I'd

to
say
little

Official,
my
my

most
important
of
all
some
of
the.

G
G
Majority
of
us
living
out
proud,
is
something
that
we
could
easily
take
for
granted
here
in
the
bay
area..
It's
something
that
we
can
easily
think.
Oh
everybody
can
do
it,
but
we
can
see
what
just
happened
in
southern
california
and
what
we
can
see
that
is
happening
across
the
united
states,
that
that
is
not
the
case
for
everybody..
G
This
is
hitting
a
little
bit
close
to
home,
for
us
here
in
the
progressive
state
of
california.
bay
reminds
us
that
we
need
to
be
diligent
with
our
fight
in
our
pursuit
for
equity
and
equality..
It
reminds
us
that
we
cannot
just
say
oh,
that's
happening
across
the
country.
oh,,
that's
happening
in
one
of
those
red
states..
G
G
Whenever
you
see
transphobia,,
whenever
you
see
homophobia,
it's
important
because
we
need
our
allies
in
this
fight.,
so
I
I
am
so
grateful
to
our
city.
Council.-
I
know
the
majority
of
you
will
be
our
pride
parade
this
sunday..
I
cannot
wait
for
all
of
it
and
to
see
the
beautiful
eclectic
community
that
we
celebrate.

she
has
been
the

the

the
older

in
downtown

The

her

those

Where

thank
you
for
finding
my
right,
zoom

I
got
to
zoom
gymkhanas
today..
You
found
the
right
one.
thank
you.,
I'll,
be
speaking
on
this
channel
today.
thanks
for
the
words
to
pasodoble
man.
I
haven't
heard
him
for
a
few
months
now
and
it's
nice
to
hear
his
voice
that
he's
ok.
he's
around
and
good
words
from
him.
O
Item
twelve,
that,
along
with
the
whole
police
york
and
pittsburgh
police,
a
pretty.
O
Tough
group
that
I
think
you
know,
their
time
has
come
that.
O
O
Mental
health
care
ways
that
police
can
counsel
themselves
and
talk
to
each
other
better,
more
openly
and
more
clearly.
O
O
You
build
trust
and
that's
that's
the
whole
point
after
the
joint
voit
things
of
what
we
need
to
be
building..
So
good
luck
in
these
efforts
and
other
items
like
this
we'll
be
talking
about
today,.
B
At
council

followed
by.

accent

say:
if
I
understood
what
the
mayor
just
said,
there's
going
to
be.
P
Q
Q
A
Do
we
have
any
public
comment.
P
Up
on
our
bottom,
they
are
councilmember,
am
not
foley
up
to
date.
Subject,
I'm
sorry,
my
dog
is
doing
something
under
the
table
here.
The
the
project.
P
N
N
N
N
N
N
N
O
Feeling
about
I,
I
attend
the.
O
Uh,
it,
let's
see,
I
get
my
medical
services.
Basically,
it
seems
a
really
good,
uh,
place
to
develop
some
sort
of
low
income
housing
that
can.
O
it's
next
to
silicon.
O
Valley,
medical
center
and
things
and
a
valley,
mental.
O
Hci
is
where
I
go
and
that's
also
right.
There..
There's
pharmacies
there.
there's
a
lot
of
doctors
offices
to
develop
some
forms
of
low
income,
housing.
O
This
uh,
area
and
site
creates
that
good
luck
and
considering
those
things
and
not
just
making
it
a
townhouse.
O
Q
O
Uses
transdev
as
their
main
facilitator
of
transportation.
O
Um,
they've
run
into
a
bit
of
problems
in
the
past
few
months.
they're
working
through
them
.,
but
there's
a
disorganizatio
between
and
the
disconnect
between.
O
San
diego,
the
transit.
O
Service
and
transdev
that
they're
trying
to
work
through-
and
it
comes
down
to
a
morale
issue
that
I
mentioned
at
this.
O
O
Organized
fashion
and
if
you
do
that,,
that's
more
building
and
that's
important
things
to
be
working
on
and
considering
and
how
we
all
can
be
moving
forward
into
a
future
that
there's
some
promising
things
that
could
be
happening.
O
A
What
one
did
you
have
if
you
just
going
to
make
up.
yeah
no
problem.
N
Also
tree
services
consider
that
the
city
trusts
this.
N
N
N
O
O
O
That
a
more
natural
sense
of
how
pruning
should
can
work.
O
O
Before
trees
are
cut,
out,
prune,
and
I
think
it
has,
I
think
that
conversation
is
taking
place
and
more
realistic
understandings.
O
So,
overall,
just
thanks
this
item
and
good
luck
in
continuing
practices
of
of
a
community
process
in
deciding
tree
pruning.
Cutting.
thank
you.
F
A
A
O
O
O
O
I
think
if
you
can
then
will
be
I'm
looking
at
always
looking
for
ways
uh,
how
tech
accountability
can
be
a
more.
O
Accountable
issues
and
and
and
public
policy
practices
and
any
way
sort
of
city
government.
O
And
that's,
I
hope
this
item
can
be
a
way
to
break
through
the
barriers
to
a
peer
and.
O
O
A
N
N
N
N
I
don't
trust
anything
that
you
do.,
I
don't
trust
the
people
that
you
contract
with
and
don't
trust
the
work
that's
being
done
in
there
and
what
is
going
to
result
from
that.
I'm
sorry,
I'm
funny
that
way,
I'm
just
a
citizen
that
is
doing
everything
that
is,
that
is
that,
then,
I'm
actually
compelled
to
see
the
declaration
of
independenc
and
the.
S
S
S
S
S
S
Nine
months.
this
graph
shows
where
we
are
today
compared
to
where
we
were
in
november
of
twenty
twenty
two..
There
are
two
markers
in
particular.
We
want
to
look
at
..
The
first
is
completed
items
which
ideally
would
have
gone
up
in
the
past
nine
months
and
the
second
is
agreed
but
not
started,
which
ideally
would
have
gone
down
during
that
time.
S
S
S
S
S
S
S
S
T
T
T
T
T
Um,
minnies,,
it's
many
cities
are
experimenting
with.
T
Of
different,
you
know,
approaches
to
this
to
this,
to.
T
T
T
Responses
would
be
mental
health,
issues,,
homeless,
issues.,
um,
substance,
abuse.
T
And
so
this
project
would
involve
a
few
components.
One.
T
T
T
Resource
needs
uh,,
the
final
one.
This
is
a
item
that.
T
Was
was
allocated
budget
in
the
the
current
year
adopted.
T
T
Develop
um,
some
enhanced
community
based
services
to
prevent
domestic
violence.
T
Um,
and
the
proposal
is
to
bring
a
bring
a
consultant.
T
On
board
to
help
develop
this
program
in
other
cities,.
T
We
would
anticipate
releasing
it
in
october
and
bringing
in
consultants
on
board
in
march
when,
at
which
point
they.
T
Design
these
services,
as
as
a
support
to
survivors
of
domestic
violence.
um,,
we
would
look
to
report
back
with
a
status
update
on
this
project
to
the
prns.
This.
T
And
just
to
close,
say:
that,,
you
know,.
I
think
we
appreciate
our
partnership
with
the
the
members
of
the
reimagining
committee
who
are,
uh,
continuing
to
advocate
on
this..
Also.
We
appreciate
the
manager's
office
partnership
with
the
police
department
in
advancing
these
issues,
and
I
look
forward
to
bringing
these
forward
for
you
over
the
coming
year.
N
Pastorale,
followed
by
catherine
yes.,
no
matter.
First
of
all,
I'd.
N
N
N
I
don't
like
the
fact
this
was
a
part
of
the
police
department's
self-examination,
and
then
you
started
talking
about
these
things
that
are
external.
Like
nine
one,
one
calls
violence,
domestic
violence.,
no,,
no,,
no,,
no,
no.
this
is
about
you.,
it's
about
you
and
what
you
did
to
our
people
when
we
were
exercising
our
constitutionally
protected
right
to
deal
with.
N
Q
Q
Q
Even
want
to
be
involved
in.,
they
don't
like
those
calls..
They
don't
want
to
come
out
when
somebody
is
talking
himself
on
a
street
corner
or
whatever,
but
they're
standing
in
the
way
of
having
trust
do.
That.
I've
heard
from
at
least
one
councilmember.
The
police
union
has
talked
to
them
and
said
well,.
We
don't
think
trust
is
going
to
work..
We
don't
think
community
response,
domestic
violence
are
going
to
work.
A
H
H
H
R
R
Start
and
and
stuff
and
jump
in..
So
when
we
look
at
when
we
looked
at
all
these
recommended
options,
we
looked
at
through
a
lens
which
is
also.
R
R
R
A

A
U

S
S
R
R
U
U
U
T
T
T
T
The
two
that
that
you.
T
Mentioned
and
one
of
them.
T
T
Think
what
I
have,
what
I've
discussed
with
members
of
the
real
coalition,,
I
think
it.
T
T
U
U
J
The
one
actually
before
the.
J
S
Hour
block
and
like
I
said,.
S
S
S
S
J
J
Heard
my
comments
that
that
,incidence
of
domestic.
J
J
J
S
J
S
S
S
R
R
S
V
Figure
this
out
first,
I
just
want
to
say
thank
you
for
the
report.
the
second
time.
I've
heard
it.
I
know
public
safety
committee
just
so
you
all
know
this
wasn't
actually
due
to
come
before
the
full
council,
but
we
cross-referenc
it
because
we
thought
it
was
an
important
enough
topic
to
have
you
all
sort
of
listen
to
the
same
presentation
and
chime
in..
So
just
wanted
to
express
that
to
all
my
colleagues
on
the
public
safety
committee..
The
first
question
I
had
is
related
to
something
I
read
recently.
V
T
T
We
you
know,,
we
want
to
move
them
forward,
but
if
our
proposal
for
moving
them
forward
is
not
consistent
with
the
original
intent
of
the
committee,,
then
we
are
happy
to.
T
Adjust
the
status
and
you
know,
move
it
from
in
progress
to
some
other
designation
to
more.
T
V
T
T
T
Members
to
to
meet
with
them.,
so
it's
really
whenever
it.
R
R
V
Manager
is
having.,
ok,
thank
you.
and
then
just
just
for
those
of
you
that
shirt
you're,
not
all
watching
public
safety
committee.
But
when
this
item.
V
Came
before
us,
shivan
area
was
still
the
independent
police
auditor
and
she
was
actually
in
the
audience..
So
we
called
her
up
to
give
her
thoughts
about
some
of
this,
and
so
she
mentioned
something
there
and
I
just
wanted
to
touch
base
again
just
to
get
a
sense
of
where
things
are.
she
had
mentioned
something
about
the.
I
think
it's
if
you
look
at
the
attachment,
it's
number
seventy
three.,
it's
the
early
intervention
policy
program..
V
V
S
V
S
V
S
V
We're
going
to
make
sure
it
happens.
ok,
all
right.,
very
good.
thank
you.,
the
other
thing
that
was
pointed
out
by
the
epa
and
was
surprising
to
me,
and
I
don't
recall
exactly
what
the
response
was,
but
it
was
something
along
the
lines
of
you,
know,
there's
like
five
hundred
and
thirty
six
something
recommendations.
The.
V
V
How
were
we
deciding
or
how
is
the
department
deciding
what
to
put
on
that
list?
Right.,
because
it
is
just
overwhelming.,
there's
just
a
lot
there.
right.
and
I'm
trying
to
ascertain
sort
of
what
the
reasoning
for
keeping
these
old
super
old
recommendation
on
there
and
how
it
sort
of
relates
to
the
more
current
work
say
within.
R
V
R
V
V
Status
hyperlink,
I
I
think
it'd
be
helpful
to
know
sort
of
when
those
came
in
were
plugged
into
to
the
list.
If
you
will
like,
for
example,
if
no
one's
been
sitting
around
for
you,
know,
ten,,
fifteen
years.
right.,
I
think
that'll
give
us
a
better
sense..
Well,
what's
happening
with
that,
one.
right.
and
because
currently,
right
now
on
the
identifiers,
sometimes
like
number
one.
For
example,.
V
V
S
S
S
V
Everything
you're
working
on
is
of
deep
community
interest..
I
think
we
hear
about
it,
consistently.
I
do.,
and
so
you
know,.
I
hope
we
continue
marching
down
the
road
and
solving
well
moving
a
lot
of
these
forward
and
really
bringing
some
more
clarity
and
transparency
and
accountability
to
to
the
department..
V
M
You
and
you
know,
I
know
that
there's
been
a
lot
a
lot.
M
M
M
Has
been
made-
and
I
know
that
you
know,
chief
marta,
you've
talked
a
lot
about
continuous
improvement..
I
know
the
city
manager
also
is
into
the
customer
service
community,
and
I
mean
I
have
a
customer
impro..
So
it's
something
that
at
the
end
of
the
day,
it's
going
to
be
good
for
our
community..
I
looked
at
your
project
timelines
and
I
know
that.
M
M
M
Think
that'll
benefit
all
of
us
..
So
that's
the
only
thing
that
I
kind
of
like
and
pushing
because
I
think
that
the
benefits
are
really
high,
so
again,.
I
want
to
thank
the
department
and
senior
managers
office
for
all
the
work,
and
I
know
that
will
continue
to
hear
from
you
at
our
businesses.
Committee.,
thanks.
thanks.

at
this
point?,
not
that
I
know
of

I
haven't
seen
us
on

on
a
list
anytime,
soon.

And
community
engagement
all
really,
really
important
things
for
us
to
continue
to
learn
how
to
do
better.,
but
I
just
I
appreciate
the
work
the
department's
doing,
to
continually,
learn
and
grow
and
improve.
How
we
operate.-
and
I
want
to
thank
councilmember-
is
the

chair
for
referring
to
this-
to

council
for
our
edification..
So
thank
you.

to

plan..
The
committee
accepted
our
report
and
cross-referenced
it
to

on

The

the

Walking

you
know
and
it's
hard
for
the
bathroom
turn
and
a
lot.
I'm
just
say:
please
keep
that
in
mind
when
you
do
this.,
I'm
sure
you
will.,
I
just
laid
it
out.

Brought
out
uh,
a
really
important
point
a
few
months
ago,
that
we
have
been
talking
about
counsel
about
the.
O
Can
have
a
place
to
stay,
and
I
think
we've
been
working
on
this
issue,
a
lot
that
that
tenants
won't
be
kicked
out
if.

Work
so
to
make
our
community
feel
better
and
also
to
get
you
the
acknowledgment
back
for
all
the
work
you
do.,
so
my
request
will
be
if
you
will
provide
whenever
and
I'm
not
saying
it
need
to
be
quarterly.
Tell
us
if
it
is
going
to
be
something
which
is
going
to
yield
results
in
six
months.
Give
us
for
six
months
so
that
we
can
take
it
back
to.

So
we're
doing
that
analysis
now
and
I
think
under
those.
AA
AA
To
me
to
be
able
to
b
go
forward
and
be
supported
by
staff
and
approved
so
the
bills
don't
have
development
standards
and
we
can
apply
development
standards..
So
that's
the
critical
thing
is:
will
create
development
standards
for
the
housing.,
so
that
really,
I
think,
is
the
main
thing..
The
other
thing
is
that
there's
some
question
as
to.

I
don't

does
the

the

does
it

AA
J
AA
Yeah.
I
mean,
I
think
this
is
one
more
require
to
do
by
state
law
and
probably
the
definition
of
what
we
are,
what
we
define
as
group
homes
or
people
think
of
group
homes,
probably
in
most
cases
meets
the
definition.
I'm
sorry,
I
have
a
half
way
house
probably
does
meet
the
definition
of
a
group
home,
but
it
depends.
J

Three

The
update
relocation
assistance

much

that
you

working
on..

We
started
a
nonprofit
last
year
just
to
try
to
get
them
out
of
the
house
and
have
some
fun,
and
I
got
to
tell
you
it's
been
more
effective
than
sitting
in
countless
hours
of
of
like
group
therapy
with
them.,
I
had
a
depressed
veteran
friend..
I
took
him
skydiving.,
he
wasn't
depressed
when
we
hit
the
ground.
AB
I
took
a
guy
to
the
range
who
hadn't
been
in
five
years
and
he
had
a
great
time
and
he
was
sharing
with
me
that
two
deployments
over
there
that
noises
in
his
head
all
the
time
and
we
went
out,
shot
some
traffic
and
he
said
he
loved
it.
it
just
quieted
down
that
noise..
So
we're
trying
to
do
whatever.
