Utility Advisory Board 1-23-2023

A
A
Well,
under
announcements
we
we
can
tell,
alongside
of
each
of
David
and
Derek,
that
we
have
new
members-
oh
okay,
good,
they
will
be
joining
us
come
yes,
they
will
be
joining
us
at
the
next
meeting,
apparently
and
I
think
something
that's
very
wise
goes
to
I,
guess,
Dennis
and
Scott
had
recommended.
It
is
that
they
were
also
going
to
go
through
a
little
bit
of
training,
so
they
get
a
better
background
as
to
what's
going
on
so
they'll,
be
with
us
in
February.
A
A
Thank
you.
Next
is
the
meeting
minutes.
Anyone
have
any
comments
on
the
minutes,
move
approval
seconds.
Thank
you
all.
In
favor,
aye
aye
opposed.
A
C
Minutes
are
approved,
I
have
a
question
yeah
chairman:
do
the
minutes
go
to
the
city
manager
and
city
council
prior
to
us
approving
them
a
month
or
perhaps
two
months
later,
do
they
go
before
they're
approved
Mr.
E
E
We
attach
them
to,
we
put
them
in
the
Z
Drive,
which
they
have
access
to
them.
Otherwise
I
said
they
can
view
them
beforehand,
but
even
if
they're
not
approved
so
well,.
D
Let
me,
let
me
ask
a
follow-up
question
with:
do
the
city
council
accept
the
minutes
of
the
advisory
boards
at
any
like
do
they
has
ever
come
out
there
on
their
agenda,
or
would
they
have
to
actively
go
dig
for
them?
Okay,
so.
E
C
D
B
F
F
Finally,
there
before
we
start,
I
would
like
to
thank
the
chairman
for
volunteering
again
to
serve
on
the
board
again.
I've
heard
that
at
city
council
thank.
A
You
very
much
thank
you
very
much,
but
I'm
actually
thinking
about
it's
about
time.
Somebody
else
also
stepped
in,
but
I
do
appreciate
it.
Neil
I'm,
looking
to
stay
on
the
board
on
the
board,
but
I
think
in
two
months
I
would
I'd
like
to
excellent
through
11,
new
members
and
I.
Think
the
meeting
after
that
after
they
get
an
opportunity,
meeting
everybody.
We
should
open
the
lecture
two
little
over
two
years,
long
enough,
I
think
it's
time
for
somebody
else
to
have
all
of
the
enjoyment
that
I've
had.
E
A
Well
then,
it'll
be
February,
but
I
thought
it
would
be
wise
if
we
could
leave
it
for
the
the
two
new
members
to
get
an
opportunity
of
spending.
Maybe
we
could
move
it
towards
the
end
of
the
meeting
at
least.
B
D
A
In
fact,
I
think
the
thanks
is
really
due
to
you
and
your
team.
A
This
is
the
first
meeting
I've
attended
because
all
of
the
others
were
canceled,
except
the
one
I
missed
first
Thanksgiving
with
family,
the
job
that
you
guys
you
folks
all
day
to
get
us
back
in
water
and
waste
the
the
sewage
as
well.
In
that
shorter
period
of
time,
I
know
there
was
some
that
still
had
to
wait
a
little
bit
longer
because
of
some
issues,
but
I
was
just
shocked
when
Saturday
I
was
turning
up
water.
A
H
F
Of
course,
the
wastewater
treatment
plant
Improvement
project
will
help
with
that,
but
we
will
also
we
have
some
projects,
there's
one
lift
station
on
baynard
and
Amanda
I
believe
and
that
whole
area
when
they
TV
it
after
rain
events,
the
water
just
pours
into
the
joints,
and
that
is
a
capital
Improvement
project
that
we
have
scheduled
all
those
Mains
are
going
to
be
replaced
with
PVC
they're
clay
now
so
that
and
some
they're
going
to
go
back
to
doing
their
smoke
testing
again.
Look
for
open,
laterals
and
things
like
that
to
help
with
the
inflow.
A
Those
kind
of
emergency
situations
do
you
have
some
leeway
to
move
quicker
to
get
those
resolved,
or
does
it
still
go
through
the
same
process?.
F
D
B
F
And
that
is
the
what's
so
important
about
our
person
that
goes
out
and
reads
the
lift
station
meters.
Is
they
catch
the
ones
that
aren't
on
scada
they
catch
the
high
hours
and
then
they
can
go
in
and
start
looking
for
reasons?
Why,
especially
after
rain
events-
and
they
say
that
the
reservoir
is
at
5.18,
so
we
still
got
water
flowing
over
the
dam
I'm
sure
they
got
some
rain
out
there.
Yesterday
that'll
help
I
know
we
got
quite
a
bit
in
town
and.
D
F
A
I
For
the
record,
Steve
Leonard
we
currently
run
about
45
Ro
in
that
range.
Is
that
your
question?
What.
A
Percentage,
okay
and
I
was
just
wondering:
would
you
rather
Steve
if
there
would
ever
be
a
case
and
I
can't
imagine
it
happening,
could
we
run
100.?
We.
A
F
Now,
on
to
the
utility
items
that
were
on
the
city
council
in
December,
there
was
only
one
meeting.
It
was
on
the
seventh
resolution
amending
and
restating
resolution
number
3642-2022
relating
to
an
application
for
the
loan
of
the
state.
Revolving
trust
fund
for
Wastewater
facilities,
establishing
pledged
revenues
to
repay
said
loan
to
increase
the
amount
of
the
construction
loan
from
the
Florida
Department
of
Revenue
revolving
fund
for
Wastewater
facilities,
providing
for
conflict
and
severability
and
providing
an
effective
date.
A
B
I
Yes,
and
no
most
of
the
increase
is
related
to
market
value.
The
thing
that
was
added
later
in
the
project
was
the
Deep
foundation
piles.
Typically,
typically,
we
complete
a
geotechnical
survey
and
report
on
the
property
at
30
percent,
so
that
you
can
find
out
if
you
need
to
put
piles
up
underneath
your
structures.
I
A
G
We
did.
That
was
the
reason
we
had
to
go
back
for
the
resolution
as
for
our
final
application
with
the
srf
loan,
so
that
we
could
increase
the
amount
that
we're
requesting
in
total.
We.
G
Yes,
we
still
have
to
repay
that.
We
I
know
the
city
is
looking
at
for
their
legislative
requests,
asking
for
some
funds
for
this
project.
G
D
Was
that
that's
the
one
up
on
Riverside
yeah,
the.
F
It's
at
the
point
now,
where
they're,
with
the
easements
for
the
railway
or
waiting
to
hear
back
from
the
developer.
G
So
good
morning,
Christmas
Simeone
we'll
go
over
the
December
financials,
but
if
you
have
any
questions
on
November,
just
let
us
know
we'll
kind
of
go
back,
but
December
31st
we're
25
through
the
year
already
it's
going
very
quickly
with
everything
going
on,
you
can
see
for
charges
for
services
we're
at
97.3
percent
year-to-date
other
miscellaneous
revenues
we're
much
higher,
though
at
570
percent.
G
However,
it's
of
a
much
lower
number
so,
but
we're
doing
okay
on
the
expense
side.
Again,
the
divisions
are
trying.
They
try
to
stay
within
their
budget.
It
can
fluctuate
month
to
month,
depending
on
Capital
items
coming
in
or
large
purchases.
Things
like
that,
but
again
they're
not
very
far
off.
D
What
do
you
on
the
srf
loan
I
know
that
it's
very
competitive
right
now,
in
fact,
I
know
I'm,
pretty
sure
that
most
utilities
are
switching
from
what
they
would
go
to
USDA
to
srf.
What
what's
the
rate
that
the
city
would
be
getting
you
I.
D
B
G
A
During
the
down
times
for
a
number
of
people
were
out
of
water,
a
lot
longer
than
I
was.
Did
we
take
that
into
consideration
in
some
manner
in
the
building.
G
G
Right
so
obviously,
if
if
a
customer
wasn't
using
water,
they
wouldn't
have
gotten
charged
for
that.
However,
we
did
make
exceptions
and
refunds
to
customers
that
had
damage
to
their
water
pipes,
so
the
water
was
just
like
going
out,
so
it
was
a
much
higher
usage,
so
you
have
some
of
that.
That
happened
due
to
either
just
the
pipes
because
of
a
tree
or
just
near
the
house,
the
connection,
sometimes
it
was
by
a
sea
wall
and
the
sea
wall
was
damaged,
so
their
irrigation
system
kind
of
the
water
was
running.
A
This
might
be
a
better
question
for
Mr,
Leonard
or
Adams,
but
did
we
find
there
were
a
lot
of
what
a
main
breaks
because
of
that
usually
I
wouldn't
expect
a
pipe
Underground.
F
Yeah
I
think
the
largest
leak
was
in
Emerald
Point,
okay,
we
we
were
over
there
for
seemed
like
internally
trying
to
help
them
get
back
to
water
service,
and
there
was
a
large
tree
next
to
a
sea
wall
and
it
had
fallen
over
and
they
couldn't
see
underneath
the
tree
until
they
trimmed
up
the
canopy.
Some
and
the
pipe
had
just
completely
disconnected.
It
was
a
10
inch,
water,
main
whoa
and
it
blew
out
the
rip
rap.
A
F
Yeah
we
had
some
breaks
in
the
actual
system,
but
nothing
like
after
Hurricane
Charlie,
like
the
maybe
the
the
trees
that
were
already
compromised
had
been
removed.
So
they
didn't
I
think
we
had
one
four
inch
leak
on
an
AC
line
and
it
was
a
coupling
and
it
was
just
leaking.
Barely
the
tree
had
pulled
it
up
and
it
was
on
an
angle
and
the
guys
went
down
and
it
just
completely
blew.
D
I
got
a
question:
Kristen
is
the
at
this
I
mean
assuming
we're
already
I,
think.
Would
we
move
the
srf
loan
up
to
65
million.
G
Not
yet
we
have
some
projects
in
the
outer
years
that
you
know
we'll
have
to
look
at
when
we
come
to
that
time
frame
and
again
we're
still
exploring
some
options
again,
requesting
some
funding
from
the
state.
We're
still
going
to
look
at
the
withia
program,
which.
B
A
G
D
Yeah
and
one
of
the
concerning
Parts
can
be-
is
that
you
know
when
you're
a
city
like
the
size
of
Punta
Gorda,
your
utility
is
generally
one
of
your
piggybacks
Banks,
because
you
can
pledge
the
revenues
from
the
utility
without
having
to
go
to
ad
valorem
Taxation
and
if
we're
putting
so
much
into
keeping
the
utility
system
going,
then
then,
if
there
was
some
other
large,
you
would
need
to
raise
taxes
or
you
need
to
go
to
the
voters
to
to
get
additional
funds.
And
you
just
you
want
to
keep
that.
You.
B
D
G
Let
me
try
to
give
you
a
little
chart
on
revenues
to
expenditures,
and
this
just
Compares
it
to
last
year
and
again,
each
year
can
be
slightly
different
depending
on
sorry
that
just
went
too
fast.
G
We've
got
our
graph
and
again,
the
blue
dotted
line
is
our
projection.
The
black.
The
black
line,
is
where
we're
coming
in
at
so
we
are
slightly
under
budget
and
I.
Do
we
think
a
lot
of
that
is
due
to
the
hurricane
and
us
doing
refunds
for
some
large
items?
G
G
We
do
have
to
estimate
some
time
so
usually
we're
trying
to
look
for
anyone
that
has
an
estimate
more
than
two
months
and
then
get
out
there
and
read
so
we
can
get
an
actual
read
on
it.
We
just
want
to
make
you
aware
we
are
looking
at
the
situation
and
what
we
can
do
about
it,
trying
to
explore
other
Ami
technology.
Although
from
what
we
hear
from
other
Utilities
in
the
same
position,
they
are
having
the
same
types
of
issues.
C
G
Actually
goes
through
through
trying
to
read
the
next
meter.
It's
like
it's
like,
oh,
so,
even
though
we
can
say
Wi-Fi,
it's
it's
I
heard
the
Wi-Fi
is
the
right
technology
word
for
it,
but
it
kind
of
goes
from
one
meter
to
the
next
meter
and
then
goes
to
a
larger
piece
of
equipment
that
transmits
it
back
to
our
utilities.
Oh.
G
If
anything
in
that
chain
is
broken,
it
can
affect
even
someone's
whose
meter
is
reading
correctly
and
is
trying
to
submit
a
correct
read.
We
just
might
not
be
getting
it
in
our
side,
based
on
these
various
pieces
of
equipment
that
can
break
because
it
could
be,
it
could
be
equipment
on
your
particular
meter.
It
could
be
the
equipment
on
someone
else's
meter.
It
could
be
the
repeater
that's
up
in
the
air,
you
know
so
there's
a
lot
of
pieces
and.
A
Is
there
a
way
to
compare
the
information
that
you
get
when
you're
concerned
about
it
with
the
meter
with
the
say,
the
drop
counter.
G
G
G
So,
even
though
we're
a
little
under
budget
there
for
the
year
to
date
on
revenues,
we're
still
you
know
we're
still,
okay,
we're
not
it's
not
a
major
loss
or
anything
oops.
G
And
these
are
our
revenues
and
it's
split
out
by
inside
the
city
limits
and
outside
the
city
limits.
And
then
you
can
see
the
summaries
for
base
charges,
usage,
charges
for
water
and
waste
water,
and
you
do
see
that
we're
under
in
pretty
much
each
category
overall.
But
the
lowest
is
in
water.
Inside
the
city
limits
at
96.17
percent.
G
Again,
total
revenue,
where
we're
at
year
to
date
excluding
the
impact
fees,
so
you
can
see
we're
pretty
much
right
on
target
overall.
G
And
again
here
are
the
divisions
and
how
they
look
year
to
date
and
again
they're
all
staying
pretty
much
in
within
that
percentage
of
25
percent
there's
a
few
that
are
a
little
bit
outside
of
that.
But
again
some
things
can
fluctuate
month
to
month
any
questions.
G
A
G
A
G
G
E
H
Mr
chair,
yes,
I,
read
an
article
recently
about
it
is
a
state
initiative,
part
of
Governor
DeSantis
environmental
program.
So
there's
something
like
mentioned:
it's
going
to
be
State
Legislature,
so
hopefully
it's
on
the
radar
and
then
once
money
is
allocated
by
the
legislature
or
whatever,
and
then
funding
could
potentially
be
available.
I'm
sure
they're
tracking,
all
of
it
I'm
just
just
to
share
that.
D
At
this
time,
Charlotte
Harbor
isn't
isn't
considered
impaired,
though,
is
it
so
that
I
mean
that
the
problem
is
I
know
some
communities,
especially
further
south
along
the
coosahatchie
they're,
getting
almost
more
grants
to
do
septic
to
sewer
than
they
actually
need,
because
it's
causing
problems
for
them
as
far
as
managing
all
the
construction
projects
and
and
then
coming
up
against
capacity,
but
part
of
that
is
based
on
within
their
their
Basin
plan
there.
You
know
that
if
it's
an
impaired
Waterway
you
get
bumped
up
higher
on
the
on
the
list
of
availability,
so.
D
H
B
H
Are
still
on,
you
know,
outside
of
the
city
limits
and
that's
to
Mr
Rooney's
Point,
that's
exactly
what
we
need
to
be
sending
the
flag
up
on.
H
You
know,
I
know,
there's
other
organizations
out
there,
there's
one
that
I
work
with
save
our
Harbor
and
Dr
name.
You
know
slips
my
mind,
but
that's
his
pretty
much
initiative
is
the
the
nutrient
hits.
You
know
because
we
are
the
second
largest
Estuary
in
the
state,
Charlotte
Harbor
and
you
know
that
falls
under
you
know
you
have
chanap
and
you
have
save
our
Harbor
and
you
know
so.
Many
organizations
are
watchdogging
that
for
good
or
bad.
C
C
A
It's
too
late:
now
they
didn't
have
it
already
yeah.
He.
C
D
I
mean
so
I,
don't
I
bet
I'm,
aware
of
it,
but
the
the
well
shell
Creek
has
got
is
impaired
for
total
resolved
solids,
and
so
that's
why
you
know
that's
why
we
have
the
the
RO
system,
but
that's
not
nutrient
impairment,
and
so
I
think
that
that,
if
I
recall,
that
I
haven't
been
to
any
updates
in
a
while
I
believe
that
that
they're
looking
at
nutrients
or
Charlotte
Harbor.
D
But
then
you
know
what
a
Management
District
come
up
with
a
rule
and
then
that
rule
will
be
implemented
with
you
know,
bmat
plan
and
all
that
we're
not
we're
not
there.
Yet.
Okay.
H
Mr
chair,
if
I
made
to
Dennis
Brandon,
is
very,
very
approachable.
You,
probably
if
you
emailed
him
or
even
maybe
these
presentations
are
posted
on
the
County's
website.
I've
seen
a
couple
of
them
and
he
the
information
is
there
and
he
would
probably,
if
you
send
him
an
email,
if
there's
not
already
posted,
he
would
gladly
share
those
with
you.
H
There's
been
quite
a
few
I
sit
on
Advisory
Board,
another
one
we're
trying
to
do
through
team,
which
is
the
whole
group
trying
to
you
know,
look
at
all
the
things
that
Derek
referred
to.
You
know,
but
it's
TDS,
but
then
with
the
nutrients
coming
in
and
then
you
have
the
salinity
issues
because,
like
I
said,
we
are
in
Estuary
where
our
fresh
water
hits
the
salt
water
and
it
slides
up
and
down
the
harbor.
You
know.
A
Right
here,
granddaughter
is
in
a
master's
up
in
the
University
of
South
Florida,
but
at
the
Saint
Pete,
that's
one
of
her
jobs
and
she
keeps
telling
me
all
about
it.
I
keep
saying
to
her
I,
don't
understand
the
word
that
you're
saying
you
mean
Tampa
Bay.
She
does
all
over
it
all
has
been
traveling
around,
she
gets
paid
and
she
gets
to
ride
a
boat
and
she
goes
to
school.
You
figure
how
that
works.
Any
good
yeah.
A
A
H
A
The
thank
you
no
problem.
What
am
I
everyone
else.
I
have
just
one
question
Steve
some
time
ago.
That's
Mr,
Adams.
Sorry,
some
time
ago
we
were
talking
about
having
him
come
here
and
give
a
talk.
Is
that
still
an
opportunity?
Healer.
J
D
No
but
I
think
that
I
think
the
reason
the
Nexus
is
that
this
Charlotte
Park
expansion
is
something
that's
important
to
the
city
and
to
the
utility,
but
hasn't
got
enough
attention
from
the
county
and
so
I
think
the
goal
was
to
try
to
get
Brandon
here.
So
we
could
kind
of
get
him
to
understand
what
the
issue
is.
Someone.
J
Has
to
take
it
up
the
flag
to
the
county,
we'll
pass
that
along
to
the
city
manager's
office
and
see
if
he
can
help
us
with
that.
David
and
I
can
ask
him.
You
can't
I
think
you
know
what
you
mentioned
previously
is
a
big
part
of
it.
Lee
County
has
a
big
b
map
and
once
you're
in
a
b
map,
you
know
you're
expected
to
you,
know
present
priorities
and
projects
and
I
don't
think
Charlotte
Harbor
is
yeah.
D
C
To
meet
and
those
criteria
will
become
part
of
your
permit
and
could
impact
your
CIP
with
projects
that
may
be
required
to
meet
the
new
criteria.
I
mean
that's
where
they
get
you.
When
you
go
for
permit
renewal,
you
may
have
different
standards,
and
you
really
don't
want
to
get
surprised
by
that,
especially
today,
where
we're
spending
so
much
money
on
the
plant
Improvement
project,
but
my
recommendation
would
definitely
be
that
it's
important
to
know
about
water
quality
because
it
comes
right
up.
C
A
I,
don't
even
be
I
did
attend
the
city
council
meeting
so
that
I
could
present
myself
as
I
was
asked
to
do.
But
I
listened
to
the
fish
Bill
discussion
and
that
certainly
has
some
impact
I'm
sure
on
what
is
going
on
in
the
harbor
or
will
be
going
on
in
Harvard.
Who
knows
if
you
get
the
Moody
money?
You
can
invite
the
city
council,
because
they're
probably
more,
should
be
more
concerned
about
it
than
we
are.
H
H
I
sit
on
another
Advisory
board
with
him
and
I.
Don't
know
when
the
next
meeting
is
but
I
have
a
little
relationship
with
him.
So
I
can
research
and
Derek.
If
you
you
do
I'll
put
my
feelers
out
there,
there's
so
many
so
many
organizations
that
do
have
as
Mr
Adams
says
the
resource
end
of
it
on
their
radar
like
the
save
our
harbors
and
chenep,
and
you
know
I
mean
even
when
I
say
so:
the
Charlotte
Harbor
Environmental
Center,
we
we
were
doing
a
pilot
program
for
oyster
restoration.
A
H
J
All
right,
it
looks
like
we're
ready
for
the
next
agenda
item,
which
is
CIP
CIP
update
and
we
have
some
slides
distributed
with
the
agenda
passage.
There's
something
in
here.
First
project
we
have
on
the
screen
here
today
is
the
Henry
Street
Force
main
Improvement.
J
This
project
would
replace
the
existing
medical
Force
main
between
bad
Sandlot
at
900,
Henry
Street,
with
new
PVC.
We
are
currently
trying
to
achieve
100
plan
from
our
design.
Engineer.
I.
Think
we're
very,
very
close.
The
hurricane
kind
of
gave
us
a
little
hiccup
but
we're
moving
back
onto
the
regular
production
schedule,
so
we
should
be
able
to
be
meeting
that
soon,
we're
also
working
on
the
Taylor
Road
water
main.
J
That
project
was
actually
scheduled
to
begin
construction
like
a
few
days
before,
eon,
and
then
we
were
delayed
with
the
county
doing
some
debris,
removal
along
the
right-of-way
Corridor
that's
completed
and
we're
actually
starting
the
construction.
J
So
we're
also
working
on
tea
and
green
Improvement.
We're
just
doing
some
small
water
distribution
system
improvements.
The
tea
and
green
Community
is
over
nearing
the
East
Elementary,
which
is
very
near
Golf,
Course,
Boulevard
and
us-17.
We
do
have
all
the
pipe
in
the
ground
and
we're
working
with
the
contractor
on
doing
the
bacteriological
clearance
and
after
that's
complete,
we'll
do
the
tie-in
work.
We
tie
the
new
pipe
in
and
put
it
in
service,
so
this
one
is
nearly
complete.
J
Okay,
Ro
concentration,
pipe
repair.
Here
we
have
this
overview.
We
had
a
failure
with
this
pipe.
We
had
an
investigation
based
on
an
investigation.
We
decided
to
go
ahead
and
replace
the
failed
unit
with
stainless
steel.
Unfortunately,
that
pipe
was
recently
installed
by
our
water
treatment
staff,
so
this
project
was
actually
complete
and
we
we
usually
have
a
photograph
in
here.
Oh
I,
think
I
have
to
scroll
down
once
upon
a
time
we
take
this
Photograph.
J
D
Real
quick,
Steve,
more
good
news,
go
ahead,
I,
don't
know
just
kind
of
onto
one
of
George's
earlier
comment,
theoretically
and
I.
Think
guys
addressed
this
once
a
lot
many
meetings
ago.
But
theoretically,
if
we
added
two
more
skids
to
the
RO
in
the
future,
could
the
city
go
complete?
Ro.
J
That's
never
been
our
operational
plan
or
goal
we
could
have
our
consultant.
You
know,
take
a
look
at
our
future
water
supply
scenario
and
see
if
that
would
be
the
preferred
scenario
right
now.
Our
preferred
scenario
is
kind
of
a
50
50
blend
because
we
already
have
the
surface
water
plant
so
there's
an
economic
benefit
of
operating.
That
we'd
really
have
to
kick
back
to
some
analysis,
to
see
whether
Ro
is
preferred
Burgers.
D
D
D
J
D
J
C
I
mean:
are
you
maxed
out
at
shell?
Creek
I
mean
your
allocation
with
the
Water
District
they're,
not
going
to
give
you
any
more
water
out
of
shell
Creek.
Your
future
water
supply
is
probably
the
Hawthorne
aquifer
which
is
salty
and
so
I
don't
know.
It
just
seems
to
me
that
you
know
the
only
way
you
could
treat
that
future
water
is
with
our
own
work
with
conventional
Maybe,
I'm
Wrong
I
I
thought
that
excuse
me
I
thought
that
the
shell
Creek
allocation
was
maxed
out
that
you
couldn't
get
any
more.
C
You
weren't
allowed
any
more
water
out
of
shell
Creek
and
your
future
water
supply
isn't
going
to
be
the
shallower
aquifers
that
are
fresh
they're,
going
to
drive
you
down
to
the
Hawthorne
and
that's
what
they're
doing
down
in
Lee,
County
and
I.
Don't
know
why
it
would
be
any
different
here.
Can
you
elaborate
on
that.
G
J
Regulated
period,
there's
actually
a
large
amount
of
water
during
some
portions
of
the
year
in
Shadow
Creek
that
could
be
potentially
added
to
a
water
use
permit.
Well
right
now
we
are
limited
to
the
MFL
legislation
that
we
is
now
part
of
our
permit.
So
again,
I
think
the
way
we
would
look
at
that
is.
J
We
would
get
our
consultant
to
do
what
we
call
the
water
supply
master
plan,
where
we
look
at
the
20-year
demand
period,
and
then
we
look
at
Alternatives
that
would
meet
that
demand
and
they
do
the
you
know
the
analysis
which
includes
regulatory
as
well
as
financial,
and
then
they
make
a
recommendation.
So
we
would
have
the
opportunity
to
potentially
get
water
from
the
authority
from
show
Creek
or
from
groundwater.
So
all
three
of
those
you
know
certainly
be
considered
as.
C
A
feature
water
supply.
The
problem,
unfortunately
with
our
climatology
is,
is
that
winter
is
our
dry
period
right
and
but
Winters
when
we
have
our
biggest
demand-
and
so
you
know
when
you
want
to
rely
on
Supply
in
February,
March
and
early
April,
there
isn't
a
lot
of
from
year
to
year.
It
can
change,
but
they're
typically
is
low
flow
in
your
surface
water
that
time
of
the
year
and
then
bingo,
The
Rains
start
in
June.
But
when
the
rains
come
people
don't
water,
their
lawns
and
tourists
or
seasonal
people
head
north.
C
C
Thought
you
were
I
thought
you
were
doing
a
some
sort
of
a
20-year
master
plan
on
both
Water
and
Wastewater
I
thought
you
were
doing
that
we're.
D
C
C
C
C
I
mean
out
with
this
late
me
time,
I
I'm,
starting
to
pontificate
here,
as
you
look
at
the
drought
out
west
and
you
kind
of
follow
what's
happening
if
you've
done
have
been
reviewing
that
at
all,
it's
it's,
it
kind
of
gives
you
a
picture
of.
What's
could
be
very
likely
happening
over
here
in
the
East,
although
we're
we're
blessed
with
more
water
than
they
are.
But
this
drought
is
dropping
late
me
incredible
and
pretty
soon
the
lawyers-
that's
where
it's
going
to
be.
The
lawyers
are
getting
together.
C
C
D
We
go
back
to
the
water
quality
issue,
so
the
last
it
was
two
years
ago
that
the
minimum
flows
and
levels
got
updated
for
Shell
Creek,
and
we
we
kind
of
skated
past
that
pretty
pretty
easily
because
I
remember
I
was
concerned,
the
city's
consultant
that
that
there
might
be
big
changes
and
it
turned
out
to
be
okay.
D
I
think
the
concern
would
be
if
that
rule
changed
quickly.
At
a
time
that
we
were
up
for
a
permit
renewal
or
anything
like
that,
then
you
would
have
to
take
drastic
steps,
but-
and
we
don't
want
to
be
doing
that
after
working
so
heavily
on
the
you
don't
want
to
have
to
plan
for
a
new
new
Investments
halfway
through
the
Wastewater
plan,
we
would
like
to
have
some
stability
for
a
while
I,
absolutely.
A
I
think
it's
fell
at
we're
very
fortunate
that
we
have
a
lot
of
water
and
moved
here
from
Colorado
and
did
a
lot
of
work
out
in
the
other
side
of
the
Rockies
as
well,
and
it's
a
whole
different
world.
And
when
you
talk
about
what's
going
on
in
Lake
Mead
in
Powell
right
now,
I
think
the
people
out
there
was
getting
a
snowfall
are
probably
pretty
pleased
at
least
the
ones
Downstream
from
it,
because
Colorado
River
should
be
getting
that's
where
they
get
in
the
water
still
pack.
A
So
it's
we're
fortunate
here
we
could
always
get
water,
but,
as
you
say,
it's
going
to
be
the
treatment
that's
going
to
be
required,
and
it's
not
like
out
there,
where
I
was
associated
with
one
project
where
we
went
for
the
City
of
Thornton,
which
was
80
miles
from
the
safe
Rain
river
and
went
up
to
the
same
frame
to
buy
a
whole
bunch
of
farms
up
there.
Nobody
wanted
to
farm,
but
you
got
water
rights
and
the
next
thing
you
know
George.
A
How
do
we
build
an
80
mile
16
inch
pipeline
to
bring
the
water
down
to
Florida?
Now
it?
It's
a
whole
different
world
there
when
we,
when
we
talk
about
the
the
west,
but
east
has
got
the
water,
but
that
treatment
is
the
key
element
here.
J
Okay,
so
CIP
report
update
as
we
we
just.
We
also
all
have
this
Bell
press
replacement
program
nrcip.
The
good
news.
Is
it
actually
arrived
Friday,
so
we
did
have
it
on
our
schedule.
It
was
spending
shipping,
and
that
happened-
and
this
is
the
current
location
at
our
water
treatment
plant
where
we
have
installed,
are
beginning
to
install
the
new
belt
press
equipment
for
pressing
and
drawing
the
way
the
water
treatment
residual.
J
J
We've
had
a
Well
Drilling
contractor
how
to
do
the
investigation,
which
was
Lane,
and
our
engineer
has
submitted
a
report
recommending
that
we
back
plug
the
very
bottom
of
this.
Well,
that
would
be
adding
concrete
and
blood
plugging
off
some
of
the
lower
Quality
Water
Production
Zone,
and
then
hopefully
the
whale
would
be
returned
to
service.
So
the
next
step
is
to
contract
with
the
well
driller
and
do
a
back
plug
project.
J
Okay,
see,
and,
of
course
this
is
the
wastewater
treatment
plant.
The
current
schedule
is,
where
kind
of
in
the
beading
process
right
now
we're
heading
towards
this
GMP.
Unfortunately,
we
do
have
to
go,
get
a
County
zoning
approval,
we're
also
pursuing
that
at
this
time
it's
called
a
special
exception.
H
Very
quickly,
I
just
wanted
to
share
something
that
our
residents
happened.
I
was
out,
walking,
I
live
in
a
single
story.
Condominium
we
have
one
water
supply
coming
in
and
I
was
out
walking.
My
dog
and
I
noticed
the
back
blow.
Preventer
was
leaking,
it
was
one
of
those
I
didn't
know
it
was
City
I,
don't
know
it
was
ours.
He
got
the
two
right
next
to
each
other.
Whatever
I
just
wanted,
you
Mr
Peterson,
no
I
called
the
utilities.
H
Number
spoke
to
a
very
nice
lady
I
forget
her
name,
I'm,
sorry,
you
would
probably
probably
don't
have
20
of
them
there.
So
she
was
very
responsive.
I,
probably
incorrectly
identified
myself
as
a
member
of
the
utility
Advisory
Board,
not
to
get
special
favors,
but
she
was
very
nice
regardless.
She
sent
a
supervisor
out.
She
got
back
to
me
in
a
couple.

said:
sorry
that
is
the
residential
area's
responsibility,
no
problem.
H
H
It
was
the
non-road
side
of
the
sidewalk,
so
it
definitely
was
in
outside
the
city
right
away,
but
then
just
as
a
closing
point,
I
apologize,
the
back
to
the
preventer
or
the
connection
point
on
the
right-of-way
side
started
leaking
also,
so
it's
both
been
taken
care
of
what
I'm
thinking
is.
When
our
contractor
came
out
to
do
the
repair,
it
was
just
a
little
tiny
little.

You
know
Steel
pipe
threaded
pipe
connection
point,
and
you
know
it
probably
did
it
in
10
minutes,
but
I
think
he
saw
that
the
other
one
was
leaking.
Let
somebody
know
and
everything's
been
clean
and
dry,
so
I
apologize
long
story
just
wanted
to.
Let
you
know
that
your
staff
just
super
in
customer
service
and
thank
you.
