best
way

started

of
background
on
who
we
are
and
who
you
are
and
we'll
go
around
along
that
line.

start
I
think
it's
the
only
one
who's
throwing
it
out

that

my
name
is
George
ruckty,
as
you
can
tell
I'm
the
chairman
of
the
the
board
my
background
I
graduated
with
a
Bachelor
of
Science
degree
in
1964
in
civil
engineering.
So
if
anybody
wants
to
look
at
the
numbers
from
there
that's
59
years
ago,
I
was
in
both
pipe
and
pipeline.

Engineering
has
been
my
my
background:
I've
held
management
positions
in
oh
design,
installation
manufacturer
research,
sales
in
sales
and
business
development,
I've
been
very
much
associated
with
various
associations
like
member
of
awwa
and
I,
was
still
sit
on
this
steel
pipe
committee
active
in
these
was
in
the
steel
Tech
Institute
steel
plate
fabricator
in
the
city,
I
got
an
award
upon,
leaving
them
and
very,
very
active
in
the
asce
pipeline
division,
even
shared
it
for
for
one
year
and
sat
on
their
executive
committee
and
recently
was
awarded
the
Bechtel.

I've
been
retired
seven
years,
I've
lived
here
in
Punta
Gorda
for
those
years
prior
to
that,
I
worked
for
the
Bonita
Bay
group,
I
ran
their
water
company
and
prior
to
that,
I
worked
for
Colorado
Springs
Utilities
in
water
and
wastewater
pretty
much.
My
whole
life
since
graduating
from
the
University
of
Florida
has
been
in
the
water
waste
water,
reuse
field.

I've
been

for
about
a
year
and
a
half
I
retired,
in
2020,
from
the
city
sunrise
over
on
the
west
coast,
East
Coast,
sorry
near
Fort,
Lauderdale

projects

over
20
years,
worked
in
the
utility
division.
It's
just
where
capital
projects
was
I've,
been
retired
in
Punta
Gorda,
since
September
of
2020.

Advisory

With
these
wonderful
gentlemen-
and
it's
it's
been
a
pleasure
working
with
the
staff
they're
very
knowledgeable,
very
committed.

least
one
of

three

kidding
and
it's
a
pleasure
to
work
with
I
welcome
you

business
in
the
midwest
Nebraska
as
a
manufacturer's
representative

40
years,
calling
on
the
municipal's
electric
utilities,
investor

four
states,

background's
more
electric
utility

So
this
has
been
a
kind
of
a
steep
uphill
learning
curve.

me,
I've

the
board
for
a
week

than

operational
data
for
January.

water

was

areas

rain

gets

Wastewater
system.

a
project
going
on
in
an
Alleyway
between
grace
and
Ann
Street
off
McGregor,
that's
going
to
be
replaced
that
has
a
real
high
infiltration
of
rain
water
and
then
also
the
baynard
area.
There's
a
project
going
to
be
going
on
there
too,
and
that
should
alleviate
some
of
that.

current
Reservoir
level
is
it's
not
on
the
sheet,
but
I
just
wrote
it
down
this
morning
is
5.10
feet
the
no
flow
situation.
No
water
comes
over
the
dam
at
five
feet,
so
we
still
got
some
water
moving
I'm
already
hoping
for
rain.
It's
it's
early,
but
I'm
always
looking
forward
to
the
Rain
rainy
season
and
we
will
see
that
in
the
in
the
TDS
charges.
Next.

You
can
see
the
the
red
lines,
the
surface
water
plant
and
it's
it's
creeping
up
to
the
500,
the
maximum
contaminant
level,
but
with
the
RO
plant,
kicking
its
water
and
it's
keeping
it
just
under
300.
So
it's
really
good,
but
without
the
rain
and
the
water
levels
going
down,
the
surface
water
levels
will
go
up,
but
the
RO
plant
will
be
able
to
keep
it
where
we're
still
in
still
where
we're
supposed
to
be.

connect
us

authority

to
turn
both
of
them.

wide

out

pumping

located

Henry
Street,
which
is
very
near

dog

Wastewater
helping
station
approximately
2001.
We
installed
all
new
pumping
equipment
and
this
project
will
replace
that
with
new
in-kind
equipment.

inconveniences

some
Lane
enclosure
during
construction,

all
part
of
the
design
right
and
that

be
coordinated

city's
staff

be
relatively
minor.

began
construction
early
this
year
we
were
going
to
start
it
right
before
the
hurricane,
but
because

the
hurricane
we

a
delay.

hurricane
cleanup

got

contractor
started.
He

Alligator
Creek
Bridge,
which
is
in
the
South
part
of
this
figure,
and
we've
currently
made
it
up
to

Walmart
driveway.

lines

they're,

streets

project

contractor
to
place

service

get
through

permitting

correctly,
we
were
up

the

high

we're

guaranteed
maximum
price
of

anything
without

clarifiers

bioreactors

designed

inflation

through

belongs

need

civil
engineer
builds

reliant

supportive

was

concern

me

late
evaluation

understanding

pre-stressed

and
much
like
your
tanks.
No
one
really
was
very
knowledgeable
about
the
pipe
design
that
was
left
entirely
up
to
the
pipe
supplier.

when

also
mentioned
that
some
of
your
tanks
have
quite
a
bit
heavier
walls
than
or
thicker
walls,
at
least
than
than
some
existing.
That
was
a
question
to
me,
which
is
driving
the
piles.

it
the
soil
condition?
Is
it
the
heavy
wall?
Would
a
lighter
wall
be
able
to
avoid
that
the
piles,
so
that
was
kind
of
a
general
question
but
Mr
Leonard?

you

that

supported

something

pile
design,
this

spacing
could

gathering

relying

soil

structure

going

supported

piles,

settlement
is
like
point

of

inch
once
it's
on

the
footprint
available
to
them,
the
duration
of
the
time
of
the
water,

it
passes
through

anoxic
and
aeration
cycles,

that
that's
kind

a
set
formula,

they
build
the
tank
to
accommodate

the

departments
that
are
assisting

board:
one

office

orientation
and

materials

members
and
assist
the
board

meeting
procedures
as
necessary.
During
the
meeting,
our
office
also
provides
a
recording
secretary,
who
prepares
minutes
and
recordings.

They
also
provide
staff,

present
agenda
items
and
or
reports,
and
can
answer
board
member
questions
in
advance
of
meetings
before
we
can
call
a
meeting
to
order.
We
have
to
have
a
quorum
established.
That
is
a
physical
presence

majority

total
regular
seats
on
the
board
for
your
board.
That
is
a
minimum
of
four
members
who
are
present
and
seated
at
the
diocese
before
we
can
begin.

This
is
required
in
order
to
call
a
meeting
to
order

must
be

throughout

meeting

quorum.
The
board
is
limited
to
taking
these
procedural
actions
recessing,
at
which
point
staff
can
take
measures

on

and

If

quorum

should
be
used
to
limit
public
comment
to
three
minutes
per
individual
business

placed
on
the
floor
by
the
chair,
reading
and
agenda

The

must
be

properly
noticed

quorum
and
at
which
minutes
are

if
one
of
you
sends
an
email
with
information
to
your
fellow
members
and
someone
then
replies
with
questions
and
comments
about
how
they
feel
about
this,
it
could

argued

discussion
has
taken
place
at
that
point
and
there
could

consequences
related
to
violation
of
the
Sunshine
Law
if
a
member
of
the
public
were
to
bring
forward
a
complaint

the
commission

meetings

Telephone
participation
by
an
absent
member
is
only
permissible
when
there
is
a
quorum
of
the
board
physically
present
in

absences.
Due
to
extraordinary
circumstances
such
as
illness
and
the
board
approved
such
participation,
this
was
fairly
simple

accommodate
at
our
old
location.
However,
we
don't
have
a
landline
like
we
had
at
our
old
Chambers.
So
if
you
know

you
are
going
to
have
something
like
a
surgery,
please
contact

advance

does
occur
on
occasion

long

individual

hearings

and
assist
staff
to
enforce
the
Sunshine.

approval

hearings

the
board
