meeting
of
the
San
Jose
Planning
Commission,
the
following,
is
a
summary
of
the
Planning
Commission's
hearing
procedures.
If
you
want
to
address
the
Commission,
please
fill
out
a
speaker
card
located
on
the
table
near
the
audio-visual
technician
and
deposit
the
completed
card
in
the
basket.
There
are
also
speaker
cards
in
the
back
of
the
chambers
and
at
the
side
entrance.
The
procedure
for
this
hearing
is
as
follows.
After
the
staff
report,
applicants
and
appellant
may
make
a
five-minute
presentation.
The
chair
will
call
out
names
on
the
submitted
speaker
cards
it.

The
order
received,
as
your
name
is
called.
Please
line
up
in
front
of
the
microphone
at
the
front
of
the
chamber.
Each
speaker
will
have
two
minutes.
Speakers
using
a
translator
will
have
four
minutes
after
the
public
testimony
the
applicant
and
appellate
may
make
closing
remarks
for
an
additional
five
minutes.
Planning
commissioners
may
ask
questions
of
the
speakers.
Response
to
Commissioner
questions
will
not
reduce
the
speakers
time
allowance.
The
public
hearing
will
then
be
closed
and
the
Planning
Commission
will
take
action
on
the
item.
The
Planning
Commission
may
request
staff
to
respond
to
the
public.

challenge
these
land-use
decisions
in
court,
you
may
be
limited
to
raising
only
those
issues
you
or
someone
else
raised

public
hearing

on

procedures

City
Council

Commission's
action
on
conditional
use
permits

appealable

City
Council
in
accordance
with
section
twenty
point.

walking

very
shortly

first
we're
gonna
go

public
comment.
This
is
the
opportunity
for
folks
in
the
audience
to
speak
on
non-agenda
items.
I
don't
have
any
cards
in
front
of
me
and
I'll
just
ask
for
folks
in
the
audience.

seeing

minor
clarifying
changes
to
title
20
of
the
San
Jose
Municipal
Code,
also
known
as
a
zoning
code.

Commission

choose

review

brief

additional
information.
Otherwise,
staff
is

for

not
seeing
any
lights
on,
and
so
I'm
gonna
put
myself
in
the
queue
and
just
comment,
and
that
is
there
was
one
item:
if
I
understood
it
correctly,
it
was
about
allowing
two
bedrooms,
four
on
larger
Lots
and
I,
just
wanted
to
throw
in
an
observation
out
there
a
comment
that
if
we
were
to
and
I'd
love
to
hear
staffs
opinion
and
then
we'll
move
on
because
I.
This
is
a
simple
item.
A
To
be
you
know,
building
wealth
and
and
us
kind
of
putting
systems
in
place
and
regulations
in
place
that
can
help
to
change
that.
And
so
that
was
my
observation.
I
don't
know!
If
it's

valid
observation,
but
I
just
wanted
to
throw
that
out
there
I
don't
necessarily
need
an
answer

maybe
and
unless
I
had
a
totally
incorrect
read
of
things.

yeah
we
hear
that
I
will
just
note
that
the
state
is
in
the
the
governor
has
a
lot
of
edu
bills
on
his
desk.
That
he's
either
passed
or
not
passed.
This
one
was
kind
of
a.
This
change
was
really
more
of
a
clarification.
Lots
of
the
what
the
8,000
square
foot
size
could
have
an
edu
of
up
to
800
square
feet
and
then
800
square
feet
was
the
minimum
required
for
two
bedrooms.

So
the
permit
center
was
dealing
with
a
lot
of
people
who
were
trying
to
build
an
80
you
that
was
exactly
800
square
feet,
because
801
would
exceed
the
size
and
799
you
can
have
a
two-bedroom,
so
this
was
kind
of
to
just
close
that
loophole.
But
given
the
changes
to
state
law,
we
expect
to
have
a
much
more
robust
discussion
around
secondary
units
in
general.
This
fall
and
I
think
we
can
revisit
the
two-bedroom
conversation.

know
in
a
more
robust
context.

staff
did
a
great
job
as
pointed
out
by
staff.
These
will
be
ever-changing
rules
by
state
law
and
San.
Jose
is
pretty
quick
on
implementing
these
changes,
while
other
cities
have
are
lagging
in
there
adopting
some
of
the
ADA
ordinances
so
proud
of
the
city
planning
staff.

think

2020
planning
schedule
a
resolution,
but
I
don't
think
we
got
to

2,
which
is
the
retreat
schedule,
and
my
understanding
is
that
that's
been
changed
from
October
18th
to
November
22nd
at
8:30
in
the
morning.
So
let
me
take
a
look
and
see
about
the
okay.
It's
not
on
the
2020
schedule.

we
