Description
San Bruno City Council Meeting October 12, 2010
A
C
A
A
We
do
have
an
announcement
tonight,
and
that
is
that
we
will
be
having
a
another
town
hall
meeting
to
address
the
glenview
fire
incident
that
will
occur
on
friday
night
october
29th
at
630pm.
The
venue
is
not
confirmed
yet
so,
if
you
look
at
our
website
or
call
City,
Hall
will
get
that
out,
probably
within
the
next
next
day
at
the
latest.
Okay,
we
have
some
presentations
this
evening,
the
first
presentation
and
one
more
announcement,
also
under
items
not
on
the
agenda
this
evening.
A
A
Brunner
contribute
to
increase
property
values,
enhance
the
economic
vitality
of
business
areas
and
beautify.
Our
community
and
trees
are
a
source
of
joy
and
spiritual
renewal
wherever
they
are
planted,
and
whereas
this
year's
observance
and
celebration
will
feature
tree
planting
at
both
city
park
in
buckeye
park.
Now,
therefore,
I
Jimmy
Wayne,
mayor
city
of
San
Bruno,
do
hereby
proclaim
October
16
2010
as
Arbor
Day
in
the
city
of
San,
Bruno
and
I
urge
all
citizens
to
support
efforts
to
care
for
our
trees
and
woodlands
and
to
support
our
city's
community
forestry
program.
A
E
F
Thank
You
mr.
mayor
and
council
members
on
October
sixteenth
on
Saturday
people,
you
can
go
to
the
parks
yard,
there
will
be
a
ceremony
at
parks
yard
and
then
we
will
be
doing
two
tree
plantings,
we'll
be
planting
some
trees
in
city
park,
as
well
as
over
a
Buckeye,
and
there
are
scout
groups.
Individual
families
that
have
been
invited
have
been
asking
about
this,
and
so
we
will
be
doing
tree
plantings
at
both
locations.
F
Was
it
nine
o'clock?
I,
sorry
I,
believe
late,
son,
Leo's
nine
o'clock
meeting,
but
I
will
double
check
and
we
will
make
sure
that
it
is
posted
on
the
city's
website
as
well
as
on
channel
one,
and
it
is
in
the
recreation
brochure
I.
Just
don't
remember,
I,
don't
want
hear
anybody
wrong,
hey!
Thank
you.
We.
A
F
Good
evening,
mr.
mayor
honorable,
council,
members,
city
staff,
I'm
dean
peterson,
the
director
of
environmental
health
for
San,
Mateo
County
and
on
behalf
of
San
Mateo
County
Calver
cycles
and
all
the
state
agencies
we'd
like
to
present
to
you,
the
golden
shovel
that
was
used
today
by
the
Honorable
mayor
and
miss
Jackson.
To
remove
the
last
of
the
debris
on.
A
A
Yeah
we
were
pleased
to
be
there
this
afternoon.
35
of
the
35
watcher
completely
cleaned
out.
Erosion
control
is
taking
place,
sodding
will
be
taking
place
later
this
week
and
the
trees
will
start
to
be
removed
in
the
canyon
area,
I
think
about
thursday.
So
it's
starting
to
look
like
an
area
that
day
you
got
some
land.
Can
you
build
and
hopefully
that's
what
we're
going
to
do
sooner
than
later,
and
the
final
presentation
tonight
is
this,
is
this
is
great?
A
The
San
Francisco
Giants
will
present
a
check
as
a
donation
for
the
benefit
of
the
glenview
fire
victims
and
I.
Just
have
a
couple
of
things
to
say
so
you
have
the
San
Francisco
Giants
in
the
middle
of
this
huge,
huge
race
for
the
West
right,
and
what
do
they
do
before
they
play
the
Dodgers.
They
say,
San
Bruno
really
got
got
hit
very,
very
badly
tragedy
and
we're
going
to
give
three
dollars
of
every
ticket
to
a
Dodger
game
to
the
san
bruno
fire
glenview
fire
relief
fund.
A
So
they
do
that
and
of
course
they
they
win,
and
so
then
they
decided
to
donate
that.
So
then,
what
do
they
do?
They
win
the
west
all
right
and
then
they
have
to
beat
the
Braves
and
the
first
braves
game
was
last
Thursday
evening
and
who
did
they
call?
They
call
a
firefighter
a
dispatcher,
a
police
officer,
the
mayor
and
two
individuals
that
were
heroic
and
saving
some
some
elderly,
ladies
from
a
rest
home,
and
they
asked
us
to
throw
out
the
first
pitch
and
they
win
the
game.
So
this
is
a
great
thing.
A
E
E
Am
joined,
I
first
would
like
I'm
Shayna
Dom
from
the
San
Francisco
Giants
and
I
am
joined
by
three
of
my
colleagues,
who
are
san
bruno
residents,
Carolyn
euros,
David,
Fujita
and
Sam
heichal.
Mr.
mayor
vice
mayor
mayor
and
members
of
the
City
Council
on
behalf
of
the
National
League
West
champion
San
Francisco
Giants,
now
headed
to
the
NLCS
I'm
starting
on
Saturday.
E
It
is
our
honor
to
present
to
you
from
not
only
the
Giants,
but
the
Giants
community
fund,
which
I
know,
has
an
active
jr.,
Giants
program
here
in
san
bruno,
our
fans
and
our
front
office
staff,
a
number
of
checks,
totaling,
119
thousand
eight
hundred
and
sixty
six
dollars
and
ninety
seven
cents.
They
are
all
here
in
this
envelope.
E
We
have
obviously
all
been
touched
by
the
tragic
events
experienced
by
the
residents
of
San
Bruno.
Please
know
that
the
victims,
the
survivors,
the
emergency
service
responders
and
the
entire
community
have
been
in
our
thoughts
and
prayers,
and
we
are
here
to
lend
support
as
you
work
to
heal,
recover
and
rebuild,
and
we
hope
that
this
money
will
assist
you
in
doing
that.
You.
A
A
A
D
A
G
D
Fleetwood,
dr,
there
are
no
copies
of
the
minutes
of
the
previous
two
meetings
on
the
table
in
the
rear.
There's
just
the
one
copy
in
the
in
the
bound
book,
I'd
like
to
get
back
to
doing
things.
The
way
we
usually
do
them
and
have
copies
over
the
minutes
of
the
meeting
previous
meetings
available
for
the
public.
If
we
could
okay.
A
I
A
Motion.
Second,
on
the
question
on
favor
hi:
okay,
we
have
removed
item
70,
it's
except
a
letter
of
resignation
from
traffic
safety
and
parking
committee.
Member
Doris
Mays
declare
a
committee
member
vacancy
and
direct
the
city
clerk
to
initiate
the
process
for
appointment
of
a
new
member
strawberryk.
First.
H
Of
all
I
would
like
to
dot
I'd
like
to
reject
her
resignation.
She's
such
a
such
a
good
community
volunteer,
and
but
just
briefly
just
to
thank
Doris
for
her
service
on
many
committees
and
also
she
didn't
mention
it.
But
she
was
also
a
very
active
member,
the
Citizens
Advisory
Committee
for
the
caltrain
great
separation,
but
she
did
state
that
she
will
apply
to
other
other
committees
and
just
thank
you
so
far
for
what
she's
done.
That
I
accept
her
resignation
except.
A
Second
motion:
second:
all
in
favor
hi,
so
carried
public
hearings,
notices
the
publish
posted
mail,
no
public
hearings.
This
evening.
We
do
have
public
comment
on
items
not
in
the
agenda.
Item
number
nine.
It
is
the
council's
policy
reform
matters,
raising
this
forum
to
staff
for
investigation
interaction
where
appropriate.
The
Brown
Act
prohibits
the
council
from
discussing
or
active
on
any
matter.
Not
agenda
is
pursuant
to
state
law.
D
Fleetwood,
dr
I'd
like
to
see
an
item
on
the
agenda
for
the
next
city
council
meeting
to
have
a
report
on
the
improvements
made
to
fleetwood,
dr
as
a
result
of
the
extensive
study
of
for
calm
traffic
calming
on
that
road
I'd
like
to
see
a
report
on.
What's
what's
been
done
to
execute
the
approved
recommendations,
if
that's
at
all
possible.
Okay
item
number
two
I
think:
if
we
get
started
right
now,
we
can
get
some
lines
and
arrows
pointed
painted
he'll
be
painted
at
around
the
tanforan
shopping
center.
D
Now,
as
we
approach
the
problem
of
painting
the
lines
in
the
arrows,
one
of
the
problems
is
the
fact
that
they're,
not
the
lines,
aren't
clear
enough
for
people
to
see
which
lane
they
should
be
in
and
what
areas
they
should
be
in
and
there's
there's
a
chance
that
cars
will
merge.
For
example,
if
you
come
from
the
bart
station
and
you
come
from
the
post
office
and
you
come
up
sneath
lane,
you
can
get
mixed
up
because
those
lines
are
not
visible
there
at
all.
D
That's
just
one
example
and
I
would
like
to
stress
that
somebody
looks
at
this
situation
at
night.
Not
just
during
the
day.
Can
you
see
these
lines
and
striping?
Can
you
see
them
at
night?
You
know
that
shopping
center
is
open
till
they
open
till
eleven
o'clock
gets
dark
around
six.
So
that's
a
lot
of
hours
that
the
people
will
be
driving
around
there
and
we
want
of
course,
impress
people
with
how
safety
conscious
we
are
at
San
Bruno.
Thank
you.
Thank.
E
Get
evening
I'm
Jennifer
rotten,
and
this
is
holly,
we
cow
and
September
25th
Holly
and
I
am
Holly.
Myself
held
a
rally
for
San
Bruno
at
the
san
berdo
rec
center.
This
was
a
day
of
family
and
friends
and
for
a
badly
bruised
community
to
come
together.
For
one
reason,
that
reason
was
the
glenview
by
our
victims.
This
was
a
much
needed
day
and
we
were
honored
to
be
a
part
of
it.
E
Holly
and
I
had
originally
had
this
fundraiser
in
place
to
raise
money
for
the
brain
tumor
foundation,
and
in
light
of
what
happened,
we
knew
it
was
important
to
switch
our
focus
and
the
drive
behind
the
change
was
our
friend
Mariana
Tandy
and
my
mother.
Should
we
oughtn't
who
both
passed
away
from
this
terrible
disease?
E
We
like
to
say
a
quick
thank
you
to
a
few
people
who
are
the
reason
we
were
able
to
put
this
amazing
event
together,
our
main
sponsor
who
was
dog
Kiko's
in
the
rib
shack
san
bruno
Lions,
Club,
Celia's
in
san
bruno
DJ,
jimmy
stewart,
stewart,
thomas
john
catering
and
the
many
family
and
friends
who
led
to
hand
her
to,
and
we
definitely
can't
forget
to
thank
Danielle,
Brewer
and
Randy
shorts
who,
without
their
help,
none
of
this
would
have
been
able
to
happen
and,
of
course,
idiot.
The
City
Council.
B
So
I
just
wanted
to
say
a
little
piece.
I
was
born
and
raised
up
there
at
1710
clermont
or
at
once,
stood
till
I
was
20
years
old.
The
rally
was
not
just
a
way
for
us
raise
money
for
the
victims,
but
for
people
like
me
to
see
their
lifelong
friends
and
neighbors
and
join
afternoon
after
a
devastated
devastation
and
heartache
that
they
endured.
We
succeeded
in
both
I
saw
smiles
on
so
many
familiar
faces
that
it
was
worth
more
than
any
money
in
the
world.
B
B
A
plan
for
new
life,
new
growth,
where
the
taught
land
park
once
stood
when
maybe
help
signify
the
move
forward
and
help
make
the
memory
more
tolerable,
as
people
drive
by
where
the
devastation
originated
I,
hope
one
day
to
see
a
new
park
and
know
these
wonderful
volunteers
and
myself
helps
contribute
to
rebuild.
Thank
you
again
to
all
of
our
sponsors
in
Danielle
and
Randy.
Thank
you
very
much
and
too
many
are
many
volunteers
for
helping
us
out
with
such
a
big
success.
Thank
you.
B
B
And
we
are
planning
to
more
benefits
in
the
near
future,
one
within
the
next
six
months
and
one
more
on
the
anniversary,
so
we're
hoping
with
the
city
support.
We
can
make
a
bigger
success
Karina's
event,
even
though
she
held
it
the
sunday
after
the
fire
she
actually
raised
over
ten
thousand
dollars.
So
I
was
really
exciting
in
four
days.
A
Well,
as
you
can
all
see,
there's
a
lot
of
stuff
happening
in
San
Bruno,
and
it's
going
to
continue
to
happen.
Sort
of
overwhelming
can't
say
enough.
Just
thank
you.
Thank
you.
Thank
you.
This
is
still
public
comment.
Anybody
in
PG&E
is
here
they're
not
on
the
agenda.
Would
you
like
to
ask
any
questions
of
them?
Anyone.
C
J
Good
evening
I'm
Kirk
Johnson
I'm,
the
vice
president
of
gas
transmission
and
distribution
for
pge
in
terms
of
the
line
that
is
in
place
right
now.
It
is
a
an
active
at
this
point
time.
Pg&Amp;E
is
continuing
to
study.
One
will
take
to
operate
our
system
missing
a
significant
segment
of
the
pipeline
that
feeds
all
of
the
peninsula,
which
includes
san
mateo,
county
san
francisco
county
and
the
northern
reaches
of
santa
clara
county
combined.
J
We
are
completing
some
construction
as
we
speak,
trying
to
improve
the
system
with
crossed
eyes,
and
you
may
see
some
of
that
work
in
the
city
of
san
bruno,
going
on
in
the
next
two
weeks
that
will
help
build
the
city
up
in
terms
of
its
our
ability
to
deliver
gas,
but
at
this
point
in
time,
we're
still
studying
to
determine
exactly
what
needs
to
happen.
At
that
point,
all
right,
Thank.
A
J
Looking
to
have
a
have
the
analysis
completed
around
November
first
at
this
point
in
time,
and
we
oh
ho,
we
have
an
obligation
to
report
to
those
cpuc
our
findings
and
meet
with
them
and
that
they
have.
They
are
the
apart
e
that
requested
that
we
lower
the
pressure
in
line
132,
which
is
the
lifeline
that
ruptured
down
by
twenty
percent
and
that's
having
a
significant
impact
on
our
ability
to
during
the
wintertime
to
customers
throughout
santa
clara
county,
san
mateo,
county
and
san
francisco
county,
and
we
will
share
the
findings
out
with
the
city.
J
K
Verify
my
staff
has
received
some
questions
that
I
think
might
benefit
for
the
viewing
public
to
hearing
your
answer
directly
about
the
work
that
is
currently
going
on
with
in
san
bruno
appears
to
be
related
to
the
existing
transmission
lines,
particularly
in
the
Glen
View
neighborhood,
as
well
as
along
san
bruno
avenue.
That.
J
There's
actually
two
pieces
of
work
that
PG
knees
involved
with
on
the
pipeline
system.
The
first
is
building
crossed
eyes
which
are
links
that
link
to
two
of
the
pipelines
or
the
three
pipelines
that
operate
through
san
bruno
together,
so
that
we
can
further
reduce
the
pressure
drop
from
having
a
segment
of
pipeline
out
of
service.
That's
been
going
on
for
the
last
two
weeks
and
that
will
be
getting
completed
towards
the
end
of
this
week
and
actually
some
work
will
happen
during
the
weekend.
J
Come
see,
you'll
see
construction,
crews
out
on
skyline
and
potentially
some
other
areas
conducting
that
type
of
work.
The
other
work
that
you're
saying
throughout
the
city
of
san
bruno
and
actually
I've
been
down
the
entire
peninsula,
but
obviously
focused
in
san
bruno,
is
some
work
that
we
work
with
the
cpuc
on
to
ensure
the
pipeline
system.
That's
currently
in
place
is
still
safe.
That
is
oftentimes
referred
to
as
a
external
direct
corrosion
assessment
and
that's
the
kind
of
work
that's
happening.
Folks
are
working
in
the
streets.
J
It's
a
subcontractor
called
Mears
they're
experts
in
this
activity,
they're
working
through
the
evening
and
sometimes
during
the
day,
and
their
purpose
is
to
ensure
that
that
pipeline
from
a
external
corrosion
perspective
is
its
integrity
is
intact.
We
have
operated
and
done
this
testing
in
the
past,
but
we're
doing
it
again
to
make
sure
that
that
pipeline
and
all
the
pipelines
throughout
San,
Bruno
and
the
peninsula
are
safe.
J
That
is,
over
and
above
the
leak
survey
activity
that
took
place
immediately
after
the
sure
where
we
patrolled
all
the
pipelines,
gas
transmission
pipelines
in
san
bruno
and
also
through
the
entire
San
Francisco
Peninsula.
So
you'll
see
a
lot
of
activity
by
PG
in
those
areas
conducting
that
type
of
maintenance
work.
A
J
One
of
them
is
called
line,
132,
that's
the
lineman
ruptured
and
there's
another
pipeline
called
line
109
and
those
two
split
off
right
around
highway
35
and
take
different
crossings
line
132
the
separatist
section
that
ruptured
was
built
in
about
nineteen
forty
eight
and
it
was
relocated
due
to
the
building
of
homes
in
1956
line.
109
took
a
different
route
up
through
skyline
and
passed
over
an
earthquake
fault
and
therefore
had
to
be
rerouted
in
1995.
J
So
those
are
two
separate
lines:
they
operated
the
same
pressure
they
operated
as
an
integrated
system
and
that
they're
connected
upstream
and
down
from
that
location.
But
those
are
the
two
routes
that
were
selected
at
the
time
of
rerouting
those
pipelines.
So
they
are
two
separate
lines
both
like
pressure.
J
D
A
G
B
One
more
thing
that
we
almost
forgot
a
good
friend
and
Sandra
no
resident
Anastasia
javon
oni
made
this
quilt
that
she
would
like
to
give
to
the
city
of
San
Bruno
to
hang
somewhere,
maybe
the
library
or
the
city
hall.
She
spent
a
lot
of
time
on
it
and
it
says
we
were
a
city
with
one
purpose
in
that
moment
to
help
each
other,
nine,
nine
ten.
So.
A
Alright,
no
items
on
the
public
comment:
I
will
move
on
to
conduct
of
business
and,
as
I've
said
the
last
number
of
weeks,
despite
what
a
lot
of
people
who
said
we're
still
open
for
business,
the
lights
around
the
doors
are
open
and
we
have
some
regular
business
to
conduct
and
we'll
start.
At
this
evening,
item
10a
received
a
report
and
provide
direction
related
to
an
expedited
planning
process
for
homes
affected
by
the
glenview
fire
distractin.
Thank.
L
You
and
good
evening,
honorable
mayor
and
city
council,
as
the
council
knows,
the
glenview
fire
destroyed
homes
within
the
crest
more
to
subdivision
and
before
I,
go
into
the
expedited
planning
and
building
process.
I
want
to
touch
on
just
a
historical
background
in
this
area,
so
it
was
developed
between
1956
and
1964,
and
the
majority
of
the
homes
in
the
area
were
originally
constructed
with
three
or
four
bedrooms,
as
well
as
two
bathrooms,
and
compared
to
many
other
subdivisions
that
were
built
earlier
in
san
bruno.
L
L
There
also
what's
interesting
about
this
neighborhood,
at
least
from
a
planning
perspective.
There's
a
lot
of
things
that
planners
referred
to
as
legal
non-conforming.
That
means
that
they
were
built
legally
before
today's
codes.
One
of
those
issues
is
three
foot
setbacks
that
many
of
the
garages
have
as
well
as
many
smaller
garages.
L
Following
the
architectural
review
committee
meeting,
there
is
a
planning
commission
meeting
where
an
ultimate
decision
is
being
made
and
once
it's
approved
it
moves
on
to
the
structural
review
phase,
but
takes
about
another
two
months.
There's
a
lot
of
back
and
forth
within
this
process,
less
back
and
forth.
Now
that
we
have
the
architectural
review
guidelines,
but
these
are
complex
plans
that
architects
are
drawing
up,
so
they
do
take
some
time
for
architects
to
actually
draw
the
details
and
that's
why
it
takes
a
long
retired.
L
For
the
sake
of
background
to
the
reasons
why
homes
might
have
to
go
through
the
Architectural,
Review
and
Planning
Commission
meetings
is
if
they
exceed
a
point,
five
five
floor
area
ratio.
What
that
means
is,
if
you
have
on
your
average
5,000
square
foot
life.
If
you
build
more
than
2,000
750
square
feet,
you
would
have
to
go
through
this
process
same
with.
There's
a
lot
coverage
guideline,
there's
several
other
guidelines
that,
due
to
that,
relate
to
parking
and
windows
and
decks
I
prepared
a
report
and
I
put
another
table
in
front
of
you.
L
That
shows
three
different
likely
scenarios
of
people
wishing
to
rebuild
their
homes
and
a
potential
expedited
permit
process
for
each
one
of
those.
The
first
one
would
be
the
first
scenario.
This
would
probably
just
be
after
talking
to
people
in
the
neighborhood.
This
would
just
probably
be
a
handful
of
people
at
that,
and
that's
that
they
want
to
build
exactly
or
very
similar
home
to
what
they
had
before.
The
home
would
be
similar
in
scale
similar
in
kind
of
square
footage.
There
would
be
some
cases
in
which
this
home
may
have
non-conforming
aspects.
L
This
would
take
a
process
that
would
be
taken
ormally
four
to
six
months
if
they
had
exceptions
and
take
it
down
to
about
one
to
two
months,
and
this
of
course
depends
on
the
complexity
of
the
plans
and
whether
the
architect,
who
is
able
to
respond
to
the
city
comments.
But
what
we
are
showing
in
this
instead
of
the
normal
time
where
it
would
take
two
to
three
weeks
to
respond.
Structural
and
architectural
comets
will
cut
that
down
to
one
week
or
maybe
two
weeks.
L
The
second
scenario,
which
I
think
is
going
to
be
the
most
likely
scenario
for
a
majority
of
the
homes,
is
that
it
would
they
would
propose
brand
new
homes,
new
architectural
styles,
but
they
would
meet
all
the
development
regulations
because
the
homes
are
pretty
big
in
this
area
and
if
you
look
at
the
homes
that
have
been
built
recently
in
san
bruno
they're
generally
under
that
2,750
square
feet.
So
in
this
circumstance
it
would
be
the
same
thing
it
would
take
about
one
to
two
months
the
architect
would
submit
to
the
building
and
planning
department.
L
At
the
same
time,
the
structural
review
would
be
done
at
the
same
time
as
the
planning
review
and
we'd
get
that
back
and
get
that
plan
reviewed
quickly,
and
there
was
actually
no
exceptions
under
this
scenario
from
our
current
code
other
than
that
they
would
meet
the
residential
design
guidelines,
which
is
a
newer
portion
of
our
code.
In
the
third
scenario,
which
will
probably
be
some
of
the
homes
that
they
want
to
exceed
some
of
the
floor
area
ratios.
L
Perhaps
they
want
to
build
a
3,100
square
foot
home
on
a
lot
that
has
a
backs
of
20
750
square
feet.
Normally
this
would
be
a
two
to
three
month
planning
review
processes
that
they
would
have
to
go
to
the
architectural
review
committee
meeting,
followed
by
the
Planning
Commission.
What
we're
proposing-
and
this
is
that
they
would
go
straight
to
the
architectural
review
committee
meeting
meeting,
followed
by
the
Planning
Commission,
and
this
would
take
a
process
that
normally
takes
five
to
seven
months
about
cutting
in
half
to
two
to
three
months.
L
So
those
are
some
of
the
potential
expediting
scenarios.
I
think
that
I
know
looking
back
I've
been
with
the
city
for
eight
years
of
being
involved
with
this
process
and
I.
Think
there's
really
two
overall
in
intense
of
this
process
a
is
to
create
homes
that
might
be
large
but
are
still
compatible
with
the
neighborhood
that
surrounds
it,
and
that
was
that
was
further
gotten
into
with
the
residential
design
guidelines,
and
the
second
was
just
to
let
the
neighborhood.
What's
going,
let
them
know
what's
going
on
with
the
process.
L
So
that's
why
we
have
a
public
review
process
for
these
homes
will
be
proposed
to
do
under
this
scenario
for
the
homes
that
do
see
the
thresholds.
We
want
to
have
the
standard
mail
notices,
300
square
feet,
300-foot
radius
around
homes.
Rather,
we
would
contact
the
most
immediate
neighbors
post,
all
the
elevations
on
our
website
and
allow
feedback
through
our
website
and
allow
people
to
comment
on
those
and
take
those
comments
into
consideration
when
they're
being
considered
by
the
architectural
review
committee
meeting.
L
And
finally,
as
one
of
the
speakers
mentioned
earlier,
there
is
open
space
in
this
area
and,
as
we
begin,
this
rebuilding
process,
one
thing
that
we
are
going
to
want
to
outreach
to
the
community
on
is
something
that
we're
working
on
is
some
type
of
community
visioning
process
for
this
open
space
area
within
the
neighborhood.
So
with
that,
I
could
take
any
questions
from
the
City
Council.
Any
questions
through.
H
L
Based
on
one
of
two
things
primarily
based
on
County
records,
so
you
know
the
county
records
has
the
existing
living
area.
That's
listed
the
speed
assessed
and
then
we
added
for
two
car
garages.
We
added
on
400
square
feet
other
homes
that
have
added
on
more
recently,
we've
had
the
square
footage
numbers
straight
from
or
building
permit
records.
Okay,.
L
H
I
know
this
is
probably
a
little
too
technical,
but
it's
something
that
crossed
my
mind
is
that
once
we've
gone
through
and
we've
cleared
the
sites
and
if
you're
talking
about
replacing
a
structure
in
generally
the
same
spot,
what's
left
I
mean
were
there
any
where
all
the
foundations
got
taken
out,
I
mean
so
a
lot
of
there's
been
a
lot
of
excavation,
and
so
we
were
down
to
some
correct
they're.
All.
L
The
soul
foundations
when
they're
subjected
to
that
heat
no
longer
have
their
structural
integrity,
so
those
foundations
were
actually
they
were
all
removed,
so
yeah.
So
things
like
surveys
are
going
to
have
to
be
done
for
the
individual,
a
lot
as
well
as
geotechnical
investigations
for
each
one
of
the
lot,
since
the
foundations
removed
and
some
of
the
homes
are
built
on
a
partial
fill.
H
L
I
The
chair
of
much
man,
real
quick,
just
if
you
could
you
know
I
know
we
have
to
design
guidelines
in
place
which
is
probably
helpful
but
I
know.
There's
been
some
questions
about
what
we
envision.
It's
far
sighs
how
we
compare
that
as
an
example
to
another
subdivision,
that's
come
before
the
Planning
Commission.
Is
there
any
idea
you
can
give
us
on
what
we
might
be
seeing?
I
would.
L
Say
judging
on
what's
been
demanded
in
the
market,
I
mean,
if
you
look
at
projects
like
summer
hill
and
some
of
the
homes
that
have
been
selling
recently.
I
think
that
you'll
see
you'll,
see
homes
that
are
somewhere
in
the
2002
2,400
square
foot
range.
That
seems
to
be
that
the
market
demand
right
now,
as
well
as
something
that's
slightly
bigger
than
some
of
the
homes
that
were
out
there
for
more
modern
conveniences,
larger
kitchens,
larger
family
rooms
and
aspects
like
that.
L
L
Just
surprising
and
it's
actually
encouraging
how
many
people
are
wanting
to
build
and
wanting
to
build
quickly
over
the
last
week,
I'm
getting
calls
from
23
for
property
owners
a
day
that
are
asking.
What's
the
process
going
to
be
a
lot
of
the
architects
we've
reached
out
to
the
AIA
and
forwarded
the
residential
design
guidelines,
a
lot
of
the
architects
are
getting
familiar
with
those
guidelines.
So
there's
there's
a
number
of
people
that
want
to
rebuild
once
they're
hiring
architects
now
and
hiring
contractors.
Now
real.
I
L
L
Typically,
when
we
take
two
to
three
weeks
to
review
structural
plans
to
provide
comments,
we're
going
to
cut
that
down
to
a
week
or
maybe
two
weeks,
yeah,
then
that's
of
course,
starting
from
the
time
that
we
actually
receive
as
the
middle
from
the
architect,
and
it
does
take
times
for
architects
to
create
plans
because
you're
building
a
home,
that's
going
to
be
there
for
at
least
half
a
century.
Thank.
A
L
H
I
could
one
last
comment:
I
in
the
spirit
of
expediting
I,
think
this
should
still
be,
at
least
in
your
department
or
your
position,
a
some
way
to
to
extend
the
review
period,
because
knowing
the
area
fairly
well,
I
know
that
there
is
a
stretch
of
homes
that
were
all
one
story,
and
these
the
rebuild
could
conceivably
include
some
two
stories.
You
know
or
larger
homes,
or
at
least
different
volumes
that
may
cause
some
issues
with.
H
You
know
some
of
the
neighbors
so
as
far
as
a
change,
a
big
visual
change,
so
I
would
strongly
suggest
that
you
really
you
know,
knowing
that
there
are
some
houses
that
were
originally
one-story,
the
ones
that
become
two
story.
We
really
do
some
outreach
to
those
immediate
neighbors
and
the
ones
that
are
going
to
view
it
in
a
different
light.
Absolutely
okay,.
E
L
My
understanding,
30
days
from
the
second
reading
that
will
be
taken
into
effect.
What
we'll
do
in
the
meantime
is
start
processing
those
applications
that
people
that
people
submit,
so
we
can
provide
feedback
and
get
them
on
the
agenda
and
then
they'll
be
approved
within
a
shorter
time
frame
once
the
ordinance
is
actually
passed.
City
manager,
you're.
K
Actually,
probably
not
going
to
have
any
down
time,
because
people
are
just
now
beginning
to
get
their
architects
on
board.
Is
there
an
indicated?
You
have
two,
maybe
three
months
for
architects
to
develop
the
drawings.
We
will
be
amending
the
code
in
that
time
period
and
so
I
wouldn't
really
anticipate
any
real
delay
for
residents
who
are
ready
now
to
start
the
process
and
again
they'd
start
by
hiring
an
architect
and
starting
to
work
on
their
design
concept.
L
And
what
we've
also
done
is,
you
know:
we've
asked
architects
to
come
in
early
in
the
process,
so
in
this
in
this
two
to
three
month
period
I
say:
ordinances
are
coming
online.
We
can
meet
with
them
and
you
know
review
initial
plans
that
they
have
and
get
their
application
ready
to
go
so
goes
as
quickly
as
possible.
After
that,
okay
I
believe.
A
F
To
wait,
billing
building
and
planning
fees
for
residents
who
have
lost
their
homes
or
those
with
major
damages
from
the
glenview
fire.
If
adopted,
the
waiver
will
include
all
building
electrical
mechanical
plumbing
and
permits,
as
well
as
inspection
and
planning
piece
eligible
residents
for
the
fee
waiver
are
limited
to
those
with
the
property
with
properties
in
the
glenview
fire
area
for
fire
related
work
only.
In
addition,
the
waiver
requires
that
the
planning
process
needs
to
be
completed
with
permits
issued
no
later
than
September
9th
2012
two
years,
basically
from
the
incident
date.
F
The
estimators
fiscal
impacts
is
approximately
five
hundred
thousand
dollars
asked,
there's
going
to
be
a
substantial
work,
effort
from
city
staff
and
costs
incurred
for
plan
review
and
inspection
costs.
So
with
that
this
concludes
the
report
and
available
to
take
in
questions
from
the
City
Council.
Any
questions
strawberry,
chair.
G
H
K
Certainly,
this
is
simply
a
proposal
to
the
council
year.
You
retain
the
authority
to
make
any
modifications.
You
wish
the
thought
process
there
was
that
the
new
owner
would
in
most
cases
be
enjoying
the
benefit
of
the
cost
of
a
bear
lot,
as
opposed
to
the
home
that
existing
residents
lost,
I,
guess.
H
K
H
K
H
C
K
Concern
to
me
and
trying
to
put
together
all
of
plans
that
we
will
need
to
implement
in
order
to
meet
the
needs
of
our
residents
in
this
very
difficult
crisis
situation
in
the
short
answer
is
yes,
we
do
anticipate,
although
we
have
not
yet
developed
a
firm
recommendation
for
the
City
Council,
we
do
anticipate
that
there
will
be
a
need
for
extra
help,
both
in
the
planning,
as
well
as
in
the
building
areas
of
our
city
organization.
The
finance
director
indicated
that
there
is
a
loss
potential
revenue
of
approximately
500
thousand
dollars.
K
That
is
not
the
issue.
There
really
is
not
lost
revenue
that
wasn't
revenue
that
our
budget
relied
on.
We
weren't
anticipating
this
devastating
event.
However,
it
does
represent
the
cost
that
the
city
will
likely
incur
in
performing
the
services
that
will
be
necessary
to
facilitate
the
rebuilding
process
and
the
extraordinary
workload
that
was
unexpected
as
part
of
our
normal
operations.
I
K
Right
yeah,
it
was
my
understanding
that
this
would
include
anybody
who
sustained
damage
that
is
directly
attributable
to
the
impacts
of
the
explosion
and
the
fire,
and
that
would
include
it's.
As
the
city
council
is
aware,
there,
there
are
three
different
categories
that
are
typically
used
in
the
building:
inspection
practice,
the
red,
yellow
and
the
green
tags.
It
is
a
fairly.
K
Individuals
whose
houses
have
been
green
tagged
could
in
fact,
incur
a
significant
expense
in
repairing
what
the
building
code
doesn't
view
as
major
damage,
but
there
may
be
many
things
that
need
to
be
repaired
and
in
fact,
looking
around
the
neighborhood.
You
can
see
that
that
may
well
be
the
situation
for
many
of
our
residents
who,
whose
homes
have
experienced
damage
but
are,
in
fact,
green
tags.
So
the
intent
would
be
to
cover
any
of
those
items
that
are
directly
attributable
to
the
explosion
and
the
fire,
regardless
of
the
severity
of
the
damage.
B
G
Honorable
council
members,
this
work
is
emergency
work
for
health
and
safety
reason
or
the
result
of
the
explosion,
fire
and
debris
removal.
The
sewer
laterals
of
the
35
homes
demolished
were
damaged.
Our
sewer
sewer
system
is
a
gravity
line,
and
our
concern
is
that
debris
will
read
the
main
and
possible
costs
were
overclocked
to
prevent
the
debris
to
reach
the
main.
It
is
our
intent
to
cap
those
letters
on
feet
from
the
curb
the
city
has
an
ongoing
contract
with
West
Valley,
signed
after
a
comparative
bid
process.
G
They
offering
the
best
price
among
those
contractor
and
our
comfort
level
is
very
high
that
asking
them
to
provide
us
with
a
cost
estimate.
The
city
will
receive
the
best
price
possible,
their
estimated
the
work
for
this
terrifying
homes,
the
worker
costs
43,000
fifteen
percent
contingency.
It
is
our
estimation
that
this
work
will
cost
around
fifty
three
thousand
dollars
do.
I
I
Sarah
and
I
know
it's
a
unique
situation
on
the
unchartered
territory.
Some
of
my
questions
are
concerned
on
items
like
this.
Is
you
know
how
we
know
we're
getting
the
value
for
what
the
service
were
being
provided?
Do
we
have
staff
that
can
also
assist
or
do
part
of
the
work
so
that
we
don't
have
to
go
out?
I
G
I
G
Certainly,
the
department
cannot
manage
this
additional
board,
only
loss
with
our
internal
resources
that
would
have
a
audism,
reasonable
impact
on
the
management
of
our
system
and
may
be
causing
more
swear
overflow
on
or
would
have
much
more
negative
impact
on.
Our
system,
but
why
I
have
a
very
high
comfort
level
that
this
is
a
very
good
price
provided
by
our
contractor,
is
that
initially
the
department
started
to
discuss
actually
with
Kali
cycle
and
the
reason
why
I'm
coming
this
late
to
you
with
this
request?
They
are.
G
Our
initial
intent
was
to
include
this
work
in
the
debris,
removal
that
was
the
initial
intent
to
incorporate
that
in
the
overall
contract
ads
and
the
state
did.
Nothing
did
not
agree
to
include
this
work
in
the
overall
contract,
but
based
on
their
initial
estimate
and
I.
Don't
know
exactly
the
dollar,
but
based
on
my
discussion
with
the
county
health
official,
that
estimate
was
much
much
higher
than
I
would
estimate
received
from
hong
kong
contract.
I.
I
G
G
C
C
G
G
Cod
recycling
already
had
that
right
of
entry
for
each
property
and
would
have
been
a
easier
situation
to
address,
but
am
not
agreeing
to
incorporate
in
that
contract.
Now
the
decision
was
to
cap
the
lateral
one
feet
behind
the
curve.
That
assumes
that
you
still
the
city,
know
right
away
that,
basically
to
protect
our
system,
the
sea
reveal
escapades
at
one
feet
from
the
curb,
which
is
still
public.
Right-Of-Way
beat
how
to
necessitate
any
right
of
entry
from
anybody,
and
we've
kept
the
lateral
at
that
location.
C
And
I
know
our
experience
with
laterals.
Another
part
of
the
city
have
shown
that
some
of
those
tend
to
be
in
bad
condition
and
I'm
wondering
it
looks
like
you
have
close
to
a
25-percent
contingency
on
the
on
the
price.
That's
quoted
here
and
I'm
wondering.
Do
you
anticipate
that?
Because
of
what
we've
seen
in
other
parts
of
the
city
that
perhaps
those
laterals
might
be
in
such
bad
state
that
we
can't
cap
them.
G
G
Nobody
really
is
aware
of
the
level
of
destruction
with
the
debris
removal
how
badly
exactly?
How
was
your
earlier
comment
in
what
shape
those
sewer,
lateral
in
the
grounds
or,
and
certainly
it's
our
assumption-
they
can
be
kept
closer
to
the
sidewalk,
but
if
they
will
not
be
able
to
cap
at
that
location,
then
they
will
have
to
go
further
in
the
sidewalk,
but
our
comfort
is
very
reasonable
that
they
will
be
able
to
do
the
work
without
the
needed
twenty-five
percent,
but
just
managing
unknown.
C
G
This
is
a
mergency
situation
and
the
emergency
situation
k
emergency
response
to
that
emergency
situation
is
certainly
I.
I,
don't
foresee
that
this
emergency
response
will
will
create
a
history
in
the
city
which
would
force
/,
/,
forward-looking
policy
in
any
direction
right
now,
working
with
the
city
manager,
the
department
is
in
the
process
of
developing
that
letter
of
policy
how
you
just
mentioned,
and
hopefully
the
Department
will
be
able
to
come
back
for
your
consideration,
proposing
some
alternative
in
the
next
few
months.
Okay,.
K
This
sixth
warehouse
and
I
will
review
the
additional
language,
whereas
the
city,
rather
than
will
do
to
the
glenview
fire
and
resulting
damage,
must
hire
a
contractor
to
excavate,
etc.
The
sewer
laterals,
the
purpose
of
this
small
change
in
the
language
to
the
resolution
more
clearly
articulates
that
this
is
a
direct
fire
related
situation
and
situates
this
in
a
more
compelling
manner
to
be
one
of
those
expenses
that
may
ultimately
be
eligible
for
reimbursement.
Okay,.
H
K
I
would
actually,
if
I,
if
I
wasn't
being
if
I
was
be
overly
picky
to
just
say
scratch
that,
whereas
it's
it's
really
meaningless
fund
190
is
the
accounting
mechanism
that
we've
set
up
to
identify
and
uniquely
account
for
costs
associated
with
the
disaster
response
and
recovery.
It
is
not,
it
is
not
in
any
manner
related
to
any
funding
source
and,
and
so
there
there
may
be
some
confusion
and
I
would
just
simply
suggest
that
you
strike
that
where
else.

from
Pacific

They

a

have

in
this
type
of

They
will

I
G
I
No
I
appreciate
that,
but
if
we're
just
approving
a
ten

but
this
is

like
I
said,
the
scope
of
the
work
is
very
specific.
It's
the
installation
of
a

we've
bought
the
product,
we're
installing
it
I'm,
just
not
gathering
the
rationale
or
the
reasoning
for
the

Let's
say
our.
G
G
G
I
It's
an
important
project
isn't
about
me,

fertile
I
just
want
to
have
some
continuity
consistency
as
well
as
I'm,
just
looking
at
the
scope
of
the
work
and
not
understanding
the
additional
five
percent
I
think
ten
percent
is
fair,
reasonable
for
the
scope
of
work.
That
needs
to
be
done.
That's
just
my
opinion
and.
H
De

reasons
can
I
talk
about
my
comfort,
I.
Think
I
can
appreciate
what
councilmember
the
Vice
marriage
sandwich
and
I
don't
know.
Maybe
it's
a
for
a
future
discussion,
but
I've
always
been
uncomfortable
with
these
contingencies
and
we
go
through
and
we
read
these
staff
reports
and
we
try
to
understand,
what's
being
built
or
installed
or
the
costs
and
things
and
there's
this
big
contingency
sometimes
and
it
grows
obviously
in
proportion
to
the
cost
of
a
service
or
the
cost
of
the
project.
H
G
Also
based
on
the
new
a
process
discussed
between
us
and
the
city
manager
which,
hopefully
will
be
presented
to
you
shortly,
will
be
proposed
a
some
kind
of
close
out
step
for
all
of
our
projects.
When
you
will
see
on
the
consent
agenda,
a
final
cost
for
all
forward
project
that
basically
showing
what
was
the
initial
approved
budget
for
the
project
and
what
was
opted
to
close
out
the,
and
you
will
have
that
level
of
information
available
and
control
available.
I.
H
G
E
Just
like
trying
a
couple
comments.
First
of
all,
I
thinking
tendencies
are
a
good
idea.
I
know
that
some
are
10
for
summer
15,
but
with
the
old
buildings
that
we
have
with
the
unforeseen,
sometimes
on
unrecorded
changes
and
unknown
things
behind
walls.
I
think
it's
smart
to
have
a
contingency,
because
the
open,
a
wall
there's
something
there.
E
Nobody
knew
about
and
things
change
so
I'm
sure
our
department
heads
all
of
them
are
very
conscious
of
how
how
they
spend
the
money
and
are
duly
noting
when
we
exceed
the
original
contract
amounts,
especially
the
other
thing
about.
This
is,
if
something
happens
and
they
meet
and
we
don't
have
a
contingency
and
they
need
to
come
back
and
ask
for
more
money
for
any
particular
project.
It
extends
the
life
of
the
project
which
delays,
especially
for
the
library,
the
wheelchair
lift,
which
delays
the
whole
thing,
which
adds
costs
and
adds
inconvenience.
G
K

C
I
G
For
the
development
of
the
urban
water
management
plan
over
prior
urban

was
developed
by
the
same
phone,
even
if
the
department
was
very
unhappy
having
a
proposal
only
dust,
one
proposal
back
from
one
firm,
this
firm
is
very
well
qualified
to
do
it.
The
water
ventolin
update
during
their
prior
work
with
the
city
dead
performance
was
acceptable
to
the
city
and
I
feel
comfortable
that
the
city
will
have
a
quality,

G
The

and
will
be
paid
out
of
the
urban

will
be

My
recommendation
is
to
adopt
the
resolution
authorizing
the
city

to
execute
a
contract
with

in
the
amount
of
49,000

they

they

there's

some
changes
in

in
the

some
change
in

that

meeting
and
then
open
up.
A
K
Mr.
mayor,
if
I
might
make
just
a
very
quick
comment
during
the
course
of
this
meeting
and
just
in
the
spirit
of
some
of
the
early
items
on
the
main
city
council
meeting
agenda,
we
received
a
number
of
contributions
and
I
just
wanted
to
take
this
opportunity
to
alert
the
City
Council
that
our
friends
in
narita.
Japan
have
just
informed
me
this
evening
that,
due
to
their
fundraising
efforts,
they
were
successful
in
raising
a
total
of
about
sixteen
thousand
eight
hundred
dollars.
K
A
Thank
you
very
much
and
thanks
Narita,
and
on
that
note
we
should
probably
post
in
the
near
future
a
lot
of
these
donations
that
we're
receiving
so
so
people
know
exactly
where
this
total
is
and
from
whom
and
where
it
comes
from.
So
that
would
be
great,
so
we'll
go
right
into
the
explanation
of
the
second
two
items
in
closed
session:
closed
session
to
convert
with
legal
counsel
regarding
anticipated
litigation,
two
cases
California
government
code,
section
5,
49,
5,
4.5
and
city
manager
and
human
resources.
A
Director
request
a
closed
session
pursuant
to
California
government
code,
section
5,
49
57.6
regarding
direction
for
labor
negotiations
with
the
public
safety
mid
management
unit.
I
would
like
to
adjourn
this
meeting
tonight
in
for
two
reasons,
with
a
moment
of
silence,
one
for
a
very
special
individual
that
worked
here
for
many
years
and
a
longtime
senator
in
a
resident
Julie
Abruzzo
passed
away
a
few
weeks
ago.
Services
were
just
last
week
and
also
as
we
will
continue
to
do
for
all
of
the
affected
by
this
tragedy
we've
experienced
on
September
the
9th.
