of
the

The
project
was
reviewed
for
consistency

the
downtown
General
plan,

designation,

major
strategies,

land

policies
and
employment,
priority

addition
to
applicable
city
council
policies
and
designing
code
development
standards.

felt

this

board
extension
to
put
a
mixed-use
building
with
retail
office
and
residential
uses
and
when
I
say
residential,
it's
purpose-built,

rental
units.

together

desire

a
mixed
use
program

commercial
and
residential
along
with

desire
to
create
a
activated
public
realm,
this

properties

lot

I'm

the
building

in
San,
Fernando,
the
historic
Wilcox
block

support

this

as

Bayer
Council,

very
eager

see

state

region
solve

immense
home
shortage,
which
is
contributing
greatly
to
our
cost
of
living
crises
or
housing
crisis
and

just
a
general
inability
to
hire
and
retain
employees
in
the
Bay
Area.
This
is
just
the
type
of
project.

That's
needed
to
make
sure
that
we're
able
to
do
that
downtown
we're
reducing
emissions,
we're
helping
California
with
our
climate
goals,
we're
we're
helping
resolve
the
housing
crisis.
Projects
like
this
really
need
a
fast
track
in
California,
and
this
this
project
in
particular
rises
above
many
others,
we've
seen
recently
thanks.

The
project
is
contaminated
with
tetrachlorethylene,
but
the
city
has
deferred
analysis
and
mitigation
until
after
project
approval
in
violation
of
siqua
and
the
cleanup
may
result
in
additional
environmental
impacts,
which
must
be
analyzed
in
a
revised
and
recirculated
eir.
Additionally,
our
expert
Consultants
found
that
the
Project's
error
pollution
may
result
in
significant
impacts
that
were
not
mitigated.
The
city
must
analyze
and
adopt
all
feasible
mitigation
in
a
revised
and
recirculated
eir
before
the
project
can
be
approved.

is
likely

cause
serious
public

problems

air
pollution

contamination

the
city
should
not
approve

detox
lost,
but
the
ER
does
not
fully
address

mitigate
these
impacts.

measures

using

trucks

electrical
vehicle

the
project

these

reasonable
mitigation
measures

address
the
Project's
air
pollution
impacts

the
revised
eir
before
the
project
can
be
approved.

Valley
location

year
over
year,
one

the
most
crime-ridden
areas
of

downtown
and
always
been

challenge.

development
opportunities.

had
businesses
in

out
of
some
of
the
buildings
around
there,
but
it's
it's
continually
been
a
struggle.
We've
attempted
throughout
my
eight
years
to
find
ways
to
see
how
we
can
activate
it,
but
ultimately,
the
biggest
culprit
that
we
have
in
the
downtown
core
are
vacant:
surface
parking,
lots
and
and
vacant
lots
for
that
matter.
This
is
a
great
opportunity
to
be
able
to
to
revitalize
that
area.

in
it,

recognize
that
we're
not
going
to
to
hit
perfect
when
it
comes
to
everybody's
interest,
especially
when
it
comes
to
the
historic
nature
of
this
entire
area.

are
talking
about
a

investor
developer

preserving

bank

Italy.

allowing
this
area
to
be
able
to
be
built
up,
but
at
the
same
time
preserve

historical
elements
that
we
want

and

riding

on

highway
