advocate
the
voice
of
the
disability,
community.,
I'm
also
a
board
member

community

discuss
issues
related
to
policing

the
opinions
expressed
here
are
entirely
my
own..
I've
been
reminded
by
the
city
manager
that
I
need
to
say
that
so
I
just
wanted
to
clearly
state
as
a
disabled
person
and
mom
of
a
special
needs
son.
It
scares
me
to
retain
we
hear
of
disabled
people
being
mistreated
by
law
enforcement.
According
to
the
bureau
of
justice,
two
to
ten
prisoners
and
three
in
10
jail,
inmates
have
a
cognitive
disability.

Parents,
helping
parents
in
collaboration
with
the
silicon
valley,
independent
living
center,
san
andreas,
regional
center
hope,
services
and
sacred
heart
held
a
listening
session
in
early
october,
where
participants
shared
their
experiences
with
and
perspectives
on,
policing
and
what
law
enforcement
needs
to
better
understand
about
the
disability
community
and
what
they
would
like
to
see
changed
in
law
enforcement.
Based
on
what
the
community
shared
during
session,.
I
believe
the
proposed
change
in
oversight
model
is
important
in
helping
restore
the
disability
community's
trust
in
san
jose
pd..

believe
the
time
is
now
for
community
oversight
to
be
part
of
the
city's
charter,
and
that
includes
the
ability
to
investigate,
hire
and
fire
and
speak
to
police
procedure
protocols..
So
I
support
the
proposal
recommending
an
inspector
general
and
oversight
committee
and
an
independent
investigation..
I'd
now
like
to
turn
over

unless
we
can
get
some
accountability
and
support,
we
need
to
not
allow
officers
to
no
longer
investigate
themselves
because
they'll
never
find
anything

community

they
can

only

there

charges
and
that
they
are
upheld
and
that
they
are
held
accountable
to
the
community,
because
millions
and
millions
of
tax
dollars
are
being
paid
for
these
lawsuits.

continue

these
bad
officers
on
the
street
and
then
the
you

the
city
always
wants
to
give
them
more
money..
They
need
to
start
investing
in
our
children,,
the
ones
that
are
being
traumatized
in
the
schools
for
mental
health.
Counselors,
trauma
informed
counselors..
We
cannot
no
longer
continue
to
ignore
that
the
children
are
suffering
and
those
are
the
most
vulnerable
and
our
community
needs
to
realize
that
our
children,
my
son,
is
not
invisible..

Neither
are
all
the
other
children
who
have
lost
their
father
because
the
police
they're
growing
up
in
our
city
traumatized,
and
nobody
cares
and
we
need
to
start
caring
about
them..
So
I'm
I'm
really
agreeing
with
the
charter
review
commission
for
them
today.
For
them
to
be
able
to
do
what
they
have
to
do
so
they
can
restore
safety
in
our
communities
and
they
can
prevent
more
children
and
families
to
be
living.
This
living.,
it's
basically
the
lives
that
we
had
once
before..

longer

same
lives
that
we
once
had..
This
is
an
unfamiliar
territory
that
we
are
forced
to
live
with,
and
it's
not
fair,
because
there's
no
accountability
and
day
after
day

are

triggered
when
another
person,

family

walk
in
our
shoes,
because
it's
not
a
journey.

wish
on
any

easy

support

community

scarce

support

counseling

the

functions

only

look
at
policy

larger

investigate

power

be

some

protocols

hiring
and
firing
policies
for
the
council

being
able
to
go
even

need

changed

be
brought

believe
that
this
is
the
time

right

able

not
the
city
attorney's
office
said
that
we
couldn't
speak
directly
to

as
a
representative
of

conversations

we
are
having

many
crisis's

critical

our
well-being

deal

politics

vote

chance

critical

support

gun
violence

go

active

our
classrooms

your

critical
issues

we're

are
very
important
for
us

be
looking

demanding
that

city
include

our
charter,
the
people's
issues

not
to

that

not

serious
of
an
issue
to
have
politics
playing
being

deciding
factor
as
we
go
forward

are
facing
so
many
processes
of
public
health
and
public
well
by

charge
of
the
policies
and
codes
and
ordinances

are
meant
to
uphold
and
implement
the

the

document
is
of
utmost
importance

it
sets
the
tone
and
values
and
direction
for
elected
officials,,
the
mayor
and
council
and
city
staff
and
the

people
have
been
speaking
for
a
really
long
time

first
time

eighty
six
there
there
they
have
been
given
an
opportunity
to
change

update
this
document
in
collaboration
with
fellow

peacefully

complaint
with
the
ipa

six
weeks
later
received
a
response
from
chief
garcia
that
they
were
conducting
an
investigation,

letter
from
the
man
who
oversaw
and
who
was
responsible
for
training
the
officers
who
hurt
me
and
no
response
since
september
twenty
second,
twenty
twenty.

is
not
oversight.

san
police
departments
duty

protect
and
serve
if
there
is
a
grossly
inadequate
system
for
formal
public
input,
and
this
is

injustice

disservice

daughter

ago

saw
domestic
dispute
that
involved
a
nasty
verbal
conflict

escalated

the
woman
pulling

pellet

staff
displacement
and
impact
on
communities
of
color
and

a

rising
housing
costs
have
led
to
a
large
increase

black
and
latino
households

problem?

technological
change,
including
things
like
artificial

we've
heard
a
lot
of
interest?

there's
a
lot
of
people
in
the
community,
both
in
industry,
outside

tech
industry,
thinking
about
and
working
on,
these
issues
in
san
jose
and
silicon
valley..
But
these
intersect
with
long
standing,
social
and
economic
challenges
in
our
city
and
community
needs..
So
for
example,.
These
technologies
will
have
important
implications
for
the
future
of
work,,
the
kinds
of
jobs
that
are
available
where
work
is
actually
done,,
whether
in
city
boundaries
or
outside
of
city
boundaries,
that
has
implications
for
city
tax,
revenue,,
individual
privacy,
rights
and
surveillance
and
social
and
economic
inequity..

Ethnic
minorities,,
lower
income,
communities,
people
with
less
education.-
those
different
groups
are
often
the
ones
to
be
the
last
to
benefit
from
technology.

brings
clear
benefits,
but
also
the
ones
that
are
most
harmed

technology

so
there's
a
real
inequity
in
how
the
effects
of
technology
are
spread
throughout
our

currently
there
is
