Electric

has
launched
this
online
petition
to
call
on
the
CPC
to
LP
Jenny
shareholders,
fully
accountable
for
the
tragic
pipeline
explosion
that
ripped
a
hole
in
our
community.

with
him

he
passed
away

system

fix

handicap
parking

us

me
a
while

choke
out
a

he's
up

fighting
with
him

three

a
short
response
to
the
comment
for
the
public
comment
that
was
just
made,
it
is
correct
that
we
have
not
as
yet
produced
improvements
through
our
conversations
with
the
JPB
or
devised
a
reliable
solution
to
the
problems
that
we
are
aware
of.
That
have
been
brought
to
our
attention.
That
issue
is
still
actively
under
consideration,
discussion
among
staff
and
the
JPB
caltrain,
so
we
do
look
forward
to
being
able
to
present
you
with
additional
information
and
providing
that
to
the
VFW
within
the
next
period
of
time.

The
memorandum
of
agreement-
that's
in
front
of
you
tonight,
addresses
a
very
specific
component
of
the
relationship
that
the
city
has
with
the
county
and
the
county
with
peninsula
humane
society
as
provider
of
the
Animal
Services
program
that
serves
the
city
of
San
Bruno,
as
well
as
the
cities
throughout
our
County.
As
the
as
the
city
council
is
aware,
animal
services
are
provided
are
the
responsibility
of
the
city
of
Siem
ruto.

These
services
are,
are
the
the
services
include
housing,
animals
that
have
been
captured
and
among
the
many
services
that
are
performed
and
that
function
is
provided
through
a
shelter
facility
that
is
located
on
airport
boulevard.
That
shelter
was
is
approximately
50
years
old
through
an
exhaustive
evaluation
process
that
has
that
has
involved
extensive
review
of
the
facility.
It
has
been
determined
that
that
facility
is
obsolete
and
that
the
necessary
repairs
to
meet
both
the
mandates
that
this
service
contract
operates
under
in
terms
of
what
the
state
requires.

The
the
building
is
not.
It
is
not
a
cost-effective
proposition
to
initiate
repairs
or
renovation
of
the
facility,
and
in
fact,
as
your
staff
report
identifies,
there
were
a
number
of
other
alternatives
that
were
considered,
including
whether
another
facility
could
be
located
at
whether
the
shelter
operation
could
be
moved
somewhere
else
or
some
other
opportunity
might
be
identified.

Unfortunately,
the
most
cost
effective
and
efficient
operational
strategy
that
has
been
identified
after
a
fairly
exhaustive
review
is
to
rebuild
the
shelter
in
its
existing
location.
The
should
have
mentioned
previously
that
the
shelter
facility
itself
is
owned
by
PHS.
It
sits
on
land
that
is
owned
and
leased
to
PHS
by
the
County
of
San
Mateo.
So
you
have
a
little
bit
of
a
joint
relationship,
that's
embedded
in
the
facility
facility
and
its
location.

Offers
the
partners
in
a
benefit
in
that
we
would
unbind
ourselves
from
one
component
of
the
contractual
relationship
whereby
PHS
now
would
operate
in
a
building
that
was
owned
by
San
Mateo
County.
So,
if
ever
in
the
future,
there
was
a
desire
and
an
opportunity
to
potentially
find
another
contractor,
it's
a
more
clean
relationship.

Current
contract
with
PHS
costs
the
city
approximately
two
hundred
and
seventy-five
thousand
dollars
a
year.
Our
contract
would
increase
I'm.
Sorry,
our
current
contract
amount
is
three
hundred
and
four
dollars
three
hundred

thousand
dollars
annually,
as
you
know
that
that
contract
increases
annually,
the
additional
cost
to
the
city
of
its
portion
of
the
cost
of
building
the
new
shelter
would
add
approximately
28
to
38
thousand
dollars
per
year.

So,
while
that
is
a
significant
additional
cost
to
an
already
expensive
animal
services
contract,
we
we
can
strongly
recommend
to
you
that
this
is
the
most
cost.
Effective
relationship
and
array
judgment
that
we
have
been
able
to
identify,
after
exhaustive
review
and
research,
consuming
a
great
deal
of
time
and
discussion
among
the
cities
as
well
as
the
county.

So
the
mou
that
you
have
in
front
of
you
tonight
authorizes
this
city's
participation
in
the
joint
relationship
to
build
a
new
facility
and
for
the
city
to
cover
the
costs
that
are
associated
with
that,
based
on
our
proportional
share.
Dean,
peterson
and
pamela
machado
from
the
county
are
here
tonight
and
are
prepared
to
answer
in
a
detailed
questions
that
you
might
have.

In
the
interim,
the
plan
will
be
will
build
the
new
facility,
while
we
maintain
the
current
facility
and
there's
ways
of
doing
that,
to
make
sure
that
we
don't
disturb
the
animals
that
are
there
and
so
we're
looking
at
how
we're
going
to
be
able
to
do
that.
But
we
feel
there's
enough
land
at
the
airport
boulevard
that
we'll
be
able
to
build
a
new,
maintain
existing
and
then
tear
down
the
existing
once
the
new
is
ready
to
go.

the
facility
on
Rollins
Road
was
built
by
the
peninsula
humane
society,
with
private
funding
through
donations.
That
is
their
nonprofit
side.
It
has
there's
no
operations
at
that
facility
that
are
done
for
San,
Mateo,
County
or
any
of
the
cities,
and
the
airport
boulevard
is
simply
the
animal
care
and
sheltering
aspect
of
it.
So
there's
a
bit
of
a
relationship
in
that
the
airport
boulevard
facility
does
act
as
a
feeder
for
the
adoption
center
over
Rollins
Road.

So
those
two
while
there's
that
connection
there's
no
other
connection
to
that
and
the
nice
thing
is
by
with
the
rollins
road
is
for
a
period
of
time
and
insula.
Humane
Society
was
actually
utilizing
the
building
at
airport
boulevard
for
a
lot
of
their
nonprofit
operations.
That
now
is
completely
separated
and
that's
why
it
gives
us
a
chance
to
actually
own
the
building
now
and
make
sure
that
only
what's
happening
in
our
facility
is
what's
being
contracted
for
the
city's
and.

think
that
what
this
facility
will
do
it
allow
that,
in
the
future,
to
look
at
I
mean
right
now.
The
facility
I
don't
know
if
you've
been
out
there
recently
to
tour
it,
but
it's
pretty
minimal
what
we
can
do,
and
so
the
design
and
the
construction
will
look
towards
the
future
will
be
looking
as
Connie
mentioned,
state
of
the
art
and
thoughts
of
how
process
it
going.
So,
hopefully
it
will
allow
expansion
of
services
in
the
future.

three
hundred
five
thousand
dollar
city
of
san
bruno-
that's
the
basically
the
contract
to
provide
the
services.
So
it's
and
I
actually
might

pam

come

familiar
with

operations

the
wrong

They
answer
that

field
services
and
the
shelter
services

mandated
by
law
to
perform.
So
if
San
Bruno
wanted
to
just
do
it
on
their
own,
they
would
still
have
to
do
all
those
services.

the
three
hundred

thousand
dollars
comes
up
with.
After
all,
the
revenue
from
licensing
is
brought
in
then
there's
expenses
of
the
program
that
is
divided
up
by
using
the
shelter
services
that
San
Bruno
uses.
We
take
a
three-year
average
in
the
field
services.

follow-up
question
to
that
is
that
city
manager
stated
that
there
was
an
exhaustive
look
at
other
ways
to
do
this,
I'm,
assuming
that
was
how
the
county
could
do
it,
but
just
for
my
curiosity,
what
if
a
city
wanted
to
provide
their
own
services,
you
know
what
I
mean.
Would
it
would
it
be
it?
Would
it
be
clearly
more
expensive
than
300

thousand
dollars
a
year.

I
believe
it
would
be:
we've
had
the
city
of
Half
Moon
Bay,
look
at
going
on
their
own
working
directly
with
veterinarians
in
that
area.
We've
had
redwood
city,
look
at
possibly
going
to
the
southern
part
of
the
peninsula
down
into
santa
clara
county,
and
none
of
those
options
have
shown
to
be
cost-effective.

One
example
I
believe
it's
in
Kern
County,
where
the
county,
where
one
city
decided
to
break
off
and
started
to
build
their
own
shelter,
the
county
started
building
the
shelter
both
of
them
ran
out
of
money
and
now
there's
no
shelter
and
no
services
down
there
that
that's
fully
its
/
ational.
So
we
feel
that,
while
it
is
a
lot
of
money,
it
is
something
that,
because
of
the
collective
good,
it
probably
makes
it
a
little
bit
cheaper.

If
you
look
at
comparisons
in
our
counties,
we're
not
the
cheapest
County
per
citizen,
but
we're
towards
the
lower
end
of
that.
What
we're
looking
at
are
at
our
services
and
one
thing
to
help
defray
those
costs
is,
to
course,
to
encourage
and
to
enforce
the
licensing
of
animals,
because
that
money
then
goes
off
to
offset
all
of
those
fees.
And
that's
one
thing
that
you'll
see
more
of
from
the
county
and
we're
hoping
the
city's
jump
on
also
to
incur
Bridge
the
licensing
of
animals
and
pets.
I

had
to
either

the
field
services,
and
that

far

service
on

contract
and
what
we're
doing
right
now,
a
pre
negotiation
committee
is,
as
is
sitting
at
the
table
and
we're
coming
up
with
revisions.
We
want
to

contract
and
some
of
the
cities
have
voiced.
The
same
concern
is:
what
kind
of
service
do
we
get
on
the
off
hours?
This
is
a
24-7
operation,
so,
but
when
they're
running
after
normal
business
hours
and
they
consider
normal
business
hours,
I
believe
they
go
until
nine
o'clock
at
night.

Then
they
prioritize
the
call
with
the
four
different
categories
and
some
of
the
calls
will
be
responded
to
until
24
hours.
After,
for
example,
a
dead
raccoon
is
on
the
street
in
front
of
my
house.
That
kind
of
thing
they
will
prioritize
it
and
they'll
go
to.
Of
course,
the
attacking
dog
were
in
the
midst
of
an
incident.

If
I
could
intercede,
though
it
is,
it
is
not
correct
that
San
Bruno
doesn't
pay
for
or
have
some
sort
of
independent
option.
We
are.
We
are
full
participant
with
the
county
contract.
We
get
the
same
services
that
other
sales
in
the
county,
get.
We
have

contract,
one
standard
of
service
or
11
program
of
services,
and
so
the
information
that
the
constituent
provided
to
you
is
not
correct.

then
one
will
real
quick
to
the
chair.
We're
rather
excited,
as
Pam
mentioned,
we're
doing
a
pre
negotiation
meetings
now-
and
this
is
the
first
time
in
a
number
of
negotiations
where
we
have
a
lot
of
folks
in
cities
involved.
We
have
a
lot
of
cities
involved
and
we're
excited
about
that.
For
years
it
was
the
county
and
little
smitten
sub
cities
kind
of
jumping
into
it.
So
we're
really
hoping
this
next
contract
is
going
to
be
better
to
serve
each
of
the
individual
cities.

county

take
a
look
at
a
vacant
piece
of
property
right
next
to
the
rollins
road.
However,
the
zoning
issue
and
legal
issues
that
they
ran
into
Rollins
Road
the
county,
didn't
feel
that
it
was
worth
that
liability
to
take
on
and
to
purchase
a
piece
of
property
in
burlingame
would
have
made
this
quite
frankly,
too
expensive
for
the
county
and
so
the
facility
in
rollins
road.
They
really
couldn't
have
made
a
large
enough
and
PHS
kind
of
the
way
the
model
is
going
across.
The

order,
in
order
for
us
to
be
able
to
provide
reliable
and
sustainable
and
services
in
a
cost-effective
matter,
it
is
very
essential
to
manage
our
system
properly
and
responsibly.
Our
sewer
system
is
has
two
major
element:
the
collection,
part
and
all,
and
the
treatment
of
the
discharge
portion
of
our
sewer
system,
the
treatment
plan,
the
treatment,
the
treatment
plant
is
owned
and
jointly
with
south
city
and
is
operated
by
south
city,
and
you
saw
previously
its
own
master
plan
tonight.

The
series
celebrates
its
centennial
this
year,
which
fill
us
with
pride
but
also
pose
very,
very
different
challenges
in
regards
to
managing
our
utilities.
That
really
mean
that
our
utilities
systems
are
getting
close
to
100
year,
which
certainly
mean
a
very
unique
challenge
for
all
of
us
back
in
knowing
this
fact
back
in
two
thousand,
you
had
the
foresight
supporting
the
development
Fay,
the
first
master
plan
for
the
city
for
both
utilities,
for
the
sewer
and
or
our
water
system.

this
is
an
update
to
that
initial
master
plan
back
in
two
thousand
developed
in
2000
for
the
first
time
being
wrong?
Is
the
project
manager
for
the
master
plan
and
he
will
take
you
through
the
master
plan
itself.
I

here
also

manager
for
the
sewer
system
and
also
is
a
Jew,
the
project
manager
for
one
MC
who
helped
us
with
the
development
of
the
project
after
wings.

Like
to
first
talk
about
what
the
Sioux
master
plan
is
well,
the
sewer
master
plan
is
first
name
very
important
planning
document
for
the
city
sewer
system.
It
provides
a
thorough
evaluation
of
the
city
zoo
system.
It
defines
a
near-term
and
long-term
capital
improvement
program,
a
CIP
to
comprehensively
address
the
city's
sewer
system
needs.
It
also
addresses
the
capacity
operational
reliability
and
address
renew
and
replacement
of
aging
infrastructure.

There
were
flow
monitoring
at
additional
location.
A
total
of
twelve
station
was
installed
as
compared
to
a
previous
six
monitoring
station
in
a
more
accurate
hydraulic
model
was
used
and
in
addition,
David,
there
were
a
condition
assessment
based
on
the
CCTV
closed-circuit
television,
inspection
of
one
hundred
percent
of
the
seat,
a
city
sewer
main,
and
there
are
three
master
plan
focus
areas,
the
first
one,
the
capacity
assessment,
and
then
it's
there's
the
condition
assessment
and
the
third
one
replacement
based
on
the
age
of
the
sewer.

The
way
we
conduct
the
capacity
assessment
is
first,
we
install
these
the
flow
monitoring
station
and
then
we
measure
the
flow
during
a
rain
storm
event.
It
could
be
a
one
year,
it
could
be
a
two
year
storm
and
then,
based
on
that
information,
we
use
that
to
calibrate
the
hydraulic
model
and
with
using
the
model,
we
predict
what
the
the
actual
hydraulic
flow
will
be
during
a
ten-year
recurring
storm.
So
what
we
find
is
that
during
wet
weather,
the
flow
volume
in
the
sewer
system
is
actually
goes
up
at
as
much
as
eight
times.

And
what
we
came
up
with
is
the
total
of
eleven
capacity
improvement
projects,
and
you
can
see
the
location
here.
The
11
project
also
include
one
of
them
being
a
pump
station
improvement,
but
due
to
the
insufficient
capacity
of
the
pump
station,
we
have
included
as
part
of
this
11
capacity
improvement
projects
and
the
second
focus
area
condition
assessment.
What
did
we
find
way?

we

a

conclusion
is
that
we
have
approximately
22
miles
of
zooming
requiring
requiring
repair
and
replacement
to
address
severe
problems
such
as
structural
defects,
large
offset
joints
and
also
significant
root
intrusion.

this
incident
and
the
fact
that
the
Sioux
main
runs
directly
underneath
the
residential
properties,
the
homeowners
of
four
homes
have
requested
that
this
section
of
sewer
main
be
rehabilitated
to
address
the
median
need
to
prevent
a
further
SSO
on
the
properties.

So,
even
though
this
chestnut
sewer
rehabilitation
project
could
be
a
a
temporary
mitigation,
it
would
avoid
the
risk
of
any
future
costly
SSO
for
the
city
due
to
structural
failure
of
this
section
of
zooming,
and
this
project
was
included
as
a
priority
project
in
the
fiscal
year.

collapse
unexpectedly

we

prepare

sections

damaged
pipe
that
were
discovered
after
completing

recent
citywide
video
inspection
program.

city
has
some
limited
ability
to
make
repairs,
San
Bruno,
like
most
cities
in
the
area,
uses
a
private
company
to
for
our
annual
sewer
maintenance
on
average,
the
contractors
in
the
city
most
every
week,
responding
to
emergency
brakes
for
repair,
repairing
damaged
pipes.
The
city's
current
two-year
contract
for
an
old
sewer
repair
maintenance
ends
this
month.
So
in
january
2014
the
city
went
out
and
received
three
bids.

lowest
bid
was
rejected
as
non-responsive
and
after
reviewing
the
other
two
bids,
the
city
staff
is
recommending
an
award
to
the
contract
to
the
next
lowest
responsible
bidder,
which
is
west
valley.
Construction,
which
is
based
in
redwood
city.
West
valley
has
extensive
experience,
providing
pipe
repair
maintenance,
including
for
the
california
water
service
and
los
altos
hills.
Fire
district
west
valley
also
currently
maintains
repairs
and
Bruno's
water
pipe
system.
The
city
is
very
pleased
with
their
performance
and
they
consistently
do
high
quality
of
work.

terminate

contract

time

reason,

anticipated
contract
amount

up
to
1.7

event

activity

jointly
planned
and
implemented
with

Citizens
Committee
in

bruno,

conjunction

American
Cancer
Society.

of
the
event
is
to
raise
funds
for
the
fight
against
cancer
to
be
deployed
for
research,
education
and
advocacy
conducted
by
the
american
american
cancer
society.

event
is
sponsored
with
substantial
community
involvement
over
a
fairly
extended
planning
period,
which
officially
kicked
off
here
in
san
bruno
in
early
februari,
with
a
kickoff
event
that
was
held
at

community
recreation
center.

event

a
24-hour
continuous
walkathon
that
is
scheduled
to
be
held
at
cappuccino,
high
school,
as
it
has
been
in
recent
previous
years.

is

broad-based
participation
and
support
within
the
community
as
a
key
component
of
the
fundraising
and
event
implementation
and
its

of

solicitation
for
participation,

city

encouraged
to
participate
in
to
lend
its
support.

support
was

by

Council
and

which
was

requests

program

co-sponsorship
would

the

waiver

city
