B
My
name
is
sam
licardo,
I'm
honored
to
serve
as
mayor
here
in
san
jose
I'm
joined.
I
know
by
several
colleagues.
I
see
vice
mayor
chappie
jones
supervisor,
cindy
chavez.
Thank
you
both
for
being
here
and
thank
you
all
for
being
here.
I
especially
want
to
welcome
home
those
women
and
men
who
served
on
norm's
staff
serving
our
community
and
country
throughout
norm's
career.
I
know
I
see
a
few.
I
see
brian
grayson
and
many
others
here.
B
In
my
late
teens
was
really
the
ability
to
observe
and
meet
these
wonderfully
bright,
dedicated
public
servants
and
to
join
their
lifelong
fellowship
as
an
auxiliary
member
of
the
sorority
norm,
set
very
high
standards
and
work
particularly
for
integrity,
and
what
was
really
remarkable
to
me
was
this
ongoing
sense
of
commitment
and
fealty
loyalty
that
so
many
norms,
team
members
shared
and
decades
later
many
of
his
former
staffers
continue
to
stay
in
touch.
I
see
dean
monroe
here
as
his
health
declined.
B
I
heard
from
several
sherry
boxer
baker
and
john
flaherty
and
les
francis
so
many
because
there
was
a
sense
of
commitment
to
one
another
and
when
I
talked
to
john
karen
the
other
day
about
what
drove
this
remarkable
connection
among
all
those
who
served
for
norm.
John
said
simply
he
inspired
me.
He
inspired
all
of
us.
B
I'd
like
to
introduce
two
people
who
need
no
introduction
tomorrow,
much
is
going
to
be
set
about
the
extraordinary
legacy
and
contributions
in
norman
as
mayor
as
congressman
as
cabinet
secretary,
but
first
today
we'll
hear
from
two
lifelong
friends
about
norman
nada.
The
person
we're
honored
first
to
be
joined
by
rod.
Dierdon
senior
rod
has
been
called
the
father
of
modern
transit
in
silicon
valley.
As
a
five-term
member
of
the
santa
clara
county
board
of
supervisors
was
a
leading
light
in
the
creation
of
a
light
rail
system.
B
Rod's
pioneering
role
culminated
with
his
service
as
chair
of
the
board
of
the
high-speed
rail
authority
and
for
more
than
two
decades.
He
also
served
as
the
founding
executive
director
of
the
mineta
transportation
institute,
a
policy
research
center
created
in
1991
by
congress,
while
norm
was
chair
of
the
transportation
committee.
A
A
A
The
old
king
makers,
at
that
time,
led
by
dutch
hammond,
arranged
his
appointment
to
the
human
relations
commission
and
others
from
which
he
was
appointed
to
a
vacant
seat
on
the
county
on
the
city
council
in
1968,
wonderfully
thoughtful
mayor
ron,
james
decided
not
to
run
for
re-election
and
he
and
others
proposed
norm.
Who
became
mayor
in
1972
during
that
impactful
time
we
represented
local
governments
on
the
santa
clara
county,
rapid
transit
development
projects,
joint
powers
board,
which
is
where
I
got
to
know
him.
A
A
Some
say
he
saw
the
maneta
writing
on
the
wall
and
he
chose
not
to
run
for
reelection
that
allowed
norm
to
run
successfully
for
congress
in
1974
against
then
assemblyman
george
millius,
the
early
1970s
saw
almost
total
conversion
from
the
republican
leaning,
rural
control
of
politics
to
a
democratic-leaning
environmental
and
social
program-oriented.
Silicon
valley
of
today
norm
led
that
shift
and
thrived
in
what,
in
washington.
A
Norm
chaired
congress's
1974,
watergate
class
of
76
new
democratic
congress
members.
He
was
often
able
to
keep
them
together
in
a
voting
block
which
gave
him
inordinate
power.
As
a
young
legislator,
he
became
a
whip,
unheard
of
for
a
young
member.
He
had
several
choice
committee
assignments
and
began,
providing
important
leadership
by
the
early
1990s.
A
He
had
authored
or
helped
pass
several
landmark
issues
such
as
having
the
president
apologize
for
the
world
war
ii,
japanese,
american
internment
and
pay
rep
reparations
to
the
survivors.
He
chaired
the
house,
transportation
and
infrastructure
committee,
the
surface
transportation
and
the
surface
transportation
committee
and
authored
the
landmark
intermodal
surface
transportation
efficiency
act
of
1991..
A
A
That
twenty
percent
set
aside
with
that
twenty
percent
set
aside
for
mass
transportation,
has
continued
and
all
of
the
local
transit
agencies
in
the
nation
have
been
the
beneficiary
most
certainly
norms
here.
Locally
icd
also
created
the
minetta
transportation
institute.
A
Now
one
of
the
largest
transit
policy
research
centers
in
the
world-
and
thank
you,
dr
karen
philbrick,
then
reagan
was
elected
and
the
democrats
lost
the
congress
leaving
norm
in
1995
without
a
leadership
role
lockheed
offered
him
the
presidency
of
their
new,
automated
bridge
toll
company
and
he
accepted
leading
to
half
a
dozen
years.
Atop.
A
A
He
held
that
seat
through
the
first
and
part
of
the
bush's
second
term
longer
than
any
of
the
secretary
of
transportation
in
history
and
norm's
impact
was
transformative
most
notably.
What
is
leadership
of
the
response
to
the
911
attack
and
standing
up
for
the
homeland
security
administration
for
that
lifetime
of
exemplary
service
norm
has
received
the
highest
honors
possible
from
our
country
and
several
other
most
and
most
especially
from
japan,
while
in
congress
norm
had
championed
air
travel
issues
and
even
passed.
His
pilot
license
in
patuxent
naval
air
station.
A
A
A
In
recent
years,
norm
joined
me,
secretary
lahood
and
secretary
foxx,
as
co-chairs
of
the
u.s
high-speed
rail
coalition,
raising
federal
funding
for
the
nations
in
california's
high-speed
rail
program.
He
was
busy
and
effective
until
the
very
end
norm
and
denny
sons,
david,
stuart
mark
and
bob
have
lived
busy,
happy
lives
during
the
past
30
or
so
years.
A
Their
home
in
edgewater,
maryland
about
four
miles
north
of
annapolis
has
been
the
east
coast
crash
pad
for
the
extended
mineta
tribe
recently
norm
has
had
some
medical
issues
that
he
faced
with
his
usual
stoic
and
every
jovial
demeanor
until
on
may
3rd,
when,
with
his
family
around
him,
he
caught
his
last
train
oops.
B
She
has
been
an
inspiring
trailblazer
and
community
leader
for
decades
here
in
our
community.
In
her
early
years
of
activism,
she
worked
with
cesar
chavez
to
establish
the
community
services
organization
and
played
leadership
roles
in
social
justice
efforts
throughout
east
san
jose
and
the
valley
in
1980.
She
became
the
first
latina
elected
to
the
san
jose
city
council.
B
B
E
E
It
is
humbling
and
inspiring
to
me
that,
having
endured
the
humiliation,
the
humiliation
and
the
unjust
internment
of
japanese
origin
people,
he
transcended
the
racism
of
the
times
to
be
elected.
My
student
body
class
president
at
san
jose
high
to
graduate
from
a
very
prestigious
university
and
to
win
citywide
the
election
as
the
first
person
of
color
to
lead
the
office
of
mayor.
E
The
words
of
author
essayist
james
baldwin
come
to
mind.
Baldwin
an
african-american
lived
through
tormenting
racism
and
said
the
crimes
of
the
republic.
Whether
or
not
I
am
guilty
of
them.
I
am
responsible
for
them
norm
as
he
preferred
to
be
called
demonstrated
from
his
early
beginnings,
his
love
for
country
and
an
unwavering
commitment
to
advance
justice
and
equality
for
all.
E
E
E
I
would
like
to
echo
the
sentiments
a
few
of
his
fellow
of
his
loyal
adherents,
jane
decker,
said
norm.
Never
forgot
a
person's
first
name.
Stephanie
valdez
describes
him
as
the
perfect
gentleman
sylvia
gallego
remembers
as
a
child.
Her
surge
of
pride
when
norm
a
japanese
american
became
san
jose's
mayor
rose.
E
E
E
E
E
B
I
think
every
one
of
us
in
this
room
has
a
norm
story.
I
just
heard
another
one
on
the
way
in
it's
actually
from
bob
said
that
kind
of
the
story
of
a
constituent
coming
into
the
office
when
norm
was
mayor.
Here,
I
guess
in
the
old
city
hall
and
the
constituents
said,
I
want
to
speak
to
the
mayor
and
I
don't
want
to
speak
to
anyone
lower
than
the
mayor
and
norm
overheard
this
back
in
his
office
and
he
yelled
out.
There
is
nobody
lower
than
the
mayor.
B
B
B
Before
our
benediction,
I
wanted
to
thank
a
few
folks.
There
have
been
many
who've
been
deeply
involved
in
this
planning
and
I
really
want
to
start
with
les
francis,
and
I
guess
you
know,
rod
dierdon
put
it
well
once
a
staffer,
always
a
staffer.
Thank
you
les
for
your
work
tirelessly
and
and
bring
us
all
together
from
afar
from
from
the
east
coast
and
your
daughter
kirsten
francis
carr.
B
I
want
to
thank
all
those
who
worked
together
on
this
and
I'm
not
gonna
get
everybody,
but
I
know
rich
robinson,
yvonne
ryzak.
I
know
demon
rose
been
working
hard.
I
know
in
this
event,
tomorrow
john
flaherty
and
here
at
the
city,
we've
had
just
an
incredible
outpouring
of
support
from
the
city
staff,
because
I
think
everybody
recognized
how
important
this
this
event
was
to
our
community,
and
so
I
really
want
to
thank
angel
riaz
and
carrie
adams,
happner
jennifer,
garcia,
rachel
davis
vicki
day
over
at
the
airport.
D
B
And
that's
what
normanetto
was
so
for
our
closing
prayer,
our
benediction
I'd
like
to
welcome
imam
tahir
anwar,
who
moved
to
the
bay
area
in
1983
and
we're
fortunate.
He
made
his
way
to
san
jose
to
call
this
his
home.
He
served
as
imam
one
of
the
oldest
maijis
in
the
country,
the
islamic
center
of
san
jose
since
2001
he's
known
nationally
for
his
scholarship
as
the
head
of
islamic
studies
department
at
the
granada,
islamic
school
and
outside
of
the
mosque.
F
It
is
diversity,
it
isn't
one
solid,
colored
blanket,
but
a
patchwork
quilt
threaded,
together
with
the
unique
motifs
of
all
of
our
stories
in
the
bible,
we
read:
three
things
will
last
forever
faith,
hope
and
love,
and
the
greatest
of
their
of
these
is
love.
It
is
our
love
for
him
that
gathers
us
here
today.
F
Please
join
me
in
a
brief
prayer,
our
loving
and
eternal
god,
the
one
who
knows
our
heart
and
from
whom
no
secret
is
hidden.
We
come
before
you
with
all
sorrow
and
pain
that
is
in
our
hearts
today,
for
we
have
loved
our
brother
and
we
will
miss
him.
We
bring
our
grief,
our
sense
of
loss
before
you.
We
also
come
before
you
with
a
sense
of
hope
for
the
promises
you
bring
for
eternal
life.
F
F
We
say
goodbye
to
our
departed
loved
one
for
one
last
time
we
grieve
because
we
will
not
see
them
any
longer,
but
we
also
celebrate
because
we
know
that
our
loved
ones
are
enjoying
your
presence
right
now
without
sickness
or
pain.
We
rejoice
because
we
know
that
our
loved
ones
are
safe
and
at
peace.
