orders
have
to
be
consistent
with
comprehensive
plan.
You
put
provisions
in
a
comprehensive
plan
that
would
require
first
future
land-use
amendment
if
this
is
an
existing
line
and
then
a
requirement
that
the
property
be
Ruiz
owned
to
be
consistent
with
that
comprehensive
plan,
amendment
future
land
use
designation,
give
you
an
example.
I
was
representing
a
group
of
agricultural
interests
that
were
opposed
to
a
proposed
landfill
in
charlotte
county.

order
for
that
landfill
to
be
able
to
operate,
they
need
to
amend
the
comprehensive
plan
and
they
needed
to
get
a
rezoning
in
order
to
be
consistent
with
that.
That
give
my
clients
the
opportunity
to
object
to
the
proposed
comprehensive
plan
amendment
and
then,
if
necessary,
the
rezoning
the
provisions
that
Charlotte
County
put
into
its
code
in
order
to
protect
themselves
from
some
of
these
older
lines.

Was
this
this
comprehensive
plan
amendment
and
as
as
the
citizen
comment
did
what
they're
trying
to
do
is
take
out
those
protections
to
make
it
easier
for
these
mines
to
continue
now,
philosophically.
The
reason
why
there
is
an
expiration
date
in
a
permit
is
because
there's
a
recognition,
recognition
that
the
original
permit
was
given
for
a
particular
period
of
time
and
is
understood
that
regulations
become
more
stringent
over
time
or
conditions
may
change,
and
so
you
don't
want
to
give
an
operator
who
might
be
a
polluter
of.

know
a
carp

to
continue
forever
and
I
don't
represent
the
county,
but
I
would
submit
that
there
might
be
arguments
to
the
claim
of
vested
rights,
particularly
when
you
take
a
permit.
You
know
that
there
is
an
expiration
date.

may
not
be
entitled,
unless
the
permit
says
otherwise
to
an
automatic
extension
there's
case
law
that
says
that
if
you
are
subject
to
changes
in
legislation
and
your
permit
renewal
may
be
subject
to
that.
So
you
know
if
I
was
advising
the
city.

them
yes,
there's
a
potentially
you'll
be
sued,
but
then
here's
where
I
think
your
defenses
are.
If
you
were
going
to
ask
for
a
a
revision
of
the
proposed
language,
as
you
have
in
your
letter,
where
you're
recommending
that
the
following
verbiage
be
used
instead,
I
do
have.
Some
may
be
better
language
that
I
would
suggest
you
consider
recommending
to
the
County
Commission.

you
were
going
to
go
that
route

are
located

what

now
commercial
zoning
districts,

city
center
zoning
district
in

neighborhood
center
zoning
district.

was
the
Senate
bill
in

Florida
Senate

regarding
municipal
police,
firefighter
pensions,

considered
well
exposed

think
there's
still
an
opportunity
for
us
to
kind
of
make
sure
that
our
lobbyists
keep
an
eye
on
that.
For
us,
the
larder
League
of
Cities
opposes
it
because
it
significantly
reduces
the
current
flexibility
in
the
use
of
insurance
premium
tax
revenues.
It
also
intrudes
on
current
collective
bargaining
authority
that
we
might
have
and
it
mandates
in
and
required
minimum
pension
benefit
levels.

our
police
department
at
this
time,

terms
of
our
fire
department,
so
we're
not
up
to
discussing
fire

keep
on
