solutions
in
other,
more
creative
ways,
for
example
by
using
some
window
time
dollars
to
pay
down
debt
that
will
reduce
our
ongoing
financing
costs.

are
in
a
couple
places
as
a
result
of
my
budget
message
in
March
or
paying
off
some
debt,
we
had,
for
example,
on
some
city
open
space
or
laying
the
golf
courses
as
well
as
some
energy
contracts,
and
then
we're
also
engaging
in
creative
partnerships
with
the
private
sector.
One
in
particular,
with
company
eBay,
enables
us
to
recapture
revenue
from
sales
commercial
sales
on
the
eBay
site
that
will
soften
the
blow
for
us
by
about
20
million
dollars
a
year
thanks
to
a
creative
work
of
our
city
team
so
altogether.

that
looks
like
now
across
the

one
snapshot

several
departments
in
places
like
police,
fire,
economic
development,
Parks
and
Rec,
and
libraries
about
a
hundred

three
positions
will

eliminated.

good
news
is,
there
are
not
actually
human
beings
that
will
be
laid
off
and
there
no
full-time
employees
that
will
be
laid
off.
We
are
furthering
time
employees,
but
the
full-time
positions
will
remain.
It
so
happens
that
we
had
a
fair
number
of
vacancies
because
of
challenges
in
hiring,
so
we're
going
to
eliminate
some
of
those
vacancies.

think
about
a
couple
examples
of
service
reductions
that
were
grappling
with,
that
will
impact
our
residents.
Let
me
first
describe
what's
happening
in
our
Police
Department.
As
many
of
you
know,
we've
worked
diligently
to
rebuild
our
Police
Department
since
the
Great
Recession
in
just
the
last
four
years,
or
so.
We've
added
a
net
of
more
than
250
police
officers.
They're
sworn
we
also
create
a
community
service
officer
program
that
has
been
very
helpful
in
supporting
our
our
badge.
Wearing
officers
are
sworn
officers.

Community
service
officers
essentially
perform
a
lot
of
Public
Safety
tasks
that
don't
involve
hazardous
functions.
They
don't
carry
badges
or
guns,
but
they
perform
a
lot
of
report
riding
investigate
collection
of
evidence.
They
deliver
various
services,
including
dealing
with
parking
and
other
issues.
We're
going
to
eliminate
some
vacant
positions
that
community
service
officer
program,
which
means
with
retirements
ultimately
we'll
have
about
ten
fewer
people
which
will
leave
us
about
60
community
service
officer,
citywide.

hurt

is

depends
on

affluent

have
to

neighbor

pool

in
their

the

most
