historic
sign
toppers.
This
topic
was
brought
before
City
Council
in
June.
After
a
substantial
discussion
at
the
historic
preservation,
Advisory
Board,
the
existing
signed,
toppers
or
a
program
from
the
late
1980s.
The
last
time
these
scientists
were
replaced
in
any
number
was
after
immediately
after
Hurricane
Charley
and
Oh
405.

So
the
sign
toppers
themselves.
They
exist
west
of
us
41
from
Shrieve
to
241
southbound
and
then
from
Virginia
to
the
harbor,
to
the
north
considerations,
for
a
replacement
were
the
the
city's
rebranding
efforts
and
then
location.
Where
is
appropriate,
confined
to
the
National
Register
district
to
all
three
of
the
city's
historic
districts
or
to
the
some
area
or
subset
of
the
Community
Redevelopment
area.

There
was
some
discussion
at
that
council
meeting
regarding
cost.
There
was
a
preference
for
the
the
sculpted
design,
but
staff
did
not
have
any
cost
information
as
to
which
one
would
be
more
cost
effective.
We
went
out
and
got
some
quotes,
and
these
are
real
dollar
figures
that
the
the
option,
three,
the
more
sculpted
design-
is
a
little
bit
smaller
in
sign
area
and
had
a
minimum
order
of
at
least
125
units.
The
cost
is
$32.

The
larger
sign
was
39,
so
it
actually
ended
up
being
more
expensive,
which
is
the
opposite
of
what
staff
had
initially
thought,
given
the
more
complicated
sign
shape
in
terms
of
topper
location,
there
was
much
discussion
at
the
City
Council
meeting
about
where
would
be
appropriate
and
based
on
the
discussion,
because
there
was
no
formal
action.
The
discussion
was
that
the
sign
should
would
be
appropriate
north
of
the
tidal
Creek
and
the
railroad
tracks
north
of
linear
park
and
north
of
the
railroad
tracks
and
then
in
key
locations
that
lead
to
those
areas.

So
on
the
map,
you
see
it's
it's
those
areas
that
are
north
of
the
railroad
tracks
and
the
title
canal,
and
then
a
couple
of
key
locations
as
you're
coming
up,
northbound
coming
up,
Taylor
Henry
excuse
me
Henry,
Shrieve
and
Maude,
and
so
the
the
the
total
ended
up
being
130
locations
in
terms
of
total
project
costs.
In
addition
to
the
sign
topper
itself,
there's
mounting
hardware
and
new
single
sided
street
name
signs
that
we
need
to
procure
so
the
total
project,
the
total
prefer
each
sign
would
be
approximately
$66.

have
a
staff
time
cost
in
there
and
that's
an
estimate
by
our
city
staff
about
how
long
how
long,
how
many
labor
hours
they
think
it'll
take
to
install
each
sign.
So
that's
$35
per
sign
for
a
total
unit,
cost
of
about
a
hundred
and
one
dollars,
obviously
we're
already
paying
city
staff
so
that
$35
we've
got
new
money.
It's
just
there
the
cost
of
their
time
in
terms
of
the
total
project
costs.
If
we
go
with
130
signs
is
just
over
$10,000.

date

the

had

completion

Department

diligence

do
the
assessment.

wanted
to
point
out
maybe
an
inconsistency
and
what
we're
doing

it.

read
the
report
that

done,
it
states
many
statutes
of
legal
examples
of
how
this
is
a
legal
way
to
do
the
assessment.
And
it
basically
says
that
they've
selected
a
group
of
homeowners
based
on
whatever
criteria,

one-time
assessment,
but
then
further
on
down.
And
if
you
read
some
of
the
stuff
in
our
in
our
meeting
or
in
our

our
city
council
stuff,
we're
talking
about
going
forward
for
the
maintenance
of
the
seawalls

that
same
amount
of
property.

property

became

took

dates
on

properties

land

is

complete
and

through
the

grant

So
back
in
October
of
2017,
the
city
adopted
an
ad
a
transition
plan.
This
is
for
the
Americans
with
Disabilities
Act.
This
is
to
ensure
that
we,
as
a
local
municipality,
are
compliant
with
the
federal
law
which
was
enacted
in
1990.
Our
compliance
does
benefit
us
in
terms
of
our
ability
to
apply
for
state
and
our
federal
and
certain
state
grants.

As
part
of
that,
adoption
process
were
required
every
year
to
provide
an
update.
So
this
is
the
update
for
that.
So
in
since
the
plan
was
adopted,
we
began
with
looking
at
the
stuff
that
was
easiest
to
change
and
bring
ourselves
into
compliance,
looked
at
forms,
processes
and
procedures
that
the
city
is
responsible
for
and
made
sure
that
all
of
those
items
were
in
compliance.
The
second
half
of
this
and
the
one
that
costs
a
lot
of
money
is
compliance
in
terms
of
our
capital
projects,
our
facilities,
our
parks,
our
right-of-ways.

In
the
first
year
of
the
program,
we
focused
on
those
facilities
that
are
available
to
the
public
for
interaction
with
government
services.
So
we,
our
primary
focus,
was
on
the
the
government
center
complex,
where
we're
at
now.
So
at
the
AC
Freeman
house,
we've
done
some
initial
work
and
we've
got
some
more
work
to
do
in
terms
of
parking
access
and
construction
of
an
accessibility
ramp
here
in
City
Hall
again
on
the
outside
of
the
building.

In
City
Hall
annex
again,
moving
from
the
outside
of
the
building
in,
we
worked
on
restriping
the
accessible
parking
paving
repaving
and
entry
ramp
into
the
front
entrance
of
the
building
and
adding
some
modifications
to
the
restrooms
and
counter
access
at
urban
design.
The
city
manager's
office,
where
we
interact
with.

At
Cooper,
Street
recreation
center
also
another
facility
which
obviously
sees
a
lot
of
public
access
on
the
interior.
The
building
most
of
those
items
were
addressed
with
the
the
grant
that
the
operators
that
facility
received
on
the
exterior
the
city
repaved
the
parking
lot
and
and
restriped
that
which
is
part
of
this.

Also
in
this
past
year,
in
2018,
the
Public
Works
Department
completed
an
appendix
to
the
ad,
a
plan
which
is
a
right-of-way
analysis,
and
this
is
a
plan
of
action
for
the
creation
of
a
GIS
system
to
inventory
all
the
sidewalk
compliance
issues
that
may
exist
out
there.
The
creation
of
priority
listening
and
coordination
with
roadway
resurfacing
projects.
The
initial
inventory
is
scheduled
to
be
complete
in
this
fiscal
year.

So,
in
terms
of
what
has
been
completed
in
this
fiscal
year,

as
substantially
we've
completed
one
hundred
and
fifty
nine
thousand
dollars
worth
of
projects,
we
do
propose
to
carry
over
funding
for
certain
projects
for
the
AC
Freeman
house,
for
City
Hall,
for
additional
projects
and
also
with
the
citywide
interior
wayfinding
system.
All
of
our
rooms
need
to
be
marked
appropriately
and
they
are
not
currently.
In
addition
to
the
carryover
funding,
we
were
proposing
to
add
additional
funding
to
fully
fund
those
projects
and
make
sure
they're
completed
in
a
timely
manner.

addition
to
those
projects,
we
have
projects
that
we
propose
to
complete
in
this
fiscal
year
with
new
funds,
so
we're
looking
for
accessible
routes
and
site
furnishings
at
the
hounds
on
Henry
Park
at
the
public
safety
facility
to
modify
some
employee
entrance
and
making
sure
that
the
the
doors
have
automatic
door.
Openers
citywide
we're
looking
at
our
website
making
sure
that
we're
compliant
there
a
DA
enhancements
to
be
added.
