on

revenue
as
it
relates
to

19
visitors,
spend
and
hotel
performance,
and

have
to
derive
the
room
revenue
forecasts
that
were
utilized
in
the
creation
of
fiscal

bonds,
tlt,
forecast
and
budget
for
both
that
utilized
by
teams
and
as
a

office
of
cultural
affairs
as
well
as
paying
into
the
general
fund.

first
went
into
shelter

just
being
able
to
host
smaller
customer
events
as
soon
as
it's
safe.

that,
we
have
put
appropriate
resources
so
that
we'll
come
out
of
the
gate,

villages,
but
not
update
the

a
developer
proposed
a
project
consistent
with

urban
village
plan,
they
would
need
to
apply
to
rezone.
The
property
and
council
would
need
to
approve
that
rezoning.
A
property
zoned
for
housing,
as
we
know,
is
worth
a
lot
more
than
a
property
zoned
for
other
use..

So,
by
allowing
the
zone
change
council
would
be
essentially
granting
an
increase
in
property
value,
and
for
that
we
were
able
to
extract
public
benefits
in
the
form
of
urban
village
amenities..
Now,
under
a
thirty
one,
ninety

we
can
no
longer
require
that
rezoning
in
the
city
must
process
the
application
to
build
housing
without
without
the
rezoning,
so
the
whole
legal
framework
for
attracting
amenities
has
gone
away.,
so
the

of

room
to

pair

exactly
at
one
public
hearing.

important
to
note
for
the
new
zoning
districts
is
the
portion
of

law
that
prohibits
new
development
standards
that
would
result
in
reduced
development
capacity..
That
means
that
we
have
to
be
really
careful
as
we
craft
these
new
zoning
districts
and
those.

subjective
development
standards.
so
for
housing
project
cities
may
only
adopt
or
impose
objective
development
standards.
and
that's
basically
defined
as
involving
no
personal
or
subjective
judgment
by
a
public
official.
To
give
you
a
real
example
of
what
that
means.,

can't
have
standards
that
say
things
like
development
must
be
compatible
in
size
with
neighboring
developments,
because
compatible
in
size
can
mean
different
things
to
different
people.,
there's,
no
uniform
benchmark
or
reference
to
what
compatible
means
to
address
compatibility.

cities
to
apply
development
standards
to
facilitate
building
residential
projects
to
the
maximum
allowable
density
under
their
general
plan
designation..
So
this
is
getting
the
idea
that
there
are
cities
out
there
to
game
the
system
by
planning

higher
density

their
general
plans
and
getting
their
housing
elements
certified.
But
then
their
actual
development
standards
make
it
impossible

worked

what
we're
proposing
going

next
change,
really
was
driven
entirely
by
state
law.
With
the
rezoning
value
capture
framework
I
described
before
as
part
of
the
urban
village
amenity
framework.,
we
have
to
scale
back
to
only
requiring
things
that
have
a
nexus
to
require.,
so
in
other
words,
nothing
in
a
above
and
beyond
what
we
can
show
that
address
the
specific
impact
that
development
is
causing.

of
course,
the
urban
village
amenities
list
was

was

that
were

we
otherwise
had
a
nexus
to

we
thought
we
might
be
able
to

given
constraints
and
factors
like

on

alignment
with
state
law
in

zoning
districts
to
be
adopted
