C
Thank
you
this
evening
we
have.
This
is
a
as
a
special
meeting.
We
have
no
orders
of
the
day,
no
consent
calendar
we're
going
straight
to
new
business.
Just
a
word
about
our
process
tonight.
We're
doing
final
voting
today
with
recommendations
to
be
incorporated
into
our
final
report,
which
was
which
will
be
finished
up
this
month
for
those
commissioners
who
are
going
to
get
called
on
to
ask
at
the
beginning
I'll
ask
for
the
motion
from
you.
C
C
Any
vote
tallied
tonight
that
will
be
included
on
the
improved
recommendations
and,
if
there's
a
recommendation
that
fails
or
not
approved
that
will
be
incorporated
into
the
minority
section.
As
I
described
on
monday,
there's
two
types
of
motions
that
we'll
be
taking
tonight:
one
is
for
movement
of
a
charter
revision
and
the
other
is
a
policy
recommendation.
C
All
motions
tonight
will
be
one
of
those
two
and
I'll
try
to
make
sure
that
we're
clear
about
which
one
is
which
I
think
we
know
those
since
we've
been
reviewing
them
so
carefully
and
our
process
tonight
will
be.
I
will
call
on
the
commissioner
who's
making
who's
representing
their
subcommittee
on
that
item.
C
I've
asked
that,
commissioner,
is
there
any
changes
since
monday
that
you've
made,
if
not
I'll,
ask
for
your
motion
I'll
ask
for
a
second
at
that
point,
we'll
have
any
questions
or
feedback
or
discussion
from
commissioners
I'll
then
go
to
the
public
and
then
I'll
come
back
to
the
commission
for
our
final
vote.
C
If
there's
any
edits
or
directions
to
recommend
in
the
motion,
we
will
make
those
edits
or
post
the
meeting,
but
we
won't
come
back
and
re-vote
on
these
pieces.
If
there's
some
change
to
it
that
that's
made
in
the
motion,
we
can
do
that
here
tonight
and
then
it'll
be
reflected
in
the
written
report
that
you
will
take
that
you'll
look
at
in
the
draft.
C
C
We
have
a
long
agenda
tonight
again
and
I'd
like
us
to
in
the
sense
of
making
sure
that
everybody
continues
to
have
access
that
we
not
go
into
the
wee
hours
of
the
morning
again,
so
I'm
gonna
really
try
to
help
us
move
this
move
through
this,
and
I'm
excited
that
we're
coming
to
our
final
votes
tonight
on
so
many
so
important
issues
and
again
thank
our
commissioners
for
all
the
hard
work
of
getting
us
to
this
evening
and
to
the
important
work
that
we
have
ahead
of
us.
C
So
let
us
begin
our
process
tonight.
I'm
going
to
be
calling
out
each
item
fairly
carefully.
Our
our
broadcast
folks
have
put
together
graphics
so
that
on
the
broadcast
side
and
they're,
hoping
that
their
graphics
match
the
the
item
as
it
comes
up
for
to
also
increase
the
access
to
public
to
make
sure
they
can
follow
us.
We
are
starting
tonight
with
the
first
one,
which
is
boards
and
commissions
reform.
F
She
said
that
she's
running
a
little
late,
just
sharing
that.
C
C
C
No
problem,
thank
you
for
joining
us,
commissioner
amador,
commissioner
amador.
We
are
about
to
we're
beginning
our
process
and
your
first
one
up.
Of
course,
it's
always
our
great
timing.
This
evening,
I'd
ask
that.
Has
there
been
any
changes
made
in
boards
and
commission's
recommendations
since
monday.
C
H
C
H
For
us,
yes-
and
that
was
so
instead
of
having
under
all
boards
and
commissions,
having
the
training,
the
social
equity
and
gender
bias
training
that
has
gone
into
a
new
section,
which
is
going
to
be
section
1004,
which
is
going
to
be
guidelines
for
boards
and
commissions,
and
this
was
the
recommendations
from
the
consultant
and
as
well
as
from
our
attorney
mark
benny.
If
they
would
want
to
talk
a
little
bit
more,
that
was
the
only
change
made.
It
was
just
instead
of
being
under
that
session.
C
Yeah
and
one
thing
that
just
for
the
commission
for
the
public
as
we're
starting
to
put
this
report
together,
our
consultant
is
making
sure
that
all
the
memos
graphic
and
grammatically
read
correctly
just
to
make
sure
that
there's
no
run-on
sentences
or
that
we've
finished
and
finalized
pieces,
so
they're
working
with
directly
with
commissioners
to
make
sure
that
the
writing
and
the
sections
makes
a
clarity
for
it.
So
there's
not
a
substantive
change
as
much
as
there's
just
some
of
the
graphic
and
grammatical
changes
to
make
sure
that
the
documents
are
as
readable
as
possible.
E
Yeah-
and
I
just
wanted
to
add
two
and
we're
gonna-
include
a
disclaimer
for
this
purpose
in
the
report,
but
while
all
the
you
know
section
references
and
trying
to
see
how
it
would
fit
into
the
charter
are
great.
You
know
when
we
do
get
directions
from
the
city
council
to
implement
these
recommendations,
we're
going
to
need
a
little
bit
of
flexibility
in
trying
to
figure
out
where
things
will
go
in
order
to
implement
the
directions.
E
So
so
the
disclaimer
will
be
that
this
is
illustrative
and
that,
in
order
to
reconcile
everything
into
the
charter,
you
know
we
may
need
to
move
some
things
around
and
make
technical
adjustments
in
order
to
make
everything
work
and
fit
together.
C
B
C
Thank
you,
commissioner.
Segura
at
this
point
is
there
any
discussion
from
commissioners.
H
H
Chair
before
we
go
to
the
public
that
changes
have
been
made
and
they
have
also
been
published
per
our
clerk
in
the
agenda
as
well.
These
changes
were
made
just
today
and
so
again
it's
nothing.
No
no
wording
is
being
changed.
It's
just
that
section.
So
thank
you.
C
Yes,
thank
you,
commissioner,
amador
and
so
we'll
go
to
the
public
and
the
first
clerk
mill.
The
first
speaker.
I
What
he
stated
was
is
that,
because
it's
a
charter,
it
has
to
have
legal
language
and
the
language
has,
it
has
to
be
accurate,
and
so
so
what
that
means
is
is
that
a
lot
of
the
intentions
are
going
to
be
diluted
because
you're
not
going
to
be
able
to
fit
the
the
moral
framework
and
the
ethical
framework
that
was
installed
in
the
documents
that
were
produced
by
these
committees
and
then
try
to
institute
them
with
legal
language.
I
It's
not
going
to
fit
it,
it's
not
going
to
fit
and
so
he's
making
that
that
disclaimer
right
now
in
order
to
rationalize
and
justify
what
is
going
to
happen
in
the
future.
I
just
I
need
to
say
that
for
the
record,
because
he
knows
exactly
what's
going
to
happen
with
the
language,
it's
going
to
be
completely
changed.
J
Well,
thanks
paul,
for
you
know
his
insights
in
regards
to
what
could
the
things
could
change
and
that
that
is
critical,
but
I
I
think
that
it's
going
to
be
okay
anyway,
I
mean
these
are
really
there's
a
lot
of
issues
that
are
going
to
be
put
into
our
charter,
which
is
good,
and
you
know
I'm
I'm
very
happy
about
the
commissions
and
looking
into
them
and
all
the
research
that
we
did
about
commissions,
and
so
any
improvements
to
our
commissions,
I
think
is-
is
very,
very
worthy
and
important
as
we
go
forward
that
that
really
is
the
people's
voice
and
how
and
we
really
appreciate
it
when
paul,
really
let
our
government,
our
politicians
and
our
city
manager
know
that
this
was
not
their.
J
K
Hi
blair
beekman
here
as
a
bit
of
a
mr
magoo
at
this
time,
thanks
for
your
patience
with
myself,
to
comment
on
both
paul
and
tessa's
words
thanks,
it's
my
understanding
where
I'm
coming
from
is
that
we
need
to
have
a
certain
legal
language,
so
things
can
be
voted
on
by
the
public
in
the
either
june
or
november
elections.
K
And
that's
that's
the
issue
that
I
would
I've
been
writing
about
that
you
may
have
to
extend
the
city
charter
process
into
the
springtime
to
make
sure
that
you
have
that
legal
language
good,
and
you
know
what
we
can't.
I
don't
know,
maybe
there's
ways
to
archive
all
this
good
work
and
efforts
that
we're
doing,
and
so
we
can
have
a
clear
record
exactly
what's
been
worked
on
at
this
time
and
can
be
a
good
reference
point
for
ourselves
and
our
future.
Thank
you.
C
Thank
you,
members
of
the
public,
appreciate
your
su
your
thoughts
at
this
point.
I'm
going
to
call
for
the
question
if
you're
ready
for
the
question,
this
is
a
recommendation
for
charter
changes
on
boards
and
commissions
has
been
edited
again
in
today's
document,
but
today's
document
only
has
the
technical
difference.
It's
the
document
that
we've
been
looking
at.
Seeing
no
further
comments.
The
clerk
can
call
the
role
a
yes
vote
is
to
support
the
recommendation
to
change
the
charter
on
boards
and
commissions.
B
B
B
B
B
B
B
B
C
Thank
you
thank
you
to
the
commission
and
to
the
subcommittee
for
their
work
on
this
important
item.
C
C
And
commissioner
sugar,
therefore,
are
you
ready
to
make
a
motion
to
support
a
recommendation
of
a
charter
change.
A
C
Thank
you
second.
H
C
Seconding
the
motion,
thank
you.
Is
there
any
discussion
or
questions
from
the
commission.
L
Thank
you.
I
just
wanted
to
understand,
so
we
have
both
the
shorter
and
longer
versions
in
here.
L
M
I
thought
that
was
what
passed
because
of
legal.
I,
I
believe.
L
Thank
you
too
many
documents
and
then
also
following
up
on
our
our
most
recent
conversation.
Do
we
have
an
explanation
of
the
meaning
of
secularization
in
this
version
of
the
memo,
I
know
the
the
focus
is
the
action
language.
B
We
do
not
have
it
in
that
document,
but
we
we
did
discuss
it
multiple
times.
Do
you.
I
mean
nobody
requested
that
it
be
added
to.
L
L
I
think
I
actually
did
request
it.
I
know
so
much
happened
so
and
also
it
was
such
a
short
turnaround
from
monday.
I'm
just
wondering
if
we
could
add
that
before
the
final
version
at
our
final
meeting
just
for
members
of
the
council
and
the
public
and
the
staff
who
who
should
have
that
context
that
I
know
I
found
incredibly
helpful
when
you
all
provided
it
via
email,
okay,
so.
B
Yeah
and
the
the
definition
we
used
was
religion
when
a
religion
loses
social
and
cultural
significance.
L
That
I
guess
that
definition
I
I
found
less
clarifying
than
the
email
I
received,
that
that
explained
that
secularization
specifically
refers
to
the
conversion
of
mission
lands
like
the
sort
of
historical
moment
and
what
happened
in
that
historical
moment
was
incredibly
clarifying
for
me,
because
I
think
this
really
is
a
document
about
history
versus
just
like
a
not
so
much
the
definition
of
the
word.
As
as
that,
it
refers
to
a
specific
set
of
events
in
history.
That's
really
relevant
to
this
topic.
Then.
Can
we
let
the
record.
C
C
Thanks
so
we'll
make
that
part
of
the
motion
with
the
direction.
The
motion
is
to
approve
the
short
version
of
the
land
acknowledgement
into
the
charter
and
that
we
would
add
to
the
record
the
definition,
the
working
definition
that
we
were
given,
as
well
as
the
explanation
of
secularization
in
terms
of
the
context
of
the
time
that,
in
terms
of
the
context
of
how
the
tribe
is
seeing
that
leave
a
motion
in
a
second
any
other
questions
or
comments
from
commissioners.
K
All
right,
thank
you
just
thank
you
very
much
for
this
item
and
and
good
luck.
If
you
can
vote
for
its
approval.
Thank
you.
J
Thank
you,
tessa
woodman
c.
Thank
you
so
much
and
yes,
this
is
an
important
item.
I
think
it
needed
to
go
further.
You
know
to
say
acknowledgement.
I
think
we
need
to
start
looking
at
our
policies
that
really
like
I
was
thinking
about.
You
know
our
article
19,
you
know
our
endangered
employment
lands.
J
You
know,
that's
not
the
truth,
you
know,
that's
not
the
story
of
where
how
we
are
going
to
go
forward
as
a
species
is
protecting
endangered
employment
lands.
It's
really
the
work
that
we're
going
to
have
to
do
to
deal
with
basic
needs,
which
is
food,
clothing
and
shelter,
and
that's
really
getting
us
back.
You
know,
in
terms
of
you
know,
recognizing
our
you
know
the
alone
ease,
and
you
know
the
you
know
the
the
foundation
of
our
site
where
we,
you
know,
killed
and
we
destroyed
these
people
and
took
their
land.
J
You
know
we
need
to
start
making
reparations
and
living
differently
and
really
valuing
our
lands
for
producing
food
and
and
not
building
empires
of
pollen.
M
Yeah,
I'm
all
for
I'm
all
for
it,
but
where,
where
are
the
plaques?
Where
are
the
statues
of
native
people?
We
got
keys
and
codes.
The
ugliest
statue
in
the
world
uglier
than
the
face
of
king
hammer,
who
had
installed
for
650
thousand
dollars,
I
mean
I
enjoy
seeing
the
statues
they
have
outside
almaden
valley,
library,
san
jose's
library,
those
are
nice.
M
I
think
I
think
there
should
be
encouragement
of
reading
what
the
native
american
people
of
this
area's
accomplishments
are
have
been
for,
you
know,
being
here
for
millenniums
and
what
they're
doing
today
like
we
never
see
anything
about
them,
it's
all
about
all
a
bunch
of
other
fringe
groups,
but
you
know
making
an
acknowledgement.
Okay,
that's
nice,
but
what
about
a
plaque?
What
about
a
statue?
C
Thank
you,
members
of
the
public
for
your
input.
If
you're
ready
for
the
questions,
commissioners.
C
B
A
K
B
B
B
B
B
B
B
A
B
B
C
Again
and
thank
you
to
our
commissioners
for
their
work
on
this
very
important
item
and
your
support.
Our
next
item
is
going
to
be
recommendation
number
two
and
the
agenda,
which
is
the
use
of
gender
inclusive
language
on
all
city
of
san
jose
documents.
Commissioner
amador,
commissioner
amador,
have
there
been
any
changes
since
your
recommendation
on
monday.
H
Yes,
there
has
been,
and
I'm
going
to
be,
sharing
my
screen
right
now,
so
we're
all
on
the
same
page
and
the
changes
that
were
made
were
basically
kind
of
more
defining
where
this
would
go
again.
This
was
a
recommendation
from
the
consultant
and
the
city
attorney,
and
so
we
had
talked
about
section
1704,
which
is
under
age.
The
masculine
gender
includes
the
feminine
and
neuter
remove,
so
this
would
be
removed
and
replaced
with
the
following
so
h1,
which
would
be
gender.
H
The
gender
neutral
pronoun
includes
the
feminine
masculine
and
non-binary
genders
h,
number
two
pronoun
singularity
they
them
shall
indicate
a
singular
individual
unless
the
content
indicates
a
contrary.
In
most
case,
the
singular
number
includes
the
plural
and
the
plural
includes
the
singular
h3
gender.
Whether
whenever
a
person
pronoun
is
used
in
the
neutral
gender,
it
should
be
deemed
to
include
the
feminine
and
masculine.
H
Also
they
them
she'll
indicate
a
singular
individual
unless
the
context
indicates
the
contrary
and
8-4
update
pronouns
when
appropriate,
and
also
include
the
updating
of
future
documents
applying
only
to
official
documents
like
ordinance
resolutions
and
city
policies,
by
making
changes
such
as
the
following,
the
gender
subject,
etc
and
possessive
his
hers,
etc.
Pronouns
should
be
replaced
by
the
gender
neutral
description
above
they
them
of
the
pronoun
refers
title
of
office,
employment
or
description.
H
So
if
we're
talking
about
oops
right
here,
if
we're
talking
about
a
chairman,
it
would
be
a
chair
or
the
char
person
or
a
chairperson
chef
businessman.
It
would
be
a
business
person,
and
so
those
were
the
only
changes
kind
of
be
more
direct
into
what
where
this
would
be
taking
place,
one
and
the
official
documents
and
how
that
would
be
taking
place
and
that's
it.
C
C
M
Sounds
like
a
big
waste
of
time
and
money
when
you
have
so
many
other
things
to
do
in
this
city,
like
fix
roads,
get
a
better
po,
get
a
better
police
and
fire
department
have
better
infrastructure.
This
is
what
you
focus
on.
I
I
think
it's
a
waste
of
time.
It's
a
waste
of
money.
It
makes
work
that
doesn't
need
to
be
over
time.
People
are
going
to
just
do
it
out
of
default,
but
to
mandate
it
regulate
it.
M
I
mean,
what's
going
to
be
the
punishment,
if
you
do
it
wrong
or
say
it
wrong
or
write
it
wrong,
are
they
going
to
have
the
pronoun
police
going
after
people,
public
or
private,
or
in
your
in
your
down
there?
In
the
city
hall,
I
mean,
what's
what's
the
bus
going
to
be
I'd
like
to
know
what
the
fines
are
going
to
be
because
you
know
it's
come,
you
know
it's
coming
and
you
know
now
a
police
officer
has
to
address
people
properly.
M
J
Okay,
good,
thank
you,
michael.
That
was
a
really
important
issues
about
you
know
just
in
regards
to
our
police
and
how
they
could
be
a
lot
better
in
general,
and
so
this
issue
of
pronouns
and
and
that
type
of
issue
is
I
I
agree
that
there's
really
really
critical
issues
that
we're
facing
that
we
have
got
to
start
working
on
and
then
you
can
even
put
the
climate
crisis
into
our
charter.
You
know,
and
so
we
we
know
that
we're
distracted
by
a
lot
of
unimportant
things.
J
When
we
I
mean
I'm
not
saying
it's
unimportant,
I
mean
it's
all.
It's
good,
I'm
not
saying
it's
not
important.
However,
with
you
know,
in
terms
of
the
hierarchy
of
needs
like
surviving
as
a
species,
you
know
the
sixth
mass
extinction.
You
know
these
are
the
issues
and
to
change
our
course.
The
transformational
change
that
we
need
in
our
society.
J
B
K
All
right,
thank
you.
I
just
want
to
wish
a
good
luck
to
the
people
who
have
a
good
heart
and
have
good
intentions
for
this
item.
Good
luck
on
how
you
vote
on
it.
Thank
you.
C
Thanks
the
chair,
thank
you,
members
of
the
public
for
your
input.
If
you're
ready
for
the
question.
C
We'll
call
the
question
on
the
item,
which
is
the
the
recommendation
of
a
charter
change
using
gender
inclusive
language
in
san
jose
city
documents.
The
clerk
could
call
the
vote.
B
B
B
B
B
B
C
Thank
you
again,
thank
you
to
our
commissioners
who
work
so
hard
on
this
item.
Our
next
item
is
going
to
be
draft
recommendation
number
four,
which
is
police,
commission,
inspector,
general
and
conversion
of
the
ipa
to
an
independent
investigation
department,
commissioner
siegel
segura
and
amador,
I'm
not
sure
who's
going
to
calendar.
C
G
Speaking,
I
just
wanted
to
say
that
commercial
calendar
is
also
a
co-author.
C
Thank
you.
Let
the
record
show
I'm
sorry.
It
wasn't
in
my
notes,
who's
going
to
be
representing,
I
will
chair.
Thank
you.
G
Thank
you,
commissioner.
There
have
been
no
changes
to
the
police
oversight
recommendation,
and
so
the
question
is
as
follows:
in
the
document
attached
to
the
thursday
november
18
2021
agenda
called
draft
recommendation,
4
revised
1117-21
police
oversight
that,
when
opened,
is
entitled
proposal
to
create
a
police
commission
to
convert
the
office
of
the
independent
police
auditor
to
the
office
of
the
independent
investigations
department
and
to
create
the
office
of
the
inspector
general.
Shall
all
the
recommendations
contained
in
section
three
called.
C
C
L
C
There's
no
changes
since
monday,
commissioner
segal
was
making
sure
that
we
were
clear
about
literally
the
document
that
we're
referring
to.
So
I
appreciate
that
commissioner
seagal,
because
that
makes
the
record
even
more
clear
for
us
and
the
final
report.
J
Thank
you,
that's
what
would
nancy
yeah?
Well,
I
think
police
oversight
and
whatever
improvements
that
our
police
that
you
guys
have
come
up
with,
which
is
is
valuable,
and
you
know
just
hearing
today
in
regards
to
the
other
division.
That's
dealing
with
police
and
you
know
reimagining,
and
they
were
mentioning
the
work
of
the
charter,
and
so
this,
I
think,
is
important
that
we
work
together
on
these
things.
J
As
many
you
know,
departments
that
can
look
at
this
because
there's
a
very
critical
need
that
we
have
in
terms
of
how
we're
we're
caring
for
each
other
and,
like
I
say
you
know,
we
need
to
move
away
from
the
even
the
word
police,
because
in
and
of
itself
and
the
history
of
policing
is
a
lot
of
violence
against.
You
know
black
people
and
controlling
them,
and
so
it's
you
know
it's
moving
away
and
that
that
kind
of
change
is
going
to
take
a
real
sea
change
of
a
lot
of
people.
K
Hi,
I
think
it
was
back
in
2015.
This
idea
was
really
really
grew
amongst
community
community
advocacy
and
it
has
a
chance
to
come
to
fruition
at
this
time.
Good
luck
to
how
we
vote
on
this
issue
and
police
oversight.
Community
police
oversight
is
a
really
really
interesting
concept.
So
thanks
a
lot
for
your
efforts
on
this
item.
B
Hi
good
evening
yeah,
I
just
wanted
to
say
that
I
appreciate
all
the
hard
work
that
has
gone
into
this.
I
think
it
is
important
because
our
community
is
very
behind
on
this
matter,
and
I
know
that
there
have
been
various
questions
and
feedback
to
the
model
that's
being
proposed,
and
I
would
encourage
you
not
to
let
the
perfect
be
the
enemy
of
the
good.
I
think
that,
as
this
goes
through
the
process,
then,
with
the
city
council
they'll
put
their
spin
on
it.
So
we
really
want
to.
B
M
Yeah
this
is
this
is
a
long
time
coming.
You
know-
and
you
know,
thank
god-
for
modern
technology
with
cameras
and
everything
else.
This
is
what
killed
their
profession.
Was
they
finally
got?
They
finally
got
found
out
about
what
they
were
doing
right?
They
finally
got
so
that
you
know
this
is
they
need
a
lot
of
oversight
and
what
they
need?
The
most
oversight
with
is
the
marijuana
taxes
and
fees
and
regulations
that
they're
in
charge
of
out
of
their
police
department.
M
They're
a
gang
they've
got
the
most
cars,
the
most
dogs,
the
most
guns,
the
most
training,
the
most
drugs,
the
most
cash
and
they
they
can
waltz
in
and
out
of
court
without
any
court
fees
I
mean
only
somebody
in
organized
crime
could
wish
they
have.
What
san
jose
pd
has
they
whine
and
cry,
and
all
this
stuff,
these
people
can
do
whatever
they
want,
they're
a
gang
so
yeah
they
need
oversight,
because
nobody
has.
C
Thank
you
if
you
are
ready
for
the
question.
B
B
I
B
A
E
B
B
B
A
B
C
And
let
the
record
reflect
that
commissioner
gilman
is
absent
at
this
vote.
He
had
to
step
out.
He
had
notified
us
that
he'd
step
out
and
he's
trying
to
he
has
a
conflict.
He'll
be
coming
back,
hopefully
by
the
later
in
the
meeting,
but
he
is
absent
for
this
at
this
time.
Thank
you
again
to
the
all
the
hard
work
of
many
commissioners
on
this
last
item.
C
Our
next
item
is
item
number
five
equity
values,
equity
standards,
equity
assessments,
and
I
believe
that's,
commissioner
calendar
is
it
yes,
it
is
okay,
good
and
chairman.
There
has
been
no
changes.
C
C
K
Blair
hi.
Thank
you.
I
think
we've
all
been
really
interested
to
be
learning
what
can
be
ideas
of
equity
in
the
past
few
years,
and
I
guess
just
to
thank
you
that
you're
bringing
this
to
our
attention
and
good
luck
on
how
you
can
vote
on
it
positively.
Thank
you.
J
Thank
you
yeah.
We
almost
missed
it.
Thank
you
for
it's
putting
up
that
chart
tony.
That
really
helps
to
know
where
we're
at
okay
equity
values-
and
you
know,
equity,
and
you
know
it's
a
difficult
term
to
define
and
and
the
issues
about
equity
are
are
going
to
be,
you
know
front
and
center
and
they
are
as
we
go
forward
because
you
know
these
are
the
issues
about
who
is
usually
getting
hurt
and
injured
by
our
our
capitalist
consumer
economy.
J
And
so
this
is
what
needs
to
be
changed,
and
you
know
so.
We
appreciate
that
you're
looking
at
it
and
it's
it's
going
to
be
a
a
big.
You
know
that
that
is
the
transformational
change
is
to
be
thinking
about
people
over
profit
and
and
as
we
go
forward.
You
know
remembering
that
those
have
those
need
to
be
our
values,
because
we
we
have
really.
You
know.
Capitalism
has
just
calling.
M
M
M
You
guys
cut
me
off
on
the
calls,
because
I
break
some
rules
that
you
let
other
people
do
it.
There's
my
equity
man.
I
like
to
know
I'd
really
like
to
know
you
guys
are
probably
all
snickering
there.
I'm
sure,
really
cute
little
smiles,
fake
smiles
but
where's,
my
and
by
the
way,
where's
my
equity
for
christmas.
I
just
get
happy
holidays.
Everybody
else
gets
featured
on
twitter
and
rotunda,
which
is
great
by
the
way.
I
love
other
holidays
that
aren't
even
mine.
I
think
they're
cool
you
guys.
C
B
B
B
A
B
B
B
A
C
Let's
let
the
record
show
that
commissioner
t
tran
was
absent
for
that
vote.
We'll
come
to
our
next
item.
Thank
you
again
for
your
work
on
that
and
that
item.
Our
next
item
is
equity
and
inclusion
in
city
programming
and
budgeting,
and
this
is
commissioner
fuentes.
Commissioner
fuentes
has
there
been
any
changes
since
mondays.
C
Thank
you,
commissioner
fuentes.
Would
you
like
to
make
the
motion
to
adopt
recommendations
as
charter
changes.
D
I
would
like
to
make
the
recommendation
that
we
approved
the
the
recommendation,
as
has
been
submitted
for
charter
changes.
C
K
Hi,
thank
you.
I
wanted
to
try
to
just
offer
a
reminder
that
there
was
some
really
good
work
going
on
with
equity
way
before
the
era
of
coba
19,
and
it's
this
it's
important
that
we
really
consider
the
initial
ideas
of
equity
and
try
to
bring
it
back
to
that
to
those
beginnings,
I
feel
it's
really
important
to
do
that,
and
it
has
a
lot
to
do
with.
How
can
it
be
of
help
and
service
to
people
basically
of
low
income?
K
Who,
who
are
not
often
allowed,
are
given
the
same
sort
of
choices
and
opportunities
as
higher
income?
I
think
that's
just
a
really
basic,
simple
definition,
and
we
really
have
to
consider
to
work
it.
In
those
terms
I
mean
we
can
all
get
some
sort
of
help
from
the
concepts
of
equity,
but
it
has
a
specific
purpose
to
help
people
who
it's
harder
for
them
compared
to.
M
Yeah,
I
hope
there's
to
be
some
money
in
the
budget
for
italian
american
heritage
day
and
being
able
to
say
merry
christmas
hope.
You
guys
have
some
money
in
the
budget
for
that
right.
You
have
money
for
everything
else.
Every
other
group
of
people
gets
it,
but
not
people
who
celebrate
christmas.
Italian
americans
we're
nothing.
Now,
even
though
sam's
mayor
he's,
like
he's
a
self-hating
italian,
you
know
he's
like
woody
allen
right
to
self
woody
allen
says
he's
a
self-hating
jew.
M
M
J
Well,
you
know,
thinking
about
equity
in
regards
to
the
city,
just
passing
a
the
climate.
What
do
they
say?
Carbon
neutral
and
they
said
we
really
care
about
the
the
river
and
and
how
we
really
protect
the
nature
and
that's
all
bs.
That
is
not
we
just
seen
so
a
lot
of
it
is
bs,
because
you
know
the
city
is
actually
building
a
a
hotel
on
on.
You
know:
zero
setback
from
the
river,
and
yet
they
say
that
they're,
you
know
caring
about
nature
and
it's
the
same
thing.
J
You
know
in
all
of
our
decisions
as
we're
going
forward.
You
know
caring
about
people.
That
is
not
true.
The
money
has
gone
towards
the
trillions
of
dollars
from
the
federal
state
everywhere,
it's
all
gone
to
business
as
usual
to
the
airplane,
to
the
extent
expansions
of
the
airport
and
and
roads
and
buildings.
You
know
roads
and
highways
that
that
is
not
what
we
need
to
be
doing.
So
our
equity
needs
to
be
helping
the
people
survive
and
reducing
our
fossil
fuels
to
zero
back
to.
B
J
C
B
B
C
B
B
B
C
B
C
Would
you
like
to
make
the
motion
then
to
adopt
the
government
audits
recommendation
as
a
change
to
the
charter.
K
Department
audits,
okay:
this
may
be
related
somewhat
to
the
equity
stuff.
Good
luck
on
how
you
vote
on
this
issue.
Thank
you.
J
Thank
you,
yeah
department
audits,
it's
very
important
and
critical.
You
know
to
have
oversight
of
our
of
our
city
government
and
and
that's
the
role,
that's
supposed
to
be
the
role
of
our
media
too,
but
they
don't
do
a
very
good
job
of
that
either.
J
And
so
basically,
audits-
and
you
know
it's
the
data-
and
it's
part
of
it
is
data
collection
and
understanding
where
the
money
is
going
and
things
like
that
and
what's
happening,
and
it's
the
same
thing
that
we
need.
We
really
need
to
strengthen
our
audits
to
be
looking
at
the
most
critical
issue
going
forward,
which
is
our
fossil
fuel
use
and
how
we're
going
to
reduce
it
to
zero.
As
the
science
says
we
have
to
do,
and
you
know
we're
not
listening
and
that's
why
we're
going.
M
M
M
Everybody
look
up
how
much
these
people
make
and
they're
over
time
yeah
over
time.
Sure
I
like
the
their
room
that
that
houses
all
stolen
items
and
other
other
evidence
that
they
auction
off
every
year.
I'd
like
to
know
who
gets
the
first
auction
secret.
It's
them,
then
the
rest
of
the
stuff
they
don't
want
goes
to
public
auction.
M
They
also
need
to
be
audited
with
their
marijuana,
taxes,
fees
and
all
the
massage
parlors
and
all
the
all,
the
other
shady
things
that
they
get
to
check
out.
C

H
C
Again,
let
the
record
show
that
commissioner
t
tran
is
absent
for
this
vote.
Thank
you
all
commissioners,
for
your
work
on
this
item.
Our
next
item
is
item
number
draft
recommendation
number
eight,
which
is
climate
change
action.
Commission,
commissioner
segal?
Is
there
any
changes
since
monday.
G
Yes,
would.
G
On
monday,
we
added
a
sentence
recommended
by
commissioner
dieppe.
I
believe
it
was
commissioner
diet
if
he
could
confirm
that,
since
we
were
first
voting
for
it
as
a
charter
change
and
now
I
do
not
think
we
need
this
sentence
anymore,
and
I
think
it
would
even
limit
the
climate
action
commission
from
simply
voting
to
expand
its
scope,
and
that
sentence
is
additions
to
the
scope
can
be
done
by
municipal
code.
G
So
would
it
be
okay
with
commissioner
dap
and
other
commissioners?
If
I
remove
this
sentence
and
if
you
need
me
to
share
my
screen,
so
you
can
look
at
it,
I
will
do
that
right
now
see
if
I
can
okay
share
screen.
Okay,
commissioner,
dip,
do
you
see
this
sentence?
That
was
it
you
that
added
I
I.
E
Did
so
it
was,
it
was
yours
edition
you
were
trying
to
address
the
concern.
I
I
raised
about
the
the
ease
to
every
time
changing
the
scope
of
the
commission.
It
would
have
to
go
to
a
vote
from
the
voters
as
a
charter
amendment,
so
you
kind
of
added
that
to
try
to
address
it.
It
wasn't
my
verbiage,
so
it's
your
emotion.
So,
whatever
you'd
like.
G
I
understand
I'd
like
to
remove
it
and
I'm
wondering
if
you
or
anyone
else
has
an
objection
to
removing
that,
because
now
that
it's
not
going
in
the
charter,
I
think
that
folks
on
this
commission
could
maybe
expand
their
scope
just
by
voting
to
do
it
rather
than
having
it
be
something
in
the
municipal
code.
What
would
you
think
about
that?
Is
it
okay
with
you?
If
I
remove
this
one
sentence,
that's
highlighted
green.
E
I
I
think
it
it
whether
it's
there
or
not.
It's
you
know
it's
spells
out
something
explicit
in
our
process,
but
I
would
be
objecting
to
any
commission
that
could
expand
their
own
scope
by
their
own
motion.
E
G
E
E
E
Well,
it
depends
if
it's
going
to
be
a
standing
commission.
I
mean
it
could
also
be
a
commission
like
this
body
is
not
in
the
municipal
code,
but
when
it's
in
the
when
it's
in
the
municipal
code,
then
it's
enshrined
and
it
takes
subsequent
action
to
do
anything
further.
So
the
the
recommendation
from
my
office,
if
this
were
to
go
forward
and
become
permanent,
would
be
to
include
it
in
the
municipal
code.
G
E
G
Okay,
hearing
none
I'm
going
to
remove
this
one
sentence.
If
I
can
figure
out
how
to
do
it,
and-
and
so
that's
it-
the
only
other
change
I've.
Thank
you
for
that.
Everyone,
the
only
other
change,
is
section
seven,
which
is:
must
this
be
a
charter
change?
This
is
all
reflecting
that
it's
a
policy
change.
G
So,
okay,
so
my
question
is:
it
is
drafted
as
a
policy
change
right
now
and
I
just
showed
everybody
that
so
the
question
is:
in
the
document
attached
to
thursday
november
18th
2021
agenda
called
draft
recommendation
8
revised
november
17
21
climate
action
commission
that,
when
opened,
is
entitled
proposed
name
create
a
climate
action
commission
shall
all
the
recommendations
contained
in
section
three
called.
What
changes
are
you
proposing
and
its
subparts
numbered
one
through
four
be
a
recommendation
of
this
charter
review.
Commission.
L
C
J
Well,
like
I've
been
saying
over
and
over
is
that
it
should
be
in
the
charter,
because
the
problem
is
like,
I
said
before
the
our
politicians
say
one
thing
and
do
another
and
we're
seeing
that
when
we
see
the
cop
26
that
you
know,
basically,
we
made
no
action
and
no
motion
towards
reducing
our
fossil
fuels
very
little,
and
this
is
the
political
arena
and
so
to
leave
it
in
the
political.
You
know
football
for
them
to
make
the
changes.
J
The
reason
we're
in
the
hurt
we're
in
is
because
of
the
politics
and
that
the
money
having
being
money
controlling
everything,
our
our
businesses
and
corporations
and
so
to
not
put
it
into
the
hands
of
the
people,
leaves
it
at
risk.
And
so
you
know.
Hopefully
you
know
if
this
is
something
that
will
be
good.
It'll,
be
a
policy
it's
better
than
nothing.
You
know,
and
it
does
have
the
word
action
in
it.
K
Hi
well,
we've
been
here
thanks
a
lot
for
this
item
that
you've
taken
the
time
and
care
to
find
some
place
for
it,
and
thank
you.
B
B
B
E
B
K
B
C
Thank
you.
So
our
next
item
is
draft
recommendation
10,
which
is
the
promotion
of
home
ownership
opportunities
for
low-income
residents
of
san
jose.
Commissioner
fuentes,
have
there
been
any
changes
to
your
recommendations
since
monday.
D
Okay,
so
I
I
did
make
some
corrections
that
I
caught
during
the
meeting
where
attorney
vanny
had
given
some
language
changes
that
somehow
weren't
in
the
recommendation
that
we
were
viewing.
D
So
I'm
not
sure
if
I
caught
all
the
changes
that
we
were
supposed
to
make,
but
I
think
it's
correct
now
now
I
I'm
not
too
clear
on
the
process,
because
at
the
meeting
on
at
monday's
meeting
we
voted,
and
so
it
did
not
pass
and
it
is
to
be
contained
in
the
minority
report
and
also
we
voted
on
it
as
a
policy
recommendation
and
that
did
pass.
C
Finally,
so
the
minority
report
will
show
that
this
item
failed
as
a
charter
review
change,
and
it
will
now
if,
when
we
take
this
vote,
we'll
look
at
so
the
commission
can
now
say,
and
we
think
it
should
be
a
policy
recommendation,
yes
or
no.
If
it
failed
and
getting
the
votes
for
the
policy,
then
both
of
those
pieces
would
be
in
the
minority
report.
There
would
be
no
piece
to
the
majority.
C
If
it
does
pass,
then
it
would
be
in
the
recommendations,
as
a
policy
recommendation
change
very
much
like
the
one
that
we
just
did.
So
would
you
like
to
make
a
motion
to.
F
Chair,
I
hate
to
come
up
the
works
here,
but
we
don't
have
a
revised
recommendation
for
a
policy
recommendation,
so
I
I'm
not
totally
clear
on.
I
think
we
already
voted
provisionally.
That
would
be
a
policy
recommendation,
but
I
don't
have
anything
that
says
what
that
recommendation
is.
So
I
I
think
for
this
final
vote
it
commissioners
would
I
just
want
to
be
clear.
F
Commissioners
would
still
be
on
be
voting
on
the
principle
that
this
is
a
policy
recommendation
with
no
specifics
as
to
what
that
actually
looks
like,
and
I
probably
would
not
be
able
to
put
really
anything
in
the
final
report
other
than
you
know
very,
very
minimal,
because
the
the
current
recommendation
as
it
stands
is
still
a
proposed
charter
recommendation.
So
I
I
I
just
I
feel
compelled
to
to
share
that,
partly
because
of
my
my
need
to
get
the
report
finalized,
but
also
just
commissioners
are
clear
on
what
they're
actually
voting
for.
I
F
Yeah,
the
the
the
memo
that
is
on
the
website
is
still
says
as
the
recommendation.
F
I
In
which
case
I
mean
we
all
know
what
the
intention
is.
I
I.
I
would
urge
our
commission
that
if
you
were
going
to
support
this
as
a
policy
recommendation
that
we
forwarded
anyway
and
allow
the
commissioner
fuentes
to
update
the
memo
so
that
we
can
review
it
and
finalize
it
at
our
final
meeting
on
sorry
so
that
it
can
be,
the
red
line
can
be
submitted
by
the
24th.
And
then
final
vote
can
occur
on
the
29th.
G
So
this
is
this
is
what
we're
looking
at.
What
changes
are
you
proposing,
and
this
is
the
part,
that's
objectionable,
which
is
the
following
charter
amendment.
So
what
if
we
just
delete
this
language,
these
this
that
I've
highlighted
the
rest
of
it
seems
to
be
exactly
what
we're
talking
about
just
delete.
G
I
only
I
don't
have
the
do
you
have
it
maria
do
you
have
a
section,
so
I
don't?
Okay,
anybody
have
it.
That's
not
in
a
pdf.
I
don't
have
it
not
in
a
pdf
lawrence.
Do
you
have
that?
Can
you
open
it?
I
do.
Thank
you.
F
Alrighty,
I
need
you
to
stop
screen
sharing.
You
got
it,
commissioner
arsenal.
Okay.
Here
we
go,
and
I
just
want
to
note
that
the
bulk
of
this
recommendation
is
is
recommended
charter
language,
which
is
why
you
know
there's
section
210
section
or
2101
2102
2103.
G
F
Is
the
policy
recommendation
that
this
will
go
in
the
municipal
code,
or
is
this
that
city
council
should
consider
this?
You
know
there's
been
a
number
of
different
types
of
policy
recommendations
that
this
body
is
put
forward.
So
I
guess
really
that's
the
clarification
we're
looking
for
like
what
is
that
the
end
game
with
this
specific
recommendation,
municipal
code,
consideration,
further
study.
D
D
And
then
we
take
out
all
language
such
as
you
know,
all
language
that
has
to
do
with
with
a
charter
change
and
then,
if
we
could,
for
the
sake
of
time,
I
apologize
that
I
did
not
realize
I
needed
to
edit
this.
But
for
the
sake
of
time
I
would
like
to
be
able
to
use
commissioner
tran's
recommendation
that
we
accept
it
in
principle
and
then
we
will
redline
it
officially
in
the
last.
You
know
when
we
make
our
final
red
line,
edits.
G
Maria
commissioner
tran
has
his
hand
up,
and
since
this
is
his
area
of
expertise,
can
we
see
what
his
input
is.
I
Thank
you.
Thank
you,
so
the
yeah,
I
was
just
the
reason
why
I
was
just
kind
of
recommending
that
take
a
little
bit
of
time
here
and
submit
this
as
a
red
line
is
just
that,
because
the
language
is
written
and
intended
as
a
charter
amendment.
I
If,
as
the
since
this
memo
is
pretty
much
going
to
be
copied
and
pasted
into
a
final
report,
I
think
maybe
putting
some
time
into
cleaning
up
the
language
and
clarifying
the
proposal
would
be
fruitful
and
helpful
for
the
final
report
as
well
so
yeah.
This
is
just
the
redlining
method.
F
Yeah,
I
think
that's
fine.
I.
What
I'd
like
to
do
is
just
make
sure
that
that
capture
the
general
intent
of
this
policy
recommendation
and
then
and
I
can
even
take
a
pass
at
that
sort
of
change
from
charter
recommendation
to
policy
recommendation,
and
then
I
look
forward
to.
If
should
this
pass,
you
know
for
that
that
redlining
the
final
revision,
but
that
appreciate
the
clarity
on
that.
Thank
you
back
to
you,
chair.
C
Thank
you.
So
the
recommendation
is
to
the
recommendation
as
a
policy
recommendation
and-
and
commissioner
fuentes
notion
is
it's
a
recommendation
that
the
council
consider
and
then
we
will
list
the
one
two
three
items
that
are
there
in
some
ways,
but
but
make
that
in
policy
language
rather
than
charter
language
revision.
This
would
then
be
edited
into
the
final
report
which
the
full
commission
will
look
at
as
the
draft.
So
we
can
get
the
new
drafted
language
into
the
final
report.
D
B
J
Oh
okay,
good
yeah,
yeah.
I
think
this
is
an
important
step
forward
of
people
being
able
to
gather
together
as
a
community
and
buy
land
for
housing
for
for
food
production,
and-
and
this
is
how
we're
going
to
save
ourselves.
It's
not
self-sufficiency.
J
It's
community
sufficiency
that
we
need
to
work
together
to
solve
our
our
basic
needs
and
that's
how
we'll
survive
and
you
know
to
go
forward-
and
you
know
a
lone
monkey
is
a
dead
monkey,
and
so
we
need
to
be
supporting
things
like
you
know:
community
ownership
of
land
community
decision
making
about
land
not
having
our
government
take
the
lands
for
fine.
You
know
to
make
money
for
themselves:
money
is
the
problem:
we've
got
to
go
back
to
basic
needs,
not
money,
that's
how
we
were
originally
as
a
people.
We
were.
J
We
lived
in
small
villages
connected
to
our
landscape
and
we
didn't
have
money.
It
was
you
know:
basic
needs,
food,
clothing
and
shelter.
So
this
is
a
good
change.
Claire.
B
K
Hi
this
this
next
couple
items
should
be
really
interesting.
So
thank
you.
Thank
you
very
much
for
this
item.
I
I'm
very
hopeful
in
what
this
item
can
do.
I
hope
there
can
be
a
way
it
can
be
shared
with
people
who
are
uncomfortable
with
it
and
they
can
learn
to
grow
more
hopeful
about
it.
That
would
be
an
accomplishment
of
itself
and
good
luck.
How
it
can
do
that
and
good
luck.
K
How
we
can
talk
further
about
this
item
that
I
I
think
is
really
really
good
and
and
interesting
for
our
future.
Thank
you.
M
M
Gavin,
you
know,
I
don't
know,
I
don't
know
what
these
guys
are.
They're
going
to
be
able
to
kick
down
that
money.
Mayor
pink
is
going
to
kick
down
some
money
for
all
these
other.
You
know
these
roads
and
infrastructure
and
everything
you
guys
are.
I
it
sounds
good,
but
everything
sounds
good
on
paper.
I
want
to
know
what
back
to
the
chair.
B
B
K
C
B
A
B
B
B
B
B
B
B
A
C
Thank
you
and
thank
you
to
commissioner
fuentes
for
your
work
on
this
item,
especially
let's
move
to
our
next
item,
which
is
draft
recommendation.
C
H
C
H
Yes,
I
motion
to
move
forward
with
the
policy
recommendation
for
the
memo
to
city
council
on
the
community
to
purchase
act.
B
C
B
The
housing
crisis
in
san
jose
is
getting
worse
ever
ever
since
I
moved
here
with
my
family
in
1990,
but
what's
alarming
now,
is
that
it's
getting
worse,
faster
and
faster
and
faster
copa
is
not
an
attack,
as
some
people
say
on
property
rights,
it
will
actually
extend
property
rights
by
allowing
tenants
to
be
able
to
purchase
their
units.
What
it
is
an
attack
on
is
speculation.
It
will
make
it
harder
for
speculators
to
come
into
san
jose
with
cash
and
buy
homes,
to
raise
rents,
displace
more
people
and
make
money.
K
Beekman
hi.
Thank
you.
It's
really
nice
to
hear
sandy
perry.
Talk
ab
talk
on
this
item.
Good
luck
on
how
you
can
we
can
all
move
forward
and
learning
with
this
issue.
It's
really
this
in
the
previous
item
should
be
very
interesting
things
for
our
future
and
I
just
hope
we
can
have
good
conversations
about
this.
These
subjects.
Thank
you.
J
Yes,
it
was
good
to
hear
sandy
perry.
You
know
telling
us
reminding
us
how
bad
the
situation
is
getting.
Thank
you
sandy,
and
you
know
just
to
see
and
and
his
words
of
that
housing
is
a
human
right
and
that
we
need
to
somebody
needs
to
shut
off
their
mics
so
anyway.
Basically,
you
know
that
we
need
to
be.
J
You
know,
working
together
as
a
community
to
provide
housing
and
then
home
ownership,
and
I'm
seeing
it
right
in
my
neighborhood
right
here
on
london
off
of
stockton,
there's
an
apartment,
that's
being
built
being
you
know,
taken
by
google
and
all
those
people
are
going
to
be
displaced,
and
we
said
that
with
with
google-
and
you
know
they're,
you
know
they're
going
to
give
them
money,
but
it's
there's
it's
very
difficult
to
get
section.
J
M
There's
nothing
that
says
where
all
this
money
is
going
to
go.
It's
robbing
peter
to
pay
paul,
so
somebody
else
can
have
a
house
look
at
doctors
can't
afford
to
live
here.
Can
you
imagine
this?
A
surgeon
can't
afford
to
live
here?
Okay,
people
who
make
quarter
million
dollars
a
year,
300
000,
whatever
million
dollars,
is
still
expensive.
People
are
moving
out
of
here
that
california
has
lost
people,
because
people
can't
afford
to
live
here
or
they
don't
want
to
pay
the
excessive
property
taxes.
M
You
got
to
pay,
1.2
property
tax
on
a
million
dollar
home
or
more
do
the
math
it's
unaffordable
and
all
of
a
sudden,
this
city
is
gonna.
The
the
money
is
just
gonna
rain
from
the
sky
where's.
All
this
money,
gonna
come
from
it.
The
the
city
pays
a
lot
of
money
just
to
build
these
little
chintzy
houses
for
the
homeless,
tiny
homes.
They
spend
millions
of
dollars,
not
a
lot.
So
I
don't
know
where
you
guys.
C
B
B
B
B
A
Lundia,
nay,
linda
lizotte,
yes,
luis
ferocio,.
B
B
B
A
B
H
A
All
right,
my
my
chart,
loaded
after
the
last
vote.
You
are
correct:
five,
no
votes
and
16
yes,
votes.
Thank
you
for
that
correction.
C
Thank
you
and
thank
you
to
those
commissioners
working
on
that
item.
Our
last
item
is
item
number
draft
recommendation
number
seven,
which
is
the
san
jose
smart
city
advisory
board
and
the
innovation
and
technology
advisory
board.
Commissioner
percival
have
any
changes
been
made
since
monday?
No
they're,
not
would
you
like
to
make
a
motion?
Please
yeah,
I'd
like.
B
J
Okay,
thank
you,
smart
cities.
Yes,
I
guess
we
need
a
smart
city,
so
we
appreciate
you
putting
that
into
our
our.
I
guess
our
charter
and
I'm
not
exactly
sure
what
is
going
to
go
in,
but
you
know
something.
Hopefully
it's
smart
and
you
know
I
guess
I
was
talking
about
this
when
we
were
talking
about
that.
We
need
pollution
and
noise
monitoring
and
to
really
create
to
really
improve
our
quality
of
life
and
that
when
we
talk
about
you
know
when
people
talk
about.
J
Oh
you
know
in
terms
of
densifying
our
neighborhoods,
a
single-family
home
becoming
more
multiple
housing
and
deb
davis.
You
know
is
fighting
against
our
state
recommendations,
saying
we're
going
to
get
more
noise,
more
pollution
and
more
cars,
but
that
could
all
be
fixed
in
the
way
our
policies
are:
it's
not
the
amount
of
people
it's
the
way
our
city
is
being
run
and
that
there
is
no
noise
control.
There
is
no
pollution
controls
and
there
is
no
control
of
cars.
K
Hi
rob
beekman
here,
I
very
sadly
fell
asleep
on
this
item.
On
monday,
I
got
some
nice
words
from
people
afterwards.
I
I
tried
to
write
an
important
letter
to
yourselves
to
make
clear
and
how
we
move
forward
with
this
sort
of
commission.
K
It
can't
just
simply
be
a
a
class
of
technocrats
handing
down
the
commandments.
It
is
much
more
than
that.
We
are
a
real
new
age
to
talk
about
what
innovation
is.
I've
described,
oftentimes
the
importance
of
open
accountability,
practices
and
guidelines
from
the
aclu
that
is
creating
a
system
of
shared
government
practices,
there's
a
whole
new
future.
That's
developing
and
the
way
guys
were
talking
about
it
in
terms
of
technocrats,
was
close
to
appalling.
K
M
M
So
how
are
you
going
to
become
a
smart
city
if
you
can't
pick
up
the
telephone,
if
police
officers
can't
turn
their
headlamps
on
after
dark?
I
mean
you're
going
to
have
to
you're
going
to
have
to
start
over
man
you're
not
going
to
be
able
to
leap
frog
because
you
guys
are
barely
even
crawling.
Your
websites
are
a
pile
of
crap
that
you.
C
B
B
B
C
B
B
B
B
C
Thank
you
clerk
for
the
votes
tonight.
Thank
you
to
all
our
commissioners
for
all
the
hard
work.
This
was
a.
C
It
looks
like
an
easy
process
to
get
to
these
votes,
but
I
know
how
many
hours
were
spent
and
really
the
public
thanks
to
for
your
input
as
well,
but
what
an
incredible
amount
of
work
that's
gone
into
these
very
thoughtful
well-discussed,
well-heard
recommendations
and
policy
changes.
We
will
adjourn
tonight.
We
will
be
having
our
next
final
meeting
of
the
commission
on
november
29th
at
5
30,
in
which
the
we
will
be
looking
at
the
adoption
of
our
final
report.
