Description
A
A
In
this
instance,
the
property
line
falls
approximately
five
feet
beyond
the
sea
wall
cap
for
setback
purposes,
that
property
owner
was
given
to
the
property
line.
In
this
particular
survey,
the
property
line
falls
outside
and
inside
of
the
sea
wall
cap.
When
the
property
line
falls
inside
of
the
sea
wall
cap
for
setback
purposes,
they
are
given
to
the
center
of
the
sea
wall
cap,
so
it's
and
that
was
established
in
1990
as
the
method
of
measurements.
As
far
as
determining
the
rear
property
line
for
waterfront
properties
is.
C
Thinking
that
we
should
be
a
bit
more
consistent
to
have
property
that
goes
beyond
the
sea
wall
and
then
it's
still,
then,
if
we
go
a
foot
beyond
the
sea
wall,
that
means
that
they
are
now
one
foot
closer
in
terms
of
that
stem
wall
to
the
sea
wall.
The
whole
idea,
I
believe,
of
our
setback,
should
be
to
preserve
and
be
concerned
about
our
sea
walls.
I
mean
isn't
that
the
rationale
for
our
setbacks,
this.
A
B
B
Sorry
yeah:
this
is
a
lot
31
block,
120
150
2
I'll
sections
well
according
to
the
plat,
and
so
if
the
plat
shows
a
seawall
and
the
and
the
lot
line
goes
to
the
face
of
the
sea
wall,
then
that
would
be
the
property
line,
/
Platt,
and
so
that
that's
an
issue
that
we
may
need
to
take
a
look
at.
If,
if
the
intent
is
to
draw
the
set
back
from
the
property
line,
then
it's
possible
that
in
this
case
that
wasn't
done.
B
On
the
other
hand,
if
we
specify
something
other
than
the
property
line
is
being
the
basis
of
the
setback
which
we
have
the
ability
to
do,
we
could
do
it
either
from
the
from
the
property
line
from
the
face
of
the
sea
wall
or
from
the
from
the
rear
of
the
sea
wall,
then
that
would
also
determine
where
the
setback
is
going
to
be.
So
if
we
got
it,
if
we
have
a
way
of
getting
an
answer
that
question
at
mikeys
of
some
assistance,
okay,.
A
A
A
Survey
you'll
get
on
the
one
side.
It's
120
feet
planted
and
measured
radial
to
cul-de-sac.
128
platted,
measured
from
the
benchmark,
was
104
point
28,
but
on
this
particular
one,
the
property
lines
falling
in
the
center
at
sea
wall,
so
I
don't
see
how
it
would
affect
this
particular
property,
and
the
developers
who
developed
punta
gorda
isles
did
did
build
the
sea
walls
before
that
it
was
given
to
the
city
that
predated
the
canal.
Maintenance
district
was
maybe.
D
E
A
Godless
pools,
one
was
during
construction.
It
was
a
foundation
location
that
was
submitted
in
2004.
That
also
happened
to
have
the
pool
stem
wall
at
19.5,
and
then
there
was
one
that
went
back
to
2002.
It
was
found
when
the
property
changed
hands
of
the
pool
was
built
in
nineteen.
Ninety
six,
so
we
did
have
a
record
of
the
contractor
that
was
yesterday
afternoon,
but
again
we're
all
human
everybody
she's
right.
G
Had
an
opportunity
to
talk
to
a
number
of
residents
about
this
issue
and
the
residents
feel
like
we
have
ordinances
and
codes
for
a
reason
and
that
if
we
don't
uphold
our
codes
and
ordinances,
then
why
do
we
even
have
them?
And
that
was
essentially
what
the
residents
said:
the
feedback
that
I
got
yeah
they
understood
accidents.
Can
you
know
things
can
happen,
but
that
we
really
need
to
be
felt
that
they
really?
We
should
be
supporting
staff?
Yes,
can
I.
C
C
We
now
move
into
our
ordinance
resolutions
and
we
have
citizens
comments
and
that
would
be

Park

in

Anyone
wishing
this
is
no
public
hearing
is
required,
but
citizens

are
accepted.
Anyone
wishing
to
make
any
comments.
B
F
Had
previously
been
opposed
to
allowing
dogs
to
walk
in
a
nature
park,
I've
had
several
conversations
with
the
green
thumbs
and
I've
changed
my
opinion,
and
they
are
hopeful
that
maybe
some
of
these
dog
walkers
and
the
nature
park
will
also
contribute
to
the
contribution
box.
That's
over
there
as
I
bring
the
books,
the
dogs
through
the
party.
So
if.
G
D
I,
I
agree
with
nancy.
I
have
a
dog
and
I
take
my
dog
everywhere,
but
I
really.
I
would
love
to
see
dogs
everywhere
a
lot
of
the
restaurants.
You
can
take
your
dog
at
home
depot,
but
I
really
think
we
need
to
be.
You
know
strict
and
not
that
we
don't
have
any
or
not
that
we
are
not
saying
clean
up
after
your
dog
and
that
type
of
thing,
but
I,
don't
I
think
we
should
have
a
no
tolerance
for
that
at
some
point.
C
G
C
C
C
Ok,
we
have
citizen
comments
on
our
consent
agenda
items.
If
anyone
wishes
to
make
comments
either
in
the
minutes,
our
tiger
grant
application
from
Charlotte
County,
local
brick
street
renovation
and
restoration.
The
website
redesign
agreement,
shin
eps
budget
amendment,
the
CDBG
adopting
citizens,
participation
plan
or
the
residential

displacement
and
relocation
assistance.
The
police's
voluntary
agreement
with
the
city
of
north
port,
Police
Department
or
the
traffic
signal
maintenance
compensation
agreement
between
the
city
and
state
of
Florida
any
comments
all
right,
consent.
D
F
Merely
the
only
reason
I've
asked
appalled
d
2,
I'm
fully
supportive
of
the
extending
the
lease
for
the
visual
light
center,
but
I'm
wondering
I
know
that
we
were
all
supportive
of
the
arts
and
enhancing
the
odds
of
the
city,
and
I'm
wondering
if
we
wouldn't
want
to
hear
from
time
to
time
a
report
from
the
VA
see
on
what
what
they're
doing
how
they
feel
they
could
or
should
be
collaborating
more
with
it
with
other
artists
in
any
area,
something
to
just
to
see.
What's
on
their
mind
and
I.
G
D
G
E
F
G
F
E
C
Opposed
we
will
now
move
into
our
regular
agenda
items.
Citizens
comments
on
our
update
on
the
harborwalk
West
construction
plans
are
design
plans
for
harborwalk
on
US
41
southbound
underpass.
The
FEMA
risk
map
update
our
exceptions
for
watercraft
on
the
SRO
district
concept
plan
for
Harper
walk
behind
lashley
park,
our
request
for
a
waiver
of
lean
interest
on
Showalter.
I
Castronovo
live
in
seminole,
Lakes
I.
Don't
think
you
should
build
another
foot
of
one
of
these
walkways
until
you
fix
the
situation
on
the
alligator
creek
crossings
on
US
41,
which
are
unsafe,
their
signage
they're,
saying
the
path
ends.
I'd
like
you
to
find
me
one
person
who
stops
at
that
bridge
either
those
two
bridges
and
doesn't
cross
it.
It's
a
dangerous
situation.
The
other
day
I
saw
two
bikes
cross
at
the
same
time
very
bad.
So
the
other
thing
is
I
missed
on
I.
I
J
Martha
beretta
I'd
like
to
speak
about
the
request
for
a
lien
of
the
waiver
of
lean
entrance
on
property
on
501
showalter
as
I
go
over
the
paperwork.
A
lot
of
those
liens
were
on
the
property.
Even
before
I
acquired
that
property
it
would
I
have
someone
would
like
to
buy
the
property.
It
would
be
a
hardship
for
me
to
try
to
sell
it
with
those
liens
on
I
understand
that
there
are
variances
that
you
give
it
I
am
requesting
your
consideration
of
a
variance
in
terms
of
wavering.
J
Those
liens
also
I,
think
it's
very
important
for
our
neighborhood.
That
would
people
want
to
return
and
to
build
homes.
One
of
the
issues
does
come
up
is
that
they
have
family
properties
in
these
liens
and
whatnot
are
on
them,
so
I
think
in
terms
of
having
people
return
to
the
neighborhood,
to
build
and
to
increase
the
tax
paste
base
that
that
first
of
all
consideration
for
this
and
if
others
come
so
that
we
can
have
new
building
of
people
returning
that
I
would
ask
for
a
waiver
of
interest.
Thank.
C
C
H
Staff
is
getting
up
here
when
we
make
our
presentation.
The
ninety
percent
plans
are
under
review
for
area
one
which
is
the
grant
funded
area.
Getting
about
1.8
million
dollars
and
F
dot
is
reviewing
those
plans.
Whatever
comments
they
have.
Our
engineering
firm,
Beitler
engineering
will
go
back,
incorporate
those
comments
so
that
we
can
have
everything
approved,
hopefully
by
August
September
time
frame,
we're
down
to
two
issues
that
staff
will
present.
H
When
we
redo
area,
one
included
in
there
is
diagonal
parking
along
Retta
with
the
decorative
brick
pavers
around
asphalt,
and
we
plan
to
carry
that
into
area
too,
and
we
may
even
carry
that
into
area
three
depending
on
what
happens
with
impact.
So
we
will
have
diagonal
parking,
at
least
from
the
Harvey,
all
the
way
down
to
dolly,
which
is
area
to,
and
maybe
even
beyond.
H
E
H
H
So
that's
one
issue
that
I
want
to
make
clear
that
we
need
to
resolve
today.
The
second
issue
is
when
we
redo
area
one
and
area
too,
but
let's
talk
about
area
one.
There
will
be
no
longer
any
parking
on
the
grass
thursday
night
guitar
army
can't
park
on
the
grass
any
everyday.
You
see,
people
will
be
parked
on
the
grass
right
now
in
Gilchrist
are
we
can
go
out
there
right
now?
H
H
K
You
Jim
for
the
record,
Joe
mabou
urban
design
and
how
it
has
done
most
of
what
we
were
going
to
introduce
into
it
so
just
to
give
a
visual
effect
to
that
will
do
area.
One
is
the
area
in
green
and
that
is
funded
for
with
funds
from
the
fdot
let
program,
and
it
runs
from
the
waterfront
hotel
to
Ponce
de
Leon,
and
this
is
the
area
that
we
are
updating
for
the
ninety
two
percent
plans.
K
They
are
under
review
with
FDOT
and
as
any
changes
that,
if
arm
that
are
made
in
the
future
from
this
point
forward,
would
need
to
go
through
a
rear
view.
So
keep
that
in
mind
and
it
would
potentially
change
the
funding
availability.
We
may
lose
that
funding
if
we
do
any
type
of
a
change
on
them
after
this
point,
what
I'm
going
to
have
Mitchell
do
is
actually
come
up
and
speak
directly
to
those
parking
and
to
the
parking
and
the
trees
and
give
you
an
idea
of
how
it
will
look.
L
For
the
record,
Mitchell
Austin
urban
design,
as
you
know
now,
Gilcrest
park
is
sees
a
lot
of
parking
on
the
grass
areas
and
that's
really
due
to
a
deficiency
of
parking
for
that
park.
It's
very
popular
and
there
is
very
limited
parking.
So
an
important
part
of
the
the
redesign
of
Gilcrest
park
and
the
harborwalk
West
extension
through
the
park
is
really
focused
on
on
rationalizing
the
parking
and
putting
adequate
parking
out
there
and
also
minimizing
the
impact
of
parking
on
the
park.
L
So
we've
tried
to
group
that
parking
to
where
the
cars
already
are
on
red
Esplanade
and
then
a
couple
of
key
activity
centers,
so
the
first
activity
center
being
in
the
heart,
the
phase
one
area
adjacent
to
the
pavilions,
so
you
see
as
we
come
in
this
is
Harvey
Street
for
orientation
purposes.
This
is
Harvey
street.
You
have
the
parking
contained
close
to
the
road
as
possible
with
a
turnaround,
loading
area
and
then
on
Retta
Esplanade.
L
We
did
break
up
the
to
minimize
the
effect
of
having
sort
of
a
sea
of
asphalt,
appearance
between
the
residential
and
the
park.
We
did
include
landscape
islands,
spaced
regularly
they're,
more
or
less
consistent
with
our
code,
where
we
require
a
landscape
island
at
minimum,
every
ten
parking
spaces
we
get.
It
did
a
little
bit
more
than
that,
because
we
know
we
didn't
want
to
visually
blight
those
those
red
Esplanade
properties
with
the
continuous
parking.
So
they
will
have
a
little
green
relief
and
clear
view
sheds
into
the
green
space
of
the
park.
Sokun.
D
L
These
were
redesigned
after
the
after
the
the
tennis
courts
section
after
that
was
built
and
the
negative
issues
that
we
had
their
the
stormwater
management
was
essentially
redesigned
by
the
engineer
for
the
entirety
for
the
all
other
phases
of
the
park.
So
these
retention
areas
are
not
nearly
as
deep
as
those,
so
they
will
not
have
the
same
sort
of
problems
and
issues.
They
are
going
to
be
dips
in
the
grasses.
M
E
D
D
Difficulty
here
sorry
I
would
like
I
would
love
to
see
those
be
bricks.
I
think
it
would
add
character
just
like
our
bird
streets
in
downtown
matagorda
and
if
that's
possible,
you
know
they're
pretty
maintenance-free
once
they're
down
so
I
just
think
it
would
really
add
something
pretty
special
to
the
area
and,
like
you
were
saying,
asea
concrete.
No
one
wants
to
see.
You
know
we're
going
to
have
these
big
harbor
walks
with
a
lot
of
concrete
I.
Just
think
it
would
add
a
little
more
character.
Nancy.
G
Yeah
I
wanted
to
just
comment
on
the
what
I
perceive
and
you
mentor.
You
can
tell
me
correct
me
if
I'm
wrong,
that
you're
also
recommending
implementing
traffic
calming
measures
along
Retta
Esplanade,
so
that
it
helps
keep
that
that
particular
Street
am
or
slowing
the
traffic
down,
so
that
it's
yes.
L
L
L
At
present,
the
parking
is
is
designed
to
be
asphalt
as
a
cost-saving
measure.
Certainly
the
last
one.
We
looked
at
the
the
brick
street
ordinance
and
reopened
that
this
section
right
here
actually
was
one
of
the
areas
that
that
we
looked
at
for
breaking
the
actual
street
surface.
So,
given
that
recent
policy
decision
by
City
Council
may
be
something
that
we
need
to
revisit,
but
it
would
be
a
cost
to
increase
over
what
the
engineer
is
currently
estimating
for
this
project
on.
C
F
F
L
Of
the
critical
design
considerations
going
back
to
the
original
concept
for
for
the
harborwalk
West
was,
if
you
look
at
this
neighborhood
each
one
of
the
streets
leads
down
to
the
harbor
and
you
have
a
view
shed.
You
can
go
all
the
way
back
and
some
of
the
streets
that
are
clear
all
the
way
back
to
Virginia
and
you
can
look
down
the
street
if
you
stand
in
the
middle
street
and
you
can
literally
see
Charlotte
Harbor.
So
that's.
E
C
F
L
Is
how
it's
designed
that
area
is
also
one
of
the
key
locations
for
loading,
the
event
lon
for
special
events?
So
if
you
have
car
show
or
the
Hibiscus
festival,
that
just
happened,
there's
removable
bollards,
which
they
would
be
given
access
to
to
load
the
event
lon
and
those
bollards
would
be
replaced.
Okay,.
G
G
Time
I
have
a
comment.
Go
over
that
ok
and
then
for
weather
comment
is:
is
that
we're
looking
at
at
area
one
and
I'm,
assuming
that
then
so,
such
as
the
traffic
calming
measures?
You'll
continue
this
on
down
Retta
Esplanade
and
it
would
really
be
nice
at
some
point
for
us
to
be
able
to
see
a
complete
picture.
It's
been
a
long
time
since
council
has
seen
that
and
I
got
an
email
from
a
resident
saying,
I
hear.
There's
a
rumor,
then
there's
a
plan
to
renovate
gilchrist
park
and
this
happens
to
be
a
resident.
C

L

Parking
area
are
the
grass
pavers
and
where
the
grass
papers,
you
know
the
grass
does
come
through
a
bit
and
what
have
you
and
it's
still
a
more
natural
feel
I
guess.
So
it
really
is
a
philosophical
kind
of
issue.
You
know
in
terms
of
what
we
are
creating
and
again
we're
going
to
be.
Limiting
parking
I
mean
that's,
not
very
many
spaces.
If
we
look
down
and
go
down
to
our
pickleball
courts
yesterday,
I
have
to
tell
you
all
I
mean
it
was
like.
We
didn't
think
anyone
would
come.
Are
you
kidding
pickle
boiled?
C
C
D
And
I
remember
thinking
that
originally
when
they
talked
about
putting
parking
on
beretta,
it's
a
more
natural
feel
the
drainage
is
certainly
a
lot
better.
That's
why
I
said
the
brick,
but
I
do
love
that
look
I,
don't
necessarily
like
the
one
by
the
playground,
but
I've
seen
others
that
are
that
have
the
grass
in
between
with
the
brick
and
it
just
it,
because
when
you
go
down,
Retta
people
drive
down
there
because
it
is
lined
with
royal
palms.
D
D
D
G
I
really
I
see
them
in
parking
lots
and
I'm
really
trying
not
to
to
use
those
I
think
that
the
with
our
bricking
program,
we
could
take
a
look
at
this
and
say:
how
can
we
work
to
protect
a
historic
character
of
the
community
so
that
we
can
try
to
add
elements
to
this?
That
that
help
with
that
a
Stewart
character,
whether
it's
through
the
lighting
that
we
use
I,
understand
what
you're
saying
as
far
as
what
you
used
to
be
able
to
do?
Well,.
C
E
C
Of
the
things
that
we
all
came
here
for
was
because
of
what
we
have
so
I'm,
just
I'm
putting
it
on
the
table
because
I
want
us
to
just
think
about
what
we
are
moving
forward
on,
and
it's
not
that
don't
want
to
negate
everything
that
the
staff
have
done
and
our
previous
councils
have
done.
It's
just.
This
isn't
going
to
be
a
major
change.
G
Yeah
I
look
at
that,
as
back
in
you
know,
50
years
ago
there
weren't
as
many
people,
so
you
could
do
a
lot
of
things
that
you
can't
do
when
the
population
increases.
So
what
we're
really
trying
to
do
is
the
population
increases
is
manage
our
growth
and
figure
out
how
to
make
retain
the
character
of
the
community
if
possible
and
is
an
I
justa
question
is
continuing
to
allow
a
lot
of
parking
in
the
park
when
all
of
a
sudden
it
becomes
just
congested
with
cars,
as
opposed
to
a
few
just
a
question.
Jon.
F
I
share
a
wall
of
the
concerns
that
that
you
voiced
about
the
the
old
Florida
look
and
I
just
I
think
that
this
phase
phase
number
one
is
something
that
we
with
the
addition
of
the
pavers
that
can
spoke
about.
I.
Think
that
we
need
to
I
mean
the
time
is
now
for
us
to
decide
whether
to
move
ahead
with
this
work.
Oh
I.
H
L
Backwards
instead
of
forwards,
forgive
me
so
staff
did
based
on
the
comments
and
the
concerns
regarding
the
trees.
We
did
a
couple
of
quick
panoramic
views,
some
visualizations
to
show
you
where
the
trees
would
be
existing.
This
first
shot
is
between
dorant
street
and
harvey
so
at
standing
at
the
middle
of
the
intersection
of
durance
and
rata
looking
towards
Harvey
street.
Currently
there
are
three
royal
palms
on
the
north
side
of
the
right-of-way.
L
The
proposed
plans
show
five,
the
installation
of
five
Royal
Palms
in
that
location,
so
three
current
ones
are
tucked
into
the
corner
over
here
that
you
can
hardly
see
in
this
photograph
and
that's
the
location
of
the
of
the
five
Royal
Palms
that
would
be
installed.
Those
are
the
approximate
locations.
Obviously
we
didn't
install
all
draw
in
all
the
parking
and
all
the
other
changes
to
the
park
that
would
have
taken
several
thousands
dollars
worth
of
time
and
labor,
but
this
just
gives
you
a
general
idea.
L
But
again
the
even
spacing-
and
you
can
see
in
this
slide
between
the
the
last
gold
star
palm
and
the
red
star
palm
that
view
shed
towards
the
water,
is
preserved
at
that
intersection
of
durham
street.
If
you're
standing
at
durance
all
the
way
down
by
Howard's
house,
you
should
be
able
to
see
what
so.
L
C
F
C
D
G
Thank
you,
but
that
and
the
view
shed
improving
the
view
shed
because
I
know
when
the
when
team
punta
gorda
did
the
waterfront
master
plan
back
in
two
thousand
eight
that
was
pointed
out
that
not
all
streets
have
a
view
sheds
I
think
what
you're
doing
is
improving
that
and
it's
going
to
be
make
gilchrist
park
even
better.
Are.
C
L
L
H
C
L
Currently,
as
planned,
the
parking
is
asphalt
and
there
would
be
pavers
in
these
little
triangle,
areas
between
the
parking
and
the
adjacent
walkway,
just
real
quickly,
that's
more
or
less
the
area
of
curbing
and
bollards
those
are
our
street
trees
and
again
in
the
back,
our
stormwater
management
areas.
It's
no
kind
of
having.
H
E
M
For
the
record,
Mike
gr
do
low,
while
your
engineering
I,
don't
foresee
any
issue
with
doing
that
or
any
delay
to
our
schedule,
provided
that
you
use
a
traditional
brick
paver,
we
use
anything.
That's
that's.
Maybe
you
know
a
new
product.
You
know
grasp
paper
product
as
there's
plenty
of
plastic
products
and
different
things
out
there.
M
H
M
For
that
no
and
that's
something
that
I
wouldn't
I,
wouldn't
try
to
delay
the
ninety
percent
review.
That's
going
on
right
now.
I
would
take
care
of
that
in
between
the
ninety
percent
and
the
hundred
percent
is
actually
a
review
cycle
as
well.
There's
a
separate
cycle
that
we
would
then
some
bits
on
and
sealed
plans
once
the
hundred
percent
are
approved
and
we
can
take
care
of
it
at
that
time.
Okay,
final.
H
M
I'd
have
to
run
the
numbers,
I
would
say
at
least
fifty
thousand
dollars
rough
numbers.
You
know
the
other
thing
to
consider
if
you
wanted
to
kind
of
do
like
maybe
a
hybrid
approach.
If
you
look
at
that
big
parking
area,
that's
kind
of
cut
off
on
your
screen
right
now.
You
could
brick
the
parking
spaces
believe
the
24-foot
access
aisle
as
asphalt.
M
The
benefit
to
that
is,
you
know
one
you're
breaking
up
the
amount
of
asphalt.
You
have
your
not
paying
the
full
expense
to
make
everything
brick,
but
the
access
aisle
is
where
the
car
tires
are
spinning.
No
one,
often
there
you
know
stopped
turning
the
wheel
and
when
those
tires
move,
that's
where
you
get
the
damage
to
your
bricks
that
Reno
results
in
the
maintenance
issues.
So
if
you
let
them
do
that
on
on
on
asphalt,
then
you
know
it's
a
it's
less
maintenance
to
you
know
being
brick.
