In
october
last
year,
you
testified
before
congress
about
current
missions,
and
I
hope
you
don't
mind
me,
quoting
you
back
to
you.
We
know
it's
a
problem
when
we
see
much
higher
rates
of
asthma
in
low-income
communities
in
the
eastern
part
of
our
city.
We
know
it's
directly
resulting
from
transportation,
particularly
automobiles.
We
know
we
have
much
further
to
go
as
I
experience
children
who
simply
cannot
engage
in
daily
activities
because
of
asthma.
As
I
see
premature
deaths,
particularly
in
low-income
communities
caused
by
this
kind
of
air,
makes
me
furious.

I
think
we
all
agree
with
the
frustration
merely
cardo
expressed
today.
I
want
to
urge
you
to
have
that
anger
be
reflected
in
the
budget.
Air
pollution
has
impacts
on
things
like
respiratory
diseases
or
children's
ability
to
concentrate
and
learn,
and
legal
limits
are
often
lagging
the
evolving
science.

It
is
related
to
so
many
issues
that
come
before
you
from
alfresco
dining
to
gas,
powered
leaf
blowers
to
the
closer
at
the
reach
hill
view
airport,
but
we
don't
have
a
department
for
it.
Obviously,
the
city
is
already
addressing
air
pollution
in
various
ways
either.
As
part
of
the
climate
smart
plan
as
part
of
the
environmental
planning
review
process
or
transportation
planning,
but
I
think
we
can
and
we
need
to
be
more
systematic
and
strategic
about
it.
The
midst
of
a
global
pandemic.

Depression
is
probably
not
the
best
moment
to
ask
for
anything,
but
I
think
there
are
small
ways
that
can
move
us
forward
and
make
a
difference,
be
it
being
on
the
lookout
for
grant
funding
in
this
area.
Be
it
asking
the
air
district
to
provide
more
training
for
planning
staff
in
regards
to
evaluating
air
emission
impacts.
It
could
be
partnering
with
startups
or
non-profits
in
the
space
financing,
a
study
to
get
more
localized
data
or
even
a
temporary
staff
position.
Clean
air
is
essential
not
just
for
quality
of
life,
but
life
itself.
