
the
water
there.

If,
by
the
time
you
get
through
this
guide
and
you're
a
designer,
you
don't
know
how
to
make
a
wayfinding
sign,
then
I
don't
think
you
ever
will,
because
it's
very
thorough,

complete
when
you
look

we
appreciate
that
they
put
the
time
and
effort
into
that
and
that
we
have
that
also
moving

substantial
amount

pending
projects

continue

be
moved

bid
opening
for
that
on
february
25th,
so
that's
this
month,
then
we're
pushing
that
within
two
weeks
we'll
have
review,

the
selection
committee
will
have
some
recommendations
and
by
the
19th
of
next
month,
which
is
just
a
little
over
a
month
from
now.

in

cra
part
of
the
agenda,
but
it's
being
paid
for
with
non-cra
funding.
Is
that

is
being
paid
for
most
of
it
with
one
percent
sales
tax
right,
the
500
000.
That
is
probably
a
high
estimate
for
when
we
need
to
move
staff.
That
part
is
not
one
percent
sales
tax
that
part
will
come
out
of
there's
other
options
that
were
presented
there.
That
could
be
some
of
the
money
that
was
left
over
from
the
federal
monies.
There
were
different
things.
It
was
in
the
total
amount
of
the
fund
that
includes
the
sale
of
the
property.

special
use

have

scope
of
work
completed.

I
believe
thursday
there's

walk

with
the
engineer

that
we

project

put
together
a
lot
of
the
issues
that
we
know
are
in
the
ac
freeman
property
right
now.
There's
everything
from
water
damage
from
rain
and
pipes
that
have
broken
to
mold
remediation
and
different
things
that
we
have
to
have
so
the
engineer.

get
a
handle
on
maintaining
this
building
so
that
we
don't
have
to
wait
for
it
to
be
completely
falling
apart
before
we
fix
things,
I'm
I
am
I
when
this
hit
the
the
world,
I
had
several
people
who
said:
how
did
it
get
this
bad?
Don't
we
do
any
kind
of
inspections
or
checkups
or
maintenance?
I
guess
prevention.

We
have
a
lot
of
facilities
right
now
that
certainly
you
know,
since
hurricane
journal,
a
lot
of
things
have
happened
and
been
rebuilt
and
have
taken
us
to
a
place
where
we
have
a
really
good
platform
to
work
from
and
as
stated
before,
we
have
a
very
nice
car
here
called
the
city
of
punta
gorda,
and
you
know
at
some
point
the
tires
start
to
get
a
little
bald
and
the
engine
might
be
knocking,
and
you
need
a
good
mechanic
to
fix
up
some
things
and
we're
at
a
point
now,
where
we're
moving
into
a
different
phase
of
operation,
where
the
maintenance
of
these
structures,
especially
historic
structures,
are
certainly
important,
and
we
need
to
look
at
now
that
we've
come
out
of
the
recession
so
to
speak.

Of
course,
we
have
coveted
challenges,
but
you
know
when
we
look
at
our
staffing
and
what
they're
able
to
do
we
have.
You
know
we
need
something
done
in
the
building.
We
pick
up
the
phone
and
call
our
one
person
that
handles
building
operations
just
about
everything
that
we
do.
Of
course
we
have
an
electrician
that
also
works
on
a
lot
of
the
electrical
issues.
We
have
one
person,
that's
handling
all
the
parks
over
here,
and
then
we
have
someone,
that's
picking
up
all
the
pieces
that
supervises
all
them.

At
the
gilchrist
playground,
the
little
library,
obviously
there's
a
32
by
32,
pretty
much
slab
at
the
bottom,
and
you
can
see
that
represented
on
the
right
where
the
mosaic
is
with
the
black
square
hole
in
the
center.
That's
where
the
post,
for
that
little
library
goes
down
through
the
concrete
and
what
the
request
is
that
the
concrete
slab
could
be
considered
with
that
mosaic
to
make
it
a
little
more
whimsical
when
inviting
to
the
children
that
actually
use
that
little
facility.

it's

being

park

to
review
some
options
that
staff
has
put
together
along
with
the
consultant
for
the
lashley
park,
playground
area.

We
didn't
get
any
bids
to
just
do
that
small
playground
area,
so
we
had
to
redo
some
scopes
and
try
to
you
know
see
what
we
could
do
to
entice
this
area
here,
and
then
we
were
instructed
to
look
into
several
options
of
how
to
create
a
bigger,
broader
space
for
this
playground
area,
as
well
as
to
change
all
of
the
mechanical
systems,
as
it
is
slowly
coming
to
its
end
of
its
life
cycle.

You
know
the
fancy
guns
that
you
can
squirt
and
those
types
of
things
so
again
we're
making
sure
that
we
are
having
interactive
items
as
well
as
involved
in
inclusive
play
and
the
surface
area,
because
that's
an
issue
that'll
come
up
later,
would
be
very
similar
to
what
we
have
now.
It's
more
of
a
concrete
over
a
pebble
tech
type
deal.

So
in
that
two
to
seven
area
we're
looking
at
probably,
we
can
get
about
eight
to
twelve
different
items
and
you
can
get
smaller
ones
because
it
is
for
a
younger
group.
You'll
see
you
know
the
turtle
pack,
so
we
might
have
a
turtle
in
a
fish
or
those
types
of
things,
as
well
as
the
different
color
of
flowers
and
or
those
items
there.

So
this
would
be
a
layout
of
what
we
could
actually
fit
in
that
area.
We
could
even
get
you
know
a
small
little
tot
slide
and
that
type
of
stuff
and
then
on
the
adjacent
area.
We
can
fit
about
four
to
five
larger
piece
items.
Usually
you
need
a
larger
space
when
you
have
a
bigger
item
you
know,
so
that's
how
we
can
space
things
out.
So
we
would
have
you
know
the
cool
little
jet
streams.
Of
course
we
will
tilt
them
so
that
they're
not
going
over
into
the
park
but
more
into
the
water.

Some
taller
like
palm
springs.
You
know
areas
and
that
type
of
stuff
and
the
one
in
the
middle
is
the
aqua
gathering
station.
It's
really
a
sensory
option.

That
is
there
currently
so
again
in
the
splash
pad
area,
we're
kind
of
taking
the
best
of
all
of
them
and
trying
to
put
them
in
that
space
and
again,
when
you
you're
dealing
with
the
older
age
items
it
creates
or
the
the
need
for
more
space,
so
we
can
fit
probably
about
eight
in
this
area
in
a
combination
of
both
types
of
interactive
items
in
the
dry
playground
area.
Again,
we
have
to
be
cautious
of
what
we
can
put
here.
We
know
metal
does
not
even
when
we
counter
it
powder
coat.

These
blocks
that
are
here
are
similar
to
what
we
kind
of
have
in
gilchrist.
You
know
those
big
type
of
climbing
blocks
there.
This
is
just
a
low
one.
Just
so
you
can
see
what
it
looks
like
and
then
some
type
of
item
that
moves,
the
other
elements
for
this
again.
We
know
we're
replacing
the
pump
the
tank
and
the
filtration
center
and
system
since
we
are
going
to
encourage
people
now
to
play
in
that
open
grass
area.
That's
where
the
tank
and
some
other
elements
are
for
the
safety
reasons.

We
do
have
to
enclose
that
and
kind
of
keep
that
separate
from
the
play
area.
So
that
is,
you
know
one
piece
of
this,
that
it's
not
the
fancy
things,
but
it's
required
and
we
need-
and
we
need
to
do
that
as
well
as
depending
on
whether
we
go
full
splash
pad
or
even
the
one.
We
do
need
to
build
some
type
of
a
retaining
wall
number
one
to
keep
the
kids
from
in
that
in
that
space,
so
they're
in
the
playground
area
and,
more
importantly,
to
keep
the
water
off
of
the
harbour
walk.

So,
obviously,
if
we
go
with
wet
and
dry,
we
only
really
need
to
do
the
wall
on
the
one.
But
if
we
do
completely
wet,
we
will
need
to
put
walls
on
the
others.
The
other
thing
we
will
design
for
is
a
shade
structure
to
go
over
those
two
items.
We
will
be
able
to
do
these
as
an
add
delete
item
and
what
that
does
is
it's
included
in
the
plans
and
when
it
goes
out
to
bid.

We
ask
for
a
separate
price
for
those
items
so
that
we
can
see
exactly
what
is
it
going
to
cost,
and
then
we
can
make
the
decision
as
we
award
the
bid
to
either
award
the
bid
with
or
without
the
addition
of
those
shade
structures.
We
do
know
that
they
were
quite
costly
when
we
did
gilchrist
park.

So
that's
why
we
just
want
to
make
sure
that
they're
in
their
plans
that
later
on,
if
we
wanted
to
put
them
in,
they
would
already
be
designed-
and
we
could
still
you
know-
have
those
features
at
a
later
time,
given
budgeting
and
that
type
of
thing,
so
some
benefits
and
costs
in
the
first
option.
Obviously
the
biggest
thing
is
within
all
water,
we're
eliminating
any
corrosion
issues
and
high
maintenance
issues
that
we've
experienced
over
the
past
with
the
dry
playground.

It
will
require
the
retaining
walls.
There
is
a
lot
more
plumbing
that
would
need
to
be
done
underneath
and
obviously
we,
the
existing
area
we
have
with
the
bricking.
We
don't
want
to
tear
all
of
that
up,
so
there
is
going
to
be
some
boring.
That's
going
to
have
to
happen
underneath
there
rough
estimates
from
our
consultant
right
now
is
the
cost
of
an
all
water
versus
half
and
half
is
about
50
percent
more,
when
you
add
in
all
of
the
plumbing
and
all
of
that
type
of
stuff,.

On
the
other
hand,
the
playground
and
splash
pad
option,
there
is
less
site
work,
because
basically
the
dry
area
would
remain
the
same.
We
would
just
need
to
do
the
drainage
and
then
put
in
the
foundation
and
the
equipment
and
that
type
of
stuff
we
wouldn't
need
the
second
retaining
walls
and
that
type
of
stuff
there.
I
You
know
here
we
have
the
compass
rose
and
then,
of
course
we
have
the
sidewalk
area
where
we
would
on
the
inner
radius
of
that
we
would
have
some
type
of
seating
wall.
So
when
you
do
that,
of
course,
it
not
only
provides
separation
between
the
sidewalk
and
the
play
areas,
which
is
good,
but
it
gives
you
a
place
to
sit
and
watch
your
children
play
that's
sort
of
general
close
proximity.

The
other
thing
is
that
we
do
want
to
make
sure
any
piping
is
underneath,
so
we
don't
disturb
the
existing
work
there.
But
when
you
say
50
percent
more,
you
know,
we've
looked
at
wet
and
dry
sides
and
right
now
the
engineers
are
not
sure
exactly
what
that
number
may
be.
It
may
be
50
more.
It
may
be
50
of
the
wet
side
versus
dry
side
which,
if
you
divide
by
two,
then
that
would
be
25
overall
on
the
project.

So
when
we
look
at
the
project,
we
know
we
have
325
000
right
now
and
if,
regardless
of
which
option
you
choose,
if
it
comes
in
more,
we
know
we
can
reduce
a
mushroom
or
we
can
reduce
a
palm
tree
and
we
can
try
to
bring
the
cost
back
in
line.
We
might
have
a
hanger
type
thing
where
we
just
have
spray
nozzles
that
spray
water
out
instead
of
having
fixtures
that
cost
as
much.

If
we
need
to
so
we
have
those
options
once
we
know
what
direction
you
want
to
go
and
what
we
direct
the
engineer
to
do
we'll
come
up
with
the
final
cost
and
then
we'll
determine
what
exactly
is
placed
and
where,
based
on
the
amount
of
money
we
have
available,
and
unless
you
determine
you
want
to
increase
the
budget.
For
that.

Well,
I
mean
you
know,
I
know
that
some
of
the
stuff
takes
a
lot
of
wear
and
tear,
because
the
kids
are
jumping
on
it
and
playing
on
it,
and
all
of
that
and
and
the
weather
is
certainly
a
big
part
of
it.
Do
we
have
any
kind
of
an
idea?
Is
there
anything
that's
in
the
warranty
that
comes
with
this
equipment,
yeah.

We
would
have
there's
usually
typically
a
five
to
ten
year
warranty
the
big
span,
I
know.
Well
it
it
depends
on
which
piece,
because
it
depends
whether
or
not
it's
like
a
plastic
or
a
poly
one
versus
you
know
a
metal
one.
Each
component
has
different
types
of
warranty
on
them,
but
a
water
one
is
designed
to
uphold
with
the
chlorine
and
other
elements.
So
we
are
going
to
get
a
larger
lifespan
for
those
than
we
will
for
the
play
equipment.
The
play
equipment,
where
probably
the
surfacing.

And
that's
why
we
geared
this
more
towards
more
of
the
poly
urethane
type
of
molded
pieces
to
give
us
as
minimal
metal
as
possible.

I'm
thinking
from
the
standpoint
of
actual
utility
that
option
one
is
best
because
kids,
they
segregate
by
ages-
and
I
think,
if
we
do
this,
they're
all
going
to
want
to
go
to
the
spot,
and
if
we
limit
it
to
only
half
of
this,
that
we
kind
of
eliminate
the
point.

think
it's
important.
They
have
enough
space
to
be
able
to
be
with
their
age
group.

I
was
going
to
ask
how
much
we
might
have
spent
over
the,
since
maybe
the
2009-10,
when
the
actual
interactive
fountain
went
in
on
replacement,
because
it's
been
continuous.
So
for
us
just
to
look
at

initial
implementation
costs,
I
don't
think
we're
going
to
get
the
full
picture.

on
the
actual
splash
pad
is
the
we
have
done.
They
have
a
maintenance
contract
that
a
maintenance
person
comes
in
as
far
as
replacement
on
the
actual
splash
pad.
The
only
replacement
that
has
happened
is
some
of
the
lights,
but
other
than
that
that
has
been
well
maintained.

You
know
the
equipment
is
reaching
its
end,
but
it
has
not
failed
yet
we
have
you
know
it's
not
that
type
of
stuff,
but
I
do
know
when
we
replaced-
and
I
want
to
say
maybe
four
or
five
years
ago,
when
we
replaced
the
the
surfacing
in
the
playground
dry,
playground
area
that
was
28
thousand
dollars
just
for
the
pour
and
play
type
item
and
some
of
the
the
pieces
were
under
warranty
so
that
I
know
they
replaced
the
slide
three
or
four
different
times
with
three
or
four
different
types
of
slides
and
all
of
them
eventually
failed.

You
know,
so
it
really
does
depend.
We
are
able
to
piggyback
off
of
the
state
contract
so
that
we
can
buy
the
equipment
direct,
which
will
save,
which
will
definitely
save
us
money
on
the
equipment
cost
again.
The
real
cost
is
going
to
be
in
the
infrastructure
and
lay
in
the
pipes
and

First
couple

projects
where

downtown
flooding
mitigation
for
those
of
you
who
weren't
here
many
years
ago,
when
the
border
used
to
flood
on
every
afternoon
rain,
we
worked
the
first
section
of
the
harbor
walk,
getting
it
under
41
northbound.

D.O.T
insisted
that
we
couldn't
go
under
that
bridge
and
when
we
accomplished
that
we
had
many
other
communities
around
us
calling
us
for
information,
the
veterans
wall
project
that
was
just
a
tremendous
project
to
be
part
of
I
live
on
the
other
side
of
the
bridge.
I
come
across
the
bridge,
it's
just
so
wonderful
to
see
that
I've
been
part
of
many
of
those
different
projects,
and
it's
all
not
me.
Of
course.
It's
the
team
public
works
team
that
I
have
in
the
urban
design
team.
We've
all
come
together.

county

always
hear
about
their
projects
going
over
budget
way

budget
on
a
lot

that

realm
