10b. Sharp Park Private Sewer Lateral Grant Program Report

Good
evening,
council
members
of
mayor
this
item
is
a
report
on
the
private
sewer.
Lateral
grant
program
for
the
sharp
park
area
program
is
required
under
the
settlement
agreement
with
the
Regional
Water
Board
in
the
San
Francisco
Bay
keepers.
The
intent
of
the
program
is
to
replace
defective
sewer,
laterals,
leading
to
the
sewer
main
and
thus
reducing
the
situations
of
inflow
and
infiltration
of
non
wastewater
into
the
sharp
park
pump
station.

The
city
is
budgeted
just
under
two
hundred
thousand
dollars,
based
on
the
terms
of
the
settlement
agreement
for
this
program,
and
that
would
provide
grant
funds
to
private
homeowners
to
replace
defective
sewer.
Laterals
private
sewer
laterals
is
that
portion
of
the
sewer
pipe
that
runs
on
private
property
from
the
residents
out
to
the
sewer
main
in
the
street,
and
it
is
the
responsibility
of
the
private
property
owner
to
maintain
their
private
sewer.
Lateral.
This
program
will
benefit
private
property
owners
by
providing
funding
to
replace
their
lateral
and
avoid
costly,
lateral
failures
and
sewer
backups.

How
the
program
will
work
once
we
lay
it
out,
is
that
interested
homeowners
will
be
able
to
contact
with
a
private
plumbing
contractor
to
conduct
a
video
inspection
of
the
sewer
lateral.
The
video
will
be
reviewed
by
the
city's
sewer
services
manager,
who
will
then
rate
the
condition
of
the
sewer,
lateral
private
laterals
that
are
deemed
to
be
in
defective
condition
will
be
eligible
for
the
replacement
grant
funding
up
to
fifty
percent
of
the
cost
or
seventeen
hundred
dollars.

This
reimbursement
amount
was
specifically
included
in
the
settlement
agreement
and
is
based
on
other
similar
successful
programs.
Property
owners
will
then
contract
with
a
private
plumbing
contractor
to
complete
the
work
and
obtain
the
necessary
permits.
The
city
will
provide
the
reimbursement
funding
to
the
property
owner
once
the
work
has
been
completed.
Following
this
meeting,
we
are
ready
to
announce
the
grant
program
and
send
out
the
outreach
materials.
A
postcard
has
been
prepared
that
was
attached
to
your
staffs
report
that
will
be
mailed
to
the
300
property
owners
within
the
sharp
park
basin.

We
will
also
have
information
available
on
the
city's
website
describing
the
program
as
well
as
the
list
of
contractors.
The
outreach
of
program
does
include
two
additional
mailings
this
fiscal
year
and,
if
needed,
we'll
also
do
door
hangers
if
the
targeted
replacement
of
150
laterals
is
not
met.
A
community
meeting
will
be
held
early
next
year
to
discuss
the
benefits
of
this
program
with
the
property
owners.
The
program
will
continue
until
October
of
2015
or
until
all
mandatory
program
funds
have
been
spent.

program
will
be
administered
on
a
first-come,
first-serve
basis
by
the
public
services
department
and
over
the
course
of
the
program,
the
city
will
submit
quarterly
reports
to
the
waste
board
on
the
number
and
length
of
laterals
inspected,
the
results
of
the
inspection
and
the
number
and
length
of
laterals
repaired
or
replaced.
If
the
targeted
115
laterals
has
not
been
replaced
by
October
2015,
the
city
will
be
required
to
contribute
the
remaining
funds
to
the
water
board.

It's
estimated
that
the
video
would
cost
around
200.
Maybe
excuse
me
300,
maybe
less,
and
that's
where
we
set
the
fifty
percent
reimbursement
on
the
video
at
one
hundred
and
fifty
dollars.
The
cost
to
replace
the
lateral
will.
Definitely
very
it
could
be
that
you
just
need
a
partial
section
of
the
lotto
replaced
or
the
entire
length.
So
it's
going
to
depend
on
how
long
that
is
what
the
condition
is,
what
the
improvements
are
on
the
property,
but
it
could
be
anywhere
from
twenty
five
hundred
dollars
upwards
of
ten
thousand
dollars.

One
of
the
benefits,
though,
of
having
the
con
tractors
on
the
list
that
we
have
is
they've,
given
some
pre
bid
prices,
so
their
prices
are
on
a
lineal
foot
replacement
basis,
and
that
way
the
homeowner
can
take
a
look
at
that
contractor
list.
Compare
those
and
have
a
good
idea
on
what
that
cost
will
be
going
into
it.

Advertising
as
well
as
facility
rentals,
I,
didn't
know
if
we're
using
our
facility
if
there
would
be
a
fee,
but
maybe
there's
something
I,
don't
know,
I
just
didn't
know
for
reaching
out
to
300
with
the
mailings
and
the
hangers
whether
that
would
be
good
value.
The
other
item
is
is
on
the
video.
That's
going
to
be
performed.
Do
we
does
the
city
have
a
criteria
that
is
expected
as
far
as
was
going
to
be,
color
will
be
in
a
DVR?
Will
it
be,
will
do
be
a
footage
count
counter?

We've
developed
a
form
that
I
worked
with
the
sewer
services
manager
to
develop
that
form
that
they
would
submit
the
video
with.
And
yes,
as
you
indicated,
they
do
need
to
have
that.
Lineal
footage
counter,
as
well
as
a
small
diagram
and
then
also
describing
what
they
saw
in
the
video.
So
that
will
be
reviewed
by
our
sewer
services
manager
and
then
the
rating
established
to
it
and
that.

comment
you
made
is
that
if
we
don't
expend
all
of
the
grant
money,
we
have
to
give
it
up.
Why
don't
we
have
a
plan
say
if
we
don't
have
it
that
we,
you
know
that
we
do
something,
or
at
least
probably
contribute
more.
You
know
to
to
certain
properties,
you
know
what
I'm
getting
at
is.
How
can
we
keep
this
this
money?
You
know
in
the
neighborhood.

Maximum
dollar
match
was
very
hardly
negotiated
with
the
regional
board,
and
the
regional
board
did
not
agree
with
a
higher
match.
Even

our
estimate,
ports,
average
cost
was
much
higher.
The
reason
why
they
did
not
agree
with
a
higher
match
for
those
murderers
is
the
successfulness
of
this
kind
of
program
with
other
series
and
how
many
people
really
took
advantage
of
this
program,
like
I,
will
give
you
just
an
example
in
South
theory
that
at
the
city
of
South,
San
Francisco
ended
up
increasing
the
grant
budget
to
make
that
available
to
other
residents.

want
to
comment:
I
had
my
lateral
flail
several
years
ago,
and
it
cost
me
over
five
thousand
dollars
to
have
it
fixed
and
I
had
to
have
the
soil
cleaned
up
and
all
sorts
of
things.
So
it's
a
extremely
expensive
proposition
not
to
have
it
done
more
so
than
spending
the
three
hundred
dollars
$150
to
have
it
the
video
taped.
At
least
you
know
what
you've
got
so
I'm
encourage
everyone
who
gets
the
mailer
to
look
into
it.

a
couple
of
questions
so
I
just
wanted
to
clarify
the
terms
of
the
of
the
agreement,
and
not
only
is
there
a
dollar
amount,
but
there's
also
a
number
of
laterals
that
actually
have
to
be
addressed
and
one
way
or
the
other
and
I
believe
in
the
staff
report.
The
word
replace
was
used,
but
in
the
language
of
the
actual
agreement,
I
believe
it's
either
repair
its
repair
or
replace,
so
they
can
be
repaired
or
replaced
and
I'm
wondering.

Is
there
a
criteria
on
how
much
has
to
be
repaired
before
it's
considered
adequate,
meaning
that
if
there's
we
could
address
a
section
of
it
and
not
all
of
it?
But
would
that
be
considered?
Can
we've
been
check
one
off
the
list?
I
mean
I'm,
not
really,
I'm
not
really
sure.
If
there's
a
defined
criteria
for
what
would
get
us
where
we
want
to
be
right.

not
a
defined
criteria,
but
if
there's
a
small
section
of
the
lateral
that
can
be
repaired,
as
you
indicated,
that
would
be
eligible
under
the
program
and
then
that
would
qualify
as
one
lateral.
So
it
would
be
to
the
discretion
of
our
sewer
services
manager
to
make
that
determination.

the
other
thing
that
kind
of
caught
my
attention
was
that
we're
going
to
be
reviewing
these
videos
internally.
But
recently
we
said
that
we
didn't
have
the
expertise
in
house
and
we
were
going
to
have
to
bring
in
a
contractor
to
evaluate
the
video
that
we're
getting
for
they'll,
assist
the
larger
system
and
I'm
wondering.
Are
these
defects?

expertise
needed
to
review
this
video's
for
the
lateral
is
less
than
the
expertise
needed
to
review
for
the
main
for
the
whole
system.
The
city
itself
has
a
own
already,
a
lateral
video
that
the
city
already
doing
video
inspection
for
the
laterals
and
they
already
developed
a
expertise
needed
for
them
to
review
these
freedoms
for
the
laterals
and.

that
we
have
this
other
video
of
the
mains,
is
there
any
evidence
that
would
be
found
in
the
main
that
would
indicate
something
upstream
is:
is
either
either
there's
dirt
flowing
in
there?
Would
there
be
mud
deposits
at
the
end
of
a
lateral
that
would
indicate
that
that
area
has
more
water
intrusion
than
than
other
other
lots
and
I
don't
know
if
you
can
get
that
detailed
based
on
the
video
that
we
have.

I
also
noticed
in
the
report.
It
said
that
in
a
previous
smoke
test
that
was
done,
there
was
only
one
property
that
actually
had
smoke
coming
up
on
the
lawn
indicating
that
was
a
very
severe
break
or
breach
in
the
system
and
based
on
that,
can
you
kind
of
help
me
understand
that
if
we
only
see
one
area,
that's
that
impacted?
Can
you
really
expect
that
there
will
be
enough
properties
that
really
meet
the
criteria
which
I
think
was
between
three
and
five
to
actually
merit
participation
in
the
program
you.

pointing
out
a
very
interesting
conflict
on
this
project,
typically
with
the
smoke
testing?
That's
exactly,
but
how
you
are
defining
the
location
for
hire
in
flow
in
the
system
and
our
smoke
test
wasn't
successful,
specifically
in
this
area,
even
if
our
monitoring
system
clearly
show
that
the
wet
weather
peak
is
much
much
higher
than
the
drive
at
a
peak.
That
really
means
that
some
herds
are
in
water.
Villain
is
ending
up
in
our
system.
How
to
address
that
apparent
conflict
between
those
two
is
our
intent
to
figure
out.

and
then
the
last
thing
you
did
say
you
can
go
back
and
look
at
some
other
alternatives
to
making
the
term
the
determination
on
what
to
what
to
repair
I'm
wondering
if
we
were
to
take
on
the
cost
of
video
inspecting
every
lateral
in
that
area.
What
that
would
do
to
our
budget
and
how
much
would
be
left
to
actually
do
repairs
and
could
we
still
comply
with
the
program?

take
that
