pleasure

hosting
a
visit
from
the
chairwoman
of
the
National
Transportation
Safety
Board
last
week
and
was
very
interesting,
very
informative.
She
know

council.
She

with
the
city
staff
she
meant
with
residents
and
actually
visited
the
site
after
that,
she
was
taken
by
pge
to
a
couple
of
areas
we're
actually
doing
some
pipeline
testing
so
very
informative
and
very
interesting,
and
we
look
forward
to
their
final
report,
which
is
tentatively
scheduled
for
the
end
of
August
presentations.

honorable
mayor
and
city
council,
this
is
the
latest
installment
and
the
treetops
reviews
that
you
have
done
over
the
past
five
or
so
years
and
before
I
begin
my
presentation.
All
of
this
is
done
under
the
backdrop
of
the
strong
City
Council
direction,
to
hear
the
neighborhood
concern
that
this
vacant
apartment
building
has
been
with
in
the
neighborhood
for
years
now
and
has
had
a
negative
effect
on
the
surrounding
area.

So,
throughout
this
process
the
city
council
has
really
given
a
strong
direction
to
a
make
sure
that
this
building
gets
constructed
as
quickly
as
possible
and
be
while
it's
vacant
make
sure
that
it's
maintained
in
the
best
possible
manner.
So
with
that,
a
brief
background
on
the
approval
process,
everyone's
familiar
with
it
in
2005,
the
aimco
vacated
the
308
units
that
are
existing
there
in
2006
a
2005-2006.
They
got
their
first
approval
to
build
a
new
510
unit
apartment
building
in
the
same
location.

There
are
a
lot
of
conditions,
but
some
of
the
more
important
conditions
were
a
both
of
those
projects
had
to
be
accomplished
or
construction
on
both
of
those
projects
had
to
be
accomplished
within
a
one
year
period.
So
jun
22nd
was
the
date
for
the
renovation
project
to
begin
construction
and
be
there
was
a
number
of
maintenance
requirements
for
the
existing
buildings
as
well.
Well,
since
that
time,
the
applicant
has
informed
us
that
they
are
going
to
move
forward
with
the
renovation
project.
That's
the
project.
They're
focused
on
now.
They
have
been
up
to.

They
have
been
working
on
this
project.
They
were
they've
got
their
building
Peru
their
building
plans
approved
over
the
last
year
and
they've
also
got
their
improvement.
Plans
approved,
neighbor
neighbors
may
have
noticed,
and
the
council
may
have
noticed
they
started
the
grading
work
on
the
corner,
parcel
cutting
it
flat
so
that
in
removing
some
contaminated
dirt,
that
was
there
from
an
old
gas
station
and
cutting
it
flat
so
that
the
new
recreation
building
could
go
there
and
they've
also
started
in
HUD
application
process
for
HUD
back
to
mortgage
insurance.

There
just
aren't
private
insurers
a
mortgage
right
now
that
will
ensure
a
loan
for
three
hundred
and
eight
units
renovation,
so
they're
going
to
HUD
route.
Now,
obviously,
when
you
go
the
the
HUD
route,
it
takes
a
little
bit
longer.
So
that's
why
we're
before
you
here
tonight.
So
this
was
/
the
applicants
for
question,
as
the
the
notice
says,
they're
requesting
six-month
extension
to
all
of
their
entitlements,
so
this
would
require
that
they
begin
construction
by
around
Christmastime
december
twenty.
Second,
however,
the
applicants
timelines
puts
construction
of
the
renovation
project
to
begin
construction.

In
October
timeframe,
there
in
the
certain
legal
term
is
called
they
the
firm
process
right
now
for
the
HUD
application
process.
It's
you
could,
you
could
see
related
to
like
a
longer
escrow
period
that
lasts
between
90
and
100
days,
and
it
began
a
few
weeks
ago,
so
that
fits
am
in
the
end
of
sep
tember
for
the
end
of
the
HUD
application
process,
and
after
that
they
will
have
the
money
necessary
in
order
to
pull
permits,
hire
their
contractor
and
to
begin
construction.
The
neighborhood
will
be
kept
aware
of
everything.

going
on.

One
final
note:
there
was
an
improvement
agreement
entered
into
between
the
city
and
the
developer.
There's
also
an
extension
request
on
that
improvement
agreement
and
the
developers
also
agreed
to
give
the
city
a
letter
of
credit
necessary
to
make
the
improvements
to
the
street
in
the
case
that
the
developer
goes
away.
So
with
that
I
could
take
any

and

ordinance
is
written
is
that
once
they

permit

reality
they

moving
forward

have
the
height

couple

getting
this
project
to

We

been
in
touch
with
HUD
as
recently
as
last
week
and
I
wanted
to
give
the
council
sort
of
an
update
on
where
our
loan
is
at,
because
I
know
we're
in
front
of
you
asking
for
six-month
extension.

have
approximately
30
loans
on
their
plate
right
now,
we're
number
eight,
which
is
a
very
good
spot
to
be
in.
They
feel
that
there's
a
few
ahead
of
us
that
are
not
as
well
prepared
in
terms
of
their
applications
that
will
probably
drop
down
or
drop
out
completely.
So
that's
really
good
news,
we're
exactly
where
we
want
to
be
which
puts
us
in
the
same
timeframe
of
september-october
for
construction
start
date
now,
unfortunately,
this
is
not
a
bank,
it's
HUD
and
it's
a
HUD
process.

order
to
give
an
exact
closing
date,
is
they
just
don't
give
those
exact,
closing
dates?
If
we're
going
to
a
bank
requesting
a
certain
closing
date,
we'd
have
a
more
exact
date.
So
therefore,
that's
kind
of
why
we're
asking
for
a
six-month
extension
to
give
us
to
make
sure
that
we
can
get
in
with
that
time
frame.

parcel

a
little
bit
confusing
because
they
usually
don't
approve
to
two
of
the
same
entitlements,
but
right
now
the
developer
has
committed
to
the
308
unit
renovation
project,

they'll
be
renovating
the
308
units
that
are
there
right
now
and
not
moving
forward
or
construct.
They
don't
have
the
financing
in
order
to
construct
the
500
units.
On
the
second
point,
we
have
been
in
contact
with
County
Health
about
the
potential
for
airborne
mold
particles.

did
not
have
any
concern
when
we
last
spoke
to
them,
but
we'll
make
sure
to
involve
them.
They
need
to
pay
our
Air
Quality,
Management
District
needs
to
approve
the
demolition
permit
and
the
County
Environmental
Health
will
also
be
involved
for
both
of
those
for
making
sure
that
there
is
no
airborne
contamination
both
on
the
asbestos
level
and
on
the
mold
level.
Regarding
Street
detour,
signs
I
think
that's
a
great
idea.
I
understand
what
she's
saying
people
can
make
the
right
there
and
kind
of
get
not
be
able
to
turn
around
easily
so
yeah.

said,
they're
looking
forward

moving
forward

only

sure

neighborhood

beyond
even

eyesore

in
the
morning
and
I'm
hoping
with
this
extension
that
will
be
able
to
actually
see
progress
more
than
just
at
the
corner,
which

start,

it's

beginning,

anxious

excited

hopeful

we'll
see
something
of
monumental
happening
this
year.

the
council's
action

understood

captured

the
City
Council
had
been
soon
finance
director.
The
master
fee
schedule
enables
the
city
to
recover
costs
incurred
to
provide
special
services
requested
by
members
of
the
community,
thereby
minimizing
or
eliminating
the
use
of
limited
general
fund
revenues.
It's
the
policy
of
the
City
Council
to
generally
seek
full
cost
recovery
and
a
fee
schedule
that
maximizes
cost
recovery
through
appropriate
fees
is
an
important
component
of
the
city's
ongoing
financial
stability
each
department.

Each
of
these
department
has
reviewed
as
respective
user
fees,
to
determine
if
adjustments
are
warranted
for
full
recovery
of
its
costs
provide
the
services
for
which
the
fee
is
charged.
So
adjustments
are
recommended
for
the
upcoming
fiscal
2011-12
year
to
take
effect.
July
first
2011
I'll
briefly
go
over
some
of
those
adjustments,
the
details
that
have
been
included
in
the
staff
report
and
the
corresponding
master
fee
schedule.

of
the
fee
adjustments
include
a
an
update
of
the
photocopy
charges
for
the
city
clerk
department
and
generally
overall
for
the
Public
Records
Act
requests
from
ten
cents
to
25
cents
in
the
library.
Department
modification
is
recommended
for
the
fee
for
damaged
materials.
From
two
hours
to
three
dollars:
that's
standardize
it
with
the
peninsula
library
system,
also
an
increase
in
the
charges
for
reserving
materials
from
75
cents
to
a
dollar
consistent
with
what
was
approved
by
the
county
in
the
police
department.

a
fee
for
arrest
for
DUI.
That's
proposed
to
be
eliminated
due
to
a
recent
court
ruling
that
determined
that
recovering
booking
booking
fees
and
related
costs
for
such
offenses
is
unreasonable
and
deemed
recommended

elimination

directed
by
the
trial
court
at
conviction.

Springs
terrorists.

Similar
level
of
activity
was
seen
this
year
when
compared
to
2009
in
the
number
of
these
applications,
and
we
reviewed
5
glenview
rebuild
projects
and,
if
you
you've,
probably
been
by
there,
you
can
see
a
few
of
those
are
underway.
I'm
told
that
quite
a
few
others
are
in
design
goals
for
2010
continue
to
review
applications
for
the
glenville
view
rebuild
complete
the
zoning
code,
update
with
sustainability
component,
complete
the
downtown
and
transit
corridor
plan
and
potentially
review
new,
affordable
housing
developments.
I
guess
that's
depending
on
the
economy,
residential
review,
design
guidelines.

Architects
and
homeowners
have
appreciated
understanding
the
city's
design
expectations
up
front
instead
of
waiting
for
the
review
process,
and
this
is
a
sin
significantly
in
the
glenview
expedited
review
process.
Completing
the
zoning
code.
Update
of
the
very
next
step
is
a
joint
planning,
commission
and
city
council
review
of
the
zoning
code.
Sustainability
audit
then
complete
the
zoning
code
update
for
consistency
with
the
adopted
general
plan
transit
quarters
plan
and
the
residential
design
guidelines

of

regular
basis

the
architectural

actually

feel

neighborhoods

exciting.

it
is
a
lot
of
work

we
really
appreciate

comment

items
not

is
the
council's
policy
to
refer
matters
raised
in
this
form
to
staff
for
investigation
interaction
where
appropriate.
The
Brown
Act
prohibits
the
council
from
discussing
or
acting
upon
any
matter,
not
agendized
pursuant
to
state
law.
But
anyone
like
to
address
the
council
under
public
comment.

Tobacco
companies
replace
the
400,000
smokers
who
died
HD
each
year
by
recruiting
new
young
smokers.
Hollywood
movies
account
for
about
half
of
those
new
smokers,
because
tobacco
companies
have
an
80
year
old
history
of
using
movies
to
promote
smoking,
the
more
smoking
that
children
and
teens
watch
on
the
screen,
the
more
likely
they
are
to
start
smoking
as
teenagers.

We
are
asking
a
motion
picture
association
of
america
to
change
the
policy
so
that
one
GP
GM
pg-13
movies,
be
tobacco-free
to
movie.
Producers
would
be
to
be
required
to
certify
that
they
do
not
accept
money
from
the
tobacco
industry
for
putting
tobacco
in
their
movies.
Three
strong
anti-smoking
ad
should
be
shown

movies

smoking
and,
finally
that
there
should
be
no
tobacco
brand
or
logo
identification
in
movies.

These
four
policy
solutions
have
been
endorsed
by
the
world
health
organization,
the
American
Medical
Association,
the
American
Academy
of
Pediatrics
and
many
others,
including
local
elected
officials
such
as
rebel
City,
Council
Pacific,
City,
Council,
Daly,
City,
Council,
San,
Mateo,
City,
Council,
Belmont,
City
Council
and
San
Mateo
County
Board
of
Supervisors.
This
year
we
forced
our
campaign
efforts
in
san
bruno
in
burlingame,
and
we
recently
conducted
research
in
these
two
cities
by
recollecting
through
230
public
opinion
surveys.
We
ask
people
their
opinions
on
these
four
policy
solutions.

Here's
what
we
found
when
we
asked
people
whether
they
would
support
making
gpg
and
pg-13
movie
Sibeko
three
tobacco-free
on
83.9
percent
said
yes.
In
addition,
69.6
percent
said
that
they
would
support
requiring
movie
producers
to
certify
that
they
did
not
accept
money
from
the
tobacco
industry
for
putting
tobacco
in
their
movies.

realize
that
the

the

update

focus
primarily
on
the
next
three
months
in
the
next
six
months
and
a
look
ahead
is
to
in
the
impacts
to
the
city.
So
a
quick
overview.
The
project
goals
were
primarily
to
enhance
safety
at
three
high
grade
crossings.
There's
a
number
of
other
improvements
for
traffic
in
the
city
in
general,
but
primarily
a
safety
proven
project
to
do
this.

contracts
have
been
issued
or
one
has
been
issued
and
completed,
and
one
is
in
process
right
now
for
this
great
set,
one
was
for
the
box
culvert.
It
was
awarded
back
in
February
2010
and
was
completed
in
october,
two
thousand
and
in
the
main
contract
which
was
award
in
july
two
thousand
ten.
It
is
ongoing.
So
I'm
going
to
go
through
some
of
the
current
construction
activities
right
now,
mainly
out
there.

see
is
a
number
of
track
activities,
some
several
improvements
of
Earth,
work,
etc,
and
a
large
number
of
utility
improvements
are
ongoing.
As
to
street
closures,
we
had
two
weekend
closures
of
scott
street
and
those
are
complete.
We
had

weekend
closures
of
south
linden
and
that's
complete
and
looking
forward.

a
full
closure,
first
avenue
apt,
san
mateo
and
melody,
and
there
will
be
a
permanent
closure
happening
later
this
summer,
as
well
as
the
cut
over
to
the
shoe
fly
which
I'll
discuss
later

monitor

using
watering

will
be
intermittent
parking
restrictions
primarily

huntington
in

mateo,

streets

so

six-month

will

shoot
fire
will
be
completed.
Caltrain
will
then
be
running
on
the
tracks
to
the
east
and
we
will
have
demoed
out
the
existing
crossings
at
all
three
crossings.
So

the
end
of
2011.
This
is
at
six
month.

cut
over
to
the
shoo
fly,
that'll
take
place
sometime
in
early
fall,
but
this
year
immediately
after
that,
pile
driving
activity

begin.

see
pile
driving

San,
Bruno,

after
another,
and
then
the
removal
of
the
existing
tracks
and
excavation

great
separation.

important
to
note,
because
when
we
start
excavating

an
increase,

marked
increase
in
the
amount
of
trucking
going
through
there

off

we
will
begin
construction
of
the
bridges
in
San
Bernardino

bridges

some
of
the
impacts

six
month

frame
would
be
the
closure
that

spoke

we
will

Friday
night
through

Saturday
morning.

three
crossings-
San
Bruno,
San,
Mateo
and
Angus-
will
be
closed.

first
to
open
will
be
San
Bruno,
which
will
be
open
that
morning

Saturday
morning
for
emergency
traffic,
followed
by
later
that
day
for
four
regular
traffic,
San
Mateo's,
the
next
crossing
open
that
opens
Monday
early

oh-five-hundred
and
then
Angus
will
remain
closed
for
a
week.
So
this
is
obviously
a
major
closure
will
notify
well
in
advance
of
bad,
but
that's
the
the
next
and
the
last
big
major
street

number

complaints

the
number
of
resolve,
complaints

I
should

that
in

the
city
themselves
have
received
seven
complaints,
all
seven
have
been
resolved
by
city
staff.

neighborhood
already
started
to
rebuild
itself
and
in
order
to
facilitate
that
process,
it
is
critical
to
rebuild
simultaneously
the
damaged
infrastructure
in
the
area.

issued

one
request
for
proposal
to
support
the
city
and
the
community
in
the
development
of
design,
alternative
and
development

the
reconstruction

our
request

proposal

received

of
those
consultant
were
interviewed

several
ideas
have
surfaced
in
recent
months
regarding
the
type
and
the
scope
of
the
event.
Examples
of
these
include
a
service
at
the
site
of
the
explosion,
planting
a
Morial
grove
of
trees,

walk

from
the
site
to
another
location.
If
the
timing
works
out,
some
has
suggested
a
groundbreaking
ceremony
of
the
playground.

was
also
discussion
about
having
two
separate
ceremonies,

for
those
that
were
directly
impacted

disaster

broader
community.

highest
priority
needs
to

residents

glenview
area

Around
the
fourth
of
July
holiday,
we
have
typically
assigned
four
to
six
officers
who
patrol
in
teams
the
division
of
the
city
or
the
area
of
the
city,
that's
generally
described
as
covering
the
area
from
I
280
to
the
city
limits.

In
addition,
this
coming
holiday
season,
Police
Department,
will
assign
a
to
officer
team
devoted
solely
to
the
glenview
neighborhood.
These
officers,
as
I
indicated
before,
will
be
in
supplement
to
the
normal,
heightened
level
of
patrol.
We
provide
officers,
as
I
indicated,
take
a
zero-tolerance
approach
to
the
use
of
illegal
fireworks
for
the
improper
use
of
safe
and
sane
fireworks,
a
violation
of
either
of
these
ordinances
or
either.
These
requirements
carries
a
fine
of
up
to
one
thousand
dollars
in
previous
years.
Fines
have
been
imposed
and
they
will
be
again
this
year
vigorously.
H
However,
due
to
the
weather
patterns
that
we've
been
experiencing
over
this
past
several
months
where
the
weather
has
not
been
particularly
dry
or
hot,
those
weeds
have
actually
not
matured
to
the
point
where
they
present
an
immediate
fire
danger.
However,
they
are
obviously
unsightly
and
they
clearly
need
to
be
removed
by
him
before
the
July
4th
holiday
season.

The
removal
of
those
weeds,
too
early
has
a
potential
of
giving
rise
to
a
new
growth
that
then
will
become
an
additional
problem
later
down
the
road.
So
we're
trying
to
time
the
effort
to
make
sure
that
the
area
is
cleared
to
make
to
make
best
advantage
of
that
work
effort
and
to
protect
the
neighborhood
as
best
possible
as
such,
the
city
is
coordinating
with
the
private
property
owners
in
the
neighborhood
to
facilitate
the
removal
of
the
weeds
prior
to
the
start
of
the
sale
of
safe
and
sane
fireworks,
which
begins
on
jun
28th.

So
that
means
within
the
next
two
weeks
we
will
be
in
the
neighborhood
assuring
that
those
weeds
are
removed.
We
are
currently
in
the
process
of
gaining
permission
from
property
owners
on
whose
property
this
work
needs
to
occur
and
we're
about
halfway
through
the
return
of
those
right
of
entry
agreements
that
we
previously
sent
out
so
we'll
be
contacting
property
owners
from
whom
we
have
not
heard
and
as
a
necessary
last
ditch
effort.

It's
my
understanding
that
our
fire
chief
and
Fire
Marshall
can
order
removal
of
the
weeds,
and
we
would
proceed
on
that
basis
if
it
becomes
necessary.
So
we
are
doing
what
what
we
believe
is
both
necessary
and
what
we
are
able
to
do
in
order
to
protect
and
reassure
the
neighborhood
and
I
would
be
happy
to
take
any
questions
in
city
council
on
town.

amendment
to

agreement

San
Mateo
County
for
the
provision
of
animal
control
services.

term

agreement
through
June
twentieth,
2015,
amending
the
payments
scheduled
to
the
county
and
adding
specific
terms.

We
reached
that
conclusion
based
on
at
least
a
preliminary
review
of
alternatives,
alternatives,
service
providers
and
just
simply
an
evaluation
of
the
need,
the
services
it
must
be
performed
and
the
best
way
to
to
do
those
to
do
that.
This
third
amendment
provides
for
three
point:
five
percent
increase
to
Peninsula
Humane
Society
for
the
contract,
beginning
in
year
two
and
a
six
percent
increase
in
last
year.
There
is
no
increase
in
the
bass
contract
amount
for
the
first
of
this
three-year
renewal
term.

This
amendment
to
the
contract,
in
addition
to
changing
the
cost
provisions,
allows
the
county
to
recover
actual
costs
of
providing
after-hours
dispatch
for
them
finish
main
society
beginning
in
year.

participants

on
a
regular
basis
to
monitor
animal
control
services
in
the
county
and
long-term
alternatives

the
animal

additional
costs

total

to

for
PHS
to

funds

for

county

recover
costs
associated
with
After
Hours
dispatch,

mentioned.

cost

the

these
types
of
joint
agreements
up

of

have

joint
service

project

1999,

city

gasoline
tank
behind

fire
station
