I'm
David
Walter
in
the
Community
Development
Director
for
the
city
of
San,
Bruno
and
I'm
here
tonight
to
present
this
staff
report
the
sighting
question
the
crossing
hotel
site
has
been
envisioned
by
the
city
for
hotel
since
the
late
1990s.
In
fact,
with
the
decommissioning
of
the
u.s.
Navy
site
and
the
formation
of
the
San
Bruno
redevelopment
agency,
this
site
was
specifically
envisioned
for
a
specific
plan.
The
specific
plan
was
prepared
for
a
20
acre
area.

It
had
envisioned
a
mixed-use
development
on
this
property,
including
a
hotel
and
the
hotel
at
that
time,
and
the
specific
plan
was
identified
to
be
about
a
five
hundred
room
hotel
with
a
5,000
square
foot
restaurant
facility
and
parking
in
2001.
The
specific
plan
was
adopted,
a
certified
eirwyn
approved
by
the
city
and
then
in
2001.

In
the
meantime,
the
property
has
been
developed
and
over
the
last
10
years
or
so
most
of
the
property,
except
for
about
an
acre
and
a
half
has
been
developed
and
that
acre
and
a
half
is
the
remaining
area
for
a
hotel
in
October
of
2012
the
city
prepared
and
distributed
an
RFP
a
request
for
proposals
to
prospective
hotel
developers
to
see
what
the
interest
would
be
in
actually
developing
a
select
service,
Hotel
of
say,
120
rooms
or
more
on
this
site.
The
RFP
was
well
received.
The
city
received
five
proposals.

New
city
evaluated
those
proposals,
the
staff
identified
a
particular
developer,
oat
oto
development.
That
seemed
to
be
the
preferred
developer
to
proceed
ahead
with
the
project
made
a
recommendation
to
the
city
council
to
go
forward
with
OTO
development.
Earlier
this
year
in
2013,
and
in
fact
the
City
Council
received
the
city
staff
recommendation
and
move
forward
to
indicate
that
the
city
would
go
forward
and
negotiate
an
exclusive
negotiating
rights
agreement
with
OTO
for
select
service
Hotel
on
that
site,
and
that
was
earlier
this
year
in
February.

We're
at
this
point
that
we
have
a
prospective
hotel
developer.
We
have
a
site,
that's
about
a
hunter
in
size
and
and
clearly
they
originally
envisioned
500
room
hotel
on
a
much
larger
site
is
no
longer
appropriate
for
that
location.
There's
a
need,
consequently,
to
amend
the
specific
plan.
The
city
staff
is
prepared
at
this
point,
to
amend
the
specific
plan
based
on
the
proposals
that
were
received
for
select
service,
smaller
hotel.

Environmental
document
and
the
information
we've
gotten
back
suggests
that
detailed
initial
study
would
be
the
first
step
to
evaluate
what
the
appropriate
environmental
document
would
be
and
in
terms
of
the
environmental
documentation
that
could
range
say
from
an
addendum
to
the
existing
environmental
document,
to
a
more
detailed
or
thorough
analysis,
which
would
either
be
a
supplemental,
a
ir
environmental
impact
report
or
subsequent
environmental
impact
report.
And
so
with
that,
we've
identified
of
the
proposers
on
the
RFP
we've
identified.
Esa
environmental
sciences
associates
as
being
the
firm
that
was
most
responsive
to
our
request
for
proposals.

That's
the
firm
that
prepared
the
original
a
ir
for
the
specific
plan
for
the
site.
They
also
did
the
environmental
documentation
for
the
to
addendum
that
were
prepared
in
2001
and
2005,
so
they
seemed
best
position
most
knowledgeable
about
the
site
to
proceed
ahead
with
the
environmental
documentation.

The
proposal
we
received
envisions
preparing
an
initial
study
that
would
look
at
changes
in
the
project,
as
I
mentioned
at
one
point,
we
were
looking
at
a
five
hundred
room
hotel
or
so
on
this
site.
It's
now
120
rooms,
plus
the
site,
has
been
reduced
in
size.
So
the
initial
study
would
look
at
changes
in
the
project.
It
would
look
at
changes
in
conditions.
This
area
is
now
this
particular
site
is
mostly
developed
and,
of
course,
since
2005
the
last
time
the
environmental
documentation
was
prepared.

There
have
been
some
changes
in
conditions
and,
of
course,
the
environmental
initial
study
would
look
at
new
information
since
2005.
There's
a
requirement
to
do
greenhouse
gas
emission
studies
that
wasn't
in
place
in
2005,
so
esa
associates
would
look
at
changes
to
the
project,
changes
to
conditions
and
new
information,
as
well
as
assess
standard
initial
study
issues
such
as
traffic
conditions,
soils
and
geology
and
and
other
environmental
factors.

With
that.
We
feel
it's
timely
to
proceed
with
this,
and
we
are
recommending
this
evening
that
you
authorize
the
city
manager
to
execute
a
contract
with
the
essay
Environmental
Services
associates
in
the
amount
up
to
one
hundred
and
six
thousand
dollars
to
prepare
an
initial
study,
an
initial
environmental
study
and
further
environmental
documentation,
as
may
be
needed.
Based
on
that
initial
study
to
support
the
amendment
to
the
US
Navy
site
and
its
environment.

Specific
plan
that
relates
to
the
changes
I
talked
about
in
terms
of
the
hotel,
sighs
and
site
and
and
then
also
to
appropriate
up
to
one
hundred
and
six
thousand
dollars
from
the
general
fund
to
to
fund
this
project.
We've
prepared
a
resolution
for
you
this
evening.
That's
attached
to
the
staff
report
for
your
consideration
and
our
recommendation
tonight
is
to
go
forward
and
adopt
that
resolution.

the
good
old
days
of
redevelopment,
we
could
take
some
general
fund
money,
your
reserve
and
loan
it
to
the
agency
and
then
track
that
money
and
get
that
back
at
some
point.
So
now
we're.
We
don't
have
that
that
mechanism
anymore
we're
going
to
make
essentially
an
investment
of
public
funds
in
this
project
and
I'm
wondering
do
we
have
any
mechanism
now
that
we
can
use
to
sort
of
track
their
return
on
that
investment
over
the
years
and
figure
out.
You
know
how
good
of
an
investment
it
was
for
us,
I.

Think
the
way
that
I
would
answer
that
question
is
that,
once
the
hotel
is
built,
we
will
have
a
we
will
be
able.
The
answer
is
yes,
we
will
be
able
to
evaluate
the
return
on
that
investment
in
transient
occupancy
taxes,
and
we
would
certainly
expect
that
that
return
would
be
sufficient
enough
that
that
cost
would
be
recovered
in
a
very,
very
short
time,
based
on
initial
projections.
In
any
case
it
it's
it's
also
possible
that
you
could
dedicate
if
you
wanted
to.

Is
in
general
terms
available
for
your
discretionary
use,
and
let
me
just
describe
why
why
I'm
saying
that
is
that
the
City
Council
has
made
a
number
of
prudent
decisions
over
the
last,
particularly
over
the
last
couple
of
years,
as
it
relates
to
deployment
or
establishment
of
reserve
funds,
so
that
this
this
amount
is
not
being
requested
to
come
from
any
of
those
reserves.
They
may
remain
intact
and
in
place.

So,
while
the
city
does
not
have
a
great
deal
of
funds
that
can
be
deployed
in
in
discretionary
manners
there,
there
is
sufficient
available
resource
to
take
care
of
this
particular
activity
without
damaging
the
city's
other
previous
decisions
related
to
reserve
funds
and
the
overall
integrity
of
the
general
fund
operating
budget
and
again,
if
it
was
a
council's
interest
to
look
at
this
as
an
investment
against
future
transient
occupancy
tax.
That
is
certainly
a
justifiable
unwarranted
type
of
approach.

won't
one
another
concern
I
had
related
to.
That
was
just
because
we
may
be
forgoing
some
some
of
that
T

T
in
the
initial
years,
as
an
incentive
to
the
developer.
That
kind
of
spreads
it
that
payback
period
pushes
it
out.
It
could
be
quite
a
bit
farther
and
so
just
just
kind
of
wondering
how
that
all
plays
out
and
as
we
plan
and
evaluate
this
going
forward,
yeah.

I
think
we're
at
a
very
early
stage
in
understanding
what
the
cost
and
revenue
dynamics
of
a
project
are
likely
to
be.
We
can
certainly
consider
those
issues
as
we
continue
to
negotiate
with
the
developer
and
to
provide
additional
information
to
the
City
Council,
which
obviously
we're
going
to
do
anyway,
but
to
include
this
topic
as
part
of
those
discussions
and
as
part
of
that
information
that
comes
back
to
the
City
Council.

be
happy
to
respond
to
your
question.
I
wish
it
was
so
simple,
it's
not
and
that's
why
there's
a
need
to
prepare
that
detailed
initial
environmental
study
to
to
look
at
changes
in
circumstances.
It's
a
smaller
project,
no
question
about
that,
but
some
time
has
passed
since
2005
the
area
is
developed
in
the
surrounding
area.

There
are
some
new
requirements
in
terms
of
state
law,
so
it
is
necessary
to
to
evaluate
those
changes
of
conditions
to
to
look
at
new
information
in
terms
of
greenhouse
gas
emissions,
to
evaluate
traffic
impacts
and
and
once
that
detailed
environmental
initial
study
is
prepared.
At
that
point,
then
we'll
have
more
information,
as
we
work
with
the
consultant
to
determine
what
the
appropriate
level
of
environmental
review
is.
So
it's
it's
premature
at
this
point
to
speculate
on
that.

Through
the
mayor,
no,
we
wouldn't
anticipate
having
to
redo
the
the
document.
In
fact,
as
I
indicated
in
the
staff
report,
since
the
late
1990s,
the
city
has
anticipated
building
a
hotel
at
this
site
and
in
fact,
at
this
point,
the
specific
plan
amendment
is
necessary
to
proceed
with
that
vision
and
the
environmental
documentation
is
necessary
to
proceed
with
that
vision.
So,
regardless
of
whether
it's
OTO
development
or
some
other
entity
that
would
want
to
develop
the
site,
the
specific
plan
amendment
and
the
environmental
documentation
would
be
required.
