the
budget
and
to
remind
the
council.

two

budget
meetings
after
this

the
next
meeting
on
the
20th,
the

a
single
agenda
item
meeting,
which
means
it's
just
the
budget
and
nothing
but
the
budget.

the
council
has
a
level
of
comfort
with
what
is
in
front
of
you
and
what
is
in
front
of
you.
I
know
is
lengthy
and
detailed.
So
let
me
let
me
jump
right
on
it.
What
we're
going
to
do
tonight
is
provide
you
an
overview
of
the
background
on
the
budget.

How
we
got
to
where
we
are
today
provide
you
an
overview
of
the
the
operating
budget
itself,
as
well
as
the
capital
Improvement
program,
we'll
give
you
timeline
and
next
steps
and,
of
course,
ample
time
for
for
questions
and
answers.
A
couple
of
suggestions
for
the
council
I'm
going
to
use
the
word
recommended
and
proposed
interchangeably,
because
that's
what
my
notes
say.
It
means
the
same
thing:
it's
the
city,
manager's
recommended
budget
to
the
city
council
and,
as
I've
said
to
a
number
of
you
before
this
becomes
your
budget.

Ultimately,
when
you
adopt
it,
so
there
will
be
this
transition
period
because
I
want
the
council
to
make
sure
you
are
comfortable
with
what's
in
front
of
you
and
that
you
feel
confident
and
that
we're
going
to
be
able
to
execute
on
this
budget
document
come
November,
June
27th.

budget
is
really
in
two
parts:
there's
an
operating
budget
and
there's
a
capital
Improvement
program.
Those
are,
they
are
distinct
documents,
but
we're
going
to
ask
you
to
adopt
them
as
one
at
the
right
time
and
the
budget
really.
Is
your
fundamental
policy
document?
That's
going
to
fund
your
priority
projects
and
your
priority
projects
include
your
the
core
Services
we
provide.

You
know
please
fire
Public,
Works
and
whatnot,
so
this
is
meant
to
be
your
overarching
of
spending
plan
for
the
year
and,
as
you
can
see
from
the
table,
it's
a
234
million
dollar
budget
overall
budget
with
operating
budget
at
excuse
me
operating
expenditures
at

million
and
the
CIP
at
102
million
and
you'll
know,
and
when
I
speak
in
city
manager,
talk
I
tend
to
round
my
numbers.
The
numbers
are
more
detailed,
as
you
can
see.

We
have
received
a
number
of
significant
one-time
funds
related
to
development,
which
is
very
helpful
for
us
to
stabilize
us.
We
also
got
a
lot
of
arpa
money.
The
American
Rescue
plan
act
money
last
year
as
well,
which
really
stabilized
our
organization
stabilize
our
finances,
but
it's
very,
very
important.
The
council
remember
that
was
one-time
money
and
we
need
to
find
an
ongoing
funding
source
to
keep
the
the
wheels
spinning
here.

budget
as
proposed
to
you
remains
relatively
unchanged.
There
are
two
probably
exceptions
to
that.
One
is
the.
We
are
planning
to
open
the
Recreation
and
Aquatic
Center
at
the
end
of
the
calendar
year,
beginning
of
the
new
year,
and
we
need
to
staff
up
for
the
programs
and
operations
of
that
facility
and
the
the
budget
is
also
reflective
of
contractual
changes.
You
would
expect
in
a
budget
including
things
like
the
labor
contracts
that
we
have
with
our
employees.
I
mean
a
number
of
ongoing
contracts.

So
your
but
the
budget,
basically,
is
your
document.
That's
going
it's
a
comprehensive
overview
of
the
organization
operations.
Anticipated
revenues
projected
expenditures
for
the
coming
year.
It's
pretty
straightforward,
there's
really
not
a
lot
of
science
to
this
or
excuse
me
phrase,
there's
not
a
lot
of
art
to
this
there's,
mostly
science,
the
numbers
add-
or
they
don't-
and
it's
pretty
straightforward,
but
we
have
a
lot
of
numbers
that
we
need
to
take
into
consideration
which,
which
is
what
takes
so
much
time
to
pull
this
together.

Your
operating
budget
really
outlines
your
working
program
for
the
coming
year
and
your
CIP
really
is
your
capital
investment
in
infrastructure,
the
operating
budget's
one
year.
The
CIP
is
a
five-year
document
and
what
we
will
do
when
we
adopt
the
budget.
When
we
ask
you
to
adopt
the
budget
in
two
weeks,
you
will
adopt
it.
You
will
adopt
the
first
year
of
the
CIP.

You
had
seven
adopted
Focus
areas
and
I'm
going
to
dispense
with
reading
these
to
you,
because
I
think
you've
seen
them
year
after
year
and
I,
don't
think
there's
value
in
necessarily
repeating
them,
but
please
know
staff
was
focused
on
this
and
making
sure
we
were
addressing
the
seven
of
these
in
a
manner
that
the
council
had
hoped.
We
would
importantly
highlights
from
the
current
year
things
that
we
were
able
to
to
either
make
progress
on
or
actually
complete.

Obviously,
our
number
one
project
really
has
been
the
continued
focus
on
the
rack
and
making
sure
we
can
get
it
opened
timely
and
on
budget
we've
been
focused
on
the
comprehensive
fiscal
sustainability
project,
trying
to
find
new
revenues
to
again
further
stabilize
rephrase
new
ongoing
revenues
to
further
stabilize
our
financials
our
finances,
implementation
of
the
transit
Corridor
plans,
the
transition
from
at-large
council
elections
to
District
elections
is
a
very
big
deal
here.
Water
and
Sewer
infrastructure,
maintenance
and
rate
Studies
have
been
reviewed
by
the
city
council.

We
have
focused
on
the
Bay
Hill
specific
plan
and
the
Google
campus
expansion
and
I
think
we've
seen
some
very
positive
results
there,
fiber
to
the
home
in
large
multi-unit
developments.
This
has
been
an
effort
with
citynet
to
provide
fiber
to
the
home
and
we
are
in
the
process,
success
of
the
the
disposal
of
The
Crossings
project
or
excuse
me.

The
crossings
parcel
that
is
owned
by
the
city
to
a
a
car
dealership
and
the
the
big
sort
of
the
really
big
lofty
project
that
we're
going
to
be
working
on
for
some
time
is
the
reimagining,
the
Tanforan
so
moving
forward
the
general
fund
budget.
This
is
the
budget.
This
is
the
area
of
spending
where
the
council
has
the
greatest
discretion.
These
are
the
monies
that
you
can
pretty
much
do
what
you
want
to
want
with
within
you
know
within
law,
and
it
gives
you
a
lot
of.

have
a
lot
of
discretion
on
what
you
can
do
with
these
funds.
We
have
recommended
a
program
to
like,
as
I
said
earlier,
to
maintain
core
Services.
As
they
are
set
up
presently,
the
the
general
fund
really
is
your
primary
source
for
for
places
like
police
fire,
Recreation,
Public,
Works,
Parks
and
Recreation
Etc.
Your
general
fund
budget
anticipates
revenues
of
64.9
million.
We
are
anticipating
expenditures
of
66.1
million,
requiring
a
1.2
million
dollar
transfer
from
the
general
fund
reserves
to
balance
the
budget.

general
fund
operating
budget,
what
I
wanted
to
share
with
you
here,
is
just
to
show
you
the
mechanics
of
how
this
all
works.
You
find
this
in
the
budget
letter
as
well
as
in
the
the
budget
document
itself,
just
to
orient
the
council
for
the
slide.
The
second
column
here
is
really
your
amended
budget,
and
that's
the
budget
number
you
care
most
about.
The
council
has
made
almost
five
million
dollars
in
budget
amendments
over
the
course
of
the
current
year
and
we'll
show
you
the
beginning
fund
balance.

sorry
and
then
the
estimated
actual
based
upon
what
how
we
perceive
the
year
end
to
be,
and
then
what
our
recommended
budget
is
is
that
third
column
circled
in
red.
You
see
a
beginning
fund
balance
of
nearly
12
million
dollars.
You
see
an
input
of
about
65
million
dollars.
You
see
an
output
of
about

million
dollars
and
it
requires
a
a
a
surplus.

deficit

will
draw
down
the
fund
balances

weaning
ourselves

from
a
couple

major
sources.

taxes
and
fees
is
the
primary
one
representing
about
almost
80
percent
of
your
budget
is
taxes
and
fees
and
the
you
know,
taxes,
property
taxes,
sales,
taxes,
tot
and
business
license
is
about

fees

things
like
the
vlf,
the
vehicle
license
fees,
the
card
room
fees
and
the
franchise
fees.
You
know
all
those
are
are
really
the
bread
and
butter
for

city.

use

monies

interest
income.
The
transfers
in

out
are
has
to
do
with
the
Enterprise
funds
and
the
internal
service
funds.

not

big
surprise
that
Public
Safety
is
the
greatest
consumer
of
the
general
fund.
Police
and
fire
are
critical
services
for
our
community
and
again
it
shouldn't
be
a
huge
surprise
that
53
of
the
general
fund
goes
to
Public
Safety
and
it's
well
invested.
I
would
argue
because
we're
a
service
organization,
it's
not
a
surprise
that
compensation
is
the
biggest
chunk
of
our
of
our
expenditures.
We
are
highly
dependent
on
our
employees
to
provide
the
quality
service
as
they
do,
and
so
we
make
that
investment
and
their
salaries,
retirement
and
benefits.

Personnel
summaries
you
have
280
employees
within
the
city
of
Ventura.
Excuse

city
of
San
Bruno,
my

I
I
had
a
chance
to
attend
the
rotary
and

this

I

a
Rotary
meeting
or
a
social
club.
I
always
ask
the
audience:
how
much
money
do
you
think
we
spend
a
year
and
how
many
employees
do
you
think
we
have,
and
both
the
mayor
and
council
member
Medina
were
both
at
that
meeting
and
I?

The
city
does
not
run
just
on
the
general
fund.
We
have
a
number
of
Enterprise
funds
that
the
council
is
familiar
with
as
well.
We
have
four
Enterprise
funds
which
basically
runs
as
independent
businesses
and
they
need
to
be
self-balancing.
They
need
to
have
revenues
basically
to
serve
to
service
the
the
the
programs
that
are
embedded
in
each
of
the
the
funds.
You've
got
a
water,
Enterprise,
sewer,
Enterprise
storm
water,
Enterprise
and
city
net
Enterprise,
and
really
the
water
Enterprise
is
basically
providing
the
potable
water
for
the
city
of
of
San
Bruno.

A
couple
of
major
projects
that
that
are
coming
up
for
the
water
Enterprise
is
a
focus
on
the
main
Improvement
and
replacement
programs
and
the
water
take
Improvement
and
replacement
programs,
both
of
which
to
begin
construction
and
then
on
the
new
Cunningham
water
tank
and
just
as
a
piece
of
interesting
information
and
as
the
new
guy
to
town
I
will
say,
it
was
interesting
to
know
that
we
on
on
a
daily
average,
we
consume
about
1.9
million
gallons
of
water
a
day.
That's
an
interesting
data
point.

The
sewer
Enterprise,
not
surprisingly,
is,
is
basically
operating
and
maintaining
the
Wastewater
system
for
the
city
on
the
one
of
the
major
CIP
priorities
here
is
going
to
be
on
the
Crestwood
Pump
Station
and
replacing
aging
sewer
pipes
in
The
Avenues
in
Shelter,
Creek
Lane,
the
stormwater
Enterprise.
The
council
has
heard
this
many
times,
including
most
recently
in
your
audit
results
about
it,
basically
not
sustaining
itself
financially,
and
the
general
fund
has
had
to
step
in
year
after
year
to
help
Shore
up
the
the
the
program
in
stormwater.

We
do
have
a
a
fee
that
is
collected
on
the
tax
bill
for
stormwater,
but
it
has
something
which
has
not
changed
I
think
since
its
implementation
many
decades
ago,
and
it
has
not
grown
to
keep
up
with
the
demands
on
the
storm
water
system,
so
the
general
fund
has
stepped
into
as
I
said,
backfill,
where
necessary
and
city
net
services,
and
the
council
is
aware
of
this.
This
too
came
out
of
the
result
of
the
audit
and
Council
I.

Think
in
April
had
a
asked
me
to
come
back
with
a
an
idea
on
how
we
might
further
Shore
up
the
city
net
Enterprise,
and
the
council
is
very
aware
that
this
is
basically
the
old
cable
system
that
is
providing
cable
services,
internet
services
to
our
residents
and
our
rate
payers,
and
we
We
are
continuing
to
work
on
a
program
for
that.
I
will
say
in
this
year's
budget.
It
is
balanced,
I
think,
to
the
tune
of
about
eight
dollars,
but
it's
about
it
is.

We
have
additional
funds
and
we
have
internal
service
funds
and
other
funds,
and
these
really
are
the
internal
service.
Funds
are
basically
funds
that
are
self-generating
the
Central
Garage
building
and
Facilities
technology
and
self-insurance.
It's
at
this
year's
budget
is
going
to
be
about
7.2
million
dollar
allocation
transfer
and
it's
really
to
provide
those
I
think
they're
they're
self-acknowledging
what
they
are,
but
the
city
also
has
about
61
funds,
overall
of
which
many
of
them
are
no
longer
active,
but
they're
still
on
our
books.

There
are
some
money
set
aside
for
for
Wildland
for
excuse
me:
Citywide
city-wide,
Wildfire
mitigation
and
some
of
the
monies
they're
asking
to
defund
some
of
the
street
pool
replacement
minus
them
to
shift
them
more
to
the
to
the
street
system.
So
that's
this.
That's
measure
G,
recommend
measure

committee's
recommendation
to
the
council
for
your
consideration,
and
we
can
talk
more
about
that
later
as
well.

a
very
high
level,
your
Capital
Improvement
program
we're
going
to
talk

Greater
detail

this
next

just
want
to
put
this
on
your
radar
as
to
what
is
in
front
of
you
for
the
CIP.
You

Capital
cips
are
very
smart.
Business
moves
to
make
sure
we
can
invest
the
kinds
of
monies
we
have
available
to
us
for
the
needs
in
our
infrastructure
and
it's
really
to
plan,
develop
and
identify
projects
using
a
long-term
vision
for
the
communities,
facilities
and
infrastructure
needs.

this
year
in
your
in
your
fiscal
year,

there
are
95,
funded
and
partially
funded
projects
that
are
coming,
that
we
are
asking
you
to
consider
funding
the
overall
CIP
is
a

million
dollar
program
over
five

that
is
really
streets.

wastewater,
so
we're
making
a
real
heavy
lift
over
the
next
five
years
in
the
waterways
and
the
Utility
Systems

through
the
CIP,

I

earlier,

CIP
is
a
five-year
program.

CIP
is
divided
into
eight
categories.
You
can
see
on
the
slide

what
those
eight
categories
are,
how
we
are
recommending
the
allocation
of
the
funds,
and
you
can
see
that
it
does
add
to
the

million
dollars

five-year
CIP.
The
current.
Your
funding
is
102
million
with
95
projects,
and
some
of
that,
some
of
that
102
million
is
carry
over
from
prior
years.

have

bulk

spending
actually

departments

Personnel,
but
they
can't
fill
those
positions,
and
that
is
not
the
case
here.

think
largely
because
the
police
department
knows
that
it
is
supported
by
its
community
and
its
elected
officials,
and
people
want
to
come
work
here
as
police
officers,
so
I'll.

willing
to
give

think
every
single
one

them
makes
this
community
safer,

the
same

be

sure

positions
that
have
still
been
frozen
or
unfrozen.

dispatcher
The
Dispatch
Center
is
extremely
understaffed.
Some
of
those
things
are
out
of
control.
You
know
injuries
and
people
out
on
leave,
but
your
typical
dispatcher
write
down
is
getting
one
day
off
a
week
and
working
16
hours
every
time,
they're
here,
oftentimes
alone,
in
the
dispatch,
it's
like
lunch
and
bathroom
breaks,
so
the
Staffing
and
dispatch
is
in
a
dire
position.

That
I've
seen
whether
it's
going
and
getting
an
appointment
with
you
to
go
see
how
you've
converted
the
briefing
room
into
exercising
how
you've
done
other
little
modifications
I
won't
go
into
to
make
it
more
of
of
a
collective,
family-oriented,
a
everyone's.
There
has
your
back
stands
by
your
side
and
we
get
the
job
done.
The
other
thing
is
I
wanted
to
know
the
last
budget.

was
the
wellness
monies,
which
I
think
were
intended
to
be
on
an
ongoing,
but
were
allocated
as
a
one-time
I
just
wanted
to
know
and
make
sure
that
the
wellness
monies
that
are
are
in
here
are
going
forward
because
I
think
that's
also
something
that
attributes
to
us
having
a
fully
staffed.

amount

us
to

and

careful

to
be

if
I'm
unable
to

folks

to

in

the
goal
is
up

folks

rock

all,
there's
been
a
series
of
ongoing
expenditure
cuts
that
I've
made
at
the
Enterprise
for
the
past
five
years
that
I've
been
here
and
the
focus
in
that

those
expenditure.
Cuts
is
primarily
on
TV
content
expenses
which
have
been
kind
of
getting
out
of
control,
or
they
were
really
out
of
control,
and
now
we've
managed
with
great
difficulty
to
bring
it
to
the
point
where
we're
not
actually
losing
money
on
a
per
subscriber
basis.
So
one
source
for
those
cuts
is
the
TV
content
expenses.

gone

different
direction
for
completing
the
task,

that
we
did
an
RFP
with

the
council's
permission
and
then
awarded
a
contract

company

mctv,
and
you
see
a
representative
from
mctv

of

coverage

the

hire
to
fill
the
