Description
San Bruno City Council Meeting June 14, 2011
10a. CalTrain Grade Separation Progress
B
That's
why
I
didn't
realize
that
the
mic
is
not
on
before
the
construction
phase
began,
JPB
and
the
city
entered
in
a
mou,
and
also
in
operation
and
maintenance
agreement
specifying
and
agreeing
in
detail
that
what
the
responsibility
of
JP
bees
will
be
convert
the
responsibility
and
the
role
of
the
series
will
be
during
the
construction
of
this
very
major
project
with
the
construction
we
last
two
years
in
essence,
but
these
documents
really
reflect
is
that
JPB?
It
is
the
response.
B
It
is
the
responsible
party
for
the
implementation
of
the
project,
including
quality
control,
public
outreach
and
proper
communication
with
the
city,
SI
agency,
and
also
proper
communication
and
public
outreach
with
our
resident.
The
series
main
responsibility
includes
the
general
oversight
of
the
proper
fulfillment
of
this
obligation
on
JPB
spot
in
order
for
us
to
fulfill
our
obligation
of
us
part
of
this
agreement.
B
B
This
coordination
and
collaboration
with
between
JPB
and
the
city
so
far
on
this
project
is
very
intense
and
very
effective.
They
are
ongoing
daily
weekly
field
visits
jointly
between
JPB
and
the
city,
also
weekly
and
monthly.
Coordinating
meetings,
including
monthly,
coordinating
meeting
between
JPB
and
all
of
the
departments
in
in
the
city,
in
addition,
is
weekly
update.
B
How
any
concern
on
JP
bees
part
how
any
concern
was
addressed
and
resolved
any
concern
raised
by
any
resident
or
anybody
in
the
city
and
also
ongoing,
weekly
updates
or
posted
on
the
web,
and
also
communicated
to
our
resident
on
the
expected
and
upcoming
construction
activity
on
the
project.
I
IV,
let
the
project
manager
from
JP
be
Rafael
ballon.
To
give
you
an
update
on
the
construction,
and
all
three
of
us
will
stand
for
question.
C
Okay,
thank
you
so
I'm
going
to
give
you
a
brief,
update
and
I'm
going
to
focus
primarily
on
the
next
three
months
in
the
next
six
months,
and
the
look
ahead
is
to
the
impacts
to
the
city.
So
a
quick
overview.
The
project
goals
were
primarily
to
enhance
safety
at
three
at
grade
crossings.
There's
a
number
of
other
improvements
for
traffic
in
the
city
in
general,
but
primarily
a
safety
proven
project
to
do
this.
As
you
know,
we're
going
to
create
separate
three
crossings:
San
Bruno,
San,
Mateo
and
Angus
Avenue,
and
include
three
pedestrian-only
underpasses.
C
Two
contracts
have
been
issued
or
one
has
been
issued
an
inflated
and
one
is
in
process
right
now,
for
this
great
set,
one
was
for
the
box
culvert.
It
was
awarded
back
in
February
2010
and
was
completed
on
tour
2010
and
in
the
main
contract
which
was
award
in
july
two
thousand
ten.
It
is
ongoing.
So
I'm
going
to
go
through
some
of
the
current
construction
activities
right
now,
mainly
out
there.
What
you
see
is
a
number
of
track
activities
from
several
improvements
from
Earth
work,
etc,
and
a
large
number
of
utility
improvements
are
ongoing.
C
C
We
have
a
full
closure
first
avenue
at
san
mateo
and
melody,
and
there
will
be
a
permanent
closure
happening
later
this
summer,
as
well
as
the
cut
over
to
the
shoot
fly
which
I'll
discuss
later
but
involves
a
major
closure
of
all
three
intersections
so
really
quickly
some
photos
here,
you
can
see
some
of
the
track
work
going
on
your
between
Scott
and
linden
and
then
shot
here
is
the
shifting
of
the
cross
get
Scott
at
night
honestly
and
here's
some
of
the
utility
improvements
are
going
on.
This
is
just
a
new
sewer
line.
C
That's
going
in
on
First
Avenue
and
more
of
the
track
work,
a
particular
you
see
welding
again
going
on
at
night,
obviously,
and
finally,
some
of
the
preparation
that
goes
in
for
the
shoofly
construction.
So
the
important
thing
to
note
from
this
slide
is
that
the
shoofly
will
be
closer
to
the
east
than
the
existing
caltrain
tracks,
so
it
will
be
closer
to
First
Avenue
and
san
mateo.
C
They
were
you
currently
see
the
caltrain
in
this
life,
and
then
here
is
the
sum
of
the
new
protection
that
was
put
in
for
the
I
380
in
the
form
of
a
crash
wall
and
some
of
the
utility
relocation.
This
is
for
this
is
actually
a
tee
we're
moving
some
fiber
optic
cables
and
actually,
in
this
slide
there
in
fact
lifting
the
fiber
to
get
a
sewer
under
so
upcoming
construction
activities,
like
I,
said
I'm
going
to
focus
on
a
three
month
window
and
then
a
six
month
with.
C
So
this
is
the
San
Bruno
San
Mateo.
As
you
see
it
today,
lumberyard
off
from
the
left
hand,
corner
top
of
the
slide
would
be
the
freeway
and
in
approximately
three
month
window.
What
you're
going
to
see
is
the
construction
of
that
ship
fly,
which
again
is
a
temporary
bypass
for
attracts
located
immediately
to
the
east,
so
you
can
see
the
existing
caltrain
tracks.
C
You
can
see
the
beginning
of
the
caltrain
shukla,
so,
what's
going
to
happen
the
next
three
months,
the
main
activities
are
going
to
be
that
you're
going
to
see
the
construction
of
the
street
by
and
that
will
be
all
the
way
from
scott
street.
All
the
way
down
to
the
existing
stations
are
quite
a
bit
of
construction.
C
Later
on
you're,
going
to
see
some
of
the
major
utility
relocations
is
completed,
the
fiber
optic
vatt,
so
with
a
PG&E
work
and
then
the
temporary
station
will
be
constructed
immediately
to
the
South
existing
station
during
that
timeframe,
as
well
as
there'll,
be
a
public
outreach
meeting
and,
unfortunately
left
jun
29th
on
there.
The
tentative
date
is
actually
for
July
thirteenth
I
apologize
for
that.
C
So
during
the
next
three
months,
some
of
the
impacts
that
residents
may
seem
would
include:
there's
no
more
street
closures
in
the
next
three
months,
so
we're
done
at
sky
in
Linden.
However,
you
continue
to
see
lane
closures
for
the
san
mateo
and
huntington
a.m.
san
bruno
and
periodically
there
will
be
some
minor
night
work.
This
would
be
less
than
what
you've
previously
experienced,
because
at
this
point,
what
we're
doing
is
primarily
testing,
not
major
civil
work.
Like
you
saw
previously
air
quality.
C
We
continue
to
monitor
that
and
mitigate
using
watering
to
mitigate
dust
and
then
parking
there'll,
be
intermittent
parking
restrictions,
primarily
in
huntington
in
san
mateo,
but
on
other
streets
as
well,
and
so
within
a
six-month
risible
will
seize.
The
shoe
fly
will
be
completed,
caltrain
will
then
be
running
on
the
tracks
to
the
east
and
we
will
have
demoed
out
the
existing
crossings
at
all
three
crossings.
So
by
the
end
of
2011.
This
is
at
six
month.
Look
ahead.
We'll
have
cut
over
to
the
shoe
fly.
C
They'll
take
place
sometime
in
early
fall
this
year
immediately
after
that,
pile
driving
activity
will
begin,
so
you
see
pile
driving
in
San,
Bruno,
San,
Mateo
and
Angus
all
happening
one
after
another,
and
then
the
removal
of
the
existing
tracks
and
excavation
for
great
separation.
It's
important
to
note,
because
when
we
start
excavating
there
will
be
an
increase,
a
marked
increase
in
the
amount
of
trucking
going
through
their
due
to
all
the
off
all,
and
we
will
begin
construction
of
the
bridges
in
san
bruno
san
mateo
Angus.
C
So
you
won't
see
the
bridges
themselves,
but
you'll
see
the
involvement
set
cetera
going
in
so
again.
Some
of
the
impacts
that
can
be
expected
during
this
six
month
time
frame
would
be
the
closure
that
I
spoke
about,
which
is
a
one-week
phased
closure.
So
we
will
have
friday
night
through
early
Saturday
morning.
C
All
three
crossings-
San
Bruno,
San,
Mateo
and
Angus-
will
be
closed.
The
first
over
will
be
San
Bruno,
which
will
be
open
that
morning
that
Saturday
morning
for
emergency
traffic,
followed
by
later
that
day
for
regular
traffic,
San
Mateo's,
the
next
crossing
open
that
opens
monday
early
at
oh-five-hundred
and
then
Angus
will
remain
closed
for
a
week.
So
this
is
obviously
a
major
closure
will
will
notify
well
in
advance
or
bad,
but
that's
the
the
next
and
the
last
big
major
street
closure.
C
Also
from
a
noise
point
of
view,
I
mentioned
pile
driving.
The
pile
driving
has
to
occur
during
the
day
for
obvious
reasons,
and
so
that
will
be
an
impact
that
the
listening
area
will
notice.
No
doubt
air
quality
will
continue
to
martyr
that
will
continue
to
water,
to
keep
dust
particles
down
and
parking,
of
course,
will
continue
with
intermittent
parking
restrictions
in
that
area,
as
the
case
may
be,
so
just
jumping
ahead
really
quickly
to
the
rest
of
the
project.
C
Now,
with
a
shoofly,
you
see
the
beginning
of
the
MSC
wall,
construction
and
the
lower
left-hand
corner
of
the
screen.
You
see
the
beginning
of
the
pedestrian
underpass
and
what
you
see
in
the
middle
of
the
screen
is
actually
the
bypass
for
st.
bernal,
because
San
burger
doesn't
move
from
its
current
location.
We
have
this
cowboy
hat
or
donut
whatever
you
want
to
call
it
bypass
involved
and
hear
further.
C
You
see
continuing
work,
building
developments,
final,
Street
alignments,
lowering
the
streets,
bridges
under
construction
part,
the
station
completed,
posing
park
up
on
the
top
right
hand
corner
and
in
the
final
station
alignment
with
with
the
transit
center
and
all
the
improvements
in
pleasure.
So
some
of
the
community
outreach
efforts
that
Clara
mentioned
so
we've
held
community
meetings,
we
had
a
project
kickoff
event,
it's
a
kind
of
Shepherd
in
the
project.
We
have
weekly
construction
updates
that
go
to
city
staff.
C
We
have
weekly
consistently
contact
reports
where
we
report
on
all
concerns
that
the
community
we
have
and
what
measures
were
taken
to
address
those
and
we
also
mail
an
email
out,
construction
notices
for
various
phases,
an
example
of
one.
So
this
is
just
gives
you
an
idea.
The
number
of
complaints
and
the
number
of
resolve,
complaints
and
I
should
mention
that,
in
addition,
the
city
themselves
have
received
seven
complaints
in
all
seven
have
been
resolved
by
city
staff.
C
You
can
see
in
just
gross
numbers
that
there
does
seem
to
be
a
trailing
off
at
least
initially.
There
was
a
lot
more
questions.
People
were
more
curious
than
anything
as
workers
continue
to
progress,
those
numbers
of
decrease
and
here's
an
example
of
some
of
the
construction
notices
that
you
may
have
seen
mailed
out
to
the
community.
C
C
But
if
we
don't,
you
know,
we
tell
them
a
day
before
it's
too
late,
so
we
try
to
give
them
a
decent
window
to
to
find
alternate
routes,
if
necessary
and
again
the
community
outreach
meeting
that
is
taking
place
and
again
I
apologize.
The
previous
value
will
actually
be
tentatively
scheduled
for
July
thirteenth
it'll
be
held
at
Bel
Air
school
as
the
previous
ones
were.
We
will
send
out
a
mailer
as
well
as
when
we
have
a
hard
date
for
that,
we'll
post
it
on
the
city
website,
so
everybody
has
access
to
that
jury.
Mecca.
C
Media
outreach
will
provide
updates
similar
to
what
you
just
saw
with
specific
dates.
With
specific
impacts,
the
community
will
discuss
upcoming
impacts
and
how
they
affect
the
community
and
answer
court.
Any
questions
that
and
just
in
closing
gears
of
you
that
you
may
remember
from
the
previous
presentation,
but
here's
a
final
shot
of
closing
park
from
san
mateo.
Just
so
you
know
what
we're
all
building
out
there
any
questions
any.
C
Sir,
the
main
concern:
well
initially,
there
were
mostly
questions
about
timing.
We
received
a
number
of
questions
right
back.
We
received
a
number
of
questions
regarding
utilities
in
particular,
there
were
residents
who
are
concerned
in
particular
about
drainage,
and
they
had
some
pretty
specific
questions
regarding
that
most
of
our
concerns
are
resolving
grounds
at
my
work.
Obviously,
people
who
are
impacted
during
these
weekend
windows,
where
we
do
have
to
do
my
work
and
those
I
think
I've
been
the
most
recent
okay.
D
And
then,
just
obviously
in
the
course
of
the
work,
if
there
is
graffiti
that
comes
up
on
various
areas
that
you're
working
at
or
that
you're
responsible
for
those
are
being
taken
care
of
in
a
timely
fashion
with
within
our
municipal
code,
that's
correct
and
then
also
I,
know
in
the
where
the
seminal
lumber
was
sometimes
there's
mounds
of
Earth
or
whatever
you
have.
There.
I've
had
some
comments
that
at
times,
obviously
there's
a
little
bit
of
wind
down
there
at
times,
and
so
obviously
some
of
that
is
going
on
two
vehicles.
It
depends.
C
C
Talk
with
the
granite
Construction,
the
contractor
out
there
make
sure
they
better
secure
those
I
mean
those
stockpiles
are
obviously
there
temporarily.
Until
they
can,
they
can
get
those
tested
it
moved
out,
but
obviously
yeah
we
can
protect
those
better
with
these
various
wraps
plastics.
You
can
put
on
them
to
secure
that,
so
we
will
do.
Thank
you
have.
C
Have
I
mean
it's
it's
a
major
construction
contract,
so
obviously
yeah
I
mean
there's.
There
are
always
issues
with
with
underground
a
lot
of
the
utilities
where
we
thought
they
were
just
general
underground
has
always
been
a
challenge
and
it
is
used
to
be
on
this
one
as
well:
I'm,
not
an
unknown,
but,
as
you
know,
we
experienced
a
much
heavier
than
usual
rain
this
year,
and
that
was
also
a
major
impact.
The
project
so.
C
Are
behind
schedule,
we
lost
approximately
two
months
to
do
some
heavy
rain
into
a
couple
of
other
activities
that
didn't
go
as
quickly
as
we
hope
we
are
still
projecting
the
same
completion
date
and
we're
attempting
to
catch
up.
So
when
I
say
two
months,
what
I
mean
is
two
months
on
our
internal
milestones
and
cut
in
CP
stock.
We're
still
on
track
at
this
time
to
meet
the
final
completion,
which
is
obviously
everybody's
goal.
So
in
order
to
do
that,
we're
going
to
have
to
expedite.
