there

a
housekeeping
matter
that
I
think
might
be
helpful
to
address.
At
this
point
on
the
Fisherman's
Village
items
on
the
agenda,
we
have
received
applications
by
two
two
groups
that
wish
to
have
intervener
status
in
that
those
proceedings
and
according
to
the
city's
resolution
and
rules
regarding
quasi-judicial
proceedings,
the
presiding
officer
may
allow
a
person
to
intervene
as
a
party
intervener
if
they
meet
the
following
requirements
and
the
first
one,
which
is
really
the
one
that
of
concern.

person
must
have
an
interest
in
the
application
which
is
different
than
the
public
at
large.
We
received,
as
I
mentioned,
two
requests
for
intervener
status,
both
of
which
are
from
residents
of
properties
nearby
to
the
Fisherman's
Village
project
and
staff,
and
City
attorney
concur
that
they
have
a
sufficient
interest
to
to
be
considered
as
a
intervener.
But
according
to
the
rules,
it's
the
determination
of
the
presiding
officer
to
allow
them
to
intervene
and
would
recommend
at
this
time
that
you
go
ahead
in
that
capacity
and
acknowledge
the
the
two
parties

Adeline,

100th
birthday

2023

Adeline

talented
child

could
play
the
piano
by
ear
at
the
young
age
of
two
and
at
age,
nine
had
a
part
in
a
play
with
speaking
lines.

hear
this
history
of
this
woman
she's
incredible
by
the
time
she
was
a
young
teen.

she
lived
mostly
a
quiet
life
outside
the
spotlight
unless
you
see
her
dancing
with
the
boogeyman
and
I've
seen
her
dancing
with
the
boogeyman
and
whereas
for
30
years,
Adeline
was,
and
continues
to
be,
the
sunshine
lady
for
the
Punta
Gorda
Isle
civic
association,
welcoming
countless
people
who
are
new
to
the
area.

therefore,

city
council

city

Punta,
Gorda
Florida,
does

Adeline
Leonard's

a

a
great

Everyone's
loved,

I
just
would
like
to
present
the
digital
cities
award
from
the
2022
survey,
the
city
of
Punta
Gorda
placed
seventh
in
the
nation
for
cities
up
to
75
000.
we've
consistently
been
in
the
top
10
digital
cities.

Surveys
several
facets
of
operations
in
city
government,
how
digital
media
is
used,
communication
with
public
Etc
and
I'm
very
pleased
to
present
this
to
our
I.T
director,
Brad
and
Brad
might
be
able
to
describe
a
little
more
as
to
what
goes
into
the
digital
cities
survey
and
awards
and
how
that
impacts,
the
citizens
and
city
government
to
put
the
city
of
Punta
Gorda.
So
thank

we
work
hard
as
a
city
to
stay
on,
not
the
bleeding
edge,
but
the
Leading
Edge
of
Technology
and-
and
it's
not
just
the
the
the
real
focus
is
that
this
isn't
just
a
technology
award,
definitely
focuses
on
technology
and
how
it's
used
in
the
city.
But
this
is
an
award
that
goes
to
all
of
the
departments
in
the
city
because
it
takes
them
using
the
systems
that
we
have
to
better
serve
the
citizens
to
better
provide
the
services
that
they
make.
So
this
is
is
a
comprehensive
effort.

Citywide
and
that's
what
the
survey
looks
at
it
takes
me
about
a
month
to
fill
out
the
the
survey
every
year,
because
it
goes
into
several
different
categories:
everything
from
networks
and
security
to
online
services
and
Innovation
and
Leadership,
and
so
in
in
providing
all
of
that
information
it.
It
gives
them
a
complete
look
at
how
we
use
technology
in
the
city
to
do
a
better
job
for
you.

We
have
been
in
the
digital
cities,
we've
been
in
the
top
10
in
the
digital
cities
since
2015.,
so
we're
we're
we're
creeping
up
on
on
on
10
years
in
a
row
and
that's
that's.
My
goal
is
to
get
us
to
that
point.

The
the
the
nice
thing
about
this,
or
the
thing
that
makes
me
feel
good,
is
that
the
cities
that
we
compete
against
are
up
to
a
population
of
75
000,
so
we're
on
the
kind
of
the
lower
end
of
the
of
the
cities
that
participate
in
that
this
year
there
was
only
one
other
city
in
Florida
Tamarack
that
finished
in
the
top
ten.

So
we
we
look
forward
each
year
to
to
continuing
this
trend
and
and
just
continuing
to
show
that
the
money
that
the
council
provides
for
us,
the
the
funding
that
is
given
to
us
by
you,
the
citizens
as
well,
is
being
put
to
good
use
to
make
Punta
Gorda
the
the
greatest
little
city
in
in
Florida
and
in
the
country.

Just
to
comment:
we
continue
to
improve
in
our
digital
footprint,
for
example,
as
many
know,
when
they're
coming
into
the
permit
office
now,
we've
been
overwhelmed
with
permits
and
we're
using
digital
methods,
we're
evaluating
what
we
can
do
to
make
that
more
efficient
and
make
that
go
more
quickly.
In
many
cases
because
of
systems
that
were
down
hurricane
damage,
we've
had
to
input
everything
by
hand.
Last
November
and
December
we
had
57
permits
throughout
the
city,
this
November
and
December.
We
had
1428
permits.

Yesterday
we
had
105
people
come
through
the
permit
office
just
yesterday,
so
we're
certainly
working
hard
to
keep
up
on
the
permits.
Get
everything
issued
and
you'll
see
that
our
staff's
working
very
hard
to
try
to
get
many
of
you
here
may
have
permits
that
are
working
right
now
getting
those
done.
We
have
alternative
methods.

hearings-
you
must
be
sworn

order

all
the

that
you

it
is
essentially
we
serve

judges

a

not
revealed

consider
these
facts
when
making
your
decision
about
the
rezoning
of
Fisherman's
Village
fact
number
one
regarding
taking
a
public
owned
land.

historic
element
of
the
comprehensive
plan,
specifically
States
quote
this
element-
furthers
the
city's
founder
Isaac
trabu's
vision
of
preserving
land
along
the
harbor
for
the
public
giveaway,
giving
away
portions
of
our
pocket
parks
along
with
large
portions
of
Retta
Esplanade
Waterfront,
is
in
conflict
of
the
historic
element
of
the
Punta
Gorda
comprehensive
plan.
We
say:
no,
these
parks
and
streets
are
off
limits.

They
are
for
public
use
fact
number
two:
the
coastal
management
element
of
the
city
of
Punta
gorda's,
comprehensive
plan,
States
and
policy

city
shall
continue

preserve

is

acceptable.

Paradise

encroachments

Village

back

board
and
be
realistic

compatible

surrounding

is

Harbor
front

urban

I'm
against
the
Fisherman's
Village
rezoning,
you
don't
know
the
total
size
of
the
buildings
planned
for
the
site.
You
don't
know
the
land
size

the
sites
the
developer
actually
owns.
The
current
submittal
includes
8.686
Acres
of
submerged
land
area
owned
by
the
state
of
Florida,
as
well
as
land
owned
by
the
city.

You
don't
know
if
there
will
be
adequate
parking
for
the
existing
and
proposed
improvements,
there's
no
site
plan
that
shows
all
the
parking
required
for
the
site
and
the
layout
of
the
spaces.
A
small
scale
developer
would
be
required
to
submit
building
plans
that
show
the
size
of
the
buildings,
a
site
plan,
showing
setbacks
and
parking
spaces
and
a
storm
water
retention
plan.
The
developer
has
not
provided
any
of
the
above.

developer
is
asking
you
to
write
a
blank
check
by
approving
this
plan,
development
that
may
negatively
impact
the
health,
safety
and
Welfare
of
this
community
for
years
to
come.
The
developer
owns
an
additional
two
acres
across
the
street
and
after
he
has
maxed
out
all
the
density
he
can
fit
on
the
existing
side.
He
will
amend
the
PD
and
do
a
density
dump
across
the
street
likely
doubling
or
tripling
the
density
of
that
parcel.

I
have
estimated
the
total
size
of
the
mixed
use
project
at
approximately
720
000
square
feet
based
on
the
actual
sizes
of
existing
buildings
and
my
projections
on
the
proposed
buildings.
This
is
a
large-scale
project.
To
put
this
in
perspective,
the
Town
Center
mall
contains
approximately
930
000
square
feet.

However,
the
mall
is
situated
on
a
77
acre
parcelon
has
a
building
coverage
ratio
of
approximately
28
percent,
while
existing
and
proposed
Fisherman's
Village
sites
contain
approximately
19.63
Acres
according
to
Property
Appraiser,
and
the
coverage
ratio
will
be
approximately
84
percent
or
three
times
the
density
of
the
mall.
Imagine
what
a
84
coverage
ratio
is
going
to
look
like
on
Marion
Avenue.

types
of
densities
will
have
a
negative
impact
on
existing
infrastructure
of
the
area
and
I,
don't
see
the
public
benefit
that
outweighs
the
potential
health,
safety
and
Welfare
concerns
of
the
project.
By
allowing
the
granting
of
the
petitioners
request,
the
city
will
be
setting
a
dangerous
precedent
that
will
set
a
benchmark
for
building
Heights
and
densities
that
future
developers
will
expect
to
be
replicated.

reading

sorry

this
thing
just
keeps
moving
around
on
me
here
after
reading
some
of
the
detailed
proposal
here
on
this
on
this
development,
it's
clear
that
the
site
cannot
support
the
proposed
development.
It
seems
that
there
are
so
many
inaccuracies
and
distortions
of
fact
in
The
Proposal
that
it
must
border
on
illegal.
This
development
will
ruin
the
trauma
of
the
existing
facility
as
well
as
the
surrounding
area
and
will
be
all
but
inaccessible
with
a
dramatic
increase
in
home
values.
You
already
have
far
more
tax
revenue
than
you
need.

Most
of
us
happily
pay
these
high
taxes
in
exchange
for
preserving
this
town.
The
way
it
is
and
has
been,
the
small
town
does
not
need
or
want
another
high-rise,
high
density
monstrosity
like
Sunseeker
Resort.
Please

dated
information

when
we

utility
impact
fees
and
the
local
utility
funds

at
revolving
Loan
Fund
for
70,
some
et
cetera
for
an
80
million
dollar
project.
So
if
we're
looking
at
local
funds,
we
still
have
other
funding
in
place
and,
of
course,

takes
Debt,
Service
and
different
things.

of
course
there
was
some
discussion
on
the
septic
sewer
projects,
and
we
don't
exactly
know
where
that's
going
to
go
yet
there
may
be
some
traction
on
that:
that's

heavier
lift,
because
if
we
got

five

half
million

we
would
still
have
to
go
through
the
process
of
Assessments
determine
the
cash
flow
mechanism.

phase

perspective

discussed

delegation
as

other
thing
that
I'll
mention
is
that
the
wastewater
treatment
plant
expansion
is
not
a
want
to
have
item.
It
is
a
need
to
have
item
where

other
two
are
want
to
have,
because
we
don't
necessarily
move
forward
with

septic
to
sewer
project
until
we
start
finding
out
where
the
funding
is
going
to
come
from
not
wanting
to
put
that
burden
on
those
residents
and
in
the
areas
that
have
to
be
converted
it's
going
to.

we
didn't
have
funding
from
the
outside,
it's
going
to
cost
them
upwards
of
twenty
five
thousand
dollars
per
property
to
put
sewer
systems
in
on
those
properties.
So
we
can
make
the
long
time
ago
decision

forward

that
project
until
there
were
funds
identified
to
assist
the
residents
with
that
with
that
part
of
the
project.

again
that's
a
kind
of
a
want
to

federal
mandate
before
sooner

aside

tax
program

more

into
