present-day
tribe,
is
comprised
of
all
of
the
known
surviving
American
Indian
lineages

San

region,
who

their
ancestry
through
the
missions,
Dolores
Santa,
Clara
and
San
Jose,
and
who
were
also
members
of
the
historic
federally

of
Alameda
County.

my

I'm.
The
chairwoman
for
the
Milwaukee
tribe
of
the
San
Francisco
Bay
Area
I,
am
here
today
to
ask
the
city
of
San
Jose
to
give
the
Milwaukee
tribe
an
official
resolution
supporting
the
restoration
of
our
federal
recognition
status
as
a
federally
recognized
tribe,
I,
say
restoration
because,
as
everyone
knows,
in
the
early
early
20th
century,
molecma
was
federally
recognized
under
the
jurisdiction
of
Sacramento
agency
of
the
Bia,
and
our
status
was
never
terminated
by
Congress
or
any
other
means.

There
is
no
disputing
the
science
that
proves
we
are
the
people
from
the
San
Francisco
Bay
area,
and
we
have
a
human
history
of
10
000
years
on
these
very
lands-
and
we
are
still
here
today
protecting
our
ancestors,
our
spiritual
sites
and
Mother
Earth
I
would
like
to
address
in
advance
any
potential
political
or
legal
opposition
to
our
resolution.
Officially,
recognizing
mekma
and
supporting
the
restoration
of
our
status.

denying
the
California
genocide
when
our
Bay
Area
delegation
led
by
state
senator
Dave,
Cortese,
Bob,
wakoski,
assemblyman,
ashkara,
Alex,
Lee
and
others
sponsored
Senate
joint
resolution
13,
which
essentially
asked
the
state
of
California
the
same
thing
requesting
of
you
that
I'm
requesting
of
you
today?
The
special
interest,
gaming
tribes
and
card
rooms
paid
by
lobbyists
to
convince
States
senators,
William
Dodd,
who
chairs
the
government
organization
committee
and
lawyers
who
advised
him
to
kill
our
state
resolution?
In
his
committee?

The
lawyers
and
Senator
dot
lied
to
the
public
when
they
claim
that
the
state
of
California
had
no
business
and
federal
recognition
of
tribes
right
before
they
killed
our
resolution.
I
don't
want
the
city
of
San
Jose
to
make
the
same
species
claims.
It
is
undeniable,
an
undeniable
fact
that
the
federal
government
considers
input
from
the
state
and
local
governments
and
relies
on
the
state
and
local
government
records
and
interaction
with
tribes
and
recognition
decisions.

The
Interior
Department
acknowledges
regulations
require
notice
of
filing
of
tribes
petition
and
other
notices
related
to
a
petition
to
be
communicated
to
a
state's
governor
and
attorney
general
and
counties,
and
states
often
comment
on
these
petitions
to
determine
tribal
status.
The
acknowledgment
regulations
require
interior,
consider
evidence
of
a
tribe's
relationship
with
local
and
state
government
and
land
set
aside
for
the
tribe
by
a
state
and
a
local
and
state
record
showing
dissent
of
a
tribe's
membership.
Congress
always
relies
on
evidence
of
state
and
local
government
interaction
with
tribes
to
support
Congressional
recognition
of
tribes.

there
is
no
question
that
the
city
of
San
Jose
can
and
should
support
the
Milwaukee
tribe
by
passing
a
resolution
recognizing
molecma
as
the
tribe
of
the
area
and
urging
Congress
and
or
the
Biden
Administration
to
restore
our
status.
It
is
a

is.
It
is
a
moral
imperative
that
the
United
States
right,
the
decades
wrongs
done
to
my
people
and
my
ancestors
by
reaffirming
the
tribe's
Federal
recognition
and
never
forget
that
my
people
suffered
a
century
of
Injustice,
including
State.

sponsored
genocide,
while
good
people
stayed
silent.

illness
doesn't
discriminate
and
I
know
some
of
you
here
and
watching
at
home
might
have
experienced
this
firsthand.
Whether
you
know
someone
who
has
dealt
with
it
or
you
yourself
have
experienced
it.
It
is
an
extremely
important
aspect
of
our
overall
health
and
well-being
and
affects
how
we
function
in
our
day-to-day
lives.

Unfortunately,
there
is
still
a
stigma
associated
with
mental
health
with
mental
illness
that
prevents
many
people
from
seeking
help
and
support,
especially
in
communities
of
color
Mental
Health
Awareness
Month
aims
to
break
the
stigma
by
increasing
awareness
and
understanding
of
mental
health
issues
and
encouraging
people
to
seek
help
when
needed.
I
am
passionate
and
dedicated
to
making
sure
we
give
mental
health
the
recognition
and
awareness
it
deserves.

Throughout
the
month
of
May
mental
health
organizations,
advocacy
groups
and
health
care
providers,
work
to
educate
the
public
about
mental
health
and
the
importance
of
seeking
help
when
needed.
Thank

the
National
Alliance
of
mental
health,

relentlessly
strives
to
educate,
support
and
advocate
for
San
Jose's
residents,
while
fighting
the
stigma
of
mental
health.

provide
resources.
Host
events,
engage

Outreach
efforts

encourage
to
encourage
people
to
prioritize
their
mental

mental
health
cannot
be
taken
lightly
and
services
must
be
increased.
It's
concerning
to
see
the
prevalence
of
mental
health
stresses
and
conditions
without
commensurate
services.
For
me,
it's
particularly
concerning
to
see
mental
health
problems
arising
earlier
and
earlier
with
our
youth
with
more
than
75
percent
of
mental
health
issues
developing
before
a
person
turns
25..
Early
detection
and
treatment
greatly
improves
the
health
of
adolescents
as
they
transition
to
adulthood.

Through
the
years,
I've
worked
firsthand
on
numerous
bills
in
the
state
legislature
to
alleviate
the
alleviate
the
Discrimination
that
people
face
when
trying
to
get
treatment
for
trauma
or
mental
illness.
Under
the
leadership
of
former
state
senator
Jim
Bell,
we
fought
hard
on
a
number
on
a
number
of
bills
to
address
California's
Mental
Health
crisis,
while
working
to
create
greater
accountability
with
our
mental
health
dollars
and
ensuring
mental
health
gets
the
recognition
it
deserves.
In
2016
we
passed
SB
29
that
required
Mental
Health
Training
for
all
law
enforcement
in
de-escalation
techniques.

still
have
a
a
lot
of
work
to
do
and
I
will
continue
to
push
for
access
to
treatment,
with
the
support
of
incredible
Advocates,
like
the
National
Alliance
on
Mental
Illness,
who
joins
us
here
today
or
Nami
I
wanted
to
sincerely
thank
them
for
their
work.
They
do
every
day
to
speak
up
and
defend
the
right
to
mental
health
care.
This
is
a
topic
I
hold
near
and
dear
to
my
heart
and
I'm
passionately,
dedicated
to
informing
and
advocating
for
those
suffering
from
mental
health
illness.

utmost

mental
health,

Here
during
mental
health
awareness
month,
it's
vital
that
we
engage
in
an
open
conversation
about
the
significance
of
mental
well-being

lives

in
our
communities
as
a
whole.
Mental
health
affects
us
all.
It
knows:
No,
Boundaries,
no
age,
gender,
race
or
social
status.

Whether
we
realize
it
or
not,
each
of
us
has
been
touched
by
mental
health
issues
in
some
way
or
the
other,
either
personally
or
through
a
loved
one.
The
estimate
of
that
is
that
one
in
four
people
worldwide
will
experience
mental
health
condition

point

their
lives.
These
numbers
are
staggering
and
they
underscore
the
urgent
need
of
awareness,
understanding
and
support.

create
a
society

promotes

mental

all

building
community

really

foremost
for
affordable
housing

diversity

our
community

our
movement

share
our
work,
to
learn

each

invite

this
year
we
have
I
believe
over
35
events
scheduled
throughout
the
month,
used
to
only
be
a
week,
and
you
know
they
they
really
range.

we
have
events
that
cover
tenants
rights.
We
have
ground
Bacons
for
affordable
housing
developments.

We
have
discussions
and
Adu
strategies
and
many
others
I
would
invite
all
of
you
that
enjoy
nurse
tomorrow
morning
at

the
Mexican
heritage,
plaza
where
we
will
be
hosting
a
discussion
about
the
importance
of
Transit
oriented,
affordable
development
and
the
equity
framework
of
the
new
Metropolitan
Transportation
commissions,
Transit
up
oriented
communities
policy.
We
will
also
be
awarding
our
annual
brick
award
for
affordable
housing,
heroism
to
San,
Jose,
Zone,
Jackie
Morales
for
rent.

Jose
has
taken
important
steps

addressing
housing,
instability
and
displacement,
building
the
affordable
housing.

bring
the
unhoused

permanent

the

the
affordable
housing

advocated

API
equal

solidarity

know
them
as
Aki.
They
were
founded
in
1973

for
50

years.
Aki
has
been
delivering
life-saving
health
and
wellness
services
to
the
San
Jose
API
community
and
for
people
of
all
backgrounds.
So
it
isn't
just
the
API
community
that
they
serve,
but
many
in
the
Latino
community
and
other
communities
are
also
being
served
by
Aki.

proud

the
DJ

his

Diaz

his

sounds
DJ
service
and
record
shop
in
the
Alum
Rock
area
in
east
side,
San
Jose.

He
was
so
much
more
than
a
voice
than
a
radio
voice
or
a
mastermind
behind
the
turntables
and
within
the
DJ
Community.
He
used
that
very
same
voice
that
so
many
in
the
late
80s
and
early
90s
recognized
at
KS,
kzsu,
La,
Voz
de
la
Gente
and
Casey
and
kg
k
s
j
s
to
build
a
very
successful
platform
where
he
advocated
for
Education
small
businesses,
our
East
Side
neighborhood
needs
Farm
Workers
and
the
cultural
preservation
of
District
Five
as
a
graduate
from
Bellarmine
and
continued.
He
continued
his
education
at
Santa,
Clara
University.

He
valued
education
and
no
matter
what
Financial
hardships
hit.
He
gave
his
children
a
Catholic
Education.
He
was
an
active
parent
volunteer
within
the
community,
sharing
his
gifts
and
talents
to
coach
advocate
for
students,
fundraise
plan
events
and
most
notably
by
taking
St
John
vianney's
Fiesta
from
a
very
small
school
Festival
to
an
event
that,
in
its
peak,
was
competing
with
the
fairgrounds
by
volunteering,
his
time
to
schedule
all
entertainment
and
manage
three
stages
simultaneously.
With
volunteered
Talent,
he
took
those
same
skills
to
enhance
the
fundraising
efforts
at
Holy,
Family
and
Most
Holy
Trinity.

He
also
volunteered
his
time
to
support
event,
focus
on
encouraging
Latino,
Elementary
and
high
school
students
to
pursue
College.
He
took
entrepreneurship,
Beyond
being
his
own
boss.
He
opened
his
business
in
1987
and
worked
to
his
very
last
breath,
but
he
was
a
man
whose
work
without
hesitation
put
community
and
culture
at
its

Highest
priority
as
the
passion
that
one
feels
when
they
start
their

business.
Community
was
intertwined
in
his

personal
vision

reflected

he

they

DJ's
stuff

stolen
and
someone

to
sell
it
at
night
sounds
my
dad

scene,
he
would
just
buy
the
items,
call
the
rightful
owner
and
not
ask
for
a
penny
to
cover
the
recovery
costs.
He
was
an
advocate
for
anyone
with
a
dollar
in
a
dream.

He
was
the
definition
of
American
Dream.
He
came
from
nothing.
He
built
a
successful
36
year
old,
business
and
night
sounds.
He
gave
my
mother
five
strong,
independent
children.
He
gave
us
an
education,
he
and
my
mother
bought
a
home
in
one
of
the
most
expensive
areas
in
the
country,
but,
most
importantly,
he
shared
his
talents
and
skills
with
his
family,
friends
and
Community
for
all
of
us
to
Stand
Tall
on
a
foundation
which
can
only
build
us
up.

was

avid
Raider

ticket
holder
since
1997,
never
missing
a
game
rain
or
shine.

see
at
that

was
an
agreement

situation

the
homeless
encampment
on
count

County
property.

Monterey
was
much
improved
and
we
let
our
guard
down.
Money
ran
out
it
rained
and
things
have
deteriorated.

are
in
strong
agreement
and
support
of
this
Amendment.

would
also

state

we
would
like
to
see
this
money
going
into
perpetuity.

love
saying
that
word,
because
this
is
the

county
and
the
city
are
intertwined

residents

not
need

dealing

help

but
with

situation

we
have
at
the
direct
impact
that
we
have
through
our
businesses
we're

slammed
with
homelessness

both
of
our
locations,
we're
getting
a
lot
of
break-ins,
we
lose
customers
many
times
our
employees
got
attacked
by
homeless.

though
in

beginning
we
tried
to
help
them
to
provide
them,
what
they
needed
as
much
as
we
could,
but
it
didn't
help
and
right
now
it
came
to
a
point
that
it's
really
safety
concern.

would
say.
In
one
year

three
break-ins
to
one
of
our
locations.
We
had
two
employees
beat
up,
we
had
equipment
broken
as
far
as
four
or
five
thousand
dollar
equipment
broken.

dollar
a
piece
to
replace
and
they
stole

lot

supplies
from
our
store

we
called
police
no
actions.

taken

identified
one
of

people

police
car
for
like
seven
eight
hours
and
they
released
them
without
anything.
After
so,
I
got
tired
of
calling
in
our
other
location.

almost

three
four

our

cars

in
there
and
we're
getting
hurt.

drivers
to

down,
speeding

injuries

deaths

result

nationwide

Transportation
safety

is

factor
in

percent
of
all
traffic
fatalities.

was
passed
in
March
of

the
city
council,
approval
of
the
mayor's

budget
message
for
the
23-24
fiscal
year,
directed
the
administration
to
come
back
with
a
potential
reallocation
of
measure
e-funding
to
support
additional
and
investments
in
homelessness,
prevention,
support
and
management.

Any
modifications
of
those
percentage
allocations
requires
a
60-day
public
notice
in
advance
of
the
effective
date
of
that
proposed
allocation
change,
as
well
as
two
public
hearings
of
which
today
is
the
first
and
a
two-thirds
vote
of
the
city
council,
and
this
slide
here
is
getting
into
what
that
recommended.

recommendation
is
to
re,
retain
50
or
52.8
million
dollars
of
that
for
affordable
housing
purposes,
setting
aside
15.1
million
dollars
into
a
reserve,
because
we
anticipate
Revenue
shortfalls
likely
in
the
current
year,
potentially
in
the
following
year.
So
setting
aside
money
in
a
reserve
make
sure
the
other
allocations
will
be
unaffected
and
then
reallocating
the
remaining
38
million
dollars
for
homeless
prevention,
support
and
management.

this
is
a
one-time
reallocation
of
of
funding
that
the
proposed
budget
is
recommending
here
and
the
the
slides
that
Jackie
will
go
through
in
a
moment.
We'll
look
at
the
amounts
that
were
allocated
and
the
entire
spending
of
the
measure
e
funds.

the
details
on
how
the
new
proposed
funding
allocations
will
work,
but
first
I'm
going
to
answer:
where
did
the
funds
come
from?
This
chart
provides
a
detail
of
the
uncommitted
funds
that
are
going
to
be
reprogrammed.

The
majority
of
the
funds
about
80
percent
were
set
aside
into
the
smaller
programs
that
either
were
not
implemented
due
to
staffing
issues
in
the
department.
This
includes
the
accessory
dwelling
unit
program,
the
land
acquisition
and
the
moderate
income
programs.
These
all
require
that
the
housing
department
design
find
a
partner
and
assign
staff
resources
towards
implementing
these
new
ideas.
The
department
was
working
with
a
consultant
to
release
a
25
million
dollar
funding
for
an
acquisition
rehab
program
that
we
had
planned.
This
fall.

10
percent
is
allocated
for
homeless
prevention,
gender-based
violence,
programs,
legal
services
and
rental
assistance
and
15
percent
is
for
homeless
support
programs,
including
shelter,
construction
and
operations.
There
is
also
a
five
percent
cap
on
administrative
costs
taken
from
the
top
before
these
percentages
are
applied.

The
proposals
for
the
existing
revenue
for
measure
e
basically
retains
the
city
council
percentages
because
it
allocates
approximately
78
percent
going
to
affordable
housing
activities.
However,
there
are
less
funds
dedicated
to
Eli
that
I
will
explain
later
on.
In
this
presentation,
there's
slightly
less
going
to
homeless
prevention
and
a
slight
increase
in
homeless
support
programs.

The
reallocated
funds
of
Prior
Year's
revenues
allows
the
housing
department
to
fund
all
of
the
remaining
projects
under
our
2021
nofa.
This
includes
four
developments
that
will
provide
595
units
of
housing
for
both
our
unhoused
and
our
housed
residents,
who
may
be
paying
over
50
percent
of
their
income
towards
rent
or
be
living
in
an
overcrowded
conditions.

category
has
less
funding
because
the
inflation
reserve
and
the
commercial
space
were
both
placed
in
the
low-income
category
to
provide
maximum
flexibility
to
move

funds

they're

proposal

fiscal

result,

department
will

and
solutions
priority
we
are
essentially
spending

solution

priority

this

category
for
fiscal
year

the
percentage
allocation
has
been
devil
doubled.
However,
for
the
reallocation
of
the
prior
revenues,
the
percentage
allocation
has
been
reduced.

is
a
slight
increase
in
the
percentage
allocation
for
the
reallocation
of
our
prior
year
funds
of
up
to
18,
but
you
can
see
there
that
the
primary
use
for
some
of
these
dollars
includes
interim
housing,

interim
sites
do
not
have

long-term

source

There's
also
funding
for
the
overnight
warming
location
program
that
the
City
opens.
During
the
winter
months,
the

allocation
percentage
is
increased

is
close
to
five
times
the
approved
annual
allocation.

shifts

million
dollars
into
this
category.

includes
almost
27
million
to
provide
funding
for
the
interim
housing
site,
identification
Staffing
to
maintain
the
sites
and
additional
funding
in
reserve.

interim
sites

not
have
a
dedicated
funding
stream
to
pay
for
their
ongoing
costs,.

budget
doubles
the
funding
for
San
Jose
bridge
program
on
a
one-time
basis,

it
creates
funding
for
a
new
activity
with
the
trauma-informed
Specialists
that
will
be
city
employees

site.

separate
but
related
issues

housing

blight
mental

some
of
the
most

addressed,
but
having
said
that,
the
homelessness
issue
is
approaching,
or
already
is
at
a
crisis
level,

so
the
ability
to
have
a
multi-pronged
approach
to
dealing
with
this

important

belief

the
mayor's
proposal
of
temporary
housing
is
a
good
step
to
tackling
this
issue.

state

social

come

workers

one

have
not
seen

in

of
homeless
individuals

struggling

problems.

of
who
are
seeking
shelter
but
often
cannot
be
referred
to
any,
because
there
are
just
not
enough
places
and
programs
available.

hours

opening

we
have
growing
numbers

In-House
residents
and
lack
immediate
options

folks.

affordable
housing,
we
cannot
wait
for
developers
to
build,
affordable
housing

forget
about
those
languishing
on
the
street.

would
be
forever
grateful
for
an
immediate
option:

work
for
the
Salvation
Army
and
have
a
bridge
housing
program
with
an
occupancy
of

Last
year
alone,
we
successfully
helped
26
individuals,
secure
employment
and
exit
to
permanent
housing.

firsthand
how
interim
Solutions
work
and
we
allow
people
to
stay
up
for
two
to
two
years
or
longer,
as
a
citizen

in
support
of
a
one-year
reallocation
for
immediate
quick,
build
solutions

eradicate
chronic
homelessness
and
encampments,
but
do
not
want
to
completely
divest
from
affordable
housing.

in
one
room
with
my
two
kids

no
kitchen
or

it
was
exactly
what

needed
to
get

funding
into
