speed
bump
proposal
on
the
hundred
block
of
barcelona.

Right
now,
it
has
met
all
the
required
criteria
in
order
to
meet
it,
with
the
exception
of
one
being
the
speed
that
was
measured
out.
There
is
slightly
lower
than
the
quantity
that
we're
looking
for
in
our
criteria,
which
is
32
miles
an
hour.
It
was
measured
at
30.,
although
it
did
not
meet
this
criteria.

The
proposal
is
still
in
front
of
you
for
approval,
since
the
citizens
of
that
street
have
a
favorable
approval
rating
for
it.
So,
even
though
a
street
may
not
meet
all
the
criteria,
the
citizens,
if
they
exceed
67,
can
ask
for
it
to
still
come
before
you
for
approval
staff
is
recommending
approval
of
it,
since
it
is
basically
right
at
that
criteria
level
for
most
other
criteria.

So
if
we
do
move
forward
city
council,
I'm
going
to
recommend,
if
you
guys
want
us
to
look
into
that,
we
allow
these
speed
bumps
to
be
in
place
for
at
least
six
months
on
barcelona
before
we
would
look
at
the
delineators
on
esplanade
and
keep
those
as
separate
items.

wouldn't
want
to
tie
up
the
speed
bumps
on
this
street
with
the
whole
separate
item.

in
order
to
get
the
speed
bumps
there,
I'm
recommending
that
we'll
move
forward
to
city
council
with
speed
bumps
on
the
100
bar
block
of
barcelona,
public
comments
have
been
received
from
staff.
We've
got
two
favorable
ones
that
came
in
recently
early
on
in
the
process.
The
street
was
well
in
a
majority
once
the
speed
bumps
we
had,
I
believe,

of
the
residents
all
voted
in
favor
of
it.

petition
on
the
200
block
isn't
being
analyzed
tonight
that
would
come
forward
at
a
different
time
once
we
get
the
full
data
and
the
results

study
done

do
expect
a
reduced
speed

result

have
proven
to
reduce
speed.
That's
not
just
in
sacramento.
That's
in
all
the
cities,
our
design
and
layout
was
pre-approved
in
a
policy
and
a
traffic
calming
policy
and
a
speed
hump
policy
that
the
city
has
the.

on

from

camino,

almost
get
hit.

working

this

hoping

we

understanding
is
the
center
dividers
were
actually
removed

calming.
So
we
have
an
adopted
traffic
calming
policy
book
that
goes
into
some
of
those
things.

didn't

it

it's
it's
back
from
2005.,
but
that
goes
into
removing
striping
does
help.

The
striping
on
the
sides
for
cars
is
usually
done
with
a
little
bit
wider
right
of
way.
So
you'll
see
that
on
some
of
the
streets
that
have

little
bit
wider
right
of
what
I'm
kind
of
blanking
on
that
right
away.

now

esplanade
and
christopher
excuse
me,
of
course,
or
barcelona,
but
each
one
of
those
streets
is
kind
of
a
little
different
on
their
right
away.
Some
of
them
are
very
narrow,
where
the
curb
to
curb
is
only
25
feet.

put

white
stripes
on
those,
you
would
literally
have
one
single
drive
or
a
driveway
down
the
center

So
yes,
the
center
dividers
were
removed
on
most

the
streets
in
order
to
help
speed
the
slow
down

if
I
could
say
too,
the
measurements
in
our
study
did
show
traffic
increase
during
our
three
times
we
looked

it.

is
so
bad
anymore.
Ever
since
you
put
the
delineators

it,
increased
traffic
people
cannot
make
a
left
turn
into
esplanade.

They
come
up
to
the
signal
at
the
top
of
our
street
and
then
make
their
turn
go
down
and
they
either
make
a
u-turn
in
front
of
my
house,
mr
people's
house,
because
we're
kind
of
in
the
middle
and
on
the
curve,
okay,
I
have
been
run
off
the
street
trying
to
turn
into
my
driveway.
I've
had
lights
flashed
at
me
when
I
come
home
at
night,
because
you
gotta
slow
down
and
turn
into
the
driveway.
I've
used
my
signal.
I've
had
people
yell
at
the
window
at
me.

You
need
to
drive
faster
when
I'm
going
25
miles
an
hour,
which
is
the
speed
limit,
and
one
thing
I
didn't
notice
when
they
did
the
little
snakes
they
put
across.
You
know
to
measure
the
speed
of
traffic
when
people
would
see
that
they
would
automatically
slow
down
because
something
would
be
in
the
street.

I
don't
think
that
that
would
be
a
good
measurement
of
people's
speed,
because
I
sit
out
there
along
with
many
other
my
residents,
and
they
can't
believe
that
people
are
just
flying
down
the
street.

because
it's
a
downhill
it's
on

way
to
the
beach
people
aren't
paying
attention,
you
know,
and
it's
like
it's
become
a
free
for
all
out
there.

that's
it
something
bad
is
going
to
happen.
It's

question
of

it's
when
it's
going
to
happen
just
last
weekend,
their
two
little
boys
that
live
across
the
street,
their
aunt
pulls
up
across

street.

side

they're
little
boys,
you
know
four
and
six
years
old,
they
blank
out
because
they're
happy
to
see
her
and
they
run
across
the
street.
Now
that
would
have
been
a
time
when
one
of
these
people
are
flying
down
the
street,
not
paying
attention.

long

with

months

on

alternative,

of
the

streets

doesn't
have

was
well
the
tattoo
parlor,
the
real
estate
office
and
the
ice
cream
shop
and
the
hair
cutter

get
mad.

take
the
delineators
out
and
put
the
turn
lane
in,
you
know,
because
their
customers
won't
have
anywhere
to
park,
you
know
and
then
the
people
on
esplanade
will
get
mad,
because
people
will
be
parking
on
their
street.

reminded
her:
we
have
a
pizza
parlor
at
the
top
of
our
street
and
when
they
get
busy,
we
get
parking
clear
halfway
down
the
street
for
those
businesses
up
at
the
top
of
our
street.

and
I
we've
lived
on
barcelona
since
october
of
1995
and
raised
three
boys,
and
we
were
just
talking
to
elaine
here
and
first
of
all,
I
would
second
and
third
what
chris
and
craig
had
to
say
to
you
all
tonight
and
the
rule.
I
Was
you
don't
cross
the
street
unless
an
adult
is
out
front
and,
and
our
youngest
son
now
is
25,
but
I
think
he
was
about
nine
years
old
and
he
would
stand
across
the
street
and
go
mom
dad
mom
come
out
and
he
just
knew
from
a
very
young
age
that
you
don't
cross
barcelona
without
somebody
giving
you.
You
know
the
clear
sign,
and
it's
been
that
way
pretty
much.
Ever
since
we've
lived
there,
it's
a
beautiful
street,
we
love
the
neighborhood
but
come
summertime.
I
It
it
becomes
a
war
zone.
It
you
know
late
at
night,
kids
coming
down
to
the
beach.
I
mean
it's
a
straight
shot
to
t
street
and
that's
where
the
san
clemente
high
school
kids
and
the
young
people
go
at
10,
11
12
o'clock
at
night
on
the
weekends,
especially
again
in
the
summer
months.
So
we
used
to
have
a
thing
on
barcelona,
where
you
go
like
if
you
see
a
kid
driving
up
your
street
and
they're
like
doing
40
miles
an
hour,
but
I
live
at
148.
I
So
you
know
you
hear
the
screech
coming
left
off
of
ola
vista
and
they're
heading
up
to
taco
bell
and
they
could
pass
my
house
at
35
or
40.
and
and
so
me
and
some
neighbors
would
yell
slow
down
like
you
know,
like
kind
of
get
in
their
face,
and
then
you
find
you
know
your
car
hit
with
taco
bell,
cokes
and
hot
sauce
the
next
morning.
I
So
we
kind
of
learned
that
don't
challenge
the
young
people,
because
if
they
know
where
you
live,
they're
going
to
kind
of
come
back
and
retaliate,
but
the
street
is
really
fast.
I
think
the
speed
bumps
would
help
also
to
what
craig
just
said
about
the
delineators
up
there.
At
esplanade.
I
I
mean
esplanade
has
got
to
be
zach.
What
would
you
say,
probably
half
again
as
wide
as
barcelona,
because
they
have
the
big
median
and-
and
so
I
mean
it
it-
you
know,
for
those
people
in
that
neighborhood
now
they're
all
coming
over
to
barcelona,
because
if
you
think
about
it
in
the
morning
or
in
the
evening,
most
people,
if
they're,
if
they
work,
I
still
work.

You
know
full
time
they
get
on
the
five
freeway
and
they're
heading
north,
I
mean
unless
they
work
down
to
camp
pendleton
or
oceanside,
I
would
say,
probably
70
to
80
percent
of
the
residents
in
san
clemente
are
probably
heading
north
on
the
freeway
to
to
go
to
work,
and
so
all
the
southwest
goes
well,
there's
a
light
at
barcelona.

can't
get
through
esplanade,
and
so
all
of
that
traffic
has
been
pushed
over.
You
mentioned
cadiz
and
that's
pretty
much
a
one-way
street
right.
I
You,
I
don't
know
if
you
all
know
kadez,
but
there's
not
enough
room
for
two
cars
to
pass.
You
have
to
pull
over
as
a
car,
as
is
navigating
cadiz,
and
then
you
throw
in
and
and
no
offense.

fedex
and
ups,
and
and
we
have
great
neighbors
they
order
their
coffee
delivered,
they
order
their
dog
food
delivered.
I
I
mean
we're
amazed
at
how
much
amazon
deliveries
they
have,
and
so
those
trucks
are
stopped
on
barcelona
and
you
know
you've
seen
them
they
get
out
they're,
making
their
deliveries
and
all
they
do
is
put
on
their
their
flashing
lights,
and
so
it's
really
a
traffic
challenge.

I'm
all
for
putting
the
bumps
in.

live
near
barcelona
in
ola
vista.
Recently,
a
car
rounding
the
corner
crashed
into
my
new
truck,
resulting
in
a
total
loss.

I
helped
extricate
a
man
trapped
in
a
car
that
impacted
a
tree
across
the
street.
He
sustained
significant
injury,
the
next
door,
neighbor's
car
was
struck
three
times
by
out-of-control
cars.
The
neighbor
west
of
that
was
crashed
into
also.
I
have
als
I've
seen
many
accidents
at
the
intersection,
including
clavicle
fractures,
hit
and
runs,
etc.
The
statistics
and
volume
and
speed
do
not
the
statistics
of
volume
and
speed
do
not
capture
the
nature
of
the
danger
vehicles.

Accelerating
up
the
hill
northbound
on
ola
vista
after
slowing
for
the
dips
at
esplanade,
come
to
a
sweeping
right-hand
turn
as
they
come
to
the
crest
of
the
hill.
The
surface
is
uneven
and
this
leads
to
an
unstable
vehicle
that
loses
control.
Most
of
the
accidents
do
not
show
up
in
reports.
I
do
strongly
support
the
traffic
calming
measure
of
speed
cushions.
The
westernmost
cushion
should
be
placed
closer
to
ola
vista,
as
it
is
acceleration
on
the
first
straightaway
that
creates
the
problem.

about
that

being
moved
closer,
or

that
our
traffic
engineer
has
placed
them

those

meets
our
standards
and
some

other
cities
even

of

speed

recommend
staying

current

north
beach,

intersection

los
molinos

avenida
florencia.
The
zoning
of
this
property
is
mixed
used
to
is
within
our
architectural
overlay.
The
pedestrian
overlay
and
is
within
the
coastal
zone
prior
approvals
include
demolition
of
an
original
single-story
motel
to
build
what
is
now
there
on
site
the
the
larger
two
to
three
story
structure
in
1983
they
received
a
use,
permit,
variance
and
a
coastal
development
permit.

At
that
point,
they
also
followed
that
with
a
sign
permit.
At
that
time
we
did
not
have
a
discretionary
sign,
permit
or
master
sign
program
per
se,
but
their
signed
package
was
approved
through
our
community
design,
commission
and
so
cdc
8834
approved
that
package,
which
included
about
290
square
feet
of
signage.
At
that
point,
that
package
was
amended
in
1992
when
the
hotel
had
a
co-branding
with
best
western
to
add
some
additional
smaller
signage
that
indicated
that
branding
in
2001
the
hotel
expanded
to
the
adjacent
property.

There
was
an
office
building
and
they
converted
that
office
space
into
additional
hotel
rooms
and
shortly
thereafter
in
2004
merged
the
property.
So
it
is
just
one
lot
now
that
was
originally
two.
You
go
to
the
next
slide,
so
this
sign
package,
as
I
mentioned
before,
was
last
approved
by
the
city
at
272
square
feet.
The
proposal
in
front
of
you
is
just
under
193
square
feet:
the
large
wall
sign.

There
were
two
wall
signs,
one
of
those
large
signs
was
removed,
and
the
proposal
includes
a
new
monument
sign
that
monument
sign
would
be
located
at
the
northern
parking
lot,
which
was
the
additional
lot
added
back
when
that
lot
was
added.
There
was
not
additional
signage
added
and
that
parking
lot,
as
was
discussed
in
the
design
review
subcommittee
meeting,
is
not
commonly
known
as
you
drive
by
to
be
connected
to
that
hotel.

the
designer
staff
and
the
design
review
board
felt
that
signage
would
be
appropriate
at
that
location
to
direct
city
visitors
into
that
lot.
There
is
an
existing
pole
sign.
There's
no
changes
proposed
to
the
size
scale
of
that
sign,
but
there
is
a
proposal
to
return
that
to
the
exposed
neon
lighting.
That
was
a
part
of
the
original
signage
back
in
the
day.

Our
current
architectural
guidelines
for
science
discourage
that
in
a
lot
of
cases,
and
so
that's
listed
as
a
it-
requires
this
discretionary
review
to
determine
in
what
cases
it
may
be
appropriate.

we

six

Tall

mounted
metal
lettering

casablanca
in
and
would

externally

which
is
an
encouraged
lighting,
style
and
architectural
overlay.

note
a
condition

review

of
the

They
would

expanding
that
landscape
planter

is
not
a
historic
property,

when

referencing
the
prior
approval
of
the
specific

neon

in
the
past
and
that
it's
moving

the
direction
of
a
black
and
white
color
scheme.
