A
Good
evening
and
welcome
to
the
San
Bruno
City
Council
and
Sam
Boone

whatever's
left

our
agency

meeting
called

and
thank
December

but
for
providing
the
floral
arrangement
they
always
provide
for
our
meetings.
A
roll
call,
please,
council.
A
Item
number
four
presentations:
we
don't
have
any
presentations
this
evening
item
five
review
of
the
agenda.
I
would
like
to
mention
that
we
did
have
one
of
our
closed
sessions.
Prior
to
this
city
council
meeting.
We
will
have
the
two
other
remaining
right
after
the
City
Council
meeting
item
number
6
approval
of
the
minutes:
City
Council,
special
meaning
of
December
13
2011
and
City
Council
special
meeting
of
December
twentieth,
two
thousand
eleven
any
changes,
arrow
submissions,
seeing
none
they'll
be
approved
as
submitted
item
number

A
Public
hearings
notice
this
happen
published
posted
in
mailed.
There
are
no
public
hearings.
This
evening
item
number
nine
public
comment
and
items
not
on
the
agenda.
It
is
the
council's
policy
refer
matters
raised
in
this
forum
to
staff
for
investigation
and
ER
action
where
appropriate.
The
Brown
Act
prohibits
the
council
from
discussing
or
acting
upon
any
matter,
not
agendize
pursuant
to
state
law.
Would
anyone
like
to
address
the
council
on
items
not
on
the
agenda
as.
D
D
Regarding
the
jail,
my
second
item
is
I
would
like
to
see
an
agenda
item
at
the
next
city
council
meeting
to
shed
light
on
the
rail
over
past
project,
specifically
traffic
at
the
intersection
of
san
bruno
avenue
and
honey.
Avenue
speaking
of
automobile
traffic,
I
see
the
railroad
man
just
just
popped
in
so
I
hope.
He's
listening
to
this
I
would
ask
that
the
city
staff
responsible
for
oversight
drive
the
various
directions
on
san
bruno
avenue
in
huntington
way
at
various
hours
of
the
24
hour
day.
D
I
would
ask
that
they
then
review
with
the
road
traffic
managers
on
the
ground
about
alternatives
to
better
facilitate
automobile
traffic
flow.
My
specific
irritations
have
to
do
with
the
following.
When
coming
westbound
san
bruno
avenue,
the
lanes
merge
very
very
near
to
the
track
crossing
without
prior
warning.
If
you
are
in
the
left,
lane
and
you're
westbound
and
cross
the
track,
you
are
now
in
in
an
oncoming
lane,
eastbound
facing
the
automobiles
coming
to
you
nose
to
nose.
D
Now
when
going
southbound
on
huntington,
there
is
a
very,
very
short
distance
warning
warning
the
traffic
to
merge
to
the
right.
What
happens,
then,
is
that
the
left
lane
comes
to
the
front
where
the
right
lane
has
been
waiting
for
several
minutes.
They,
the
left
lane,
then
want
the
zipper
in
and
jump
the
line.
If
you
will
that
situation
breeds
hostility
and
slows
traffic
would
staff,
then,
in
their
presentation,
ask
the
ground
traffic
managers
if
they
had
considered
some
of
the
following,
and
if
not,
why
not?
D
One
earlier
merge
warnings
in
all
directions
on
both
avenues
to
traffic
diversion
to
cross
the
rail
tracks
at
another
site,
three
traffic,
men
or
women
to
stop
flow
on
one
Avenue
when
that
traffic
is
far
less
than
the
other
other
Avenue
another
is
a
traffic
police
person
for
space
for
emergency
vehicles
in
all
directions
in
all
situations,
I
I
can't
believe
that
that
that
we
have
that
would
staff.
Then
please
report
the
five
would
staff.
D
F
Good
evening,
members
of
the
council,
more
silent
executives
from
oleg
affairs
for
caltrain,
it's
good
to
see
you
all
again,
I'm
going
to
some
brief
introductory
remarks,
and
then
people
who
actually
know
what
they're
talking
about
will
make
the
presentation
more
than
five
years.
It
has
been
one
of
my
principal
responsibilities
to
address
the
issue
of
fatalities
and
suicides
on
behalf
of
the
public
on
the
caltrain
right
of
way,
as
I
told
my
boss.
More
than
once,
it's
not
what
I
thought
I
signed
up
for
it's
a
very
difficult
responsibility.
F
Every
fatality
sends
a
shudder
through
our
organization,
starting
with
the
onboard
personnel
in
the
first
responders.
Frankly,
all
of
us
feel
pain
about
these
things.
Amit,
I
transmit
the
minetta
transportation
institute.
San
Jose
State
a
year
ago,
did
a
study
on
all
of
the
fatalities
on
the
caltrain
right
of
way,
but
they
were
looking
for
was
a
pattern.
Is
there
some
place
or
some
time
or
some
day
that
we
can
look
at
and
realize
that's
a
day
of
a
time
or
place
for
heightened
awareness
and
additional
vigilance?
F
F
The
good
news
in
the
report
is
that
most,
if
not
all,
of
the
fatalities
that
occur
in
the
caltrain
right
away
occur
within
a
half
a
mile
or
less
of
a
great
crossing.
Well,
that
makes
sense.
That's
how
people
access
the
right
of
way
we
fenced
off
a
vast
majority
of
the
rest
of
them,
so
there's
only
really
two
ways
to
stop
these
kinds
of
incidents,
which
is
to
stop
running
trains
which
I'm
not
here
to
advocate
tonight
or
to
build
a
great
separation
so
with
that
prelude.
F
I
want
to
thank
this
council
for
its
decision
to
do
this
on
behalf
of
all
of
us
at
caltrain,
who
spend
our
days
worrying
and
having
to
deal
with
these
things.
It's
a
huge
step,
it's
huge
in
cost,
it's
huge
of
scope
and
it's
huge
in
its
impact
in
its
disruption
and
its
inconvenience
to
the
people
of
your
community.
So
we're
here
to
thank
you
for
that.
F
We're
here
to
update
the
council,
obviously
on
what
we're
doing,
but
we
wanted
to
begin
by
specifically
thinking
the
residents
of
San
Bruno
for
their
patience
and
tolerance
and
forbearance
and
again
this
council
for
taking
this
stuff
step.
We
had
a
community
meeting
last
night.
Thank
you
to
the
mayor
and
to
your
colleagues
for
coming
to
the
meeting
last
night.
We
thought
it
was
eminently
successful
in
terms
of
the
number
of
people
who
came
the
kinds
of
information
we
were
able
to
distribute.
F
As
we
begin
what
may
be
the
most
critical
part
of
this
whole
project.
So
thank
you
for
participating.
Thank
you
for
what
you
said.
We
are
entering
as
I
said,
a
critical,
critical
phase
of
construction
and
probably
the
most
disruptive
we'll
do
the
best
we
can
to
keep
you
informed
and
to
keep
your
constituents
informed.
F
We
want
to
do
an
extraordinary
job
at
informing
the
public
about
what's
going
on
and
you
deserve
nothing
less
and
by
the
way,
your
city
staff
has
done
an
extraordinary
job,
keeping
our
feet
at
the
fire
to
make
sure
that
we're
responsive
that
we're
responsive
quickly
and
effectively.
They
are
zealous
advocates
or
the
people
you
represent,
so
I
do
want
to
introduce
a
few
people,
some
of
whom
you
know.
Bevan
Dufty
is
currently
our
interim
manager
for
community
relations.
He
replaced
Todd
McIntyre.
Some
of
you
may
recall.
F
G
So
what
you're
gonna
see
tonight
is
a
shorter,
more
pointed
version
of
what
was
presented
to
the
community
last
night.
So
what
I'm
going
to
talk
about
today
is
I'm
briefly
going
to
go
over
the
project
goal.
But
what
I'm
really
going
to
focus
on
is
the
next
six
months,
which
is
we've
been
talking
about
this
for
some
time
now.
G
Other
improvements
will
be
to
improve
access
to
the
school,
as
well
as
lions
field,
to
reduce
some
of
the
duel
times
of
automobiles,
which
will
remove
some
congestion,
as
well
as
some
some
pollution
associated
with
that
and
then
also
to
assist
the
city
san
bruno
in
its
revitalization.
Efforts
for
that
corridor
so
scheduled
for
upcoming
through
October
activity
focused
on
the
temporary
station
and
most
construction
activities
were
geared
towards
that.
G
Now
that
that's
been
completed,
the
shoe
fly
that
allowed
us
to
start
construction
to
shoo
fly,
and
the
next
critical
point
obviously
is
this
weekend
when
we
cut
over
from
the
main
light
tracks
to
the
shoe
fly,
which
will
allow
us
to
remove
the
existing
tracks
and
then
that
will
open
up
a
whole
slew
of
activity
associated
with
the
piling
in
the
MSC
wall,
etc.
So
I'm
going
to
focus
on
the
next
six
months,
which
is
really
when
this
activity
will
happen
and
really
the
next
week
in
particular.
G
It'll
be
louder
and
they'll.
They'll
notice
train
traffic
more
noticeable,
obviously
than
it
has
in
the
past,
so
this
figure
on
the
top
would
be
101.
El
Camino
is
is
off
on
the
bottom.
North
is
to
the
left
hand
side.
So,
essentially,
what
you
see
in
this
slide
is
this
is
what
the
tracks
will
look
like
at
the
end
of
this
weekend.
G
So
well,
once
the
main
line
tracks
are
there,
but
if
you
can
pretend
the
main
line
tracks
are
still
there,
that's
what
the
train
traffic
will
look
like
at
the
end
of
this
weekend,
so
everything
will
have
shifted
over
immediately
to
the
east.
So
what
that
means
is
that
each
one
of
San,
Bruno,
San,
Mateo
and
Angus,
the
the
crossings
will
have
to
shift
over
and
I'll
go
through
that
in
a
minute.
G
So
in
order
to
do
this,
we
need
to
shut
down
all
three
crossings
now,
as
we
discussed
previously,
we're
not
going
to
shut
down
all
three
crossings
for
the
entire
time,
we're
going
to
prioritize
same
burnham
as
the
busiest
crossing
and
with
the
ax
to
the
freeway.
So
what
I'll
do
is
I'll
just
kind
of
go
through
day
by
day
and
from
there
we
can
see
how
the
community
will
be
most
affected,
so
the
first
closure
will
occur
on
Angus
and
that
will
be
wednesday
at
8pm.
G
So
from
8
p.m.
wednesday
through
friday
at
eleven
o'clock,
only
Angus
will
be
closed,
so
the
detour
for
vehicles
wishing
to
go
east
and
west.
Is
they
go
up
to
san
mateo
same
room?
So
that's
a
relatively
easy
one.
It
will
be
signed
accordingly.
We've
also
spoken
with
the
principal
and
with
with
the
school,
about
detours
for
individuals
dropping
off
kids
in
the
morning,
the
next
phase
of
the
detour,
the
main
phase
of
the
detour,
will
start
at
eleven
o'clock
friday
night
so
friday,
night
eleven
o'clock,
remember
angus,
is
still
closed.
G
San
mateo
in
san
bruno
wall
street
closed
so
from
eleven
o'clock
to
four
a.m.
sunday.
So,
basically
for
saturday
the
whole
day,
all
three
crossings
will
be
closed.
So
the
detour
for
vehicles
once
again
trying
to
go
east
or
west,
they
will
be
signed
to
go
up
to
Scott,
the
exception
of
that
will
be
for
larger
vehicles.
Obviously
we
do
not
suggest
they
go
in.
Scott
will
have
a
flagger.
There
will
also
have
signs
and
say
oversized
vehicles
go
up
south
linden,
the
watch,
someone
there
that
ensure
that
that
happens.
G
H
Thanks
Roy
Vail
police
and
fire
departments
have
taken
steps
to
ensure
the
continuity
of
public
safety
services.
During
the
time
of
the
closures,
all
mutual
aid
resources,
including
Police
Fire
ambulance,
have
been
made
aware
of
the
road
closures
and
the
detour
routes
available
with
the
most
expeditious
route
has
been
conveyed
to
those
agencies,
police
and
fire
resources
will
be
stationed
and
assigned
in
the
Bel
Air
neighborhood.
During
the
time
that
all
three
roadways
are
closed.
H
In
addition,
we'll
have
our
officers
and
monitoring
traffic
conditions
during
the
road
closures
and
we
will
bring
in
our
traffic
officer
to
assist
during
the
peak
time
and
I
suspect
that's
going
to
be
Saturday
during
the
morning
and
afternoon
commute
hours
all
of
our
police
and
fire
supervisors
are
aware
of
these
contingency
plans
and
they're
also
aware
that
our
concern
as
well
as
yours,
is
to
main
st.
maintain
Public
Safety
response
and
response
times
in
this
area.
During
the
road
closures.
G
So,
in
brief,
this
is
a
copy.
The
detour
map
that
many
you
will
have
seen
it
was
mailed
out
to
the
residence
and
essentially
it's
a
simplified
version
of
what
I
just
described
so
jury,
and
it
focuses
really
on
the
most
impact
which
is
the
weekend.
So
once
again,
san
bruno
san
mateo
traffic
will
be
routed
up
to
Scott
or
for
larger
vehicles
to
South
London
and
then
just
one
other
thing
I'd
like
to
mention
for
pedestrians.
The
detour
is
slightly
different
than
I
described.
Everything
I
said
is
accurate.
G
The
only
difference
is
that
pedestrians
have
one
other
access
point
and
that
is
at
the
existing
caltrain
station.
So
for
individuals
who
are
on
huntington
or
first
avenue
in
that
area,
if
there's
south
of
angus
they
be
directed
to
the
temp
station.
If
they're
in
that
northern
area,
then
they
would
go
up
to
san
mateo
san
bruno
until
except
for
saturday,
when
everything's
closed,
in
which
case
the
crossings
are
once
again
at
the
temptation
which
I've
got
a
shot
off.
G
There's
the
temp
station
crossing
out
at
the
near
the
bart
daylight
structure
and
the
other
crossing
will
be
to
the
north,
its
sky
or
supplement,
and
so
this
slide
shows
a
little
of
what
the
detour
is
going
to
look
like,
and
the
reason
I
wanted
to
highlight
this
is
the
San.
Bruno
alignment
will
look
a
little
different
when
San
Bruno
comes
online
on
Sunday
than
it
does
today.
G
G
Obviously,
it's
not
a
straight
divided
by
2,
because
there's
set
of
times,
etc
that
go
into
that
the
piles
are
broken
up
into
groups
is
there's
essentially
three
groups
of
piles.
If
you
will
at
san
bruno
and
in
san
mateo,
each
and
two
and
angus
of
each
time,
they'll
be
a
little
bit
of
separable
and
I'd
like
to
also
mention
at
this
time
that
this
was
mentioned
during
the
public
meeting
actually,
but
the
four
individuals
who
are
concerned
about
vibration
and
their
concern
about
possible
damage
to
their
property.
D
G
Who's
rre
and
0
2
and
set
up
for
some
photographs
to
be
taken
with
both
parties,
so
it's
date
stamp
and
everybody
knows
what
the
before
condition
looks
like,
and
it's
just
works
for
everybody's
best
interested
in
so
so.
This
is
the
next
slide
just
shows
once
the
pilings
in
the
very
next
main
activity
will
be
excavation
once
we've
excavated
out
for
lightweight
we'll
start
going
up
in
the
air
and
you'll
actually
start
to
see
something
a
lot
more
constructive
appear.
G
So
here
you
see
abutments,
you
see
a
little
bit
of
the
pedestrian
crossing
beginning
to
be
constructed
and
the
beginnings
of
the
wall.
The
bridges
come
in
and
there's
the
completed
station
with
all
the
amenities
opposing
barking,
cetera.
Here's
a
shot
of
the
finished
platform
is
the
funk
sure
you
contact
info
for.
I
I
I
Why
does
it
have
to
be
shut
down
for
29
hours,
so
I'm
in
a
week?
Are
you
depressing
depressing
part
of
the
roadway?
Is
it
I'm?
Just
my
first
reaction
was
I
was
concerned
that
what
if
there
was
something
that
really
needed
that
a
few
minutes,
a
few
minutes
of
a
detour
you
know
couldn't
be
afforded,
and
you
know,
and
engine
51
needed
to
just
barrel
through
your
construction,
you
want
to
get
to
the
other
side.
I
G
Yes,
a
very
good
question,
so
the
first
part
of
your
question
is
sort
of
wiring.
Why
are
we
doing
this
in
one
dramatic
sweep
in
sort
of
sort
of
in
a
less
invasive
manner,
and
the
reason
is
because
we
have
to
do
this-
we
have
to
run
trains
either
under
shoofly
or
on
the
main
track.
The
problem
is
that
the
shoe
fly
is
significantly
lower
in
elevation
than
the
mainline
track.
G
So
if
you
were
to
approach
it
right
now
now
right
now
that
she
flies
actually
constructed
our
meat,
it's
just
we
just
buried
it,
but
if
we
were
to
remove
that
today
and
expect
vehicles
to
go
over
it,
it's
not
the
train
part.
That's
a
problem.
Is
the
vehicles
because
they'd
be
getting
that
hump
and
there's
just
not
enough
room
between
the
old
tracks
and
the
new
tracks
to
actually
affect
that
quick
arrive.
G
G
I
deliberately
didn't
mention
during
the
public,
meaning
because
it's
really
a
concern
that
we've
talked
about
with
fire
and
police
of
the
city.
Quite
a
bit
is
in
addition
to
prioritizing
sample.
You
know
for
the
general
public
at
that
4am
time
we
actually
have
an
additional
milestone
to
get
san
bruno
open
only
to
emergency
vehicles
to
do
exactly
what
you
said
and
I
think
the
words
I've
used
for
the
beginning.
Is
it's
not
going
to
be
pretty,
but
we
will
get
you
over
so
the
prioritization.
G
There
is
actually
same
route
to
emergency
vehicles
for
early
that
afternoon
or
saturday,
so
there's
still
a
gap
between
eleven
o'clock
that
night
and
I
think
that's
where
the
teeth
spoke
about.
Having
vehicle
staged
on
the
other
side
of
the
tracks
to
sort
of
app
doesn't
measure
there,
but
but
that's
definitely
something
we
looked
at
and
you're
absolutely
right.
We
met
in
an
emergency
situation.
G
I
I
G
Is
gonna
take
away
from
that
is
absolutely.
It
is
gonna,
be
an
impact
on
me.
They
they're
definitely
going
to
be
affected
by
this.
It
does.
The
trains
do
get
slightly
slower
than
what
they're
running
now,
but
it's
slightly
slower
is
still
fast,
so
they
are
going
to
experience
trains
going
through
there,
so
it
it's
not
as
bad
as
if
they
were
running
through
and
I.
Think
what
you're
talking
about
is
the
four
chains
we've
run
express
in
particular,
because
what.
I
I
I
G
So
it
has
to
do
with
the
way
the
project
was
staged.
If
you
recall,
we
always
stage
this
in
such
a
manner
that
it
didn't
preclude
high
speed.
So
the
original
concept
was,
we
wanted
to
drive
all
the
piling
and
that's
that's.
The
discrepancy
is
a
roughly
one
hundred
percent
discrepancy
and
that's
exactly
why
it's
because
half
the
piles
they
were
being
referred
to
were
high
speed
piles
if
you
will
and
half
of
them
are
the
ones
that
were
actually
driving
right
now.
K
E
C
Bevan
dufty
good
evening,
councilmen
and
council
members.
In
there
we
mailed
to
a
quarter-mile
radius,
which
is
traditionally
what
we
have
done.
We
are
going
to
expand
that
universe
and
we
were
going
to
have
another
mail
and
go
out
in
about
10
days,
which
will
go
to
a
half-mile
radius
and
it
was
in
Spanish
and
English
was
bilingual
and
the
community
meeting
we
had
last
night
was
translated
and
the
PowerPoint
was
translated
into
Spanish
as
well,
so
we're
very
committed
and
we
had
an
excellent
turnout
of
the
principal
at
belair.
C
Michael
roth
hammer
has
an
excellent
relationship
with
the
families,
and
there
were
many
families
and
kids.
It
came
last
night
in
the
school
has
been
really
engaged
in
this
process
and
I
think
very
happy.
They've
got
a
hundred
preschool
families
in
430
elementary
school
families,
and
so
each
of
those
had
a
flier
go
home
and
a
recorded
message
from
the
principal
went
to
them.
So
we
really
have
focused
on
the
school
because,
with
Angus
being
closed
the
longest
we
know
they're
gonna
feel
the
most
impact.
Thank.
E
C
G
I
mean
we're,
certainly
not
directing
anybody
to
do
this.
If
this
is
not
something
they're
comfortable
with
the
only
thought
was
that,
in
the
event
that
somebody
feels
nervous
about
the
stucco
finish
or
they're,
putting
what
have
you
the
smartest
thing
they
can
do
at
this
point
is
there's
no
disputing
it
after
the
fact
is
to
get
not
just
a
time
stamp
photograph,
but
one
in
conjunction
with
our
cm
team
or
construction
management
team.
G
So
both
parties
have
access
to
the
same
photo
and
in
no
insaneness
this
is
even
gonna
come
off,
but
it's
better
to
have
it
if
someone's
even
thinking
that,
so
it's
certainly
open
to
anybody
who's
concerned
about
it.
I
wouldn't
I
mean
we
did
a
noise
or
vibration
study
on
the
project.
We
don't
believe
it
issue.
Our
vibration
levels
are
below
the
threshold
for
structural
damage
for
cracking
anything
of
that
nature,
but
we're
simply
just
trying
to
preempt
the
concerns
that
somebody
might
have,
and
it's
just
it
doesn't
make
any
sense.
G
C
G
K
Future,
yes,
I'm
a
little
confused
about
the
pilings
know,
because
I
was
my
understanding
that
we
were
building
the
platform
to
accommodate
high-speed
rail,
whether
or
not
it
comes.
If
we
were
only
putting
in
half
as
many
pilings.
What
happens
if
high-speed
rail
it
does
become
part
of
the
project,
are
we
then
gonna
have
to
drive
more
piles.
G
Excuse
me
see
Shane.
Well,
actually,
can
you
pop
that
out
answer
that
with
a
picture
of
the
more
sense,
so
just
a
clarification
on
your
first
point,
sir.
So
the
project
was
designed
to
not
preclude
ice
beam.
So
what
that
means
is
the
first
two
tracks
the
ones
you
see
on
the
screen.
There
are
the
tracks
that
are
going
to
be
built
right
now
at
the
completion
of
those
two
raised
grade-separated
tracks.
That's
the
decision
point
for
high-speed
right.
G
So
if
I
speed
comes
on
board
at
that
point,
then
the
station
you
see
before
you
would
not
get
constructed.
Instead,
what
happens?
Is
you
come
back
with
another
two
tracks
and
you
end
up
with
a
station
that
it
looks
a
little
different
than
that,
so
it's
not
one
hundred
percent.
There
is
a
decision
point
where
there's
a
point
of
no
return
where,
if
you
construct
the
second
platform,
you
are
looking
at
demolition.
G
K
G
Possibly
I
mean
the
that's
sort
of
a
worst-case
scenario.
The
reality
is
where
I
speed
is
at
this
point,
I
don't
want
to
speak
for
high
speed,
but
we
don't
really
know
if
anything
we
know
less
about
their
desire
now
than
we
did
two
years
ago
when
we
designed
this.
So
as
a
worst-case
scenario,
I
would
say
yes
to
that
question.
F
A
G
Not
at
all
so
two
parts
that
answer
one
is
we're
going
to
pre-drill.
The
piles
that
are
fit
would
have
the
potential
to
impact
the
barkbox,
obviously
bart
request
to
that
and
it's
the
simplest
solution,
because
it
simply
avoids
any
possibility
that
we
could
affect
the
box.
The
second
part
of
that
is,
as
part
of
the
specifications
for
the
contract.
We've
also
put
it
requirements
with
the
contractor,
perform
monitoring
of
the
existing
bar
facilities
anytime,
we
work
within
it
and
it's
kind
of
the
same.
G
D
D
In
order
for
the
people
concerned
to
be
able
to
plan
for
the
timing
of
their
assessment,
could
you
go
over
that
slide
once
again,
just
before
the
piling
slide,
where
you
show
that
there's
a
there's
a
there's,
a
difference
in
the
flow
of
traffic
on
san
bruno
avenue
as
it
crosses
the
railroad
tracks?
And
then
that's
not
the
slide
and
then
explain
and
say
when,
when
that
will
be
completed,
because
I'm
sure
they'll
want
to
the
staff
will
want
to
evaluate
the
traffic.
After
that
new
traffic
flows
in
place.
L
D
G
So
San
Mateo
and
Angus
both
streets
move
from
the
garden
line.
So
what
that
allows
us
to
do
is
when
we're
working
is
insisting
see.
Mateo
we
run
jog
on
new
San
Mateo
will
work
in
a
new
cemetery.
We
swap
san
bruno
is
a
special
case
to
san
bruno.
Doesn't
move
so
what
this
detour
is
really
geared
towards
the
pile
driving
and
some
of
the
bridge
abutment
work
that
has
to
take
place
in
the
middle
of
the
road,
so
you're,
looking
at
anywhere
from
six
to
eight
weeks
of
on
and
off
traffic.
G
G
D
C
C
Right
now,
Sam
ruin
Avenue
has
been
reduced
to
one
lane
in
each
direction.
Come
Monday
morning
is
going
to
go
back
to
two
lanes
in
each
direction.
So
that's
going
to
increase
the
flow,
that's
able
to
go
through
the
intersection
of
San,
Mateo
and
Huntington.
So
it's
going
to
go
back
to
the
way
it
used
to
be
with
two
lanes
in
each
direction.
So
that'll
help
the
problem
with
some
of
the
traffic.
It.
E
A
E
C
Robert
Rico
seventh
Avenue,
the
one
of
the
last
slides,
gave
a
phone
number
and
a
name
I
believe,
to
contract,
to
contact
caltrain
I'm,
assuming
that's
monday
to
friday,
nine,
to
nine
to
five.
If
a
resident
on
1st
or
2nd
Avenue
or
somebody
down
there
and
ten
or
eleven
o'clock
at
night
has
a
concern
and
they
just
need
to
ditch
your
complaint
or
something
can
we
get?
Can
we,
the
residents
of
the
Bel
Air,
get
a
phone
number
in
a
name
of
somebody
that
we
can
call
after
hours
or
before
ours?
We're.
B
C
I
Yes,
we
can
make
suggestion.
I
know
this
is
gonna,
be
really
painful
for
about
30
hours
or
so,
but
if
we
can
notify
vehicular
traffic
before
they
even
get
there,
because
our
it's
been
our
experience
that
there's
been
no
forewarning,
I
mean
we
already
know,
and
sometimes
we
cut
set
ourselves
for
saying.
Why
didn't
we
detour?
I
We
knew
we
all
know
that
there's
construction
there
so
possibly
when
you're
getting
off
the
freeway
or
maybe
even
before
you
know
so
that
maybe
they
can,
you
know,
take
you
know,
take
another
detour,
go
south
airport
or
something
you
know.
Instead
of
you
know
to
bypass
going
down
san
bruno
avenue
and
then
maybe
right
right
at
El,
Camino
or
right
on
el
camino
in
san
bruno
avenue.
I
K
L
I
C
G
I
In
my
last
comment
is
always
still
was
with
the
residents
and
so
I
know.
The
majority
of
the
work
is
within
the
right-of-way
and
I
know.
You
know
some
of
the
residents
were
most
vocal
and
some
of
the
business
owners
and
residents
were
most
vocal
when
there
was
work
outside
of
the
right
away,
say
along
in
the
streets
and
things
you
know,
shifting
utilities
and
thing
do
you
anticipate
over
the
next
I
mean.
I
G
On
to
provide
for
more
focused
notification,
so
we
send
out
these
sort
of
overall
mailers
for
big
events
like
this:
it's
not
practical
to
do
that.
Every
time
we
have
a
light
plan
out
there
at
first
in
angus,
but
we
understand
that
for
four
or
five
houses,
that's
a
huge
deal
when
something
like
that
is
present.
You
know
what
we've
moved
towards
is
for
big
events
like
this.
G
G
I
The
residents
are
actually,
I
mean
they
are
very
receptive
and
they
know
what
they
know
that
they're
at
Ground
Zero.
They
know
that
everything
is
happening.
They
just
don't
want
to
be
surprised,
you
know,
and
if
you
can
work
it
out
that
you
know
someone
question
how
come
you
don't
do
more
work
weekend?
I
mean
work
on
weekends,
so
that
we
can
get
sleep
at
night
or
some.
So
those
are
the
sort
of
things
that
you
know.
You
know
as
the
last
year
this
project
goes
on
and
maybe
we
can,
you
know,
consider
right.
A
Thank
you.
Thank
you
this.
In
fact,
we
this
is
sort
of
where
the
shovel
really
is
the
dirt,
and
hopefully
we're
all
going
to
be
a
lot
better
off
for
this
week.
Working
with
you
on
this
for
quite
a
number
of
years
and
we're
looking
forward
to
this
I
know
it's
a
big
imposition
for
especially
our
residents,
and
it's
a
it's
a
rough
time,
but
the
next
you
know
five
or
six
months,
we're
going
to
see
a
huge
improvement.
Thank.
A
B
B
The
first
half
day
was
spent
on
continuity
of
local
government
in
crisis,
and
I
was
contacted
and
asked
if
I
would
talk
about
what
happened
here
in
san
bruno
and
and
I
wasn't
comfortable
doing
it
and
I
must
admit.
I
I
was
remiss
if
I
should
have
and
I've
offered
to
do
it
going
forward.
Maybe
something
like
rebuilding
the
city,
but
we'll
see
what
happens
anyway.
B
Our
other
part
of
our
morning
was
the
city
of
clerk
of
belmont
shared
the
tragedy
of
the
loss
of
a
mayor,
and
I
still
will
say
I'm
really
sorry.
I
didn't
talk
about
san
bruno
because
I
think
we
had
a
lot
to
share
and
and
hopefully
going
forward
I'll
get
to
this
year.
Coming
up,
we'll
be
doing
a
be
one
two
three
four
again
and
I
will
be
on
all
of
you
to
do
that.
B
B
Suggestion
I
brought
back
to
share
with
you
and
then
a
representative
from
the
fppc
talked
and
she
talked
to
us
about
form
700,
which
I
sent
out
to
everyone
already
earliest
I've
ever
done,
and
the
importance
of
just
making
sure
you
fill
it
out
correctly.
There
are
steep
fines
to
be
made
by
the
fppc
if
it's
not
done.
Right
talked
about
the
roles
and
responsibilities
of
a
city,
clerk
and
Deborah
Bob
Bowen
does
California
Secretary
of
State
talked
about
us
to
us
about
the
many
obstacles
the
state's
encountering
trying
to
get
paperless.
B
That's
going
to
be
a
very
big
thing
and
then,
on
a
final
note,
I
have
been
appointed
sunshine
and
hospitality
clerk
for
California,
and
my
job
is
just
to
write
notes
to
people
when
they
have
life-changing
events,
and
it's
it's
nice
because
I'm
just
getting
to
know
the
whole
clerk
dhum
world
of
California.
So
is
a
very
informative
seminar
and
I.
Thank
you
for
allocating
the
funds
so
that
I
could
go
and
I'd
like
to
do
it
again.
Thank
you.
Thank
you.
J
Thank
you
and
good
evening,
honorable
mayor
and
city
council
about
13
years
ago
in
1999,
the
City
Council
formed
san
bruno
redevelopment
agency
and
it
was
passed
by
vote
and
since
then
the
Redevelopment
Agency
has
done
a
number
of
incredible
things.
First
and
foremost,
the
crossing
was
created
through
a
specific
plan,
a
process
that
was
funded
through
redevelopment
over
300
units
of
affordable
housing
or
subsidized
by
by
by
redevelopment
funds.
J
The
retail
was
also
subsidized,
the
medians
on
el
camino
and
a
number
infrastructure
and
road
projects
were
also
created
and
not
to
mention
the
many
facade
improvements
downtown.
Unfortunately,
in
June
late
June
of
last
year,
the
state
legislature
passed
two
bills.
They
passed
a
b1
x,
26
and
a
b1
x,
27
I'll
just
call
em,
maybe
26
and
27.
J
Essentially
what
they
did
is
a
b-26
eliminated
redevelopment
agencies
in
a
b27
gave
an
opportunity
for
cities
to
continue
the
redevelopment
agencies
if
a
big
payment
is
made
and
if
and
they're
on
a
more
limited
basis,
probably
a
you
notice.
Seventy
eighty
percent
basis
of
what
redevelopment
agencies
were
beforehand-
the
california
redevelopment
association
and
League
of
California
cities
shortly
thereafter
sued
the
state
stating
that
both
a
b-26
and
a
b27
rot
unconstitutional
because
of
Prop
22
I
think
the
City
Council
remembers.
J
Prop
22
was
a
recently
that
overwhelmingly
passed
by
the
voters
to
stop
the
state
from
raiding
local
funds
and
the
the
court
considered
this
and
unfortunately,
the
end
result
was
the
worst
case
scenario
for
cities
and
redevelopment
agencies.
What
the
court
decided
was
a
b-26
was
constitutional.
It
was
consistent
with
prop
22,
and
the
reason
being
is
that
the
state
was
not
actually
raiding
local
funds.
J
They
were
eliminating
redevelopment
agencies
completely
and
since
the
state
created
redevelopment
agencies,
they
were
allowed
to
take
him
out
now
why
this
is
that
why
this
is
the
worst
case
scenario
is
that
the
court
also
decided
that
a
b27
was
not
constitutional
and
that
it
did
violate
Prop
22.
So
it
essentially
said
redevelopment
agencies
you're
eliminated,
but
you
have
no
way
to
resume,
so
the
end
result
is
as
a
februari.
First,
a
b-26
states
that
redevelopment
agencies
are
no
longer
in
effect.
J
What
the
state,
what
a
b-26
allows
the
cities
to
do
is
declare
themselves
the
successor
agency.
There's
a
number
of
advantages
to
do
this
and
no
real
downside.
I've
listed
the
advantages
in
the
staff
report.
I
won't
go
over
those
one
by
one,
but
the
overall
picture
is
that
it
retains
the
most
local
control
possible,
both
from
the
redevelopment
operations
side,
as
well
as
the
housing
side.
J
There
are
a
number.
Unfortunately,
although
those
two
things
are
clear,
there
are
a
number
of
things
in
a
b-26
that
are
not
clear
and
it's
a
very
fluid
situation
and
changing
on
a
day-to-day
standpoint
and
there's
I'd
say
the
major
reason
why
number
120
s
a
b-26
when
was
first
created,
I,
think
was
created
in
in
quite
a
rush
and
number
two
a
b-26.
It
was
created,
thinking
that
a
b27
was
going
to
be
in
effect
and
that
cities
would
continue
to
operate
under
a
be
27.
J
So
now
that
all
the
cities
and
the
state
and
all
the
attorneys
associated
with
redevelopment
are
looking
at
a
b-26
there's
a
lot
of
holes
in
it
and,
on
a
day
to
day
basis,
we're
trying
to
figure
out
what
those
holes
are
and
how
that
will
fiscally
and
operationally
impact
the
city
of
San
Bruno.
Just
going
to
give
you
a
couple
examples
here,
currently
there's
a
big
question
on
what
happens
about
the
properties
that
agency's
own,
who
takes
over
those.
You
know
the
current
right
now.
J
It
says
that
the
agencies
have
to
get
rid
of
the
properties
at
they
own.
Now
the
current
interpretation,
our
understanding
of
it,
is
that
means
it
goes
to
the
agency,
that's
that
makes
most
sense
to
take
control
of
them.
So
in
most
cases
that
would
be
the
city.
Obviously,
whether
or
not
we
but
we're
able
to
control
those
properties
has
huge
fiscal
and
operational
impacts.
That's
something
we
need
to
get
clarified
and
bring
back
to
the
City
Council.
The
second
has
to
do
with
administrative
costs.
J
J
I'll
give
you
one
more
example.
Currently,
as
a
b-26
is
written
below
market
rate,
housing
funds
that
you
have
in
the
bank
we
have
about
two
and
a
half
million
dollars
in
the
bank
would
be
dissolved.
They
would
be
gone
no
more.
There
would
not
be
local
controls
of
the
control
of
those.
Fortunately,
we
just
got
an
email
about
a
hour
ago
that
a
bill
has
passed
the
Housing
Committee.
J
So
hopefully
that
comes
into
fruition
soon,
and
we
have
at
least
some
good
news
to
report
back
to
the
City
Council
few
things
that
you
should
know
about
that
are
going
on
behind
the
scenes.
Cra
and
the
League
of
California
cities
are
essentially
taking
a
two-prong
approach
to
this.
The
first
in
immediate
action,
they're
taking,
is
trying
to
get
that
februari
first
date,
push
back
to
give
City
some
breathing
room
and
to
be
able
to
really
clarify.
J
What's
the
contents
of
a
b-26,
is
there
and
hopefully
working
on
some
fixed
to
a
b-26
to
let
redevelopment
agencies
continue
in
some
form
and
that's
the
second
prong
strategy.
It
probably
won't
be
called
redevelopment.
It
may
be
called
something
else
it
may
be
more
focused
than
it
was,
but
the
the
CRA
and
the
lis
are
really
trying
to
work
for
some
to
get
some
city
to
get
cities
some
tool
to
do
the
economic
development
things
that
redevelopment
did
well.
J
So
hopefully,
we'll
have
better
news
to
report
on
this
coming
up,
but
as
it
is
right
now,
the
news
is
that
redevelopment
agencies
dissolve
as
a
februari
first
and
that's
the
action
that
we
have
to
go
with.
We
will
be
bringing
back
an
item
additional
updates
at
the
next
at
the
24th
January
24
city
council
meeting
and
there's
also
other
procedural
events
that
we
have
to
go
through
at
that
meeting
as
well.
That
will
take
forward
at
that
time.
So
I
could
take
any
questions.
Any
questions
all.
I
Right
there
13
years,
I
think
it's
what
it
was
painful
about.
It
is
that
we've
seen
in
front
of
our
eyes,
you
know
in
a
few
of
us,
have
SAT
up
here
and
we've
made
decisions
that
have
improved
this
community
and
it's
just
really
painful
to
think
that
there's
still
plans
and
that
we've
had
to
change
and
even
eliminate
some
plans.
Because
of
this.
I
What
I
don't
understand
is
you
know,
and
we've
heard
through
the
media
and
things
that
the
legislators
of
you
know
they're
apologizing
and
then
because
they
didn't
intend
for
27
to
do
that,
but
for
for
the
for
the
lay
people
for
the
people
that
don't
know
that
route
that
don't
understand
the
complexities
of
redevelopment,
the
bottom
line
is
that
sacramental
did
not
get.
Is
the
state
does
not
get
as
much
as
your
property
tax
dollars?
If
redevelopment
is
in
place,
and
so
by
eliminating
redevelopment,
they
get
back
their
lion's
share
of
your
property
tax
dollars.
I
So
my
question
would
be
the
only
people
that
can
change
a
b-26
or
you
know
some
form
of
reinstating
redevelopment
would
be
the
state
legislature
slay
chur
right,
and
it's
all
going
to
be
predicated
on
how
much
money
they
can
keep
from
our
property
textile
correct,
correct,
correct.
So
it
doesn't
look
good
from
the
local
standpoint.
C
J
The
way
the
lot
the
a
b-26
was
written,
those
existing
contractually
obligated
aspects
of
redevelopment
are
able
to
continue.
So,
if
you're,
if
you
have
a
loan
that
you
have
to
repay
that
the
agency
owns,
if
you
have
the
housing
payments
that
go
to
the
affordable
housing
at
the
crossing,
those
are
able
to
continue,
and
your
successor
agency
makes
those
payments.
A
I
A
H
Evening,
honorable
mayor
members
of
the
council,
artichoke
Joe's
is
licensed
through
the
state
of
California
gambling
control
mission,
gambling,
Control
Commission
and
the
San
Bruno
Municipal
Code
to
offer
limited
authorized
games
where
patrons
can
wager
against
each
other.
Artichoke
Joe's
is
one
of
the
oldest
card
rooms
in
the
state
ins
been
operating
in
San
Bruno
for
over
90
years.
The
presence
of
a
gambling
club
that
operates
24
hours
a
day
seven
days
a
week
brings
an
increased
risk
of
criminal
activity
in
order
to
prevent
such
activity.
H
State
and
local
regulations
govern
gaming
operations
and
require
that
all
employees
undergo
a
background
check
before
having
a
card
room
work
permit
issued
by
the
police
department.
Artichoke
joe's
takes
measures
to
deter
criminal
activity
associated
with
gaming,
and
they
do
so
by
maintaining
a
qualified
security
staff,
camera
surveillance
of
the
casino
and
they
also
conduct
pre-employment
background
checks
on
employees.
H
Despite
these
efforts
to
deter
such
activity
in
March
of
last
year,
Department
of
Justice
initiated
and
conducted
a
criminal
loan-sharking
investigation
in
the
casino
that
allegedly
involved
a
few
of
the
employees.
As
a
result
of
that
investigation,
the
gambling
commission
suspended
artichoke
Joe's
gaming
license
artichoke
Joe's
management
advice.
They
were
unaware
of
this
alleged
criminal
activity
and
they
cooperated
with
the
investigation.
Artichoke
Joe's
cancino
entered
into
an
agreement
with
the
California
gambling
Control
Commission
to
restate
the
casinos
gaming
license
and
they
stipulated
to
several
measures
design
to
determine
to
tech,
criminal
activity
inside
the
casino.
H
These
measures
included
significant
upgrades
to
the
casino
surveillance
system.
They
hired
a
subject
matter,
experts
to
train
employees
on
how
to
recognize
criminal
activity
associated
with
gambling,
and
they
made
physical
changes
to
the
gaming
operation
to
improve
visibility
for
management,
as
well
as
security
personnel
inside
the
casino.
An
additional
measure
required
artichoke
Joe's
to
coordinate
with
the
city
of
San
Bruno
for
an
increase
in
law
enforcement.
Coordination
related
specifically
to
gaming
casino
operations.
H
Staff
met
with
the
president
of
artichoke
Joe's
and
his
staff,
and
we
proposed
an
investigator
position
dedicated
to
matters
related
to
the
casino
that
would
fall
under
the
purview
of
the
police
department.
The
investigator
in
this
position
would
develop
expertise
in
the
detection
of
gaming
related
crime
and
would
initiate
and
maintain
regular
contact
with
investigators
from
the
Bureau
gambling
control
in
order
to
stay
abreast
of
gaming
issues
as
they
relate
to
artichoke
Joe's
casino.
H
The
investigator
will
also
handle
all
licensing
matters
related
to
the
cardroom
work
permit
requirement
for
a
casino
employees,
so
this
would
be
more
of
an
investigator
or
a
detective
position.
This
wouldn't
be
a
uniformed
officer
patrolling
the
casino.
This
would
be
a
detective
being
trained
by
artichoke
Joe's,
subject
matter:
experts
in
the
field
of
gaming,
interacting
on
a
regular
basis
with
division
of
gambling
control,
and
we
really
want
to
build
up
the
expertise
in
gaming
to
work
with
artichoke
Joe's
to
detect
and
deter
criminal
activity.
H
You
know
the
field
of
gaming
changes
rather
frequently
the
games
that
are
offered
at
artichoke
Joe's
casino
are
approved
by
the
division
of
gambling
control,
but
they
also
contain
nuances,
and
we
saw
this
as
an
opportunity
to
develop
our
expertise,
because
this
service
is
what,
what's,
above
our
routine
and
everyday
routine,
calls
for
service
and
request
for
assistance.
We
felt
that
this
cause
should
be
borne
by
artichoke
Joe's
and
one
staff
met
with
the
President
and
artichoke
Joe's
staff.
They
were
agreeable
to
this
and
they
concurred.
H
H
The
agreement
is
a
hundred
and
fifty
six
thousand
four
hundred
and
twenty-five
dollars.
The
city
would
bear
the
one-time
added
expense
of
hiring
training
and
costs
associated
with
providing
safety
equipment,
so
what
we
would
do
and
how
I
envision
this
working
is,
we
would
backfill
for
a
police
officer,
so
when
I
reference,
the
training
costs.
That's
the
the
training
costs
to
have
a
police
officer
on
the
street
for
patrol
I,
don't
want
to
short
patrol
and
I.
H
Don't
want
to
short
our
service
of
the
community,
so
we
would
hire
that
person
get
that
person
trained
and
be
on
the
street
and
then
go
ahead
and
make
the
initiative
to
hire
detective
working
with
artichoke
Joe's
in
our
selection
process
and
then
implement
that
Detective
position.
So
there
would
be
no
loss
of
service
to
our
community
I
estimate
those
training
costs
of
getting
and
replacing
that
basic
officer
at
about
nineteen
thousand
dollars
and
again,
that
is
safety
equipment,
and
that
is
the
cost
of
the
training.
H
The
agreement
in
the
cost
recovery
agreement
for
artichoke
Joe's
initially
would
be
for
four
years,
and
we
insisted
on
that,
because
it's
going
to
take
four
years
to
get
that
investigator
up
to
speed
with
all
the
nuances
associated
with
gaming
and
then
they're
after
the
agreement.
What
automatically
renew
every
two
years
we
did
also
agree
to
meet
with
artichoke
Joe's
on
an
annual
basis
to
review
that
position
and
see
how
that's
working
so
that
in
essence,
concludes
my
presentation
and
I
will
be
happy
to
try
and
answer
any
questions.
You
may
have
good.
E
The
chair
deal
to
the
cheaper
City.
Turning
in
the
agreement
on
page
52
under
agreement
section
one
of
the
last
sentence,
it
says
the
chief
shall
have
the
power
to
postpone
the
deadline
of
the
termination
notice
for
good
cause
and
I
know.
I'd
brought
it
up
prior
to
the
meeting
to
staff
and
I
was
wondering
if
they've
had
an
opportunity
to
review
that
as
to
the
rationale
for
that
in
the
agreement.
C
That-
and
we
had
a
discussion
about
this
at
our
staff
meeting
this
morning
with
the
chief
and
actually
it
raised
a
point
that
we
thought
was
worth
amending,
some
of
the
other
provisions
of
that
paragraph
to
make
sure
that
the
city,
as
well
as
artichoke
Joe's,
had
the
ability
to
terminate
the
agreement
and
then
just
remove
the
last
sentence
that
you
refer
to.
So
we
ran
those
changes
by
the
artichoke
Joe's
attorney
this
afternoon.
C
E
Those
up,
Maggie
and
I
can
say
because
I
was
looking
around
Posey
park
in
the
700
block
over
the
weekend
and
I
went
through
our
joke.
Jose
and
I
can
tell
you.
It
was
busy
which
I
guess
is
positive
in
some
ways,
but
it
also
had
me
just
to
think
about
the
games
that
go
on
and
the
activity
and
trying
to
understand
it.
E
Better
and
I
was
starting
to
realize
that
this
agreement
would
assist,
not
problem,
I
hope,
artichoke
Joe's,
but
in
addition
to
the
San
Bruno
police
department,
because
obviously
things
evolve,
things
change
in
the
gaming
business
state,
state
laws
etc.
So,
hopefully,
this
is
a
win-win
for
both
sides
and
I'm.
Glad
to
see
that
you
met
with
the
artichoke
Joe's
president
staff
and
they
were
and
concurrence
to
that
Michael.
K
H
And
so
so
what
we
want
to
do
is
we
want
to
hi
we're
going
to
put
in
stat
that
position
with
a
detective
before
we
do
that
we
want
to
hire
a
replacement
officer
for
that
individual
for
that
detective.
So
we're
going
to
take
one
of
our
existing
officers,
it's
on
the
street
and
push
move
them
into
a
detective
spot,
so
we
would
go
subject
to
your
approval
tonight.
What
we
would
do
is
we
would
go,
and
we
would
begin
the
process
to
replace
that
officer
on
the
street.
H
We
would
go
through
the
hiring
process,
have
that
officer
trained
and
on
the
street
and
then
go
ahead
and
move
to
fill
our
detective
position
now.
The
interdepartmental
assignment
for
San
Bruno
police
requires
at
least
two
years
experience
in
a
variety
of
other
qualifications
for
an
officer
to
receive
an
interdepartmental
assignment.
Our
detective
positions
are
typically
three
years.
I,
foresee
this
card
room
investigator
position
as
going
at
least
four
years
with
an
optional
50
year
to
extend,
because
we
are
going
to
develop
that
expertise
in
that
in
that
investigator.
K
H
K
And
another
concern
I
have
is
that
we
seem
to
be
developing
an
expertise
for
I,
don't
want
to
say
for
the
benefit,
but
it
ends
up
being
for
the
benefit
of
one
business
that
operates
in
our
city.
And
if
we
were
Las
Vegas,
we
would
have
a
vested
interest
in
developing
that
expertise.
But
when
we're
doing
it
for
the
benefit
of
one
business
that
operates
in
san
bruno,
I'm
wondering
if
there
are
examples
in
other
cities
where
they've
had
to
do
something
similar,
sure
back
and.
H
I
can't
be
specific
on
the
year,
I'm
going
back
several
years
and
I'm
getting
older,
but
several
years
ago,
CN
jose
has
several
card
rooms
in
their
city.
Several
years
ago
there
were
issues
related
with
organized
criminal
activity,
trying
to
infiltrate
the
casino
as
an
outcome
of
that
san
jose
developed,
a
gaming
Bureau
of
their
Detective,
Division
and
I
believe
there
are
not
one,
but
several
investigators
and
the
supervisors
solely
assigned
to
I
believe
they
have
three
card
rooms
in
San
Jose.
H
We
were
just
as
surprised
as
was
artichoke
Joe's,
and
it
clearly
pointed
out
the
need
to
us
that
we
need
to
develop
expertise,
not
not
just
for
artichoke
Joe's,
but
to
keep
our
community
safe
from
a
potential
organized
crime
that
can
come
in
and
see
a
gambling
establishment
as
an
opportunity
to
to
continue
illegal
activity
and,
and
so
I
I
saw
this
and
I
think
artichoke
Joe's
odd,
as
well
as
an
additional
means
that
probably
was
long
overdue
and
is
needed
in
the
community.
Ok,.
K
In
a
question
to
the
city
attorney
just
regarding
the
public's
perception
of
how
this
might
be,
and
would
there
be
any
legal
standing
for
someone
in
the
public
to
say
this
is
too
cozy
overlay
of
a
relationship
between
the
city
and
and
an
individual
business,
regardless
of
how
much
they
contribute
to
the
general
fund?
Is
there
a
potential
there
for
someone
to
call
foul
well
I.
C
A
I
Air
based
on
what
the
chief
just
the
last
statement
you
made
as
far
as
looking
out
for
the
safety
of
the
community
says:
I
was
I'm
concerned
and
I
realized
that
the
cut
that
the
agreement
must
have
some
caveats
on
termination
or
length
of
turmoil.
But
where
does
the?
What
is
the
Bureau
of
gambling
come
in?
I
mean
we're
doing.
This
is
all
spurred
on
because
of
that
investigation,
and
it
appears
that,
through
discussions
and
through.
H
Would
the
Bureau
of
gambling
control?
We
did
discuss
that
with
investigators,
while
this
was
under
consideration
and
negotiation
day
to
felt
it
was
a
good
idea,
cuts
in
California,
or
also
eliminating
several
positions
in
the
Bureau
of
gambling
control,
making
this
position
even
more
important
to
providing
public
safety
to
the
community,
especially
around
the
casino
in
the
outlying
areas.
H
I
To
know
what
I'd
like
to
know
is
that
you
know
I'd
like
to
think
that
this
is
a
change,
that
this
is
something
that
is
going
to
be
approaching
permanency
like
how
long
has
you
know
how
long
has
tan
Fran
paid
for
for
police
presence?
You
know
that
nothing's
going
to
change,
because
as
long
as
there's
gambling,
even
if
economic
times
change
or
something
you
have
to
have,
we
have
to
have
a
presence
there.
I
I
Like
to
think
that
we've
got
a
really
good
relationship
with
artichoke
Joe's,
and
you
know
in
their
best
interest,
in
our
best
interests
that
we
would
maintain
this
new,
its
new
staffing
but
I
guess,
maybe
it
wouldn't
hurt
to
to
incorporate
it
in
the
ordinance.
You
know
some
you
know
form
of
of
what
this.
What
this
is
maybe
go
through,
maybe
go
through
it
for
a
couple
years
and
then
maybe
consider
coming
back
and
say
yes,
this
is
this
is
something
that
should
be
part
of
our
gaming
ordinance.
H
Know
that
that's
a
good
point
into
something
that
I
neglected
to
cover
in
the
report
tonight,
one
of
the
duties
that
I
envision
this
investigator.
Having
is
working
with
the
city
attorney
and
going
through
our
municipal
code
and
our
ordinance
related
to
gambling
and
working
with
artichoke
Joe's.
But
to
look
at
it
and
see.
Where
can
we
make
enhancements
in
our
ordinance
to
cover
any
safety
aspects
or
any
other
areas
that
that
need
updating,
especially
with
all
the
changes
in
gaming.
K
One
more
question:
yes:
Mike.
Instead,
one
follow-up,
question
and
I
touched
on
this
earlier
with
the
city
manager
in
terms
of
what
the
what
this
reimbursement,
how
much
of
the
officer's
salary
or
or
the
city's
added
burden,
is
this
actually
going
to
cover
and
part
of
the
part
of
my
question?
Was
you
know
how
much
is
this
office
are
going
to
be
dedicated
to
just
artichoke
Joe's
business?
The
other
part
of
that
is
how
much
of
the
salary
are
we
actually
or
how
much
of
the
city's
cost
does
salary
and
benefits
cover
and
what?
H
But
in
terms
of
on
ongoing
long-term
costs,
I
would
estimate
that
probably
safety
equipment
at
maybe
a
couple
of
thousand
dollars
every
five
years
would
be
encumbered
in
terms
of
a
vehicle
I
I
foresee
us
using
our
existing
fleet,
so
none
of
that
was
factored
in
or
added
in
and
in
terms
it's
all
salary
and
benefits
associated
with
a
police
detective.
So
that
includes
any
incentive
pay
that
the
officer
gets
for
being
a
detective
education,
uniform
allowance,
etc
all
covered
under
the
benefits
section.
Okay,.
K
H
Those
those
costs
per
the
officer
may
may
reach
in
the
thousand
dollar
range,
depending
on
the
officer
and
depending
on
the
individual
appointed
to
that
position
and
I
guess
we
could
go
back
to
artichoke,
Joe's
and
point
out
that
this
is
a
benefit
and
the
contract
and
the
agreement
is
covers.
Salary
and
benefits.
E
H
E
Thank
you
just
that
the
council
Michelle
azhar's
comment
about
the
overtime.
If
we
had
a
situation
which
occurred
in
March
when
the
DOJ
came
in
that,
if
we
had
a
person
that
was
dedicated
toward
that,
obviously
they
would
be
very
engaged
in
what
was
going
on.
I
would
assume
with
the
whole
process,
which
would
mount
probably
a
lot
of
overtime
if
we
had
a
situation
not
trying
to
hope
for,
but
if
worst
case
scenario,
if
something
like
that
should
happen
to
wear
all
of
a
sudden,
we
are
seeing
in
overtime
issue
are
concerned.
H
E
I
would,
I
would
recommend,
suggest
that,
because
I
think,
as
councilman
brought
up
we're,
looking
at
all
costs,
and
then
the
city
itself
is
gonna
put
in
the
19,000
and
the
periodic
a
couple
thousand
every
so
many
years,
but
in
essence
they
are
picking
up
everything
with
the
exception
right
now,
in
the
agreement
of
the
caveat
of
the
overtime
is
not
really
specified
correct.
So
that
is
something
I
would
suggest
us
at
the
next
time.
It's
reviewed
is
to
review
that
and
see
where
we're
at
any.
K
A
L
Evening,
as
you
can
see,
this
will
be
a
team
effort
tonight.
I
will
present
the
general
purpose
of
dissection
and
I
will
let
the
direct
users
al
Johnson
and
Mark
reinhardt
to
present
the
replacement
need,
from
a
user
point
of
view,
to
support
the
overall
operation
of
the
series.
The
city
manage
our
own
fleet
of
vehicles
and
equipment
based
on
the
guiding
principles
said
by
the
City
Council.
Our
fleet
is
managed
to
minimize
cost,
to
provide
reliability,
safety
to
meet
operational
need
to
Mexico,
to
maximize
operational
efficiency
and
to
use
green
vehicle.
L
Whenever
is
possible
as
part
of
the
budget
process
then
to
meet
these
management
goals
is
assess
the
need
for
replacement
based
on
replacement
schedule,
condition
and
functionality
of
the
very
coarse
or
equipment.
The
replacement
schedule
is
an
easy.
In
essence,
Justin
life
expectancy
of
the
vehicle
or
equipment
varies
depending
on
the
type
of
work
he
called
the
low.
The
lowest
replacement
schedule
has
the
police,
cars
for
obvious
reason
and
the
longest
the
heavy
equipment,
specifically
the
vehicles,
discussed
tonight,
the
trucks
and
the
vans
they
have.
A
typical
life
expect
expectancy
of
seven
years.
L
L
L
Advanced
the
subject
of
discussion
tonight,
besides
providing
transport
for
the
employee
from
from
and
to
the
website,
also
performs
as
tools
with
what
our
employee
performs
their
jobs.
Each
vehicle
replacement
is
scrutinized.
Irregardless
of
the
funding
of
the
funding
source,
case-by-case
two
of
the
trucks
discussed
tonight
or
funded
through
water,
Enterprise
Fund
to
Vance
or
funded
by
cable,
Enterprise,
Fund
and
one
is
by
sewer
Enterprise
Fund
after
the
budget
is
approved
to
save
money
and
on
the
cost
of
the
vehicles
on
and
also
on
administrative
costs.
L
Then
the
department,
the
bundles,
those
the
same
type
of
equipment
in
his
in
the
same
group
and
goes
out
to
beat
those
group
of
vehicles
in
this
case
those
were
the
53
of
the
trucks
were
included
in
operational
in
divert
included
and
approved
in
our
in
our
11th
World
operation
budget.
The
two
cable
vans
were
not
included
in
the
operation
budget
for
cable,
with
the
intent
that
those
will
be
included
in
the
CIP
budget.
L
In
the
same
time,
the
city
saved
about
twelve
to
fifteen
percent,
what
really
mean
between
twenty
nine
thousand
and
thirty
seven
thousand
dollars
on
this
action,
which
basically
makes
up
the
silicon
actually
saved
the
cost
of
one
van
bundling
them
together.
At
this
time
I
will
add
al
Johnson
first
to
present,
from
the
user
point
of
view,
a.
C
Good
evening,
mayor
and
council,
as
you're
aware
of
the
CATV
fans,
are
used
daily
for
service
by
the
employees
for
service
calls
and
residential
business
customers,
and
after
hours,
the
more
you
the
majority
of
our
fleet
is
14
years
old.
We
most
of
them
are
in
good
shape,
department
has
is
14
vehicles
and
all
has
nine
service.
Bands
has
two
bucket
trucks.
C
Has
one
pickup
has
once
again
when
expedition
that
belongs
to
the
yellow
in
the
past
or
Vance,
sat
in
the
yard
waiting
for
parts
for
over
a
week
due
to
the
age
of
the
parts,
as
last
year
there
are
over
14
years
old
manufacturers
do
not
make
parts
anymore
for
them
a
door
latch
breaks,
you
gotta
hunt
for
it
and
they
were
out
of
commission
record
a
while
these
two
vehicles
have
exceeded
their
useful
life.
The
garage
mechanics
have
recommended
replacing
these
two
vehicles.
C
First,
these
vehicles
replacements
were
budgeted
in
the
CATV
2011-2012
capital
improvement
budget,
which
hasn't
has
been
delayed
in
coming
to
you,
as
Claire
mentioned,
we're
taking
advantage
of
bundling
the
CATV
vehicles
with
the
public
work
vehicles
to
save
they
have
the
cost
savings.
Keep
in
mind
on
these
vehicles
for
forty
eight
thousand
dollars,
both
of
them
are
fully
equipped
with
bands
cabinets
ladder,
racks
and
all
the
safety
lights.
They're
ready
to
go,
you
know
is
what's
area
once
they
are
delivered.
If
you
do
approval,
if
you
have
any
questions
of
a
happy
answer,
you.
C
C
Good
evening,
mayor
and
city
council
staff
pose
is
replacing
the
water
division
pub
mechanics
2001
for
truck,
which
has
over
105,000
miles
and
the
wastewater
division
pub
mechanic,
2030,
500,
Chevy
truck,
which
has
over
185,000
miles.
Both
trucks
are
used
365
days
a
year
to
check
repair,
maintain
water
pump
stations
and
water.
This
stations
are
wastewater,
lift
stations
throughout
the
city.
C
Staff
also
proposes
replacement
of
the
water
divisions,
2000
easy
to
cab
and
chassis
service.
Truck
that
is
used
for
service
calls
leak,
repairs
and
emergency
water
main
repairs.
This
truck
has
over
30,000
miles
of
stop
and
go
driving
frequent
towing
of
a
variety
of
equipment
such
as
pumps,
emergency
hoses,
portable
generators.
C
The
back
of
the
truck
is
also
used
as
a
work
station,
while
on
the
job
site,
the
12
year
old
service
truck
has
holes
on
top
of
the
tool
compartment
that
leaks
into
the
tools,
repairs,
fitting
same
chassis,
shows
a
sign
of
fatigue
and
has
been
patched
weld.
It's
over
passion
welded
several
in
several
areas
over
the
years.
This
is
a
this
is
this
is
a
pork
condition
and
should
be
replaced.
A
L
K
K
I
say:
let's
just
ask:
if
you
guys
had
an
opportunity
and
I
know
this
is
probably
a
lot
more
than
you
can
fit
into
everything
else
you
have
to
do,
but
if
there
was
any
analysis
done
in
the
total
cost
of
ownership
over
on
the
specific
vehicles
that
you're
requesting
over
the
life
of
the
vehicle
and
what
the
replacement
parts
cost,
how
easy
are
they
to
get
you
know,
but
the
life
of
certain
components,
those
sorts
of
things?
Do
you
guys
get
into
that
at
all.
E
C
E
E
Just
referencing
that
I
wanted
to
make
a
plug
I
want
to
thank
the
department
and
Marty
Cardone
this
morning
prior
to
7am
before
the
vehicles
were
out,
I
went
down
to
see
them
see
them
first
hand,
and
it
is
not
an
exaggeration
as
far
as
the
rust
and
the
other
items
that
were
described
I
also-
and
please
correct
me
if
I'm
wrong
on
the
Vans.
Also
they
don't
carry
the
amount
of
weight
with
all
the
items
and
apparatus
that
they
go
out
on.
E
C
E
I
think
there
was
even
one
of
the
staff
members
who
drives
one
of
the
vehicles
in
question
and
public
works.
I
guess
at
42
or
45.
It
starts
to
shake.
This
is
one
that
has
over
a
hundred
thousand
miles
and
it
probably
is
it
obviously
overdue
and
is
rusting
and
what-have-you.
So
by
my
my
my
I,
which
you
know
that
that
matters-
and
I
think
these
are
reasonable
and
I
appreciate
the
at
the
detail
and
the
assistance
this
morning.
Thank
you.
