San Bruno City Council Meeting March 23, 2010 4. Caltrain Presentation
B
B
So
tonight
we
were
asked
to
come
in
and
present
to
the
council
what
we
were
planning
to
take
to
the
community
to
discuss
the
San
Bruno
grade
separation
project.
We
have
a
meeting
scheduled
and
announcements
are
in
process
and
we'll
go
out
next
Wednesday
March
31st
from
6
30
to
8
30
p.m.
at
Bel
Air
school
at
450.
Third
ave.
We
had
spoken
with
staff
and
they
asked
us
to
also
do
another
meeting
a
little
further
along
in
the
process
around
the
sep
tember
timeframe,
to
continue
to
keep
the
community
informed.
B
The
presentation
that
we
have
personal
is
very
similar
to
what
you
all
have
received
from
Rafael,
Boland
and
Liriel
erano
some
months
ago.
We
just
wanted
to
kind
of
go
back
over
the
project
goals
which
are
to
eliminate
the
traffic
bottleneck
there
at
san
bruno
and
to
enhance
safety
for
both
motorists
and
pedestrians
with
several
mode.
Excuse
me,
several
automobile
and
pedestrian
only
crossings
are
being
constructed
through
this
project.
I
believe
this
also
supports
the
goals
of
san
bruno
downtown.
Revitalization,
efforts
as
well.
B
To
talk
first
about
the
auto
and
pedestrian
safety,
the
vehicular
crossings
that
will
be
constructed
are
at
angus
avenue,
san
mateo
and
san
bruno
avenues.
They
will
have
pedestrian
access
as
well,
and
then
we
will
have
pedestrian
only
under
under
crossings
or
under
passes
at
sylvan,
at
the
new
station
location
and
at
euclid
avenue.
B
There
are
some
questions
earlier
on
about
some
of
the
right
away
considerations,
and
we
just
wanted
to
reiterate
that
the
project
is
within
the
caltrain
right
of
way.
There
will
be
a
small,
take
it
melody
toyota
just
a
little
bit
of.
I
believe
it's
a
parking
lot
and
we
will
have
to
relocate
some
of
the
parking
at
artichoke
joe's
and
then
we
will
need
some
temporary
construction
easement
sand.
We
have,
for
instance,
some
one
way
traffic.
I
believe
on
first
ave
for
some
portions
of
the
project.
B
To
talk
about
the
project
schedule
a
little
bit,
we
are
currently
in
the
limited
notice
to
perceive
phase
for
the
box,
culvert
and
utility
relocation
portion
of
the
project,
which
is
sort
of
the
the
precursor
to
the
full
grade
separation
project.
We
expect
that
that
construction
would
start
beginning
in
May
and
we
would
have
notices
going
out
to
the
community
a
couple
of
weeks
ahead
of
time
and
then
on
a
weekly
basis.
Our
construction,
though
this
is
an
e-mailed
to
all
of
our
city
partners
and
others.
B
Our
construction
contract
for
the
full
grade
separation
project
is
currently
in
process
and
going
out
to
bid
the
grade.
Separation
contract
award
would
happen
in
July
and
we
expect
construction
to
begin
about
October
of
this
year
after
the
box,
culvert
portion
concludes.
There
will
be
a
couple
of
street
closures
throughout
the
process.
The
first
will
be
around
the
fall
of
this
year.
B
It's
a
Scott
Avenue
and
then
there
would
be
one
in
the
spring
of
2011,
but
we
will
have
more
information
on
the
exact
time
frame
and
street
once
the
full
contract
is
awarded,
and
then
the
full
construction
should
end
about
summer.
Of
2012,
the
next
series
of
slides
have
to
do
with
the
construction
phasing
I
believe
this
is
a
series
that
you
all
had
seen
primarily
before,
but
many
of
the
public
may
have
may
not
have
we
start
out
showing
the
alignment
on
which
the
tracks
currently
lie.
B
B
The
next
slide
we
see
the
beginning
of
the
well.
We
see
the
train
running
on
that
on
that
shoo
fly
and
then,
after
that,
we
start
to
see
the
series
of
grade
separation,
construction
and
underpass
construction
there
at
the
station
location,
as
well
as
the
pillars
and
things
that
will
go
into
the
streets
as
supports
for
the
grade
separation
and
a
bridge
portion.
B
We
can
go
this.
This
slide
shows
essentially
the
majority
of
the
great
separation
being
completed
with
our
to
track
alignment
here,
and
this
is
essentially
where
we
would
in
summer
of
2012,
and
we
have
sort
of
an
option
here.
What
we
have
been
tasked
with
doing
is
designing
a
project
that
ensures
that
we
are
good
stewards
of
the
public
funds
and
San
Mateo
County
ta
funds
that
are
going
into
this
project
by
not
precluding
high-speed
rail.
B
And
this
is
sort
of
the
final
hypothetical
possibility
as
to
how
they
might
look
we'll.
Take
you
through
a
few
of
the
project
renderings,
which
have
been
updated
since
the
time
that
you
have
last
seen
them.
We
have
sort
of
a
view
of
poesy
park
here
and
calculating
staff
and
city
staff
have
worked
together
to
look
at
a
few
different
possibilities
for
textured
and
colored
stone,
pavings
here
and
vertical
finishes
as
well.
B
This
is
looking
northbound.
The
next
view
is
from
the
First
Avenue
side.
Looking
north
just
wanted
to
point
out
that
we
have
basically
have
it
looked
at
drought,
tolerant,
plantings
in
association
with
city
goals
of
you
know,
low
maintenance
and
making
sure
that
we're
good
environmental
stewards
as
well
as
well
as
Ivy
and
things
to
cover
up
the
portions
of
the
wall
as
well.
B
Then
we
just
have
a
few
more
views.
The
next
is
a
little
bit
far
away
but
shows
how
portion
of
the
parking
lot
and
the
station
on
the
eastern
side
there
at
san
bruno
avenue,
san
mateo
abnehmen
southbound
platform
on
the
station.
Actually
looking
north
northbound
platform,
then
looking
south
on
the
left,
you'll
see
one
of
the
shafts
for
believe
the
elevators
that
are
portion
of
the
project
that
were
part
of
the
discussions
with
the
Citizens
Advisory
Committee
and
city
staff.
B
B
Lastly,
we're
just
including
our
contact
information,
our
office
of
public
affairs
with
a
primary
contact.
We
do
have
a
dedicated
construction
outreach
and
information
number
at
6,
50,
50,
877
26,
and
we
have
set
up
a
dedicated
email
address
specifically
for
this
project
as
be
great
step
at
caltrain.
Calm
and
I
will
conclude
there
take
any
questions.
A
B
What
we
normally
do
is
a
couple
weeks
before
construction
gets
started.
We
send
out
a
formal
notice,
that's
mailed
out,
and
then
we
also
email
that
to
city
officials,
including
police
and
fire,
because
they're
at
times
at
which
they
may
require
rerouting
or
things
like
that.
We
also
maintain
a
website
at
wwlp.com.
B
B
A
You're,
the
one
yes,
okay,
I,
think
just
want
to
emphasize
how
important
it
is
that
other
big
projects
in
this
city
and
and
the
outreach
and
the
information
that
you
know
the
the
contractors
have
relayed
to
the
public
has
just
been
a
real
help,
because
I
want
to
make
sure
you
run
a
top
of
it.
Otherwise
they
called
me
and
us,
and
we
call
you
we
will
be
on
top.
A
D
C
There
be
some
form
of
I
mean
I'm
looking
out
at
this
audience
and
I.
Don't
know
how
many
people
know
what
we're
even
talking
about,
but
we're
elevating
tracks
and
it's
going
to
be,
if
not
a
larger
project,
but
a
as
involved
project
is
when
Bart
came
through
and
it's
in
the
same
area
and
the
same
type
of
disruptions,
congestions
and
all
that
stuff.
So
is
there
going
to
it?
Will
there
be
an
area
where
they
can
pass
by
and
say:
okay,
here's,
here's,
the
contact
information
or
something
yes,.
B
C
B
E
F
G
E
C
G
And
there's
a
second
one
in
the
transit
center
as
well,
which
is
which
is
slightly
smaller
than
what
you
see,
babe
yeah,
that
thought
right.
You
can
see
how
the
water
feature
effectively
follows
the
curve
of
the
architectural
ramp
and
it
sort
of
sits
at
the
back
of
the
new
expanding
posing
park.
Okay,.
F
E
G
Better,
ok,
so
the
specifics
of
who
will
maintain
what
is
actually
still
being
negotiated
with
staff
as
part
of
the
CNM
agreement
that
we're
going
to
do
so.
I
can't
really
answer
who
will
be
maintaining
it
at
this
time
until
that's
finalized,
but
the
concept
would
be.
Of
course
we
would
have
in
areas
that
the
jpp
will
maintain
will
have.
We
have
an
overall
contract
for
state
and
station
maintenance,
and
so
they
would
be
the
ones
responsible
for
for
doing
things
like
that.
Okay,.
E
A
E
G
So
unfortunately,
this
view
is
seemed
somewhat
from
an
elongated
point
of
view.
I
mean
you
it's
as
if
the
camera
was
drawn
back.
So
what
you're
really
seeing
is
probably
not
I
agree
with
you,
the
best
possible
view
of
poesy
Park
you
could
have,
and
as
taught
alluded
to
that,
that
has
been
a
continuous
issue,
and
this
is
getting
better
views
that
better
express
that.
But
yes,
essentially
what
you'll
see
in
Posey
park
is
you'll
see
a
series.
E
H
Do
the
chair
just
on
the
note
the
compliment
I
asked
about
trash,
I'm
also
concerned,
as
far
as
when
it
comes
to
maintenance
and
graffiti
cleanliness,
utilizing
the
type
of
paints
or
whatever
we
are,
that
tries
to
reduce
a
we
have
an
expectation
in
its
community.
Then
when
it
goes
up
it
comes
down.
I
want
to
ensure
that
that
goes
forward
for
this
project
as
well.
We
don't
want
to
spend
the
effort,
the
time
and
the
resources
and
then
have
something
stay
up,
and
obviously
there
are
things
on
the
market
that
can
be
utilized.
G
I
know
actually
that's
a
very
good
point.
Graffiti
abatement
was
one
of
the
things
we
looked
at
quite
a
bit
in
this
project,
so
we're
addressing
it
in
a
number
of
ways,
one
of
which
is
through
some
of
the
planting
that
you
saw
on
some
of
these
slides
by
actually
encouraging
planting
on
the
wall
itself.
That
typically
discourages
a
lot
of
the
more
overt
acts
of
vandalism
that
you
may
see,
and
we've
had
a
lot
of
success
with
that
and
some
of
our
other
great
crossings.
G
This
kind
of
one
of
the
second
things
that
we're
doing
is
what
you
mentioned.
Is
there
are
products,
as
you
know,
it's
essentially
an
applicable
film
that
what
it
does
is
it
does
not
prevent
somebody
from
from
if
they
choose
to
vandalize
a
piece
of
public
architecture.
However,
it's
what
it
becomes
is
much
much
easier
to
remove
it
rather
than
having
a
sandblast
or
paint
over,
I'm
sure,
you've
all
seen
locations
where
someone's
painted
over
one
patch
and
it
just
it's
always
visible.
E
G
A
I
would
hope
that
the
the
city
would
take
the
position
to
put
the
contact
slide,
their
last
side
on
the
channel
one
and
almost
run
it
can
every
day
so
that
it's
always
there,
instead
of
just
sporadically,
because
we
need
to
have
that
available
as
much
as
we
can
all
right.
Thank
you.
Robert
Rio,
seventh
Avenue
for
the.
D
Name
is
Michael
Garvey
other
at
60,
Walton
Street
in
San,
Carlos
and
I'm.
Actually,
here,
as
the
outreach
coordinator
for
the
high
speed
rail
project
and
if
no
other
members
of
the
public
wanted
to
comment
directly
and
these
plans
and
renderings
than
I'd
like
to
talk
a
little
bit
about
high
speed
rail
and
how
we're
trying
to
coordinate
with
this
after
this
project.
Well,.
A
D
Then
I'll
try
to
be
very
brief
and
answer
questions.
Perhaps
the
first
thing
I
wanted
to
assure
counsel
is
that
we
are
working
closely
with
the
joint
powers
board
and
planning
all
they're,
all
the
great
separations
and
work
that
they're
doing
record
me
as
closely
as
possible
to
assuming
both
projects
go
forward,
and
it
looks
like
your
great
separation
is
an
excellent
position
in
assuming
high-speed
rail
goes
forward.
D
At
some
point,
we
would
like
the
minimum
amount
of
change
to
the
project
has
approved
and,
as
you've
noted
in
the
plans,
it
does
contain
features
that
that
ease
the
burden
upon
your
community.
If
high-speed
rail
comes
through,
it
will
not
come
for
some
time
and
this
project
cut
being
completed
well
before
it.
In
the
interest
of
brevity,
then
let
me
just
say
that
we
are
I'm
working
with
the
firm,
that's
doing
the
environmental
documents
for
the
san
jose
de
san
francisco
peace,
and
we
are
about
to
issue
something
called
the
alternatives.
D
We're
keeping
this
open-ended.
Of
course,
we're
early
in
that
process.
The
high
speed
rail
has
been
around
now
for
some
years,
and
a
lot
of
folks
are
believing
we're
farther
forward
than
we
are
we're
not
that
far
along.
Yet
the
we
hope
to
have
a
draft
of
the
full
environmental
document
by
the
end
of
this
calendar
year
and
that
schedule
will
be
tight
because
of
all
of
public
hearings
and
outreach
that
we
intend
to
do
we're.
D
Also,
in
anticipation
of
a
question
you
may
have,
we
are
preparing
an
entire
track
in
multiple
languages,
we're
going
through
the
census,
tracts
now
and
gathering
information
about
the
the
dominant
languages
and
different
neighborhoods,
and
we're
going
to
make
an
all-out
efforts
to
translate
this
information
so
that
everyone
everyone
can
hear
the
information
early
on
in
the
process.
At
the
end
of
the
day,
our
product
is
an
environmental
document.
D
At
the
end
of
the
day,
when
we
have
completed
this
report,
we
presented
to
the
California
High
Speed,
Rail
Authority
and
then
just
as
the
City
Council
is
able
to
act
after
you're.
Given
a
completed
environmental
impact
report,
they
will
be
empowered
to
take
action
that
is
slated
to
occur
at
the
end
of
next
year.
If
you
have
any
questions,
I'd
be
very
pleased
to
answer
them,
but
I
just
wanted
to
say
we're
looking
forward
to
working
with
with
your
staff,
we
met
today
with
a
lot
of
the
technical
folks
and
san
bruno
staff.
D
Was
there
to
outline
the
process
and
to
begin
to
work
and
april
the
8th.
The
invitation
has
not
yet
gone
out.
It
should
go
out
today
or
tomorrow
we're
inviting
the
the
council
members
appointed
by
each
of
the
city
councils
to
a
meeting
to
talk
about
the
alternatives,
analysis
and
councilmember
O'connell
will
look
forward
to
seeing
you
and
Sam
less
than
the
native
April,
v8
and
I
will
apologize
at
this
point
for
we've
had
several
breakdowns
in
communication
and
I
apologize
for
that
we're
trying
to
improve
it
and
perfect
the
whole
system.
All.

the

we

there
will
be
some
temporary

will
be
mostly
positive,
improved

emergency

things
due

in
it,
and
that
traffic
would
not
be
backed
up
anymore
once
the
great
separation
is
complete.
B
When
we
had
a
little
issue
with
our
horns
last
year,
the
great
separating
these
different
crossings
will
actually
reduce
the
need
to
blow
at
each
crossing,
and
things
like
that.
There
will
be
some
horns
after
he
bones
or
as
trains
enter
and
leave
the
station,
but
it
will
not
be
to
the
extent
that
it
was
before.
So
that
would
be
another
positive
all
right.
Thank.
