So
just
briefly
this
you
know
this
is
an
attempt
to
capture
it,
isn't
an
exact
science,
as
some
of
the
expenditures
are
just
spread
across
the
portfolio
based
on
a
pre,
predetermined
allocation.,
but
it
gets
us
a
good
sense
of
where
each
location
stands..
The
facility
revenues
are
direct
from
each
facility
and
things.
B
Just
you
know,
to
understand
what
last
year
was.
I
went
back
to
last
year's
items
like
the
three
largest
facilities
or
the
two
largest,
the
convention
center
in
market
street
garage,
for
example.
At
this
point
last
year,
the
convention
center
was
at
one
point,
five
million
and
the
market
street
garage
was
at
two
point:
five
million
and.
B
B
You
know,
the
ability
to
put
staff
towards
getting
that
granular
data,,
it's
a
little
easier
on
the
off
street,
because
we
get
that
in
reports
directly
from
our
operators
every
month
and
pay
bills
against
it
based
on
that..
But
we
can
talk
internally
to
see
if
it's
something
we
can
do.
I'll
note
the
request.
yeah,
my.
B
B
B
B
B
B
B
B
Public
works
is
doing
a
kind
of
citywide
assessment
of
elevators
and
what
the
game
plan
is
kind
of
on
a
broader
scale..
It's
a
it's
an
ongoing
challenge
for
the
city
kind
of
across
its
portfolio
with
the
elevators
and
and
so
we've
got
money
set
aside..
I
don't
believe
we'll
spend
much
of
it
this
year
as
they
kind
of
determine
what
our
plan
of
action
is
and
what
contracts
we
have
with
vendors
to
do
the
type
of
maintenance
and
are
intended
for
for
the
elevators..
B
But
we
have
the
money
set
aside
for
that.
The
the
garage
facade
improvement
that
is
earmarked
for
the
market
street
garage..
If
you
recall,
we
have
the
the
tile,
that's
failing
on
the
exterior
of
the
market
street
garage
that
we've
been
told
needs
to
be
removed..
So
we
continue
to
work
through
that
project
and
we've
we've.
B
B
B
B
B
B
B
Every
year
or
so
ago
we
had
a
consultant
that
did
a
comprehensive
review
of
our
facilities
on
projects
that
we
needed
to
kind
of
a
priority,
urgent
items,
the
stuff
that
you
should
do
in
the
next
couple
of
years.
and
then
here's
the
nice
to
have
bucket..
So
we've
done
the
the
urgent
items
that
included
cabling
on
in
the.

G
H
F
I
B
Can't
vote.
I
can
certainly
work
to
get
you
some
information..
I
think
the
best
move
at
this
point
is
just
to
note
the
fact
that
you
don't
accept
it
as
it
stands
right
now.
It
won't
affect
the
overall
process
that
we
have
to
go
through
from
from
our
own.
I
mean
the
proposed
numbers
have
already
been
submitted,
so
it'll
be.
B
B
I
B
Item
has
always
been
in
we're
not
showing
a
five
year
source
in
use
for
the
parking
fun.,
what
we're
showing
you
as
a
five
year
sip,
because
the
board
has
always
said:
we've
never
been
involved
in
planning
out
year.
Projects..
All
we
see
is
the
one
year
snapshot,
and
so
we
decided
a
year
or
two
ago,
ok,,
we'll
bring
you
a
five
year
kind
of
project
outlook
and
you
guys
can
weigh
in
on
what
projects
should.
Should
we
look
at
in
in
the
out
years,
what
type
of
capital
project
direction?
B
B
B
I
B
B
F
I
Not
saying
it's
wrong
and
I
am
stemware
areas
coming
from
you
have
to
make
assumptions
when
you
put
this
stuff
together.,
it's
just.
I
don't
know
what
the
downtown
parking
assumption
is
in
years.
Two,
three,,
four
and
five
that
hasn't
been
played
for
us
this
year
has
been
played
out
next
year
has
been
played
out,
but
none
of.
I
B
F
I
F
H
Mayor's
budget
message
kind
of
what
direction
that
takes.,
so
there
will
be
potential
changes.
there
may
we
may
be.
The
parking
fund
may
be
asked
to
pick
up
some
things..
There
may
be
some
some
changes
down
the
road.
so
yes,.
This
is
this
is
our
first
look
and
what
we
are
proposing
to
the
budget
office
as
how
we
see
how
we
would
cover
shortfalls
and
move
forward
with
the
minimal
sipi.
Is
there
any
point
out?
H
What,
if
scenarios
that
come
at,
we
are
not
proactively
engaging
in
many
projects
at
all
in
the
next
five
years
and
we've
not
identified
it..
So
it's
it's
to
cover
what
we
think
may
happen
and
make
sure
that
we
have
funds.
Should
we
need
them,
especially
in
the
capital
fund
side..
I
ask
a
person
to.
E
H
I
Three
things
or
none
right.,
but
that's
the
best
case.,
but
they
could
take
a
couple
of
hundred
thousand
or
a
million
dollars
out
of
the
parking
fund
at
their
discretion
and
we're
further
in
the
hole
at
that
point,
not
not
in
the
short
term,
because
we
got
twenty
two
million
of
reserves..
So
I
get
that..
But
when
you're
asking
us
to
approve
a
five
year
plan,
we're
digging
a
deeper
hole
every
time-
and
it's
been,
I.
I
C
F
D
B
B
D
D
Base
kind
of
revenue
is
right
in
our
base
expenditures
and
that's
we
kind
of
base
it
off
of
last
year..
We
consider
whatever
the
last
year
the
current
year's
budget
was
approved.
is
the
base
moving
forward?.
Is
that
how
we
do
it
with
this
fund
as
well?
as
sort
of
that's,
the
assumed
is
whatever
the
whatever
the
revenues
were
previously
correct.
yeah.,
but
our
base
now.
D
I
B
B
D
D
It's
the
best
assumptions
we
can
make,
because
it's
the
most
recent,
but
even
that
is
wrong.
Every
single
year.
right.
our
budget
office,
it's
impossible
to
nail
that
on
the
mark,
because
we
just
have
no
clue
what
what
is
really
going
to
come
in
and
appreciate
the
dialog
from
the
parking
board.
I'll.
Just
read
reiterate
with
you
all
that
what
you
do
in
the
in
the
input
and
advice
that
you
provide
right.
helps
the
council
be
able
to
make
the
decisions.,
and
I
will
also
say,
because
I'm
guilty
of
it
as
well.
D
D
Not
the
case
going
forward.,
there's
there's,
I
don't
think,
there's
any
indication
from
anybody
on
the
council
that
somehow
we're
going
to
try
to
dip
into
a
parking
fund.
That
is
that
it's
really
been
deteriorated
and
it's
going
to
take
years
to
rebuild..
So
I
think,
but
but
those
messaging
that
type
of
messaging
coming
from
this
board
in
in
your
dialog
and
in
your
motions,
is
important.
right.,
and
so
I
I
don't
want
anybody
to
feel
that
somehow
you
just
have
to
accept
these
reports
and
move
on..
I
actually
really
appreciate
that.
D
H
H
H
.
dottie
received
several
emails
from
members
of
the
public
regarding
the
reinstatement
of
parking
at
the
exterior
meters
and
also
the
proposed
demand
responsive
pricing
model
that
we're
putting
forward..
These
were
originally
posted
on
the
dpb
website
as
attachments
to
today's
menu.
Today's
agenda.
H
And
it
was
updated
again
this
morning
to
include
some
kind
of
late
submittals
that
we
received..
So
I
believe
also
that
area
sent
everyone
a
link
to
those..
So
if
you've
not
had
the
chance
to
read
them,,
I
want
to
make
sure
I
draw
your
attention
to
them
in
reviewing
the
comments
that
we
were
provided
by.
The
public
staff
acknowledges
that
there's
concerns
regarding
some
trust
and
transparency
that
was
clear
to
us.
in
addition,.
There
seemed
to
be
some
misunderstandings
about
the
proposed
demand,
responsive
pricing
model,
which
we
hope
to
address
today
in
the
presentation..
H
H
H
H
H
H
H
H
H
Feels
that
the
proposed
recommendations
of
the
demand
response
of
pricing
will
enhance
and
streamline
the
on-street
parking
program,
as
well
as
taylor
to
the
individual
characteristics
of
each
business
area
or
meeta
district
demand.
Response
of
pricing
will
allow
the
city
to
continue
to
be
sympathetic
to
the
covid
environment
and
the
recovery
efforts..
Everyone
is
embarking
on
while
at
the
same
time,
taking
an
important
step
toward
the
city's
overall
longer
term
transportation
goals..
So
you
ask
why
demand.
H
H
H
H
Does
that
is
the
model
outlines
the
specific
parameters
and
the
change
triggers
there
in
black
and
white.
they're,
clearly
communicated,
and
when
the
occupancy
data
is
collected,
it's
been
used
to
measure
the
need
for
change
based
on
that
outlined
model,.
There's
no
surprises.,
it's
very
clear
when.
H
H
H
H
Parking
and
pricing
adjustments
will
be
allowed
to
move
both
up
and
down
and
just
take
a
minute
to
make
sure
everybody
realizes
that
that's
pretty
monumental
in
itself.,
not
in
my
eighteen
plus
years
with
the
city
have
I
ever
heard
the
city
willing
to
reduce
parking
rates..
This
is
this
is
pretty
pretty
important
to
point
out
that
this
is
the
first
and
in
fact,
we're
proposing
a
rate
reduction
right
now
of
the
starting
gate
when
parking
is
reinstated
in
october
and
the
exterior
we're
proposing
to
reduce
the
two
dollar
rate.
H
H
H
Communities
work
toward
returning
to
normal
parking
pricing.
we'll
do
the
same
parking.
Our
occupancy
in
most
areas
is
currently
lower
than
what
we
saw.
pre
pandemic
and
low
occupancy
is
a
situation,
we're
potentially
triggering
a
rate
reduction
and
then,
as
customers
and
activities
continue
through
to
return,
it
will
reflect
accordingly
in
the
parking
levels
and
then
adjustments
can
be
made
and
stepped
in.
and
lastly,.
I.
H
H
H
We
put
out
a
kind
of
a
one
pager
that
outlined
the
specifics
of
the
program
kind
of
at
a
high
level
and
in
that
on
the
flip
side
of
it
would
have
been
a
map
that
kind
of
outlined
where
our
current
meters
are
and
all
those
dots
on
that
map.
And
then,
where
we've
kind
of
framed
potential
zones
or
broke
down
and.
H
Parceled
our
current
meters
down.,
so
we
came
up
with
about
eight
not
about
there
are
eight
not
including
the
arena
deardon
and
the
reason
arena
deardon
is
not
included
in
this
demand
response.
A
pricing
model
is
because
it's
already
on
a
form
of
demand
response
of
pricing
because
it's
event
based
pricing,
so
it
identifies.
H
H
H
H
Now
there's
three
things
that
can
happen
when
we
do
a
survey
and
we
potentially
make
adjustments.
one,,
we
could
hit
the
target
target
occupancy
rate
which
is
currently
set
between
sixty
five
and
eighty
five
percent.
If
it
comes
in
occupancy,
comes
in
in
that
range,
there's
no
change
the
meters,
the
meter
rate
stays
if.
H
H
H
Went
the
wrong
way.
so,
as
we
indicated,
initial
rates
in
the
october
time
frame
are
shown
in
this.
What
we're
proposing,
as
shown
in
this
table
here
at
the
bottom
of
the
slide
initial
rates
in
the
downtown
core
and
the
meters
that
are
currently
on
our
set
right
now
at
two
dollars,
the
exterior
we
would
we
would
we're
proposing
to
start
at
a
dollar
fifty..
The
increments
I
indicated
right
now
are
being
proposed
at
fifty
cents
and
we've
set
a
minimum.
H
H
All
the
varying
senior
staff
and
all
the
way
up
there
all
the
way
up
the
chain,
there's
costs
related
to
it,
and
so
we
set
the
minimum
a
dollar
in
the
exterior
and
a
dollar
fifty
in
the
downtown
core
to
ensure
that
cost
recovery
mechanism
the
maximum
threshold..
I
know
that
there's
been
some
concern
around
this
five
dollars
being
the
maximum
rate.
H
H
As
we
continue
down
this
timeline
occupancy,
the
first
occupancy
survey
as
it
sits
now,
wouldn't
occur
until
a
year
after
the
initial
return
of
all
paid
parking.,
so
we're
scheduled
now
for
an
october
twenty
four
october,
twenty
twenty
one
re-engagement
of
meters.
The
first
survey
would
be
a
year
later
in
october,
twenty
twenty,
so
that
dollar
fifty
rate
would
be
consistent.
I
Because
I
know
you've
said
the
rules
up
front.
we're
not
to
wait
for
comments,
but
I'm
struggling
here.
ok,.
What
what
you're
proposing
I
get
the
concept
in
everything.,
I'm
not
saying
necessarily
in
favor
of
it,
but
I
get
the
concept.
How
is
this
at
all
consistent
with
the
discussion?
We
just
had
that
we're
going
to
have
twenty
five
percent
a
year
increases
from
historic,
lows.
right..
So.
I
H
H
H
H
Back
to
this
kind
of
worst
case
scenario,
here.,
I
won't
go
through
all
the
line
item
details..
It
was
just
to
kind
of
show
and
demonstrate
that,
if
occupancy
in
this
case
in
the
old
civic
center
area
during
the
two
to
five
p.m.
band
three
during
that
time
frame,
if
occupancy
year
over
every
year,
indicated
that
it
was
at
ninety
percent,,
it
would
then
trigger.
H
H
H
H
That's
a
concern.
What
you
see
here
is
a
conceptual
sample
of
a
potential
report
that
we
might
put
that
we
would
potentially
put
forward..
This
would
be
published
provided
to
the
downtown
parking
board
in
regular
meetings,
and
we
would
put
it
on
the
park
sj
dog
website,
so
communities
could
understand
and
see
what
is
triggering
change
and
what
is
going
on
with
parking
occupancy
and
all
of
the
areas.
H
B
Maybe
it's
not
one
hundred
percent
clear
in
the
one
page,
or
certainly
it
could
not
have
been
there,
but
the
occupancy
in
this
top
piece
of
this
sample
report
is
changes
would
only
occur
within
individual
bands
based
upon
the
data
not
based
on
the
entire
day..
So
if
based
on
occupancy
in
the
eight
a.m.
B
H
E
H
H
H
H
C
Two
hours
after
the
current
meter
operation..
So
if
I
have
the
resident
I
have
friends
over
for
dinner
for
example,,
they
have
to
pay
parking
and
eventually
it
could
be
that
they
end
up
paying
ten
dollars
in
an
evening
for
just
visiting
me..
So
as
a
resident,
this
is
not
very
favorable,,
especially
when
you
talk
about,,
you
know,
parking
in
the
evening
until
8:00.,
as
I
said
right
now,
it's
until
6:00.
C
I
I
I
You're
going
to
be
reducing
parking
rates
from
two
dollars
to
a
buck
and
a
half
to
a
buck
to
fifty
cents
over
these
next
couple
of
years.,
all
right.
and
therefore
there's
a
flaw:
charlie.
well,.
Maybe
there
shouldn't
be
here
but
ok,
I'll
pause,
there.,
but
oh
by
the
way,,
I
am
a
huge
fan
of
variable
pricing.
right..
So
I
think
variable
pricing
is
a
good
model
in
a
lot
of
cases..
But
what's
going
to
happen
here,
is
it's
going
to
be
mass
confusion.?
The
dinner
thing.
I
I
I

B
I
G
G
G
Our
meters,
which
we've
done
and
there
is
still
no
vehicle
for
us
to
get
our
money
back
except
I'm
told
that
we
can
apply
for
a
grant
that
and
that's
that's,
not
acceptable..
We
get
zero
city
services.,
we
don't
have
a
bid.,
we
don't.
We
barely
have
a
bid.,
we
don't
have
cleaning.,
we
don't
have
no
nobody
parks
downtown
and
in
walks
over
japantown
or
vice
versa.,
that
doesn't
happen..
So
we're
getting
taken
to
the
cleaners
and
all
of
us
are
off
at
this
point..
A
C
And
I
think,
you
know,
it's
premature
to
even
discuss.
I
would
think
when
we
discuss
something
like
this
in
october:
twenty
twenty
twenty
twenty,
then
we
would
have
a
much
better
understanding.
What
is
the
parking
situation
in
a
normal
time.
and
I
think,
right
now,
everybody
is
financially
strapped
due
to
cope
with,
especially
when
you
talk
about
the
businesses
and
we
should
allow
them
to
recover
first
before
we
discuss
kind
of
parking
structure
for
the
next
few
years..
C
C
E
E
A
A
A
A
A
A
A
Japantown
is
talking
about
because
the
meters
are
off
and
haven't
been
turned
on
again.,
but
you
know,
for
for
downtown,
where
we're
already
we're
already
paying
and
the
biggest
downside
what
henry
was
saying:
is,
you
know,.
We
got
the
meters
and
it
means
that
we're
writing
tickets
to
our
customers,
who
who
are
who
are
parking
at
the
meters..
Another
comment:
can
I.
F
F
F
F
F
H
H
F
H
F
so
what
you're
trying
to
do
is
attract
people
to
come
downtown
because
half
or
more
of
the
spaces
are
empty
and
if
they
know
it's
free
then
maybe
they
would
come
just
a
thought
as
feedback.
My
last
question:
well,
two
more:
is
this
revenue
neutral
or
are?
Is
your?
Is
your
grand
scheme
to
raise
more
more
money,
or
do
you
expect
to
lose
money
with
this
program
in.
H
F
F
F
Raise
that
number
to
ninety
minutes
at
the
garage,
since
it
takes
ten
minutes
to
get
there
in
ten
minutes
to
go
back
and
without
that
we
would
probably
already
be
out
of
business
if
you
had
left
that
at
sixty
minutes
instead
90..
So
thank
you
so
much
for
that.,
but
my
question
to
you
is
we
communicate
with
our
customers
regularly.?
How
do
I
explain.
F
F
H
H
H
Will
be
available
online,.
The
information
that
will
be
available
on
the
pakistani
website
to
inform
customers
of
the
rate
on
street
is
a
little
bit
different
than
your
off
street
facilities,
because
when
you
pull
up
to
an
off
street
facility,
there's
a
big
sign
that
tells
you,
you
know,
before
you
go
in.
This
is
what
you're
going
to
pay
and
you
don't
pay
until
the
end
of
your
stay.
On-Street
parking
is
a
kind
of
a
pre
payment
type
plan.
H
H
H
F
A
regular
user,
but
the
new
customer
is
not
going
to
come
if
they
don't
understand
these
things..
So
if
there's
two
kinds
of
customers,
the
existing
customer
in
the
future
prospective
customer
and
for
the
future
prospective
customer,
the
idea
of
communicating
with
them
every
six
months
that
the
what
they're
going
to
pay
to
visit
our
business
is
going
to
change.
F
E
Revenue.,
the
net
revenue
is
revenue
neutral.
By
doing
all
this,
I'm
still
not
clear
what
the
advantage
of
doing
it
is
because
it's
I
can
certainly
see
from
an
administrative
standpoint,
a
management
standpoint.
This
is
just
going
to
be
just
chaotic
or
not
chaotic,
but
it's
going
to
be
a
lot
of
left
to
manage
all
of
this
and
the
moment
and
that's
increasing
your
costs
to
get
the
same,
revenue.
no,.
I
still.
I
I
Parking
in
the
downtown?
do
we
want
to
have
less
cars
in
the
downtown?.
We
want
to
have
more
cars
in
the
downtown.
we
trying
to
be
a
sustainable
billboard
and
therefore
drive
people
to
public
transportation,
or
are
we
trying
to
help
businesses
get
back
on
their
feet?,
so
what
we're
kind
of
all
over
the
map
on
what
we're
trying
to
do?
And
I
don't
I
don't
see
as
part
of
our
charter,
what
what?
What's?
H
H
G
G
I
I
We
can
talk
about
this
in
a
year
or
two
when
we're
out
of
the
pandemic
and
we're
trying
to
influence
where
people
are
going
and
we
want
to
put
up
a
rate
even
to
drive
through
downtown
it's
going
to
cost
to
five
dollars..
We
can
do
that,
but
I
don't,
I
think,
we're
getting
ahead
of
where
we
are
right.
Now..
Let
me
ask
a
total.
C
C
C
Would
get
rid
of
the
estimation,
because
if
I
go
to
a
restaurant,
I
don't
know,
am
I
in
the
restaurant
for
let's
say
just
know
half
an
hour
or
am
I
there
for
one
and
a
half
hours??
So
I
have
always
to
make
the
estimate,
but
you
could
free
up
parking
spots,
probably
also
if
people,
if
they
are
done
with
a
business
move
out
of
the
spot
rather
than
oh.
I
have
another
thirty
minutes
on
the
parking
meter.
just
food
for
thought.
A
C
B
B
B
B
E
You
know,
there's
this
my
comment:
mets
aren't
going
to
help
solve
this
problem,
trying
to
balance
a
budget
or
generate
revenue
for
the
city,
but
one
of
the
biggest
issues
that
we
have
is
a
downtown
area
is
that
it's
not
a
place.
That's
really
well
known
as
a
destination
for
most
people..
There
are
pockets
that
are
starting
to
develop
very
that
are
becoming
popular,
but
in
general,
as
a
destination
site
for
the
general
public.
E
E
E
D
Interrupt
here.,
I
have
to
run
because
I
have
a
noon
meeting,
but
I
wanted
to
provide
just
a
little
bit
of
insight..
I
actually
really
have
appreciated
hearing
the
board
on
this
and
I
would
support
the
notion
of
deferring
this
for
a
couple
of
years..
As
you
pointed
out,,
I
don't
think
there's
any
urgency
to
implement
this.
Now
we
have
the
ability,
as
a
board
and
as
a
council,
to
implement
price
changes
as
needed
right
now.
If
we
want
to..
So
there's
there's
no
desperate
urgency
to
do
so.
D
and
I
think,
even
when
we
come
back
to
maybe
discuss
this
in
the
future,
for
instance,
san
francisco
started
off
with
a
pilot
in
2011
and
the
pilot
went
on
for
seven
years
before
they
actually
implemented
it
city
city
wide
to
all
our
parking
meters..
I
don't
think
that
would
be
a
bad
idea
either
to
discuss
you
know,.
Would
there
be
a
pilot?
We
an
area
we
might
want
to
pilot
and
look
at
it.,
but
I
really
appreciated
the
feedback..
D
I
think
some
of
the
concerns
in
regards
to
the
timing
as
well
like
the
time
bands
adding
two
hours
and
adding
an
hour
early.
san
francisco,
has
time
bands
of
nine
to
noon,
noon
to
three
and
three
to
six..
I
would
be
interested
in
this
board
chiming
in
on
that
right
in
the
future
as
well.,
what
we
want
to
change
the
time
bands
and
I'm
actually
even
interested.
I
won't
be
here
for
the
discussion,
but
if
you
guys
wanted
to
talk
about
that
is
the
time
band
something
you'd
want
to
implement
sooner?
D
right.,
because
the
time
band
gives
an
opportunity
for
slightly
different
pricing
throughout
the
day,
but
that
would
be
consistent
and
that
wouldn't
necessarily
be
this
dynamic
approach
of
changing
every
six
months.
and
so
I'd
be
interested
to
hear
your
feedback
on
that..
Unfortunately,
I
won't
be
here..
David
will
be
able
to
stay
on,
but
I
will
support
that
notion.
If
the
board
is
is
going
to
make
any
directions
here
today
and
appreciate
the
commentary
from
anybody.,
you
know,,
the
other.
E
Assuming
all
the
development
that
is
happening
right,
now,,
residential
and
commercial-
does
actually
get
done
in
the
next
three,
four
or
five
years,.
The
downtown
will
be
considerably
different
and
vibrant.
All
the
changes
that
are
going
to
make
a
lot
of
park
avenue
you've
got
the
j..
Paul
development.-
you've
got
a
deal
about.
Development..
E
All
these
developments
are
going
to
increase
the
amount
of
residental
which
will
put
a
bunch
of
people
in
the
downtown
area
that
will
want
to
stay
there
to
do
what
they
will
for
pleasure,
which
will
hopefully
drive
their
friends
and
bring
their
people
into
the
downtown
area..
So
I
think,
in
three
or
five
years
we
might
see
a
completely
different
perspective
on
what
the
downtown
looks
like.,
but
right
now
it's
not
there
and
it
won't
be
there
for
several
years.
