should
help
define
the
typical
longevity

walls

mural,
airy
fence,
request
request.
It
pertains
to
the
retaining
wall
along
the
harbor
walk.
We
are
currently
painting
the
new
mural
I
wanted
to
provide
further
clarification
on
the
write-up
on
this
item.
This
wall
was
an
attraction
to
folks
long
before
we
started
the
mural.

This
is
a
picture
of
the
wall
prior
to
the
start
of
the
mural,
and
it
has
a
long
history
of
folks,
climbing
and
sitting
on
it
witnessed
by
the
number
of
residents
have
seen
that,
as
also
by
the
amount
of
graffiti
that
was
often
left
behind.
You
can
see
in
this
picture
that
the
back
wall,
and
also
the
ceiling
were
the
prime
locations
for
the
graffiti.

During
my
frequent
visits
to
the
mural
prior
to
the
start
of
this
wall
prior
to
the
mural
start,
I
noticed
that,
just
as
soon
as
the
city
painted
over
the
graffiti
more
would
show
up,
the
good
news
is
that
once
we
started
painting
the
mural,
the
graffiti
has
stopped
and
we
think
that
will
be
the
case
going
forward.
We
still
do
feel
that
this
wall
will
continue
to
attract
climbers
and
skateboarders.
That
would
present
a
number
of
safety
issues.

The
down
slope
of
the
embankment
walls
on
both
ends,
as
well
as
the
slope
of
that
front
wall
cap,
provide
a
very
easy
way
for
folks
to
climb
onto
the
wall
and
is
a
natural
attraction
to
children
as
well
as
skateboarders
as
they
approach
this
wall
from
both
ends
of
the
harbor
walk,
also,
the
height
of
the
wall
and
the
bridge.
The
distance
between
the
two
is
only
49
inches
on
the
east
side
and
the
front
row.
It's
a
37
inch
drop
to
the
walkway.
We
feel
both
of
these
create
a
potential
safety
issue.

Another
is
the
potential
trip
hazard
caused
by
the
embankment
walls,
as
seen
here,
especially
on
these
on
this
west
wall.
When
they
come
down
the
steps
from
walking
across
the
bridge
and
they
go
to
meet
the
harbor
walk
in
working
with
the
urban
design,
it
was
initially
suggested
that
the
skateboard
stoppers
be
added
to
the
front
wall.
In
addition
to
maybe
fencing
on
both
ends
to
address
these
issues,
but
after
further
discussion,
we
were
able
to
jointly
design
a
simpler
fence,
design
that
eliminated
the
need
for
the
stoppers
resulting
in
significant
cost
savings.

design

being
proposed

incorporates
bollards
and
I'm
just
going

show
you
this
picture

These
ballots
are
already
out
on
site
today,
they're
being
used
today
on
the
west
end
is

restrooms,

picnic,

we're
engineering
initial
site
visit?
We
walked
the
entire
park
with
city
staff
and
the
engineers,
and
they
had
some
significant
concerns
related
to
the
boardwalk
and
fishing
piers
that
exist
on
site
and
also
the
seawall,
so
what
they
saw
in
the
boardwalk
and
fishing
piers
was
spalling
and
cracking
of
concrete
pilings
water
rot
and
fungal
decay
and
wood,
and
there
were
some
significant
ata
compliance
issues,
probably
just
due
to
the
age
of
the
bridge
of
the
construction
on
the
seawall.
They
noted
that
there
were
exposed
tie
backs.

are
missing
panels
and
there
is
significant
erosion
that
occurs.
They
found
regularly
behind
the
seawall
in
the
portion
where
there
are
missing
panels,
literally
there's
riprap
and
a
seawall
cap,
and
there
are
no
sea
wall
panels,
so
looks
like
a
seawall.
If
you're
standing
on
the
beach
is
actually
not
a
seawall
Wow,
it's
just
a
counter.
Remember
so,
for
the
engineering
of
those
two
design
components.

costs

both

Peace
River
Wildlife
visitor
center
and
the

restaurant

all
over
the

all
the
time
we
don't
have
the
luxury
of
affording
to
go
off
to
Vegas
for
a
week
in
the
spring,
and
all
these
other
things
that
go
on
so
I'm,
not
a
specialist
in
concrete
I
know
just
enough
to
keep
us
floating
along.

did
this
one
of
these
studies
ten
years
ago
for
his
around
$60,000
ten
years
ago,
so
I'm
looking
at
this
thinking.
Well,
we
spent
$8,000
a
year
to
stay
up
on
technology
for
a
million
dollar
plus
year
program.

really
not
a
very
consultant
heavy
project
that

doing

light

think
it's
money
very
well
spent
in
in
assuring
that
we're
doing
the
right
thing.

don't
have

and
Cape
Coral
engineers,
and
all
these
other
engineers
that
I
see
on
a
regular
basis
that
I
can
talk
to
about
sea
walls.
They
don't
take
care
of
sea
walls.
If
we
have
a
road
problem,
I
can
go
talk
to
somebody
at
Charlotte,
County,
that's
a
specialist
and
roads,
and
he
puts
down
80
miles
of
asphalt
a
year.
We
don't
have
anybody
to
talk
to
on
steel.
Also,
we
we
hired
this
firm,
we'll
use
there.

I,
don't
know
how
many
people
in
the
firm,
but
they
have
somebody
who
does
nothing
but
marine
concrete,
that's
his
specialty,
and
when
we
look
at
the
sea
wall
panels,
the
alternative
materials
we've
already
eliminated
the
corrugated
panels
and
all
these
other
things
that
have
whalers
out
in
front
of
them
and
all
that
we're.
Looking
specifically
at
the
smooth
composite
panels
like
we're
used
behind
hurricane
Charlie's,
we've
already
got
those
in
place.
You
look
at
those
other
than
the
fact
that
the
lines
are
about
18
inches
apart.

One
thing
like
when
I'm

saying
is
that
we're
at
a
point

have
