mayor
and
members
of
the
council,
ari
delaney
fire
chief,
so
for
the
fourth
of
july
celebration
and
season
there
we're
gonna,
have
an
extra
engine
company
on
duty
for
the
day
of
the
fourth
we're
gonna
utilize,
the
type
six
cal
oes
light
brush
truck
to
provide
that
service.

We're
again
gonna
have
all
of
our
fire
prevention
staff
on
duty
and
we've
developed
a
joint
fire
and
police
public
service
announcement,
highlighting
some
of
the
important
safety
tips
for
the
fourth
of
july
holidays
and
then
just
to
recap,
we've
had
a
mandatory
meeting
with
all
this
safety
meeting
with
all
the
booth
operators
that
sell
fireworks
here
in
this
room.
So
those
have
taken
place
already.

If
we
can
move
right
along
from
a
safety
perspective
for
safe
and
sane
fireworks,
we
must
have
a
state
fire
marshal's
tag
on
the
safe
and
sane
fireworks.
That's
just
a
great
way
to
understand
which
ones
are
legal
and
which
ones
are
not,
which
ones
are
also
most
importantly,
safe
for
you
and
your
family.

We
want
to
utilize
fireworks
at
least
a
minimum
of
10
feet
away
from
any
structures.
C
We
don't
want
to
use
it
near
any
flammable
materials,
specifically
grass
and
brush
throughout
our
community,
and
it's
always
important
to
keep
an
extinguisher
a
hose
present
or
close
by.
So
we
can
go
ahead
and
extinguish
the
fire
if
it
didn't
get
out
of
hand
at
all
by
other
residents,
and
we've
had
a
few
fires
in
the
past
that
I
recapped
last
time
but
disposing
improperly
of
fireworks,
even
if
they
are
safe
and
sane
fireworks
in
a
non-flammable
container.

a
cover
on
it
is
very
important.
We've
had
some
instances
where
they've
been
disposed
of
improperly
and
they've
started
fires
in
garbage
trash
cans
and
also
a
couple
of
structures
in
the
in
the
previous
years,
and
with
that
I
think
it's
back
over
to
chief
johansen.

Thanks
chief
delay,
as
mentioned,
this
is
all
material
we
covered
on
the
eight,
so
I'll,
be
pretty
quick
in
describing
the
police's
response
to
the
fourth
of
july,
specifically
our
add-ons
to
our
normal
staffing
and
police
services.
Every
fourth
of
july,
we
conduct
a
pretty
robust
outreach
and
communication
effort
to
make
sure
the
public
is
educated
about
the
different
laws
pertaining
to
safe
and
sane
and
illegal
fireworks
use.

We
also
take
it
take
on
the
initiative
of
getting
out
into
the
community
before
the
fourth
of
july
and
trying
to
establish
preventative
contact
with
previous
individuals.
Who've
been
cited
or
problem
residences,
where
we've
had
illegal
fireworks
used
in
the
past.
It's
a
list
we
maintain
year
over
year,
and
you
always
make
the
effort
to
get
out
ahead
and
just
kind
of
ask
for
compliance
ahead
of
the
fourth
of
july
itself.
We
do
conduct
some
enforcement
details
on
an
overtime
basis
before
the
fourth
of
july.

Additionally,
all
of
our
staff
is
ordered
into
work.
The
fourth
of
july,
from
dispatch
to
clerk,
clerical
staff,
csos
and
every
single
police
officer,
including
myself,
will
be
on
duty
on
the
fourth
of
july,
and
we
will
be
utilizing
a
variety
of
different
techniques
and
tactics
and
effort
to
keep
the
community
safe,
including
the
use
of
marked
and
unmarked
units,
bicycles,
surveillance
units
and
all
sorts
of
other
tactics
year
to
year.

In
terms
of
that
enforcement,
it's
important
understand
that
safe
and
sane
fireworks
are
permitted
for
use
within
the
city
of
san
bruno
as
a
matter
of
ballot
measure,
starting
on
june
28th,
from
noon
to
9,
00
p.m
and
on
the
fourth
of
july,
from
noon
until
11
p.m.
These
are
the
only
times
during
which
safe
insane
fireworks
legal
fireworks
with
the
seal
that
the
fire
chief
previously
showed
you
can
be
used
if
you
use
fireworks
outside
of
this
time
frame
or
in
an
illegal
manner.

You
can
be
subject
to
the
same
thousand
dollar:
fine,
which
we'll
talk
about
momentarily
safe
insane.
Fireworks
are
to
be
used
on
private
property
only
and
must
be
at
least
10
feet
away
from
any
structures.
They
are
not
permitted
for
use
in
any
public
parks,
public
parking,
lots
on
any
school
properties
or
in
any
open
space
areas
and
any
misuse
of
safe
and
same
fireworks
is
not
only
dangerous
and
illegal,
but
can
subject
you
to
a
one
thousand
dollar
administrative.

We
are
not
able
to
be
omnipresent,
and
so
the
only
way
to
make
the
fourth
of
july
truly
safe
and
beneficial
for
all
that
are
participating,
is
to
have
the
discipline
not
to
use
illegal
fireworks
to
only
properly
use
safe
and
sane
and
to
encourage
people.
You
are
gathering
with
and
neighbors
and
friends
and
family
to
do
the
same.

What
we
do
not
need
is
a
lot
of
calls
to
the
9-1-1
or
even
the
non-emergency
line
of
the
police
department
reporting
illegal
fireworks
violations.
Unless
that
report
comes
with
a
very
specific
description
of
the
location
and
the
individual
who
is
using
the
illegal
fireworks,
we
are
far
more
effective,
not
sort
of
chasing
our
tails
around
town.

At
the
report
that
oh
I'm
on
my
street,
there
are
aerial
fireworks
going
off,
we're
aware
of
the
fact
they're
going
off
everywhere
and
the
burden
of
responding
to
those
hundreds
of
calls
often
distracts
us
from
the
somewhat
timely
and
challenging
task
of
actually
locating
violators
and
issuing
citations
that
hopefully
make
a
difference
year
over
year.
So
please
do
call.
The
police
department
do
call
911
if
you
have
an
emergency,
but
if
it's
just
to
report
their
illegal
fireworks
in
a
vicinity.
Please
do
not
call
with
that.
