Mr.
mayor
members
of
the
City
Council,
the
item
before
you
is
related
to
a
franchise
agreement
provided
rate
increase
for
Recology
san
bruno,
the
local
garbage
and
recycling
provider
for
the
city.
As
indicated
in
the
title,
you
are
not
being
asked
to
approve
rates
tonight,
but
you
are
being
asked
to
authorize
a
notice
being
prepared
that
is
in
your
packet,
a
draft
in
your
packet
to
provide
to
the
property
owners
and
to
call
for
the
public
hearing
process
for
a
rate
increase
that
could
be
effective
or
would
be
effective
july.
First
of
this
year.

You
have
a
summary
sheet
in
front
of
you,
but
there
are
really
three
components
to
the
rate
increase
that
would
be
proposed
for
july.
First,
the
first
component
is
made
up
of
it's
a
two
point,
two
point,
one
three
percent
increase
that
is
actually
based
on
the
interim
rate
year:
calculation,
that
is
in
the
franchise
agreement.
That
is
a
CPI
adjustment
and
also
allowance
for
certain
pass-through
expenses
that
the
franchise
agreement
calls
for.

The
second
component
is
a
two
point:
two
four
percent
increase
that
was
actually
the
second
of
three
step:
a
three-phase
increase
in
rates
approved
by
the
council
late
last
year,
related
to
the
Organa,
the
organics
program,
that
is
now
benefiting
san
bruno
residents
and
the
third
component
is
actually
a
reduction
in
the
rate
of
point
four
four
percent
related
to
an
annual
ization
of
the
calculor
nation
that
was
done
last
year.
Last
year's
rate
was
approved.
Two
months
later
was
implemented
two
months
late.

The
notice
that
we
prepared
in
the
interest
of
being
productive
also
reflects
a
further
increase
in
january
first
2015
of
2.2
42.2,
four
percent,
which
is
again
related
to
the
organics
and
had
been
previously
approved
by
the
City
Council.
So
the
three
point-
nine
three
percent
increase,
as
reflected
in
the
staff
report-
would
increase
for
a
residential
32-gallon
Toder.

We
have
included
the
proposed
weight
rate
for
San
Bruno,
plus
the
rates
of
a
number
of
other
cities
nearby
to
give
the
council
an
idea
of
how
are
our
proposed
rate
stacks
up
to
the
current
rates,
not
a
not
adjusted
most
franchises
have
an
annual
adjustment,
allow
ones
that
may
be
effective
either
in
July
or
January.
So
what
the
staff
report
reflects
on
page
two
is
the
proposed
rate
for
San
Bruno
compared
to
the
existing
rate
for
nearby
cities.

Organics
for
instances
is
now
provided
in
san
bruno,
but
it's
not
perverted
is
not
provided
in
some
locales
so
that
that
lowers
the
cost,
the
productivity
for
a
garbage
company
impacted
by
the
narrowness
of
the
streets
or
the
hilly
terrain,
or
things
that
make
service
more
more
costly
impact
rates.
If
cities,
some
cities
have
differing
franchise
fee
rates,
that
could
impact
the
rain.
So
there's
a
they're
making
direct
comparisons
is
difficult.
But
again
you
look
looking
at
the
list
shows
san
bruno
in
the
middle
of
the
san
mateo
county
cities
that
are
listed.

Compared
to
some
other
cities,
you'll
see
that
the
rates
there
are
slightly
ahead
of
what
san
san
bruno,
what
would
have
so
the
staff
would
propose
if
the
council
approves
mailing
the
notice
and
the
public
hearing
process
that
would
be
comparable
to
the
requirement
of
proposition
218.
We
would
mail
the
notices
no
later
than
March
21st.

I
just
wanted
to
give
you
an
update
on
the
organics
program
since
we
rolled
it
out
two
months
ago.
Again
it
is
just
a
snapshot,
because
it's
only
been
two
months.
I
definitely
promised
at
the
last
council
meeting
that
we
had
that
I
could
come
back
to
you
as
a
group
in
June
to
give
you
a
really
good
picture
of
where
we
were
at,
but
I
still
want
to.

Let
you
know
how
well
things
were
going
with
the
organics
program
since
the
rollout
in
January
we
have
we
deliver
9825
kitchen
pails,
all
of
which
only
50
were
requested
to
be
removed.

We've
also
mailed
out
commercial
brochures
to
all
the
commercial
businesses
in
san
bruno
and
we've
also
mailed
out
separate
brochures
to
all
the
multi
families
and
attend
commercial
pilot
customers
that
we
had
on
board
increase
their
diversion
from
thirty
one
percent
to
fifty
percent.
We've
added
four
new
additional
commercial
customers.
Their
diversion
was
twenty-two
percent,
and
it
is
now
sixty
percent.

We've
also
provided
several
audits
to
some
of
the
smaller
businesses
that
have
requested
it,
and
we
we
work
with
the
with
the
commercial
customer
to
determine
whether
or
not
organics
is
feasible
for
them
as
we
anticipated
the
20
gallon.
Subscription
cart
has
gone
up
by
30
carts
I.
Think
that's
a
good
number
in
only
two
months
of
this
program
and
a
lot
of
those
downsizes
were
actually
from
64
gallon
cars,
so
those
people
are
really
participating
and
they
moved
right
down
to
the
20.

And
one
of
the
great
benefits
of
having
this
organics
program
is
a
compost
giveaway
which
we
are
hoping
to
have.
This
spring
will
work
with
the
city
on
on
a
date
and
location,
we're
working
closely
right
now
with
shelter
creek,
our
largest
multifamily
in
san
bruno,
on
a
rollout
of
organics
at
shelter
creek.
Those
are
very
labor-intensive,
but
we're
going
to
have
an
educational
night.
There
we've
been
on
the
recycling
committee
there
to
help
educate
some
of
the
residents
on
the
benefits
of
composting.

also
have
a
social
media,
we're
on
facebook
and
we're
trying
to
put
out
compost
tips
and
encourage
people
to
participate
in
the
program,
and
we
hope
to
have
some
training
sessions
at
the
park
and
rec
where
the
public
can
come
and
ask
questions
or
voice
their
concerns
and
in
our
subcommittee
meeting
our
diversion
rate
was
it
was
asked
about
and
we
are
san
bruno.
The
last
published
rate
was
in
2012
and
san
bruno
was
at
fifty-three
percent.
Now,
there's
many
factors
that
go.

We've
learned
a
lot
about
this
process
along
the
way
and
that
number
again
was
from
2012
organics.
Wasn't
a
part
of
it
and
we're
working
closely
with
william
lee
at
the
city
is
a
management
analyst
on
growing
the
number
of
programs
that
are
available
in
san
bruno
to
help
increase
our
diversion
rate
even
higher
next
year
and
the
year
after.
But
again
that
rate
was
from
2012.

very
interesting
discussion
with
a
resident
and
he
harked
back
to
the
days
when
it
was
san
bruno
garbage.
There
was
one
truck
three
people
and
the
rates
were
really
low.
So
I
tried
to
explain
to
him
that
there
was
a
state
law
that
says
we
had
to
do
the
diversion
fifty
percent
by
whatever
date
it
was
I
forgotten
and
then
the
seventy-five
percent.
So
he
said
well,
I
didn't
know
anything
about
that.
So
I
would
like
to
suggest
two
things.
1I
think
the
staff
report
in
here
is
extremely
valuable.

the
comparative
rates,
which
was
another
thing
he
said
well,
we
must
be
paying
the
most
in
the
county
and
I
said
no.
So
this
is
great
that
it
shows
the
comparison.

would
like
to
suggest

you're
putting
out
or
have
you
printed
it
yet

would
be
valuable

we

we
