a

Bruno,

Ed
budget

pooping

park
next

Citibank,
putting
his
trash

planters
jaywalking,

we
all

Angels
storing
his
food
in

nose
newspaper
racks
at
Starbucks.

families

of
him
Merchants

frustrated,

declining.
Behavior
shows
that
he
is

longer
capable

making
his
own
decisions.

post
on

regarding
Angel

that
he
has
nine
children
he's
been
robbed
several
times
they
try

shower
him.

to

him
clean,

1.3
African-Americans
in
San
Bruno,
but
the
San
Bruno
community,
at
Large
and
on
behalf
of
all
the
citizens
of
San
Bruno,

arts
Commission

would
love
to
accept
this
Proclamation
from
the
city
council

a
little
nervous,
which
I'm
usually
never
nervous,

I
am

just

so
excited

always
smiling,

is

reasons
why

anticipate
a
benefit
to
San
Bruno
businesses
by
the
participation
I
know
that
there
is
a
minimum
fee
that
would
be
charged
six
hundred
thousand
dollars
minimum
or
one
one
percent,
and
it's
like
whichever
is
higher,
then
there's
no.
No
up
on
that,
and
so
I
mean
we've
been
prudent
in
increasing
our
Tot
so
that
we
can
have
that
revenue
and
you
know
before
I'm
comfortable
committing
to
giving
away.

so
Darcy
Smith
assistant
city
manager,
I,
worked
on
this
with
Maria
langbauer,
our
new
economic
development
manager,
and
so
one
important
note
is
that
this
District
essentially
exists.
It
was
established
in
2001
originally
as
a
tourism,
business,
Improvement
District
and
it's
sort
of
converting
to
a
different
type
of
District,
the
tourism
marketing
district
and
important
to
note
that
the
fee
is
paid
by
Hotel
guests,
so
it
doesn't
come
out
of
our
tot
tax.
As
you
kind
of
alluded,
it
comes
it's
an
add-on.

Many
cities
have
this:
it's
an
add-on
that
is
paid
by
the
guests
who
visit
our
city
and
also
important
to
note
it
has
been
heavily
vetted
as
I'm
as
mentioned,
the
staff
report
Burlingame
is
sort
of
the
manager
of
this
they're
completely
on
board.
They
adopted
a
resolution
to
establish
this.
So
what
is
before
the
council
tonight
is
to
Grant
consent
to
the
city
of
Burlingame
to
form
that
and,
as
you
can
see
in
the
staff
report,
there
are
many
many
cities
in
the
county
that
are
doing
this.

Some
are
going
actually
tonight,
but
this
district
will
really
serve
the
lodging
establishments
in
our
city.
They
were
also
heavily
consulted
in
this
process
because
against
an
existing
district
and
it's
just
converting
the
name
and
the
functions
a
little
bit,
but
they
essentially
get
this
tax
imposed
and
it's
1.5
percent
of
the
room,
revenue
for
lodging
businesses
with
5
000
square
feet
or
more
of
dedicated
music
space,
so
the
larger
hotels
and
then
0.75
for
all
other
lodging
businesses.
But
what
they
get
is
a
lot
of
marketing.

So
if
you
aren't
aware
of
what
the
District
does
check
out
their
webpage
or
visit
their
event
pages
and
listings,
but
they
basically
provide
both
advertising
and
marketing
and
also
networking
opportunities.
They
do
all
sorts
of
events
that
you
might
have
heard
of.
Like
Peninsula
restaurant
week.
They
host
a
lot
of
events
and
also
draw
in
a
lot
of
visitors
so
from
what
I've
heard
and
I've
talked
to
some
of
the
hotel
managers,
such
as
our
local
Marriott
manager
and
they're.
Very
supportive
of
this.

that's
important
to
note
if
you
have
any
additional

and
CEO
of
the
district
can
answer

what's

place

my
knowledge,

really
well
supported

our
hotel
businesses,
who
get
a
lot

benefits

this

million

thousand
dollars

where's
the
other

million
Delta
being
obligated.
There's
a
lot
of
streets
on
that
list
that
are
in

package

need
to
be
paid.

streets

include

Lane
at
El
Camino,
both
directions
on
it.
Has
anybody
driven
there
recently

how
could
this
be
left
off
the

one
of
our
busiest
streets

it's
absolutely
atrocious,
and
my
last
comment
is:
when
will
the
El
Camino
at
the
380
off
ramp
be
repaired?
The
49ers
had
a
smoother
ride
coming
across
the
U.S
in
wagons,
without
suspensions.

get
to
construction,

is
where
we
generally
see
the
really
big
cost
increases,

the
scope
seems
to
continue
to
grow
and
the
last
couple
of
amendments

have
not
supported
for
that
fact.

think
it
is
getting
a
little
too
expensive
for
what
we
set
out
to
do
and,
as
the
staff
report
confirms,
this
is
a
temporary
Improvement
to
that
area.
It's
always
been
intended
to
be
programmed
otherwise.
I
So
I
agree
that
you
know
we
we,
it
would
be
nice
to
have
something
useful
there
in
the
interim,
but
spending
a
million
dollars
on
something
that'll,
eventually
get
removed.
Very
likely
is
I,
don't
think
a
wise
use
of
City
funds,
especially
when
we're
facing
so
many
other
deficiencies
at
other
parks
that
we
we
could
be
investing
that
money
in.

council
is
looking
forward
to
providing
a
real
space
for
our
our
downtown
we've
cobbled
together
the
funding
to
pay
for
it.
This

is
for
the
mitigation
for
storm
water
and
also
for
the
design
involved
for
providing
better
lighting,
and
this
is-
and
the
question
for
staff
then
would
be.
This
is
this-
is
the
last
iteration
that's
planned
currently,
as
as
we
go
forward
to
put
this
out
to
bid
and
I
will
support
this,
we've
invested
the
money.

do
things

change
the
mindset
that
we
need
to
do
things
right
and
we
need
to
invest
in
our
community
to
have
something
nice
and
I
think
when
we
do
have
this
Plaza
that
will
be
open
to
the
public
that
will
have
a
stage
that
allows
people
to
recreate
have
a
meal
in
in
a
more
welcoming
setting,
I
think
we're
going
to
find
out.
This
is
a
worthwhile
investment,
so
I
hate
to
see
projects
continue
to
to
cost
the
warm
water.

it
first
started

there
was
a
PowerPoint
presentation,
it
was

That

then
today
with
modifications
and

that's
where

council
members

we
said?
Do
we
need
all
that
we
have
and
I
know
we
talk
about
having
things
go
through
and
move
forward,
but
we
have
Florida
lot
that
still
sits
with
beautiful
grass
and
a
beautiful
open
space,
but
that
still
hasn't
been
addressed.

then,
again,
we're
gonna
I
know,
staff
will
come
back
and
say
we
need
additional
staff
and
I
understand
that,
because
back
in
217,
that
same
discussion
happened
that
we
had
more
Parks
or
things
coming
online
and
they
needed
two
additional
staff
members
for
that
budget.
But
anyway,
is
there
some
knowledge
to.

The
final,
what
little
conceptual
designs
but
honestly
they're,
pretty
far
along
they're,
the
final
designs,
and
they
were
really
pleased
with
the
design
but
I
I'd
also
be
remiss
if
I
didn't
point
out.
I
think
this
has
evolved
beyond
what
it
was
originally
envisioned
to
be
a
more
permanent,
lasting
Improvement.
Hence
what
you're
seeing
tonight
before
you
is
a
little
bit
extra
money
for
two
really
important
things:
the
storm
water,
which
we
want
to
be
a
leader
in
stormwater
retention
facilities,
including
in
our
downtown.

We
did
a
Green
infrastructure
plan,
the
committed
to
that,
and
we
see
this
as
a
facility
where
we
can
do
a
demonstration
project
that
shows
the
community
in
our
private
private
owners.
What
how
we
should
process
storm
water
appropriately
and
then
the
lighting
I'll,
be
honest.
This
really
need
high
levels
of
lighting.
It's
a
sept
head
crime
deterrent
we're
briefed
in
the
budget.
We
did
receive
some
payments
of
development
impact
fees
and
some
of
them
are
set
aside
exclusively
for
parks
and
Community
facilities.

So
this
is
pulling
from
that
will
not
hit
the
general
fund.
I
do
hope.
It's
the
last
expenditure
for
the
design
work
and
we
can
put
it
out
to
bid
in
a
few
months.
I
can't
promise.
We
won't
come
back
with
additional
funding
requests
for
construction
because
honestly
bidding
an
estimation
process.
So
we
believe
there's
enough
money,
but
the
note
allocation
of
funding
for
design
of
about
175
thousand
dollars
and
then
construction
budget
of
about
a
new
request
of
eight
hundred
and
fifteen
thousand
dollars.

with
the

okay,
so
we're
now
you're
being
honest
and
I
appreciate,
I
think
lighting
is
critical,
so
I,
don't
think
that
that's
a
wrong
decision
and
I
think
the
chief
would
probably
say
you

we

everything
safe,

we
are
getting
to
a
point
now
where
the
objective
was
150.
I
understand
we
got
the
200,
it
was
I
think
we
had
to
come
up
with
200
and
something
three
close
to
300
to
do
it,

it

escalating
again.

don't
have
an
arch
at
the
train
station.

too

city

being
asked
by
the
transit
to

at
about
four

six
hundred

can't
remember
exact
and
it
just
kept
going
up,
but
anyway
that
that's
where
I'm
having
the
concern
vice
mayor.

I

absolutely
true,
then
when
we
first
started
talking
about
it,
it
was
this
little
amount,
there's
a
good
reason
why
it
went
way
that
that
first
jump
was
so
large,
as
we
all
have
talked
about
previously.
This.
This
space
was
designated
as
a
park
by
the
at
when
it
was
obtained
by
the
city
through
the
Redevelopment
and
I
believe.
If
we
program
it
for
any
other
usage
which
I
wouldn't
want
to
do
anyway,
but
if
we
ever
were
to,
we
would
need
to
pay
those
funds
back.

the
community,
but
at
the
same
time
I
think
we
also
have
to
set
our
limit
for
the
expenditure
aside
here.
I
wasn't
here
when
the
council
approved
it
and
I
I
support
that
the
council
approved
this,
this
Improvement
to
our
downtown
area,
but
from
what
I'm
hearing
it
just
keeps
escalating.
The
the
cost
of
this
Improvement
so
I
believe
that
we
have
to
set
our
limit,
because
we
also
have
proving
this
extra
cost
and
who
knows
like.
We
already
have
this
additional
continuous
additional
continued
additional
costs.

So
you
know
if
if
staff
is
going
down
the
direction
and
if
Council
supports
the
direction
of
of
changing
that
and
saying
that
that
parcel
is
not
going
to
be
anything
other
than
open
space.
Now,
that
is
a
departure
from
my
understanding
of
what
was
originally
intended.
I,
never
understood
that
to
be
the
intent.
I
supported
the
temporary
improvements,
but
as
it
started,
ballooning
I
couldn't
support
it
anymore.
I
We're
still
looking
at
about
a
three
million
dollar
deficit
that
we
need
to
make
up
for
the
soccer
fields,
and
that
is
a
very
real
need,
so
programming
the
park
and
Liu
funds
now
for
for
this
would
take
it
out
of
the
possibility
for
that
and
honestly,
if
we're
going
to
have
to
go
back
to
the
Community
Foundation
for
this,
and
we
have
no
other
way
of
making
up
the
3
million
for
the
soccer
fields.
Maybe
that
would
be
a
better
ask
that
is
requesting
us
to
to
figure.

the
bioswale
and
without
the
lights
and
build
what
has
been
designed
thus
far,
I'm,
not
100
positive.

pull
that
off,

public
works
or
Community
Services
might

able

the

excuse

heard

times,
but
a
comparison
to
Florida
Park,
which
is
estimated
to
be
over
one

believe
1.5
million
dollars
at
this
point
and
I
just
want
to
be
clear

one

think
everybody
has
the
right
to
a
part
right

don't
think
we
should
be
pitting
Parks
against
each
other,
but
Centennial
Park
really
has
been
in
progress
for
over
20
years.
It
was
part
of
the
first
streetscape
plan,
it's
part
of
the
second
streetscape
plan
and
neither
them
have
been
initiated.

think
it's
really
important
that
you
also
look
at
the
fact
that
we
did
receive
1.1
million
dollars
from
Artichoke
Joe's
and
those
funds
can
be
expended
in
one
year.
You
can
actually
approve
begin
construction,
possibly
even
have

park
fixed
with
the
money
from
both
artichokos
and
the
Community
Foundation.
It's
important
to
also
highlight
the
fact
that,
when
the
Community
Foundation
did
a
survey
of
San
Bruno
residence
on
what
their
priority
was,
the
number
one
priority
was
downtown
and
there
really
hasn't
been
invest
in
investment
by
the
council
into
downtown
I.

Think
the
last
three
years
we've
worked
really
hard
to
ensure
that
there
were
funds
that
were
available.
Those
funds
are
now
available
and
there
really
should
be
Action,
Real,
Action
Real,
tangible
action
to
support
the
public.
In
what
they've
requested
this
opportunity
is
in
front
of
you
now
I
think.
Failure
to
take
it
is
really
a
disservice
to
the
public
when
everything
is
lined
up
for
its
success.

plans,

have

funds,

support
from
the
Community
Foundation
and
you
have
to
respond
to

constituents

asks
that
downtown
be
prioritized.

look

doubt

the
reward

community

off

kick

down

available
right

for

enjoy

commitment

the

rates
and

peers

protected
a
projected
10-year
revenue
and
expenses.

can

the

smaller

notice
by
mail

was

infrastructure
improvements

residences

residents

have
experienced
it.

a
bumpy
ride.

gets
dirty,
it
gets
noisy,

they
have
brand
new
Services.
They
have
brand
new
water
mains,
they
have
brand
new
sewers
and
they
get
brand
new
pavement
I
have
struggled
with
this
decision.
I
have
not
voted
in
favor
of
a
sewer
and
water
rate.

This
city
council
or
the
previous
City
Council
voted
to
suspend
the
water
and
sewer
rates,
and
one
of
the
reasons
why
we
did
that
was,
we
were
trying
to
find
a
way
to
balance
out
our
storm
water
Enterprise
fund.
We
all
know
that
at
that
time
we
were
at
a
six
hundred
thousand
dollar
deficit
operating
deficit
in
our
storm
water,
because
we
haven't
been
able
to
raise
the
rates
that
each
property
owner
pays
it's
around
46.17
if
I
remember
so.

But
at
the
time
it
seemed
like
the
right
thing
to
do,
because
we
have
a
lot
of
money
in
our
storm
and
our
sewer
and
our
water,
Enterprise
funds.
I
believe
and
I'd
have
to
look
at
my
notes,
but
I
didn't
think.
I
was
going
to
go
first,
so
I
didn't
get
totally
prepared
to
say
what
I
was
going
to
say,
but
I
believe
it's
in
the
40
million
dollar
range.

staff

correct

that's

build
up
your
Reserves
so

you
can
get
a
project
together

it
generally
takes
at
least

really
turned
a
corner
in
getting
our
infrastructure
where
it
needs
to
be,
and
it's
something
I've
always
advocated
for,
and
you
know
we
we
still
have

long
way

go,
not
just
with
these
Enterprises,
but
just
across
the
board.
I
I
know
other
utilities
across
the
state
have
tiered
discounts
that
they
use
based
on
on
income-
and,
you
know,
are
very
rigid.

stagnant

so
I'm
wondering,

that,
if
there's
an
opportunity
for
us
to
look
at
that
understand
what

that
benefit
really
is
and
to
see,

there's

opportunity

us

aggressively
discount

rates

people

was

interest

hundred
thousand
dollars,

2.2
percent
and

just
going
to
be
full
disclosure

was
assured
that
staff
is
going
to
look
into
that
and
that
there
is
a
Wells
Fargo
account
that
allows
the
city
to
obtain
four
percent
return.

this
five-year
study
of
our
rates
from
Bartels

Wells,
and
in
there
the
Assumption
was
a
two
percent
rate
of
return.

my

to

was
well
if
we
get
a
higher
rate

money

was
projected
at

should
we
not
need
to
raise

the
objective
is
to
hold
a
public
hearing
and
consider
adoption
of
a
resolution
approving
fiscal
year,

rates
for
solid
waste
collection
services
with
Recology,
San
Bruno
and
then
a
proven
Amendment
to
the
solid
waste
collection,
Services
agreement.

by
way

background
on
March
14th
city
council
took
action
to
authorize
the
rates
to
be
set
by
resolution
and
on
April
11th
city
council
directed
staff
to
provide
a
45-day
notice
about
the
proposed
rates
and
six
days
later,
staff
sent
out

notices
similar
to
the
process.
You
just
heard
it
was
sent
to
All
affected
residents.
We
did
not
make
any
changes.
We
are
in
full
compliance
with
the
law,
so
the
franchise
agreement.
So
the
council
approved
the
new
franchise
agreement
in
September
2022,
which
became
effective
on
January
1st
of
this
year.

agreement
sets
the
amount
for
the
annual
scheduled
rate
increases
for
January
1st
of
this
year,
July
1st
of
this
year
and
July
1st
of
next
year,
and
so
the
rate
increase.
So
this
charts,
I

busy

we
wanted
to
to
demonstrate
is
that
historically
about
every
three
years-
or
so
you
see

little
bit
of
a
market
correction
and
we

up

rates

the

briefly
on

franchise
agreement,

negotiated

had

sweeping
catch

were
looking

working
with
the

working
with
Recology
the
solid
waste
collector
to
do
perform
that
effort
for
us.

As
we
went
through

analysis
we

at
it
and
it

seemed
that
it
would
be
better
for

city
to
continue
to
provide
those
Services.
However,

the
city
did
was
they
looked
at
apportioning
a
percentage
of
the
costs

street,
sweeping
and
catch-basing
efforts,
catch,
Basin,
waste
removal
efforts
due
to
trash
that
may
have
fallen
out
of
the
trash
collection
process,
and
so
that
would
offset
the
current
operating
expenditures
for
street
sweeping
and
trash
capture
device.

was
a
cost
allocation
study
that
was
done,
which
I
believe
is
in
the
staff
report
and
it
was
prepared
and
it
calculated
that
that
cost
that
apportioned
cost
to
offset
the
shortfalls
in
the
stormwater
fund
was

thousand
dollars
for
both
those
functions.

fee
schedule
is
about
application
fees
is
about
Recreation
fees;
they
aren't
about
rates,
so
they're
a
completely
different
category.

study
was
the
first
comprehensive
analysis
of
our
user
fee
since
2005.,
and
the
result
of
those
policies
gave
clear
direction
to
staff
for
what
council
how
Council
wants
to
see
user
fees
updated
and
how
the
items
such
as
this
one
is,

to
be
prepared,
and
there
are,
in
general,
three
parts
to
understanding
our
our
fee
schedule.
The
first
is
the
topic
of
cost
recovery.

The
council
policy
is
to
generally
have
most
of
the
fees
at
near

full
cost
recovery,
basically
have
the
person
applying
for
the
work
paying
a
fee
that
is
nearly
as
equivalent
or
equivalent
to
the
cost
of
the
city

providing
that
service.
But
there
were
certain
fees
that
the
council
determined
eligible
for
less
than
cost
recovery
and
we'll
show
an
example
of
that
shortly.

Some
of
the
fees
that
were
looked
at
in
2021
had
relatively
small
increases,
but
a
large
number
were
found
to
be
so
low
compared
to
the
cost
of
actually
providing
the
service
that
the
fee
increase
was
rather
high
and
so
Council

part

their
policy
phased
in
the
larger
fee
increases
over
multiple
years.
So
if
the
fee
increase
went
up
5
by
50
to
100
percent,
it
was
facing
over
two
years.
If
it
went
up
over
a
hundred
percent,
it
was
phased
in
over
four
years.

includes
all
the
annual
indexing
there's.
Also
a
in
preparing
this
update
staff
discovered
that
some
of
the
fees
in
last
year's
update
were
not
updated
for
either
the
wild
end.
Phased
increase
and
many
fees
that
were
updated

Wild
and
face
increase
were
not
properly
indexed.
So,
in
order
to
remain
consistent
with
policy,
this
update
goes
back
and
and
corrects
those
skis
before
applying
this
year's
increase
in
indexing.

was
also
discovered
that
water
and
sewer
capacity
charges,
fines
and
penalties
had
not
been
indexed
since
2017,
as
I
noted
at
the
very
beginning.
These
are
not
rates.
These
are
the
one-time
charges
for
when
you
upgrade
your
connection
or
install
a
new
one.
So
this
master
fee
schedule
brings
us
up
to
date
on
all
of
the
indexing
for
the
water
and
and
Sewer
capacity
charges,
and
then,
lastly,
there
are
some
new
fees
in
in
the
master
fee
schedule
and
those
all
relate
to
the
new
Recreation
and
Aquatic
Center.

In
the
staff
report,
we
give
examples
of
what
those
three
topics
look
like
the
example
is
with
business
licenses,
how
we
have
a
different
type
of
fees
for
whether
you're,
an
in-town
based
business
or
out
of
town
and
Council,
set
a
policy
that
the
out
of
town
would
be
full
cost
recovery
and
that
the
in
town
would
be
about
half
that
of
the
out
of
town.
So
that's
an
example
of
Council
choosing
full
cost
recovery
or
not.

This
increase
was
a
large
one,
so
it
has
a
four-year
cycle,
and
in
the
third
year,
based
on
the
Wilden
analysis,
the
fee
should
be
at
78
dollars
for
the
in
town
and

for
the
out
of
town,
but

so,
when
you
factor
in
indexing

both
the
second
year
and
the

that
takes
those
fees

past

Once
again,
we've
been
very
busy
administering
a
broad
array
of
programs
that
benefit
the
San
Bruno
Community,
utilizing
the
restitution
funds
resulting
from
the
tragic
2010
gas
pipeline
explosion.

An
overview
of
our
current
programs
will
provide
helpful
context
for
understanding
our
budget.
As
you
know,
the
foundation
continues
to
support
the
City
in
a
variety
of
ways.
Of
course,
the
most
notable
is
the
foundation
support
of
the
city's
new
Recreation
and
Aquatic
Center.
The
decision
to
fund
this
project
came
after
a
thorough
and
thoughtful
process.
The
city
conducted
that
included
considerable
Community
engagement
and
has
had
broad
Community
Support.

Thus
far,
the
foundation
has
paid
the
City
Rec
Grant
payments,
totaling
42.9
million
dollars
and
over
the
next
nine
months,
or
so
we
expect
to
pay
out
up
to
8.6
million.
In
the
remaining
additional
Grant
payments,
we
make
the
rack
Grand
payments
on
a
quarterly
basis,
based
on
reports
we
receive
from
the
city.

We've
appreciated
the
quarterly
updates
the
board
has
received
from
the
project
team
and
we
are
excited
to
see
the
progress
on
construction
with
our
very
own
eyes.
We
are
also
looking
forward
to
celebrating
with
the
city
the
opening
of
The
Rock
later
this
year.
This
will
be
the
culmination
of
years
of
thought
and
commitment
by
both
the
foundation
and
the
city,
and
it
is
the
greatest
Legacy
project
for
our
community
coming
out
of
the
restitution
funds.

key
partnership
with
the
city
has
been
the
Centennial
Plaza
Improvement
project.
We're
pleased
to
support
this
effort
to
revitalize
downtown
San
Bruno,
with
a
beautiful
new
Gathering
space
on
San
Mateo
Avenue.
As
you
know,
last
fall.
We
committed
five
hundred
thousand
dollars
to
this
project
and
we
look
forward
to
seeing
it
completed
in
2024..

The
foundation
also
approved
thirty
thousand
dollars
for
the
next
Community
Day.
Well,
we
are
disappointed
that
the
event
is
being
rescheduled
from
its
original
date.
We
look
forward
to
continuing
to
support
this
vital
Community
Building
event
that
was
so
successful
as
a
downtown
cultural
Festival
last
year,
in
addition
to
the
city,
we've
also
partnered,
with
others
in
our
community
on
various
strategic
initiatives.
Let
me
mention
three
of
our
recent
Partnerships
last
fall.

Next,
we
have
two
active
Partnerships
with
San
Bruno's
Public
Schools
last
fall.
We
awarded
thirty
five
thousand
dollars
in
grant
funding
to
the
San
Bruno
Park
School
District
for
field
trips
and
assemblies.
After
several
school
years,
marked
by
remote
learning,
social
distancing
and
increased
mental
health
challenges.
We
wanted
to
make
sure
that
San
Bruno
students
had
the
opportunity
to
leave
the
school
campuses
and
be
exposed
to
new
experiences
at
museums,
Parks
concerts
and
other
community
event
news,
as
well
as
benefit
from
on-campus
assemblies.

All
five
elementary
schools
in
Parkside
intermediate
school
have
benefited
from
this.
Funding
for
field
trips
and
assemblies
highlights
include
Bill,
Bel,
Air
Elementary
School's
visit
to
the
San
Francisco
International
Airport,
which
you
can
see
on
the
slide.
Then
third
graders
students
toured
many
different
aspects
of
the
airport
operations.

The
music
education
strategic
initiative
was
originally
envisioned
as
a
three-year
half
million
dollar
investment,
starting
in
2017
to
make
music
education
a
Hallmark
of
San
Bruno's
Public
Schools.
Do
the
challenges
facing
the
school
district
with
its
leadership
transition,
as
well
as
a
challenging
fundraising
environment
created
by
covid-19
the
foundation
extended
the
initiative
through
the
2122
school
year.

With
the
goal
of
sparking
a
passion
for
further
music
instruction,
the
cappuccino
high
school
music
program
is
receiving
a
total
of
twenty
thousand
dollars.
The
grant
funds
will
boost
the
high
school
music
program
by
providing
funding
for
transportation
and
other
costs
related
to
performances
and
competitions,
replenishing
the
instrument
Supply
and
instrumental
vocal
sectional
coaching.

Scholarship,
assist
Stan
Berna
students,
who
has
who
have
demonstrated
a
deep
commitment
to
the
San
Bruno
Community,

cost
of
attending
college.

Wednesday,
we
honored
our
eighth
set

customer
Scholars,

amazing
young
people,
who
will
receive
College
scholarships
totaling
a
hundred
and
sixty
thousand
dollars.
These
impressive
young
people
are
inspiring
and
give
us
great
hope
for
our
future.

of
the
key
findings
of
the
partnership
research
groups.
Analysis
include.
First,
they
found
that
the
foundation
has
a
strong
track
record
of
putting
its
assets
to
use.
This
creates
standing
in
the
community
and,
as
such,
the
foundation
can
play
a
valuable
role
as
a
convener
which
can
help
generate
and
direct
future
funds.

instructed
us
that
the
next
step
would
be
a
fundraising
feasibility
assessment
by
engaging
potential
donors
to
accurately
measure
what
can
be
raised
by
the
foundation,
and
notably,
they
said
that
the
foundation's
ability
to
raise
charitable
funds
is
diminished.
If
it's
perceived
to
be
merely
a
fundraising
arm
of
the
city,
there
must
be
value
added
importantly,
they
also
provided
an
overview
of
the
resources,
both
time
and
money.
That
would
have
to
be
invested
to
launch
a
fundraising
effort.

for
our
expenses
and
funds

we

regular
outlays
for
the
customer
scholarship

fund

we

allocations

During
the
year
our
strategic
grants
are
budgeted
at
five
hundred
thousand
dollars.
This
is
a
placeholder
for
potential
strategic
grants
and
could
be
used
to
fund
one
or
more
strategic
grants,
giving
the
board
the
flexibility
to
to
consider
opportunities
that
arise
during
the
year
with
the
foundation
set
to
disperse
all
remaining
Rock
Grant
payments.

The
board
will
be
revisiting
its
post
rack
strategy,
as
I
mentioned
before,
while
the
board
thoughtfully
deliberates
its
strategies
and
priorities
once
the
rack
project,
the
foundation's
most
significant
Legacy
project
is
completed.

500
000
placeholder
allows
us
to
make
some
meaningful
small
to
medium-sized
Investments
this
year,
we'll
also
identifying
potential
major
initiatives
in
the
coming
years.

Interest
income,
which
I'm
noting,
is
just
on
the
funds
in
the
operating
accounts,
not
our
entire
Investment
Portfolio.
That
is
difficult
to
predict
and
is
relatively
small
regardless.

are
budgeting
25
percent,

made

past
year
as
we
had
as
high
as

million
dollars
in
our
liquidity

operating
account,
with
the
bulk
of
that
reserve
for
the
rat
grants
and

grand
scheme

understand

transfers,
it's
important
to
remember
the
rationale
behind
creating
those
accounts
based

the
results
of
the
first
Community
listening
campaign.
The
board
decided
to
designate
55
million
dollars
of
the
restitution
funds
to
establish

Strategic
pool
to
be
spent
outright
on
strategic
initiatives,
including
at
least
one
major
Community
facilities
project,
which
ultimately
turned
out
to
be
the
Recreation
and
Aquatic
Center.
That
pool
has
a
conservative
strategy
of
capital
preservation
and
capital
appreciation
and
has
been
used
to
fund
major
strategic
initiatives
that
we've
already
paid
out
as
well
as
operating
expenses.

The
liquidity
pool
was
created
to
serve
as
a
holding
account
for
expenditures
planned
in
the
subsequent
0
to
24
months.
Its
purpose
is
to
mirror
the
foundation's
operating
accounts
and
it
may
be
funded
by
both
the
Quasi
endowment
and
the
Strategic
pool
the
investment
goal.
For
the
liquidity
pool
is
to
preserve
the
principal
balance
of
all
funds
directed
into
the
poll
and
as
such,
Capital
preservation
and
liquidity
are

primary
objectives.

payout

to

needs
for
other

grants
and
operating

see,
we
expect
to
pay
out
the
Community
Day
Grant
of
thirty
thousand
dollars

second
year

the
music
education
extension
and
the
Centennial
Plaza
Improvement
project
Grant
over
the
next
year.

That
leaves
us
with
total
strategic
cash
needs
of
10.2
million
dollars.
Of
that
amount,
8.9
million
dollars
will
be
covered
by
the
carry
forward
from
the
current
fiscal

Operating
income
will
be

seventeen

include
a
buffer
of
about
a
hundred
thousand
dollars
to
give
us
some
wiggle
room.
This
results
in
a
strategic
payout
of
not
quite
1.5
million
dollars,
so
that
is
our
budget.
For
a
fiscal
year,
2324
last
Wednesday,
the
foundation
board
of
directors,
approved
a
resolution
that
did
sorry
going
in
the
wrong
direction.

also
approved
the
transfer
from
strategic
pool
to
the
liquidity
pool
of
1.44
million
dollars
to
cover
our
cash
needs,
and
then
it.
Finally,
it
directed
me
to
submit
the
budget
to
the
city
council
for
approval,

note
that
all
the
transfer
amounts
are
ceilings.
The
budget
resolution
also
gives
the
executive
director
the
discretion
to
divide
the
transfers
into
smaller
increments,
set.
The
timing
of
the
transfer
of
those
income
increments
and
to
transfer
less
than
the
approved
amount
based
on
the
foundation's
actual
cash
flow
needs.

respectfully
ask
the
city
council
to
approve
the
foundation's
budget

to

before
formal
consideration

foundation
to
continue

forward

service
on

tax
roll,

this
isn't
happening,

where
a
year
over
year
away.

February,
where
we
held
two
study
sessions
to
review
the
water
and
sewer
rate
study
report
and
the
recommendations
which
you've
acted
on
earlier
tonight.

potentially
moving
the
collection,
so
the
billing
mechanism
for
just
sewer
service
charges
to
County
property
tax
bills,

As
you
know,

customers,
we
Bill
customers
in
the
city
for
water
and
sewer
and
right
now,
solid
waste

a
combined
bi-monthly
utility
bill.
I'll,
be
honest:
it's
a
big
Bill,
so
we've
gotten
a
lot
of
complaints
that
it's
a
really
big
bill
and
we
are
transitioning
the
solid
waste
billing
to
Recology
July
1st
I
really
appreciate
that
we're
doing
that.

That's
in
motion
and
that
will
help
Recology
own
that
billing
process,
but
again
we've
gotten
complaints
and
part
of
that's
just
because
we
combine
all
of
our
services
onto
one
bill.
But
I
also
want
to
point
out
that
part
of
why
we're
here
tonight
is
to
talk
about
the
finance
department
and
looking
at
their
workload,
and
they
spend
a
lot
of
time
and
expense
processing
these
bills.
If
you're
a
call
which
you
visit,
it's
a
busy
counter,
people
actually
love
to
come
and
pay
bills,
they
pay,
they
pay
bills,
they
they.

You
know,
we
have
an
online
bill
payment
system,
but
it's
a
still
busy
counter
and
we
spend
a
lot
of
resource
there
and
other
cities
in
the
county.
Do
this.
There
are
18
agencies,
either
cities
or
sell
sewer
agencies
that
collect
sewer
charges
on
property
tax
bills.
There's
only
four
holdouts
for
Spain
Burlingame,
Foster
City
and
us
celebrate
meeting
tonight.
They're
probably
done
to
adopt
the.

We
did
start
earlier
we're
going
later,
so
we
get
that
record,
but
they
voted
tonight.
I,
don't
know
how
it
turned
out,
but
they've
done
a
similar
process
and
they
want
to
start
the
process.
July
1,
so
they're,
going
through
the
final
stages
of
adopting
the
report
to
put
the
charges
on
the
tax
bill,
starting
July
1,
so
they've
kind
of
compressed
it
well.
What
would
this
Ordinance?
Do?
It's
a
really
simple
ordinance
to
Municipal
Code,
it's
a
page
that
would
allow
the
council
to
take
future
action.

Nothing's
happening
tonight
with
this
changes,
it's
quite
a
long
process
which
I'll
step
through
to
collect
these
charges
for
all
Parcels
in
the
city
on
the
County
property
tax
bills,
and
that
would
be
effective
a
year
and
two
weeks
from
now,
roughly
July,
1,
24
and
just
important
to
know
the
county
does
all
the
collection
and
sends
us
the
money
which
I
think
is
pretty
nice
and
we
pay
a
small
fee
for
that.
I
think
it's
a
little
less
than
a
dollar
fifty
per
parcel,
but
that's
really
insignificant
the
big
scheme
of
things.

So
this
is
authorized
under
an
obscure
portion
of
California
state
law,
but
it
does
allow
cities,
Oregon
sewer
service
agencies,
to
do
this.
It's
an
arduous
process
and
that
we
have
to
prepare
an
annual
report
and
hold
a
public
hearing.
But
what
we
get
out
of
that
is
that
the
county
guarantees
a
hundred
percent
revenue
recovery.
You
can
tell
that
gets
me
really
excited
well.
Why?

Because
this,
this
team,
finance
and
Public
Works
spent
a
lot
of
time
trying
to
project
sewer
revenues
based
on
Billings
and
it's
a
science
but
a
bit
of
an
art
in
there,
and
what
this
means
is
that
the
count
the
county
will
guarantee
the
payment,
but
also
means
we
start
the
process
a
little
bit
earlier.
So,
as
you'll
see
on
the
timeline
slide,
we
will
know
kind
of
early
spring
what
our
Revenue
will
be
for
the
future
year,
because
you
adopt
a
report
with
all
the
charges.

So
we
can
really
get
into
a
precise
level
of
Revenue
projections
for
Billings
sure
people
might
turn
off
the
sewer
over
the
time,
and
but
it
will
lock
in
our
Billings
and
also
really
critical.
So
we
get
100.
So
if
someone
is
delinquent
on
their
property
taxes
yeah
it
happens.
The
county
still
pays
us
100
in
case
you're,
wondering
really.
That
seems
weird
I
think
you
know
they
have
different
mechanisms
than
the
city
does
to
go
after
property
tax
bills.

People
hopefully
take
them
seriously
and
don't
go
down
that
route,
but
they
handle
the
whole
process
and
still
give
us
a
hundred
percent.
So
that's
really
exciting.
What
do
we
get?
A
more
stable
and
guaranteed
Revenue
source,
which
again
I
think
helps
your
jobs
when
we
come
to
when
you
ask
us,
how
confident
are
you
in
those
Revenue
projections?

finance

we'll
just
help
free
up
a
little
bit
more
staff
time
that
they

currently
spending

billing
processing
payments
to
prioritize
more
essential
work

are
a
lean's

honestly

busy
work.

what
would
that
accomplish?

think

efficient,

better
use
of
Staff
resources,
and
it
will
also
implement
the
city
council
prior
priority

growing

help
our
fiscal
stability
again,
we'd

implementation

them

them

you

the

income,

this

from
bi-monthly
bills
to
buy
annual

that
a

we're

did

years

little

confusion,

when

clear

paying

income

foundation,

is

qualify

subsidies

going

fireworks
presentation
as
we
normally

encourage

see
if
we
can
incorporate
Becky
who
I
spoke
to
on
the
phone
about
fireworks,
is
that
maybe
we
can
Enlighten
our
community
and
those
from
outside
that
really
the
effect
it
has
on
the
children
on
the
animals
on
others
in
the
community.
It's
not
just
about
the
boom,
there's
a
longer
effect
that
really
is
as
causing
harm
to
people
and
I.
Think
I
would
hope
that
people
would
be
more
mindful
of
that.

satisfaction
has
long
long-term
effects,

I'd

to
say
maybe
about

I

thank
the
Lions
Club
for
the
assisting
with
the
Posey
parade
and
I
think
I'm
glad
it
was
back.

a
beautiful
day.

have

I

want

say

again
that
I'd
like

see
a
debrief
happen
as
soon
as
possible.

May
25th
I
attended
the
cap,
CCS
baseball
game
in
San,
Jose
councilmember
Medina
had
made
mention
of
it.
Cap
hadn't
been
there
since
1981.
Unfortunately.
They
did
not
succeed,
but
I
will
tell
you
still
I'm
very
proud
of
them.
On
May
26
I
attended
the
cappuccino,
graduation
and
walked
in
with
the
class
of
2023
and
after
they
received
their
diploma.

That
gives
us
hope
for
the
future,
and
I
can
tell
you
one
of
the
residents
who
was
there
spoke
and
said
how
how
how
she
lost
her
neighbors,
but
it
was
so
critical
to
see
this
continue
on
and
that
these
young
people
making
a
difference
and
carrying
on
the
tradition
and
that
those
that
were
killed
their
memory
lives
on.
So
those
are
some
of
my
things
under
Council

condolences

and
the

Howard
worked
for
the
San
Bruno
PD
for
25
years
and,
as
the
chief
would
say,
once
he
retired
folks
didn't
realize
the
countless
of
critical
things
that
he
had
been
doing
without
being
asked
when
somebody
leaves
and
you
find
those
out
quickly.

Howard
had
been
very
active
in
the
Police
Association
from
a
board
president
Treasurer
on
the
export.
He
worked
in
the
Patrol
Division
field,
training,
support
services
and
work
with
the
crime
prevention
committee
Howie,
as
many
called
him
gave
a
lot
to
the
association
having
Police
Week.
When
then,
it
was
three
days
not
one.

He
oversaw
that
many
years
Howard
and
his
family
have
have
continued
to
support
San
Bruno
in
many
community
activities
and
programs,
Howie
being
a
resident
of
San
Bruno
gave
to
his
job
and
to
his
community
his
time
and
dedication
and
spirit
and
heart
in
which
he
did.
Things
were
evident
and
obvious.

time,
with
Howard
being
a
person
that
I
had
and
have
much
respect
for,
I
will
tell
you
his
Devotion
to
his
family
and
Community
were
immense
and
I
can
tell
you
I,
also
appreciate
it
his
honesty,
because
if
you
didn't
want
a
candid
answer,
you
shouldn't
ask
Howard
the
question.
He
gave
the
truth
and
he
gave
it
how
he
felt,
but
he
also
sometimes
had
Solutions
and
not
just
about
what
things
weren't
going
well,
but
how?

them

I
looked
to
someone
who
has
left
things
better
than
we
find
them
today
and
to
make
a
difference
along
the
way
Howard
Hoyer

done
