We're
going
to
hold
the
public
hearing,
adopt
a
resolution
adopting
the
initial
study
negative
declaration
in
compliance
at
the
California
and
Environmental
Quality
Act
sequa,
and
adopt
a
resolution
adopting
for
2009
2014
general
plan
housing
element
staff.
Please.

Son
honorable
mayor
members
of
the
City
Council
good
evening,
the
purpose
of
the
purpose
of
this
item
is
to
consider
approval
of
the
2009
2014
housing
element
update
and
the
associated
environmental
review,
the
negative
declaration.
As
you
know,
staff
has
been
working
on
the
housing
element
update
for
the
past
year
or
so,
and
the
housing
element
is
one
of
seven
elements
of
the
general
plan.
It
must
be
updated
and
certified
by
the
State
Housing
and
Community
Development
Department
that
that's
hcd,
periodically
San
Bruno's
last
housing
element
was
adopted
in
2003.

The
housing
element,
update
required
environmental
view
review
and
the
initial
study
was
was
prepared,
which
found
no
significant
impacts
associated
with
this
project
and
therefore
a
negative
declaration
was
prepared,
which
is
typical
for
housing
elements.
The
housing
element
is
consistent
with
the
recently
adopted
general
plan
and
the
environmental
impact
report
for
the
general
plan
and
appropriate
zoning
exists
for
the
properties
on
the
housing
sites
inventory
to
meet
the
city's
regional,
fair
share
of
housing
allocation.
The
negative
declaration
was
circulated
for
a
30-day
public
comment
period
that
ended
on
februari
21st.

The
first
draft
housing
element
was
submitted
to
hcd
for
its
required
review
last
September
and
in
November
hcd
sent
an
official
comment
letter
to
the
city
staff
addressed
all
of
hdd's
comments
and
after
receiving
input
from
the
city
counsel
submitted
a
second
draft
housing
element
to
HDD
in
January
hcd
requested
a
number
of
changes
in
the
November
common
letter
and
a
full
list
is
attached
to
your
staff
report
I'll
cover
just
the
the
three
most
significant
issues
that
were
a
concern
of
HDD.
The
first
is
regards
the
analysis
of
residential
sites.

The
housing
element
must
include
an
inventory
of
residential
sites
to
determine
that
there
are
adequate
sites
to
meet
the
city
share
of
regional
housing
needs
and
that's
973
units
between
2007
and
2014.
The
inventory
must
identify
an
upland
zone
for
housing
at
appropriate
densities
to
meet
the
regional
share
at
various
income
levels.
Hdd
was
concerned
that
the
city
would
need
to
rezone
sites
in
order
to
meet
its
regional
share.
However,
staff
was
able
to
show
that
there
is
sufficient
land
currently
zoned,
residential
or
downtown
mixed-use.

The
second
issue
is
regarding
homeless
shelters,
the
most
significant
new
issue
that
the
housing
element
addresses
is
compliance
with
SB
to
the
recent
state
law
that
requires
city
to
cities,
to
establish
a
zoning
districts.
A
zoning
district
where
homeless,
shelters
are
allowed
by
right
without
requirement
of
a
conditional
use.

However,
hcd
was
concerned
that
the
Ted
ten
bed
limit
for
an
individual
facility,
which
was
included
in
the
in
the
initial
program,
would
be
a
constraint
on
the
on
the
development
of
the
homeless,
shelter.
After
discussion
with
the
City
Council
in
December,
the
program
was
revised
to
remove
the
10
bed
limit.

However,
the
element
also
states
that
the
city
will
can
will
consult
with
homeless
service
providers,
such
as
the
peninsula
clergy
network,
to
develop
appropriate
and
reasonable
standards
for
homeless
shelters.
As
part
of
the
zoning
code
update
and
the
City
Council
will
have
more
opportunities
to
consider
this
issue.

The
third
issue
is
regards
the
transit
corridors
plan.
Acd
asked
for
clarification,
a
program
to
be
which
addresses
the
city's
efforts
to
prepare
the
transit
corridors
plan.
Hcd
recommended
adding
length
language
that
describes
the
process
to
change
ordinance
1284
to
increase
building
height
limits.

Once
the
element
is
adopted
by
the
city
council
and
resubmitted
to
HDD.
In
the
letter
h
city
commended
san
bruno
for
adopting
the
general
plan
update,
which
includes
land
use,
classifications
for
transit,
oriented
development
and
multi-use
residential
focus
along
el
camino
al
to
promote
compact,
infill
and
mixed-use
development
near
transit
on
march.
Second,
the
Planning
Commission
reviewed
the
housing
element
and
the
negative
declaration,
and
they
recommended
that
the
City
Council
approved
the
update.

Finally,
the
new
housing
element
and
additional
tables
which
are
in
your
it
will
also
serve
as
the
city's
annual
progress
report
on
the
housing
element,
which
is
required
by
state
law,
and
the
next
step
in
this
process
is
if
the
City
Council
approves
the
the
housing
element.
Staff
will
resubmit
it
to
HDD
for
certification,
and
that
concludes
my
presentation.

bed
capacity
may
be
necessary
in
order

survive.

state

telling,

we
know

it
is
at
a
church
there's
some
separate
funding
that
currently
does
exist.

get
promoted?

of

try
to
get
this
housing
element
well,.

I
think
it's
it's
very
timely
that
this
is
happening
in
conjunction
with
the
transit
corridors
plan
and
a
lot
most
of
the
sites
are
along
el
camino,
real
or
in
the
downtown
or
san
bruno
avenue
and
as
part
of
the
the
transit
corridors
plan.
When
we
get
close
to
adoption
work,
we
are
going
to
be
doing
a
public
outreach
to
market
specific
sites
and,
as
you
know,
the
transit
corridors
plan
also
has
opportunity
sites
and
and
catalytic
sites,
which
they've
done
actually
quite
a
bit
of
work
in
analyzing.

seems
like
it's
every
10-15
years
that
we
do
this,
and
especially
on
the
heels
of
the
general
plan
and
I
know.
We've
we've
had
some
success
in
our
housing
element
and
look
forward

future
success
up
to
in
the
coming.

it
next
five
years,
at
least
so
with
that
I'd
like
to
introduce
the
resolution
for
adoption
of
our
housing
element.
