Description
Punta Gorda Isles Canal Advisory Committee 2-21-2023
A
D
D
C
B
A
All
right,
the
next
meeting
is
March
20th
23..
Anybody
not
going
to
be
able
to
meet
the
be
at
the
meeting
except
me.
A
It's
good
and
next
we
move
on
to
the
election
of
the
vice
chair
or
what
chair
and
vice
chair,
congratulations,
announcements.
C
A
A
A
F
D
F
F
As
you
can
see
here,
we
are
spending
some
of
the
money
in
the
sea
wall
replacement
bid
line.
That
is
those
are
the
walls
that
we're
replacing
at
we're
in
the
work
program.
That
FEMA
is
not
going
to
reimburse
us
for
so
we
have
some
a
handful
of
those
sea
walls
that
we're
replacing
right
now
and
those
are
all
high
and
medium-high
priority
sites.
E
F
F
E
F
You're
having
issues
that
zone
right
there,
the
property
owner
can
have
that
dredged
at
his
expense.
We
just
carry
the
permit,
so
so
what
that
means,
because
there's
always
so
many
reporting
requirements
with
the
permit.
We
have
a
contract
with
Marine
Contracting
group.
They
are
the
only
ones
that
can
do
Dockside
dredging
because
they
report
to
us.
They
have
to
report
to
Us
location
of
where
they
took
the
material.
We
have
to
put
the
material
back
in
the
canal,
how
much
material
they
removed.
F
So
your
list
of
sea
walls
are
included.
They
are
first
listed
by
Zone
and
then
by
street
name.
If
that
helps
you
in
case,
you
guys
get
any
calls.
F
C
G
G
F
Boat
covers
anything
that
someone
wants
to
do
in
the
water.
They
have
to
pull
the
building
permit.
F
No
new
updates
on
the
spoil
site,
Channel
they're,
still
working
with
putting
together
their
documentation
for
the
to
get
the
permit
and
stuff
like
that
there
they
have
to
wait
for
certain
Seasons
to
like
look
at
the
grasses.
They
just
did
a
mangrove
inspection
a
couple
weeks
ago.
They
were
out
on
site,
looking
at
the
mangroves
and
stuff
like
that,
they
had
to
document
all
that
stuff,
The
Ponce
de
Leon
Inlet
widening
that
has
been
put
on
hold
I,
don't
know,
I,
don't
think
that's
ever
going
to
come
back.
F
F
So
before
we
did
Buckley's
pass,
Ponce
Inlet
was
typically
dredged
twice
a
year.
We
had
a
lot
of
complaints,
so
we
started
moving
The
Advisory
Board
wanted
to
widen
the
navigable
channel
of
Ponce
Inlet
I
think
it's
only
like
30
feet
wide,
it's
very
difficult
for
two
boats
to
pass
or
whatever,
and
so
we
were
moving
forward
and
and
then
our
attorney
was
like.
We,
they
couldn't
decide
how
they
were
going
to
tax
the
community.
F
Do
we
tax
them
like
Buckley's,
pass
where
everyone
that
has
access
to
the
channel
gets
taxed,
or
do
we
just
tax
the
district?
And
so
there
was
this
whole
thing
where
they
needed
to
look
into
it
and
the
whole
nine
yards.
So
in
the
meantime,
Buckley's
pass
got
built
and
when
we
opened
up
that
channel
we
have
so
much
flushing
of
the
water
that
now
we
only
have
to
really
dredge
pots
once
a
year.
F
A
H
F
F
So
it's
up
to
you
guys:
do
you
want
to
leave
it
on
the
capital
Improvement
list,
as
kind
of
like
a
Tickler,
or
do
you
want
to
take
it
off?
That's
up
to
you.
B
I'm
one
of
the
people
that
complained
to
you
over
the
years,
but
about
the
depth,
not
the
width,
I've,
never
seen
a
problem
with
with
particularly
I
mean
past
boats
in
there
many
times.
So
it's
my
understanding,
that's
trapezoidal
shape
and
it's
only
20
or
25
feet
wide
at
the
bottom,
but
in
reality,
I've
never
seen
or
heard
of
a
problem
related
to
width.
E
F
F
Okay,
so
in
the
month
of
March,
maybe
April
we'll
be
coming
to
you
for
our
budget
Workshop,
so
we
can
discuss
it
in
further
detail
at
that
time.
Also,
okay,
okay,.
F
Next
item
on
the
agenda
is
Master
permit
agreement
we
did
receive
our
Army
Corps
of
Engineers
permit
on
February
3rd.
It
is
good
for
10
years
expires,
March
10
2031.
That
does
include
the
riprap,
so
we
would
be
able
to
move
forward
with
our
rip
rap
project
after
Hurricane
Irma.
Do
you
remember
we
were
going
to
put
riprap
in
front
of
all
the
new
Seawall
and.
F
G
Ron
Ludwig
I
I
saw
that
we
we
got
the
approval
and
I've
been
I've,
been
on
this
committee
for
about
a
year,
but
I'm
sure
that
that
it
would
be
nice
to
to
for
you
to
refresh
why
we
were
asking
for
rip
rep
in
the
first
place
and
then
I
have
a
second
part
of
the
question.
But
I'll
get
the
first
one.
First,
okay,.
F
Okay,
I
think
it's
like
eight
million
dollars,
a
granted
Us
in
mitigation
funds
to
put
riprap
in
front
of
the
seawalls
that
were
replaced
after
Hurricane
Irma.
When
you
put
rip
rap
at
the
toe
of
a
sea
wall,
it
armors
the
bottom
of
that
Seawall,
it
doesn't
allow
it
to
kick
out
and
it
stabilizes
the
berm
so
that
that
is
the
functionality
of
the
rip
wrap.
Also
when
we
put
it
at
the
outfall
at
the
bottom
of
an
outfall
like
a
drainage
pipe.
F
You
know
when
we
have
a
big
rain
event
and
all
that
water's
moving
through
the
pipe.
It
creates
like
a
fishbowl
effect
in
the
canal,
which
would
cause
the
sea
walls
to
fail
around
that
outfall.
So
by
placing
rip
wrap
there,
it
armors
that
bank
and
doesn't
allow
the
soils
to
move.
So
that
was
the
purpose
of
the
rip
rap.
Okay,.
F
There
are
three
types
that
affect
so
it's
the
Irma
rip
rat
and
it's
the
outfalls
armoring
the
outfalls
and
was
there
another
one
Brian
there's
three
so.
F
G
That
that's
fine!
Okay,
second
half
my
question:
how
does
now
that
we
have
permission
to
go?
Do
this
work?
How
does
the
the
hurricane
Ian
damage
impact
the
our
plan.
F
So
we're
kind
of
like,
in
the
beginning,
steps
of
that
we
haven't
really
discussed
all
that
stuff.
I
do
want
to
report
that
the
seawall
replacement
contract
hit
the
street
it's
on
Friday.
What
we
want
to
try
to
avoid
is
contractors
on
top
of
contractors.
We
already
know
that
we
have
an
issue
with
staging
sites
every
you
know.
The
casino
contractors
are
occupying
these
vacant.
F
Lots
and
people
are
getting
upset
because
they
live
next
to
these
vacant
lots
and
then,
if
I
have
another
contractor
coming
in
and
bringing
in
piles
and
piles
of
riprap,
it's
just
gonna
create
an
ugly
situation,
so
we're
still
in
the
process
of
figuring
out
how
we're
going
to
schedule
all
that.
Okay.
G
But
it
from
a
not
nothing-
that's
that's
done
as
far
as
Ian
is
concerned,
should
impact
what
we,
what
we
had
planned
for
for
the
rip
wrap
replacements
I'm
just
trying
to
trying
to
visualize
whether
or
not
the
the
impact
of
Ian
is
going
to
now
that
we've
finally
got
permission
to
go
forward.
Now
we
can't
go
forward
because
we
got
Ian
and,
as
I
recalled,
it
was
some
kind
of
a
concern
that
if
we
didn't
get
this
done
fairly
soon,
we
might
lose
the
money
correct.
F
So
and
that's
that's
what
we're
discussing
now
so
the
people
that
we're
working
with
for
Hurricane
Ian
are
a
diff.
It's
a
different
group
of
people
than
the
people
that
we
were
working
with
from
FEMA
with
hurricane
Irma,
so
we're
working
with
the
two
different
groups,
trying
to
figure
out
how
and
when
we're
going
to
do
this,
but
we
do
want
to
do
it.
F
G
No
I'm
just
concerned
that
that
the
interruption
that
Ian
is
causing
us
is
going
to
impact
our
ability
to
finally
go
forward
with
the
rip
rack
works.
F
Our
concern
as
well
our
concern
as
well,
so
we're
we're.
We
just
got
the
permit,
so
you
know
we
notified
FEMA
and
let
them
know
that
we
did
get
the
permit
and
you
know
we're
just
trying
to
work
out
all
those
details.
Now.
Okay,.
B
A
Bob
cannabi,
the
permit
will
then
apply
to
Ian.
Also.
Is
that
an
overall
coverage
for
the
rip
ramp
or
is
that
specific
to
Irma.
F
Irma,
for
now
the
permit
is
one
of
the
one
there's
four
different
categories.
One
of
the
categories
is
for
Irma.
We
have
not
we're
still
talking
about
Seawall
recovery
with
FEMA.
We
haven't
started
our
conversation
about
the
mitigation
portion.
Yet
so
once
we
start
talking
about
mitigation
for
riprap
and
with
Ian,
then
we
can
add
that
that
in
there,
but
it'll
cover
that
as
well.
F
Any
other
questions:
okay,
let's
see
our
dredging
permits
I
just
want
to.
Let
you
know
that
we're
still
in
the
process
of
getting
our
dredging
permits,
we
can
still
operate
under
the
old
permits,
but
we're
still
going
through
the
process.
We
just
signed
the
permit
exemption
for
fdep
today
and
now
we
have
to
start
the
Army
Corps
of
Engineers
process,
which
we
know
can
be
kind
of
lengthy,
so
but
we're
at
least
moving
forward
with
that
and
that's
for
both
Dockside
and
the
inlet
dredging.
G
Right
I
have
I,
have
no
I
have
a
question.
You
have
to
go.
You
you
indicated
at
the
beginning
of
the
meeting
that
you're
not
going
to
be
here
next
month.
Right,
you
are
the
chair.
We
don't
have
a
vice
chair.
What
happens.
H
We
appeals
for
the
record.
What
happens
is
we
can
still
hold
an
election
and
if
you
still
want
him
to
be
chair,
that's
fine.
He
doesn't
have
to
be
here.
We'll
hold
a
lecture
for
vice
chair
that
time
as
well.
Usually.
H
H
None
of
us
and
that's
yes,
I,
agree,
but
yeah.
We
have
a
procedure
for
it,
so
I
I'm,
assuming
that
whoever
is
going
to
be
pointed
Vice
chair,
would
probably
be
the
one
to
start
the
meeting
too,
but
we'll
see
at
that
time.
H
D
H
Yeah
so
last
month
we
did
it
I,
apparently
every
February
according
to
the
bylaws.
We
have
to
do
it
in
February,
so
last
week
or
last
month,
when
we
did
it,
it
wasn't
legit.
