recognition.

first

so
every
every
council
meeting
we
normally
do
some
sort
of
proclamation
and
recognition
of
different
people
in
the
community,
and
this
is
one
that
I
feel
very,
very
happy
to
be
able
to
present.
Today.
As
we
all
know,
there's
been
a
number
of
contractors
in
the
community
since
hurricane
Ian
who
have
helped
tremendously-
and
we
really
thank
them
for
all
of
the
efforts
in
putting
their
lives
on
hold.

While
the
city
is
attempting
to
recover
from
the
hurricane-
and
it
is
my
great
honor
and
privilege
to
present
this
Proclamation
for
the
Samaritan's
Purse
organization,
Proclamation
from
the
city
of
Punta
Gorda
Florida,
whereas
Samaritan's
Purse,
International
relief
was
founded
in
1970
by
Bob
Pierce.
In
order
to
meet
emergency
needs
in
crisis
areas
through
existing
excuse
me,
Evangelical
Mission
agencies
and
National
churches,
and
whereas
Samaritan's
Purse
has
gone
to
the
aid
of
people
who
are
victims
of
war,
poverty,
natural
disasters,
disease
and
famine.
A
Now,
therefore,
the
city
council
of
the
city
of
Punta,
Gorda
Florida,
does
hereby
proclaim
the
fourth
day
of
January
2023,
as
Samaritan's
Purse
day.
Excuse
me
and
encourages
all
Americans
to
support
this
organization
and
its
humanitarian
Mission
Paxton
duly
adopted
a
regular
session.

one

things

we
hate
having
to
be
in
a
community,
because
we
know
that
that
means
you
you're
going

something
incredibly
difficult,

also

we
get
to
bring
volunteers
who
are
passionate
about
loving
you

hurting

Shannon
is
one
of
our
most
passionate
program
managers.
She
loves
this
community
and
I
know
that
you
embraced
all
of
those
nearly
2,
000
volunteers
and
made
this
feel
like
home
to
them.

loving

operated
out
of
the
new
life
church
building.

we've

30

cleanup

all
of
our

parks

we
didn't
know

few
days
after

hurricane

we
all
felt
helpless,

so,
therefore,
we
banded
together
and
we
worked
as
diligently
as
it
could
to
clean
those
Parks
up,
and
we
did
a
great
job
and
I'm
really
proud
of
what
we
did.

to
do
it

reporting
structure,
so
I've
had
sort
of
a
lifetime
interest
in
government
government
structure,
the
way
it
functions,
and
all
of
this
Civics
is
my
favorite
course
in
high
school
I
have
a
BLM
political
science
and
a
master's
in
public
administration.
I've
worked
in
and
around
government
structures
for
most
of
my
life,
including
a
good
number
of
years
overseas,
so
I
have
an
interest
in
the
way
governments
work
and
how
they
function.

So,
looking
here
doing
a
little
research
on
Florida,
Municipal
governments
I
find
that
most
of
them
here
in
Florida
are
by
Design.
What's
called
a
council
manager
function,
which
is
what
we
have
here.
The
smaller
cities
tend
to
have
what's
called
a
council,
strong,
executive
or
Council
week,
mayor
form.
Now
that
has
nothing
to
do
with
the
person
involved.
It
has
to
do
with
the
organizational
structure
and
the
way
it's
designed
to
work
in
terms
of
roles
and
responsibilities
between
the
council
and
the
city
staff.

It
should
be
more
of
a
pyramidal
type,
organizational
structure
than
a
flat
structure
and
the
city
manager,
who
is
responsible
for
the
day-to-day
functioning
and
actually
running
the
city,
needs
to
have
all
of
those
functions
working
for
him
in
a
direct
in
a
basically
a
direct
report,
sort
of
capacity.
So
what
I'm
asking
is,
in
your
considerations,
give
serious
consideration
to
moving
the
city
clerk
function
and
possibly
even
the
City
attorney
function
under
the
city
manager,
where
I
believe
it
truly
should
be.

to

traffic

our
limited
entrances
and
exits.
We
have

Punta
Gorda
point
Fisherman's
Village
is
one

those
limited
accesses.
We
have
two
to
three
thousand
extra
people
entering
and
exiting
onto
our
doorway,
we'll
be
impeding
the
emergency
response
time
drastically.

roads
are
built
out.
Maybe
we
need
to
claim
eminent
domain
over
properties
for
emergency
access
for
the
health
and
well-being
of
our
citizens
as
it
is,
our
choice
of
hostables
has
been
limited
with
building
of
Sun
Seekers,
the
bridge
will
be
packed
and
blocked.
The
two
exiting
streets
on
the
one
side
of
the
point
will
be
packed
Olympia
and
Henry.
We
need
access.

codes
for
development.
It
looks
like
you
want
to
vote
to
change
some
codes
to
allow

development

our
city,
specifically
the
height
of
buildings.
This
change
seems
to
benefit
developers
and
not
the
citizens
you
represent.
The
height
restriction
is
currently
set
at
35
feet.
This
code
can
be
varied
if
only
one
of
three
criteria
is
met
from
section
5.3
m.
One
primary
use
is
a
hotel.

Two,
the
land
is
dedicated
to
the
city
of
Punta
Gorda
or
three.
The
site
plan
exists:
a
full
integration
of
residential
shop,
front
and
workplace
uses,
while
providing
Superior
environmental
sensitivity
and
diverse
recreational

me
wonder
what
criteria
is
for
Superior

makes
Punta
Gorda
special.

why

many

us
moved

quaint

Waterfront

its

of
directors
concerning
building
Heights
and
Community
benefits.
A
balance
must
be
struck
to
encourage
and
make
it
economically
feasible
for
businesses
to
build
in
our
downtown
core
and
improve
our
tax
base.

The
existing
ldrs
or
the
downtown
Corps
have
a
current
building
allowance
of
50
feet
and
developer
may
choose
to
request
the
zone
change
to
plan
development,
to
increase
the
base
height
to
60
foot
high
heights,
then
is
basically
unlimited
with
no
objective
standards,
thus
totally
subjective.
In
addition,
if
providing
public
benefits
under
developers
mitigation
program
bill,
you
can
go
a
maximum
of
80
feet
by
the
developer,
providing
amenities
such
as
public
parking,
public,
open
and
closed
spaces.

The
economic
result
of
the
current
ldrs
is
that
developers
due
to
the
controlling
Heights
make
development
not
economically
feasible.
Our
current
tax
base
is
approximately

percent
homeowner-funded
and

percent
commercially
funded

share
could
go
as
low
as

a
varied

want

ability

build

exchange

They

the

totals

support
number
three
because
one
it
provides
architecturally
interesting,
varied
building,

creates
objective
standards
for
additional
Heights

It

public
benefits
that
will
enhance
our
city
and
before
it
encourages
working
together

developers
to
increase
commercial
buildings,
growing
our
economy
and
reducing
the
homeowners
tax
burden.

still
doing
calculations
of
the
exact
amount
of
loss
of
views,
but
so
far
I
will
pass
these
on
to
that.
Lady.
Over
there,
the
100
foot
tall
building
number
seven
in
the
75
foot
tall
building
number
10
will
take
away
about
half
of
the
views
of
Charlotte
habba
that
homeowners
currently
enjoy.

detailed

calculations

the
January
18th
meeting,
but
it's
already
clear
that
at
this
time
of
year,
a
building
Shadow
is
at
a
three
to
one
ratio.

building

completely
shade
Sunset

change

compensate
them

people
say
the
building's
father,
Donna
Marion
are
85
feet

they
didn't
have
a
surrounding
neighborhood
there.
They
had
the
small
Waterfront
Park
on
one
side
and
a
busy
four-lane
road
on
the
other
side,
and
then
Canal
House
is
beyond
the
road.
So
that
is
a
completely
different
situation
than
Sunset
breezes
Sunset
breezes
is
the
existing
neighborhood
to
Fisherman's
Village
and
to
engulf
a
48-foot
tall
building
with
100
foot
tall
buildings
is
not
in
keeping
with
the
character
of
the
surrounding
neighborhood
that
simply
doesn't
pass
the
straight
face
test.

would
venture
to
say
that
virtually
the
only
people
who
are
who
are
in
favor
of
100
foot
tall
buildings
in
Punta
Gorda
are
those
with
a
vested
interest.
I
believe
the
vast
majority
of
everyone
else
doesn't
want
building
Heights
to
exceed
the
present
height
limit
in
that
area.
The
applicant
brought
Fisherman's
Village,
knowing
the
zoning
rules
and
it's
not
unreasonable
to
require
that
any
new
buildings
meet
that
same
standard.
If
the
console
allows
this
applicant
to
build
a
100
foot
tall
building,
then
how
can
you
deny
the
next
application?

Who
wants
it
and
the
next
and
the
next
Punta
Gorda
will
turn
into
Sarasota
and
Naples
in
a
Flash?

this
meeting

held

the
military,
Heritage
Museum,
we're
all
watching

really
hoping

we
see
a
profile
in
Courage

here

years

we're

closest
fishfield
neighbor
living
off
West
Marion
here

Beach

the
most
part.

the
years
we
have
enjoyed
a
pleasant
relationship
with
the
management
of
fishville,
which
we
appreciate.

noise,
the
intrusion
of
a
peaceful
neighborhood,
the
possibility
of
a
developer
with
business,
Visions,
constructing
a
hundred
foot
buildings,
eliminating
long-term
on-premise
establishments,
daily
traffic
in
medical
emergencies
becoming
more
and
more
of
the
norm,
the
sound
of
police
ambulance,
fire
and
other
emergency
personnel
approaching
most
often
stopping
abruptly
at
the
entrance
of
fishville
many
near-misses.
It's
a
wonder
that
we
haven't
had
a
fatality.

Hopefully
please
don't
misunderstand
me:
these
concerns
and
points
are
not
an
oversight
but
reserved
for
another

More
importantly,
some
of
our
starboard
residents
wish
to
share
concerns
over
proposed
exceptions
to
establish
Punta,
Gorda,
Land,
Development
regulations,
Building
height
code
variances
and
revisions,
and
specifically
as
they
affect
our
shared
environment,
landscaping
and
Life
Choices.

the
Ambiance
of
the
city

the
structure
of
the
city,
to
the
intent

the

parking
building,

developer

compatibility

Punta
Gorda

really

brings
people

reasons
that
we're
here
changing
the
code
is
like
a
huge
change
in
the
Land
Development
codes

huge
thing
to
do
to
us,
and

would
like
to
respectfully
ask
that
there's,
perhaps
even
a
referendum,
so
so
that
ordinary
citizens
can
vote
and
work.
Our
voices
will
not
be
swamped
out
by
ex

Rich
Developers.

the
concerns
about
traffic

safety,

so
on,
we

had
to
evacuate
twice:
we've
been
here
for
10
years,
we've
evacuated
twice

two
pets
and
should
any
rewards

blocked

harmed

severe
event.

taxpayers

hook

any

Improvement.

everything

stop

basically
completed
the
parking.

the
new
parking
area
that's

placed.

have
certainly
issues

part
of
the

interviews

the

of
Florida
and
the

similar

spent

visitors
did
not
go
up
as
much

inflation
hit
this
year,
things
cost
more
and

post
pandemic.
The
share
of
wallet
for
visit
for
for
travel
has
increased.

once
we

people
realize

travel

taken
away,
they've
kind
of
made
it
more
of
a
priority
in
terms
of
how
they
budget
their
money.
Tourism
development
tax
was
up
almost
28
to
over
7.7
million

look
at
the
increase
in
tourism
development
tax,
that's
correlated
very
highly,
with
increase
in
direct
spending,
so
just
just
giving
something
there
room
nights
with
almost
1.2
million
room
nights
and
then
I'm
going
to
give
you
some
of
the
metrics
lodging
lodging
occupancy
was
down
slightly.

again
we
see
higher
spending
numbers
where
room
rates
were
up
higher.
Overall,
though,
that's
kind
of
the
big
numbers
and
part
of
our
job
is
to
say
like

What's
that
mean
what
it
means?
Number
one
is
jobs

wages,
ultimately,
jobs,
that
this
tourism
spending
supports,

jobs
over

jobs,
sorry
an
increase
of

compared
to
the
previous
year,

it

supports
wages
of
over
330
million
dollars,
which
is
actually
up

a

tourism
spending

visitors
supports

jobs,

wages
in
the
area,
but
it
also

a
net
benefit

the
County
government
coffers.

create
a
metric
called
net
benefit
from
the
direct
spending

utilizing

can
understand
how
much
in
taxes
and
County
taxes,
taxes
that
go
to
the
county
are
are
supported
by
your
visitors,
but
also
we
realize
visitors
have
a
cost
they're
using
your
roads
and
things
of
that
nature.

we
calculate
how
much
visitors
cost
the
county
in
terms
of
government
tax
dollars
by
using
what
we
call
a
number
of
use
days.
Basically,
residents
use
our
use
your
roads
and
facilities
at
percentage
of
days

tourism
creates
uses
a
certain
percentage
of
these
and
those
percentages
apply
to
the
county
budget
to
determine
the
cost
of
visitors
after
you
take
together
the
benefits
in
terms
of
like
how
much
taxes
are
paid
in
County
taxes
versus
how
much
it
costs
to
have
them
here.

one
job
supported
by
tourism
within
the
county
and
the
big
number

lot

people
like
to
hear

like

but

affect

visitors
pay
in
in
taxes
and
then
we
also
look
at

many
households
you
have
to
create
an
idea
of
what

average
household
save
in
taxes

upon
tourism,
paying
a
part
of
that
bill

you
get
your
property
taxes
you're
getting
your
other
tax
invoices?

consensus

parking

per
dwelling
units.

was
no.
Everybody
was
in
agreement
on
that.

requirements
brought

discussion
on

the
time
counts
at
the

that
Council
was

existing
proposed
Heights
in
the
downtown
core
area,

Village
Center
and
the
flex
commercial.

the
area

allowing
the
maximum
height
from
the
proposed

feet
on
the
medical
overlay

possibly

hundred
feet
in
the
area.

that
will
be
something
we'll
be
looking

streamlines

received

responses
during
the
qualification

of

vendors

not
able
to
meet
our
minimum
qualifications

business

similar
to
our
project
in
scope
and
size.

respondents
were
rejected
and
we
had

the
sole
proposal.

will
fund

the

people

debris
out
and
expect
it
to
be
picked
up

hurricane

are
not
working
