good
evening,
honorable
mayor
City,
Council
members
at
the
last
City
Council
meeting,
the
city
manager
gave
an
update
on
the
status
of
the
crossing
hotel
site
and
the
council
requested
staff
to
return
with
the
proposed
next
steps.
I
will
review
the
background
and
describe
the
plan
for
soliciting
developer
proposals
for
the
crossing
develop
hotel
site.
The
city
is
about
to
complete
the
purchase
of
the
hotel
site
from
Martin
Regis
at
a
cost
of
1.4
million
dollars,
which
is
less
than
the
current
appraised
value
of
1.65
million
dollars.

The
development
of
a
hotel
at
this
location
has
long
been
a
high
priority
of
the
City
Council
and
the
community,
and
the
hotel
is
an
important
part
of
the
vision
for
a
mixed-use
transit
oriented
development
that
was
articulated
in
the
2002
US
Navy
site
specific
plan.
The
specific
plan
calls
for
a
flagship
hotel
provided
by
a
major
operator
that
offers
guest
rooms,
meeting
facilities
and
a
variety
of
personal
services.

Although
the
hotel
market
has
been
weak
for
the
last
decade
and
there
has
been
very
little
activity
to
purchase
sites
or
develop
new
hotels
in
the
Bay
Area,
the
market
has
begun
to
improve,
and
one
sign
of
that
is
the
fact
that
a
number
of
hotel
developers
have
contacted
the
city
to
express
their
interest
in
the
crossing
site.
In
the
past
year,
the
city
received
unsel
unsolicited
proposals
from
two
developers
and
has
been
in
informal
discussions
with
them.

Although
both
developers
expressed
a
willingness
to
negotiate
given
the
improving
market
conditions
and
the
XO
excellent
location
of
the
crossing
site,
the
proper
property
may
be
able
to
attract
the
interest
of
other
hotel
developers.
In
addition,
the
city
will
soon
own
the
property
and
will
have
full
control
and
the
ability
to
better
realize
its
objectives.

Staff
recommends
that
it
broadly
released.
Requests
for
proposals
and
qualifications
is
the
most
effective
way
to
assure
a
competitive
process
and
give
greater
confidence
that
the
ultimate
outcome
will
meet
the
city's
objectives.
Staff
also
recommends
that
the
city
continue
to
use
eps
to
help
prepare
the
rfp
in
order
to
move
forward
quickly
and
take
advantage
of
the
the
increasingly
favorable
hotel
market.
Eps
is
familiar
with
the
city's
objectives
for
the
site
and
is
in
the
best
position
to
provide
responsive
and
timely
service.

The
city
has
worked
with
eps
in
the
past,
and
staff
has
been
very
satisfied
with
the
quality
of
their
work.
Eps
is
a
well-qualified
economic,
consulting
firm
with
expertise
in
hotel
development
and
market
analysis
and
an
understanding.
A
strong
understanding
of
the
peninsula
market
city
staff
would
work
with
eps
to
develop
an
rfp
designed
to
attract
top
quality
responses
and
ensure
that
respondents
provide
the
information
necessary
for
thorough
evaluation
and
comparison.

The
rfp
would
include
a
project
background
section
to
provide
a
clear
understanding
of
the
primary
city
objectives,
as
well
as
key
site
features
and
constraints.
For
example,
in
general
terms,
the
city
seeks
a
130
to
150
room,
all
sweet
select
service
hotel
with
four
to
five
thousand
square
feet
of
meeting
space.
The
RFP
would
also
outline
the
city's
likely
role
in
the
development
process,
including
a
general
description
of
the
potential
for
financial
assistance.

The
EPS
cost
proposal
to
assist
with
preparation
of
the
RFP
and
evaluation
of
the
proposals
is
sixteen
thousand
dollars.
The
city
has
previously
paid
twelve
thousand
dollars
for
EPS
to
review
the
earlier
two
proposals,
so
that
would
make
the
the
total
for
the
necessary
work
for
the
crossing
development
site
at
twenty-eight
thousand
dollars.

We
expect
that
the
RFP
could
be
completed
within
one
month.
If
council
members
have
comments
or
suggestions,
you
would
like
to
include
in
the
RFP,
you
can
provide
them
now,
but
you
can
also
have
more
time
to
think
about
it
and
you
can
forward
them
to
the
city
manager
in
the
next
week
or
two
and
we'd
be
happy
to
consider
putting
them
into
the
into
the
RFP
suggestions
might
be.

This
council
majority,
this
council
and
previous
council
has
been
very
very
adamant
that
this
site
has
a
quality
facility,
hotel
and
conference
center
of
banquet
service
and
things,
and-
and
I
think
it's
it's
about
to
happen
so
working
with
eps
in
the
past-
it's
invaluable
information
that
he
has
provided
and
because
of
the
fact
that
it's
something
very
unique
to
our
community.
I
think
it's,
I
think,
we're
on
the
right
track.
I.

exciting

time
for
us
when
people
come
and
say
they
want
to
develop
and
somebody
else's
spread
on
their
heels.
So
it's
good
that
this
will
in
fact
flush
out
apples
to
apples.
So
we
know
exactly
what
we're
dealing
with,
because
some
of
the
preliminary
proposals
before
were
a
little
different
and
was
hard
to
judge
exactly
you
know
of
one
compare
one
to
the
other,
so
this
is
very
exciting
and
I
would
encourage
a
very
positive
vote
on
this.
