avenue,

clark,
avenue
and
crystal
springs
avenue,
just
north
of
san
bruno
city
park.
It's
in
huntington
park
subdivision,
which
was
stopped
by
1907,
and
the
lot
in
question
is
a
2500
square
foot
lot.

This
is
the
location
of
the
lot
and
at
this
time,
staff
can
find
no
record
that
there
was
ever
anything
built
on
this
lot.
There
are
three
trees
on
it
currently
and
apple,
lemon
and
walnut,
which
will
be
removed
for
the
project,
but
otherwise
no
heritage,
trees,
no
easements,
nothing
of
no
historical
record
of
any
construction.

There
are
three
foot
setbacks
from
each
side
and,
as
you
may
be
aware,
the
san
bernardino
municipal
code
does
provide
the
provision
to
reduce
the
standard
side
setbacks
below
five
feet
if
the
lot
is
under
5
000
square
feet,
so
that
is
allowed
to
be
reduced
to
10
of
the
frontage,
but
not
less
than
3
feet.
So,
since
this
has
a
25
foot
frontage
on
the
front
of
the
lot,
it
can
be
reduced
to
the
minimum
three
foot
setbacks
on
the
side.
And
finally,
there
is
a
17
foot
setback
from
the
rear
property
line.

The,
because
neither
of
the
houses
on
each
side
have
a
side
yard,
that's
greater
than
10
feet.
There
are
no
additional
provisions
required
by
the
code,
such
as
a
youth
permit
for
a
deck
or
other
windows,
because
it's
considered

there's

not
a
significant
side
yard
that
would
be
used
that
could
provide
privacy
issues
into
the
home.

As
you
can
see
from
this
image,
it
does
utilize
horizontal
wood,
siding
on

top
floor

stucco

the

This
is
again
another
recommendation
from
the
san
bruno
residential
design
deadlines
to
provide
some
difference
between
the
two
floors
and
offset
the
the
size
and
mass.

So
on
the
proposed
lower
floor,
which
can
be
seen
on
the
left
hand,
side,
there
is
the
387
square
foot
tandem
garage,
the
formerly
the
municipal
code
did
allow
smaller
lots
to
only
provide
one
covered
space.
However,
with
parking
some
of
the
parking
code
updates
that
occurred
in
the
last
few
years,
it
requires
all
new
single
family
homes,
regardless
of
their
lot
size,
to
provide
two
covered
spaces.

This
is
difficult
to
accommodate
on
a
2500
square
foot
lot
with
a
short
frontage,
and
so
a
tandem
garage
is
recommended
by
the
san
bruno
residential
design
guidelines
to
accommodate
this.
There
is
a
covered
porch,
an
entry
hall
as
well,
a
laundry
closet,
two
bathrooms
in
the
rear
and
one
bathroom
again.
This
is
on
the
lower
floor
on
the
proposed
upper
floor.
There
is
an
open
concept,
kitchen
dining
room
and
family
room
in
the
rear,
which
opens
onto
a
second
story
deck.

past
when
this
upper
far
threshold
has
been
allowed

substandard
loss.
So
a
a
very
similar
example
to
this
would
be
another
new
house

a
vacant

october
of

plant

staff
to
the

feet
wide

foot
set
side,
setbacks
and
two
covered
parking
spaces
in
tandem.

also
important

that
there
is
a
full

depth
driveway

this
house,

is
not
that
common
in
many
homes
in
the
huntington
park
area.
So
I'd
like

say
that
there's
plenty
of
parking
for
this
neighborhood

this

fairly
congested
neighborhood
and
we
believe
that
you
know
that
the
design
for
this
three
bedroom,
two
and
a
half
bath
house
is,
is,
is
appropriate
and

will
also
add
to
you
know
to
the
housing
stock.

as
the
commission
may
recall
this,
this
item
was
on
your
november
agenda
and
there
was
some
good
discussion
about
application
of
the
standards
to
smaller
residential
projects.
So
we've
added
a
couple
of
minor
exceptions
that
I'll
go
over
in
my
presentation,
but
first
I
thought
it
would
be
helpful
for
the
commission
and
and
for
the
discussion
just
to
briefly
go
over
the
the
request
of
staff
for
this
amendment.
A
Let's
see
so
I'll,
the
presentation,
I'll
just
include
some
background,
the
proposed
standards,
the
staff
recommended
additions
and,
finally,
the
ordinance
amendment
recommendation.
A
So
this
all
started
based
on
concerns
that
were
shared
with
the
city
council,
about
the
appearance
of
construction
areas
being
unkempt,
perhaps
also
being
in
place
too
long
and
creating
various
types
of
obstructions
in
the
right
of
way.
A
Currently,
construction
staging
is
addressed
in
several
ways
depending
on
the
type
of
project
so
for
public
works
projects,
it's
sometimes
addressed
through
the
specifications.
If
the
city
hires
a
contractor
to
do
the
work,
sometimes
it's
private
utility
companies
who
are
requesting
approvals
from
the
public
works
department
to
do
work
in
the
right
way.
Sometimes
the
work
is
on
private
property
for
new
developments,
and
so
some
of
those
requests.
A
So
the
standards
for
come
for
projects
in
the
pub
right
away
limit
the
amount
of
storage
to
no
more
than
five
days
and
the
staging
area
would
move
as
the
work
progresses.
A
Over
the
weekend,
debris
or
loose
material
would
be
cleaned
up
at
the
end
of
each
work
day
for
projects
on
public
or
private
property,
the
staging
area
would
be
secured
with
a
chain
link
fence
with
bottom
and
top
rail
when
adjacent
to
the
public
right-of-way,
it
would
have
screening
with
no
rips
or
tears
greater
than
two
inches
any
torn
or
rip
screening
would
be
replaced
within
48
hours
to
set
the
fence
would
be
set
back
from
the
sidewalk
approximately
two
feet,
and
also
that
the
site
be
kept
free
from
weeds
and
debris
litter.

So
construction
sites
on
public
or
private
property,
so
the
fencing
facing
a
public
roadway,
would
include
a
sign
that
provides
information
on
the
contract
contractor
and
also
emergency
contact
information,
and
it
should
be
large
enough
to
be
read,
10
feet
away
with
the
language
and
graphics
to
be
approved
by
city
staff,
for
engineering
planning
and
building
increased
core
enforcement.
The
staff
would
be
trained
on
newton's
standards
and
we
probably
would
also
create
some
handouts.

So
the
the
planning
commission
brought
up
some
very
good
points
at
the
last
meeting
and
staff
took
that
input
to
to
try
to
articulate
two
exceptions
that
are
written
into
the
policy.
A
The
first
is
that
this
the
standards
would
not
require
single
family
or
small
hill
projects
to
install
construction
fencing
unless
required
to
do
so
for
safety
by
the
building
department.
So
you
may
have
a
situation
like
a
swimming
pool
where
the
the
building
department
requires
defense
to
protect
any
excavation.
A
That's
that's
occurring,
but
in
general,
fencing
is
not
required,
so
the
intent
here
is
not
to
require
fencing
where
it's
not
currently
required,
and
but
if
people
choose
to
use
fencing-
and
we
have
had
several
inquiries
actually
recently
of
individuals
who
are
going
to
be
doing
large
construction
projects
who
are
interested
in
fencing,
the
area
mostly
for
security
and
protection
of
materials
that
may
be
left
overnight,
so
those
folks
would
need
to
comply
with
the
standards
and
then
also.

The
second
part
would
be
that
the
standards
would
not
apply
to
encroachment
permit
time
limits
for
encroachment
permits
issued
to
private
property
owners
who
need
to
use
the
right-of-way
either
for
a
dumpster
or
material
storage
or
large
project.
They're
small
projects.
Sorry,
so
this
as
it
was
discussed
last
time,
the
example
was
given.
You
know
small
landscape
project
where
maybe
someone's
having
their
driveway
replaced
with
with
paving
stones
and
the
you
know
the
materials
get
delivered
to
the
site
and
really
the
right-of-way
is
the
only
place
they
can
be
delivered.

They
may
need
to
be
there
over
the
weekend,
depending
on
the
timing
of
the
delivery,
which
is
always
unknown
and
uncertain
and
then
also
the
same
for
the
dumpster.
So
so
we
hope
that
these
two
exceptions
would
clarify
the
situations
where
the
the
the
standards
would
not
apply.

so.
Staff
recommendation
is
that
the
planning
commission
adopt
a
resolution
recommending
to
the
city
council,
the
zoning
ordinance
amendment
that
revises
section
12.84030,
the
san
bruno
municipal
code,
to
remove
all
references
to
off-site
construction
staging
areas.
That's
the
temporary
use
section
of
the
code
and
then.

I
wanted
to
start
by
thanking
staff
for
listening
to
our
recommendations
from
the
last
meeting
and
for
coming
back
with,
I
think
some
good
solutions
to
the
concerns
that
we
had
expressed.
One
question
that
just
popped
into
mind.
Well,
listening
to
the
presentation
was
the
rack,
the
the
new
rec
center,
the
recreation
aquatic
center.
I've
noticed
that
you
know
I
buy
it
every
day
and
the
fencing
that's
around
it
does
not
have
screening
and
I've
actually
been
really
glad
that
it
doesn't.

I
know
that
that
doesn't
address
dust
and
other
issues.
It's
really
nice
to
watch
the
progress
of
the
project,
and
it's
also
really
nice
to
see
the
larger
landscape
beyond
you
know
beyond
the
fence,
so
I
guess
the
question
is:
would
this
have
any
effect
on
that
project?.

That's
I
would
say,
because
it's
it's
underway
and
the
contractor
is
already
mobilized.
I
would,
I
would
say
I
would
say
not
and-
and
it
is
an
interesting
point
where
I
know
that
the
standards
say
you
know,
the
screening
is
next
to
a
right-of-way,
but
in
that
situation
the
actual
construction,
I
know,
is
a
ways
away
from
the
right-of-way.
So
in
that
situation,
certainly,
you
know
the
screening
on
the
on.

of

the
exact
same
thoughts.

this
retroactive?
It's
question
one.
So
it
sounds
like
it's
not
going
to
be
it's
for
only
future
projects
and

yeah

center.

morgan
brought
this
up
last
time
too.
You
know
once
you
put
that
tarp
on
there,
it's
going
to
tip
over
much
much
more
easily.
So
when
you're
on
a
steep
hill
like
that,
there's
not
you
know
it's
pretty
steep
behind
that
kind
of
embankment
on
the
highway
there
so
for
the
road.
So,
if
they've
had
to
tarp
that
up,
it'd
be
pretty
difficult
for
them
to
sandbag
it
or
cinder
block
to
weigh
it
down.

I
think,
as
long
as
there's
some
kind
of
avenue
for
exceptions,
for
you
know
maybe
steep
hillsides
or
something
like
that.
I
I
think
I

we're
good,
but
just
be
aware
that
once
you
put
that
tarp
on
overturning
is
a
factor
now
the
wind
just
doesn't
blow
through
it
anymore.
It's
a
sale
now,
and
so
it's
a
lot
harder
to
make
that
work.

person
moved
in
so

within

course
you
can
have
a
home
occupation,
but
our
code
limits
that

basically

paperwork
and
then,
if
you're,
a
contractor,
you
could
have
your
one
personal
trucker
van
associated
with
just
yourself
and
then
any
other
types
of
business
activity
would
need
to
occur
elsewhere.

we
have
advised
the
the
owner
that
he
needs
to
basically
send
to
the
nurse
home
his
employees
that
they
not
meet
at
the
site
if
they
needed
job
sites
only
and
so,
but
he
hasn't
followed
that
big
twice
so
we're
gonna
continue
but
continue
our
enforcement
action.
Unfortunately,
you
know
there's
there's
you
know
we
have
to
give
him
various
levels
of
warning
through
the
process,
but
we
will
but
we're
certainly
aware
of
that
that
particular
situation,
okay,
yeah,
that's.

one
I'm
talking
about,
because
not
only
are
they
packing
six
or
seven
cars
in
their
driveway
they've
have
a
smattering
of
trucks
in
the
neighborhood
and
then
they're
also
using
the
school
parking
lot
so
and
they're

not
regular
trucks.
These
are
big
big
trucks
and
that
streak
gets
very
congested
when
school
is
when
the
kids
are
going
to
school
and
when
they're
getting
out
of
school,
just
even
on
a
normal
day,
it's
very
hard
to
navigate
through
that
street.

express
my
appreciation
to

know
you've
given
us
the
opportunity

that

I
have

been

busy

christmas
break

actually
starting
on
that
training
materials.

advantage

expressed

that

we
want

be
as
predictable
for
the
general
citizenry

developers

plan
for
it.

think
simplification

the

staging
standards
is

things

little
bit

edges,
