honorable
mayor
and
members
of
the
council,
my
name
is
Eun
Joon
Kim
I
work
as
a
city
engineer
for
the
public
services
division.
The
city
adopted
the
latest
update
of
the
water
system,
master
plan
in
February,
and
it's
in
the
final
stages
of
completing
the
storm
drain
and
the
sanitary
sewer
master
plans.
It
is
anticipated
that
these
master
plants
will
be
substantially
complete
by
the
end
of
this
year.
These
master
plans
identify
over
150
million
dollars
in
improvement
projects
over
the
next
ten
years.

These
improvement
projects
ensure
the
adequate
capacity
and
reliability
within
each
infrastructure
system.
The
projects
are
prioritized
independently
for
each
infrastructure
system,
replacement
of
the
infrastructure
will
require
extensive
trenching
within
city
streets.
Construction
impacts
will
include
utilities,
service,
disruptions,
noise
and
disruptions
to
pedestrian
and
vehicular
traffic
flow.

Careful
planning
and
coordination
to
minimize
construction,
related
impacts
and
maximize
efficiencies
and
construction
will
be
extremely
important,
since
the
streets
will
be
torn
up
and
reconstructed.
Coordination
with
the
city's
pavement
management
system
is
also
required.
The
most
efficient
approach
to
implementing
improvement
projects
to
coordinate
is
to
coordinate
and
combine
them
into
larger,
bundled
projects
which
would
maximize
the
efficiency
and
minimize
the
disruption
to
the
public.
The
utility
infrastructure
systems
are
complex
and
a
complicated
analysis
would
need
to
be
performed.

Coordination
of
the
different
utility
priorities
will
require
minor
alterations
to
the
timing
of
the
projects
that
are
recommended
in
the
individual
master
plans.
The
development
of
the
coordinated
work
plan
requires
a
detailed
understanding
of
the
systems
and
the
computer
modelling
used
to
prepare
the
master
plans.
City
staff
does
not
have
the
specialized
expertise
nor
work
load
capacity
to
perform
this
analysis.

Yost
prepared
the
city's
water
mass
water
system
master
plan
and
has
performed
a
peer
review
of
city's
storm
drain.
Master-Planned
West
shows
has
required
expertise
and
knowledge
of
city's
infrastructure
systems
to
develop
a
coordinated
work
plan
that
integrates
the
various
projects
of
the
separate
master
plans
into
a
coordinated
implementation
schedule.
The
proposal
from
West
Yost
provides
for
development
of
a
work
plan
for
each
year
of
a
ten-year
period,
schedules
and
maps
will
be
developed,
developed
that
illustrate
the
bundled
prioritized
projects
with
project
sequencing.

Would
be
on
a
particular
Street
if
there
is
a
high
priority
water
main
to
be
replaced
and
also
a
low
priority,
sewer
main
to
be
replaced.
We'd
have
to
make
sure
that
that
combined
priority
is
considered
so
that
the
sewer
is
replaced.
At
the
same
time,
the
water
is
rather
than
coming
back
four
years
later,
to
tear
up
the
street
once
again
to
replace
the
sewer
main,
because
the
priorities
for
each
individual
master
plan
were
separate.

basically
considering
the
the
total
prioritization
of
the
separate
master
plans
together
have.
