removal

the
majority
of
the
roof
and
interior
of
the
existing
Realty
building,
which
is
a
city
landmark
building
and
the
retention
and
integration
of
the
street
facing
facade
and
a
portion
of
the
existing
roof.
So
above
the
existing
building,
the
applicant
would
construct
a
22-story,
240
foot,
high
mixed-use
senior
housing
tower
that
consists
of
220
residential
units
about
18
000
square
feet
of
commercial
space,
and
that
would
be
configured
in
four
commercial
condos.

One
important
note
is
that
this
project
is
considered
in,
in
addition
to
a
historic
preservation
permit
which
allows
the
work
to
be
done
to
this
Historic
Landmark
and
just
for
a
little
bit
of
context.
This
project
was
heard
at
the
historic
landmarks
Commission
on
February
1st
and
the
hlc
rejected
the
staff
recommendation
under
the
economic
hardship
finding
and
instead
recommended
approval
to
the
city
council.
Finding
that
the
project
would
not
be
detrimental
to
the
city
landmark
just
as
a
little
bit
more
of
a
planning
background.

This
project
has
a
general
plan
designation
of
downtown
and
is
located
in
the
downtown
primary
commercial
zoning
District
that
supports
mixed-use
housing,
commercial
uses
in
terms
of
the
project
review.
So
it
was
reviewed
with
consistency
for
the
general
plan,
major
strategies
and
polish
policies
regarding
Focus
to
growth,
as
well
as
strengthening
downtown
the
mixing
of
uses,
reduced
parking
creation
of
new
housing
and
preservation
and
Rehabilitation
of
historic
landmarks.
With
the
note
that
Mira
Blanco,
the
siqua
project
manager
will
get
into
a
little
later.

One
of
the
primary
issues
of
this
project
is
that
there
is
a
significant
unavoidable
impact
to
the
Historic
Landmark,
so
we'll
get
into
that
a
little
bit
later.
But
just
with
that
understanding,
the
project
is
also
consistent
with
the
requirements
under
the
state
density
bonus
law.
So,
as
the
project
provides
at
least
14
percent
of
the
units
for
low-income
households
that
are
earning
up
to
60
percent
of
the
area
median
income.
This
project
is
eligible
for
a
26
density
bonus
over
the
allowable
density
for
downtown.

So
in
this
case
the
project
actually
proposes
approximately
25
density
bonus
and
that's
results
in
an
additional
44
units
allowed
over
that
base
density.

The
city
prepared
a
draft
supplemental
environmental
impact
report,
otherwise
known
as
a
draft
seir
to
the
downtown
strategy.

feir,
the
notice
of
preparation
for
the
seir
was
circulated
from
July
28
2021
to
August
27
2021.
As
Alec
mentioned,
a
joint
community
and
environmental
scoping
meeting
took
place
on
August
9th
2021
via
Zoom
conference.

However,
with
implementation
of
the
mitigation
measures
specified
in
the
mitigation
monitoring
and
Reporting
program,
also
known
as
mmrp
and
prepared
for
this
project,
those
impacts
would
be
reduced
to
a
less
than
significant
level
and
as
part
of
the
certification
of
the
seir
and
city
council,
but
also
approve
the
associated
mmrp
for
the
project.

The
draft
seir
also
found
that
the
project
would
result
in
a
significant
unavoidable
impact
to
cultural
resources
to
the
due
to
the
Project's
partial
demolition
of
a
city
landmark.
That's
the
Realty
building
at
19,
North,
2nd
Street.
The
project
would
cause
a
substantial
adverse
change
in
the
historic
significance
of
the
designated
City
landmark
and
mitigation
measures
adopted
for
the
project
would
not
be
able
to
reduce
the
impacts
to
a
less
than
significant
level.

So
if
the
city
council
were
to
approve
the
project
as
proposed
in
compliance
with
SQL
guidelines,
section
15093,
a
statement
of
overriding
considerations
would
also
need
to
be
adopted
which
identifies
the
benefits
of
the
project
that
outweigh
the
significant
and
unavoidable
cultural
Inland
use
impact.
The
statement
of
overriding
considerations
is
outlined
in
the
staff
report,
as
well
as
the
sequa
eir
resolution.

So
during
the
45-day
circulation
period
of
the
draft,
seir
staff
received
five
comments.
Comments
included
concerns
related
to
cultural
resources,
non-compliance
with
the
Secretary
of
the
Interior
standards
and
the
resulting
significant
impact
to
a
historic
resource
under
sequa
non-compliance
with
General
plan
policies
related
to
the
preservation
of
historic
Resources
non-compliance
with
the
historic
preservation,
ordinance
and
cumulative
impacts
to
Historic
resources
due
to
concurrent
projects
in
downtown.

The
city
responded
to
all
comments
received
on
the
draft
seir
and
Incorporated
them
into
the
First
Amendment
to
the
draft
seir.
The
First
Amendment
to
the
draft
seir
was
posted
to
the
city's
environmental
review
page
on
February
10
2023,
with
the
determination
that
no
further
analysis
or
recirculation
of
the
seir
is
necessary.

Planning
Commission
recommend
the
city
council,
adopt
the
resolution
certifying
the
eir,
adopt
the
resolution,
adopt

recommendation
regarding
the
historic
preservation
permit,
and
that
is

working

this
project
a
long
time.
It's
gone
through
several
design
reiterations,
and
what
now
is
a
further
commission
is
what
the
Historic
Landmark
Commission
voted
to
approve
earlier
earlier
this
month.
So
we
were
from
the
commission
the
historical
landmark
commission
I'm
saying
sometime
in
the
fall
last
year,
and
then
we
came
back.
We
made
some
changes.
We
got
back
in
front
of
them
again
in
January.

this
is,
this

obviously
the
existing
building.
This
is
the
facade.
This
is
the
second
floor
plan.
This
is
the
first
floor
plan,
so
what
we're
actually
doing
is
we
are
saving
we're
saving
the
the
perimeter
walls
receiving
all
the
majority
of
the
first
four,
including
entering
the
stairs,
all
the
facade
and
we're
going
to
build
a
structure
inside
the
existing
walls.
This
this
portion
here
will
be
demolished
because
of
the
that's
where
the
basically
Tower
is
going
to
go
in
all
over
underground.

need
to
support
the
building
on
the
Upper
Floor
again
we're
saving
the
perimeter
walls.
This
area
is
going
to
go
because
now,
what
we're
doing
is
we're
extending
this
commercial
space
towards
the
rear
of
the
building
to
increase
the
commercial?
Far
that's
required
receive
it
all,
upstairs
the
ceilings
all
these
demiseables.
These
will
go
away,
but
the
basic
majority
of
this
structure
is
going
to
say
so.

not
tearing
down
this
building
down
to

save

they'll
receive
a
major
portion

this

tour
of
the
Commissioners
through

building

the
latter
part
of
January
and
explain
it

a
much
better
grasp

what
the
project
was
and

why
we
were

us

endorsement,

this

like
I,
said
we're
saying
the
version
of
that
building
now
I'm
gonna
assume
that
everybody's
seen
this
these
drawings
that
we've
got
here
so
this
is

the
proposed
building.
This
is
the

Is
the
existing
facade
here
we're
stepping
the
building
back
19
feet
and
we
continue
to
Stepping
as
we
go
further
back,
creating
these
Corners
details
that
really
accentuate
verticality
of
this
building
and
really
respecting
the
architecture
and
historical
significance
of
the
structure.

part
of
our
commitment
to
the
city
is
that
we
are
going
to
restore
that
that
facade.
So
it's
got
a
lot
of
damage
to
it.
We're
going
to
keep
everything
the
fenestration,
the
doors,
the
windows,
the
side

everything

going
to

going
to
put
that
back
to
its
original,
its
original
condition.

project
is

it's
senior
affordable.

variety
of
different
affordability,

the
rule
process

really
excited

the

North,
2nd
Street
development
before
you
this
evening,
has
the
potential
to
put
a
lot
of
folks
to
work
over
the
course
of
its
build
out
having
local
representation
on
this
project
will
provide
opportunity
for
women,
minorities
and
at-risk
youth
to
have
a
pathway
into
the
construction
industry.

currently
engaged
in
conversation
with
the
roygbiv
on
this
development
and
are
looking
forward
to
a
partnership
that
brings
this
project
to
life.
With
that
said,
projects
like
19,
North,
2nd
Street,
have
the
ability
to
change
lives
for
those
right
here
in
this
community
Through
the
use
of
apprenticeships,
our
local
Workforce
will
get
the
training
necessary
to
be
successful
in
the
construction
industry
and
with
that
success
comes
stability,
health
care
and
livable.
Wages
are
two
factors
that
also
bring
stability.

property
owner

these
projects

read
on
that
particular
Property
Owners.
She
definitely
has
a
heart
for
affordable
housing,

it's
really
good
to
see,
affordable,
housing
being
brought
forward
as
a
part
of
a
project
like
this.

so
often
doesn't
happen
relative
to
historic
places,
so
kudos
to
the
developer.
For
that
I

concerned
that
this
is,

course
a
2001
City
Landmark,
it
was
purchased.

is
going

all

variances

to

commission
took
to
change

even

community
room

missed

downtown,

any
private
open
space
requirements,
common
open
space

well

frankly,

more
recently

particularly

affordable
housing
projects.
Applicants
are

able

wave

away,
particularly
if
they
could
prove
that
it
you

requires
additional
cost
to
construct.

not
saying
that's
necessarily
the
case

know
they
may
have
some
some
common
open
space,
but
that's
just
generally
the
the
trend
we've
been
seeing.

unfortunate,

how
close

parking
structure.

there's
a
lot
of
parking
structures
downtown,

I
am
just
you

because
I'm
just
thinking
like
just
realistically
about
seniors,

now
we
have
like
ubereats
or
we
got
all
these
different
things
to
to
deliver,
but
they
all
cost
money,

if
these
are
low
income,
folks
I'm
not
sure
if
they
could
pay
to
have
like
a
delivery
service,

time

every
day
you

is
there
any
like
VTA
buses
or
shuttles
for
them
to
even
get
to
the
BART
station?

guess

is
just
some
stuff
that
I
think

take

look

opportunity
here

these
projects
come
up.

being

the

doesn't
mandate

kind

relocation
for
commercial
tenants.

important

find
something

works

business
can

to

Temple
construction

and
the
necessary
legal
and
financial
professionals
needed

ensure

successful

engagement
work

we've
done
going
back
as
far
as

fall

2018
up
through
2021
we've

able

engage

Neighbors
in
a
variety
of
ways.
Both
large
meetings,
small
coffees
pizza,
dinners
phone
calls
a
lot
of
ways
in
which
we
were
able
to
learn
from
the
neighbors.
What
they're
interested
in
seeing
from
the
temple,
what
they're
concerned
about
and
and
how
they
feel
about
the
the
process.

We're
also
invested
and
committed
to
the
transparency
of
our
work.
So
every
time
we
had
a
additional
documents
submitted,
drawings
and
such
to
the
city,
we
placed
these
in
a
Dropbox
and
made
them
available
right
away
to
the
neighbors.
But
the
most
important
thing
we
want
to
talk
about
is
the
results
of
that
neighbor
engagement
and
the
result
of
what
we
heard
from
the
neighbors
and
the
changes
that
we
were
able
to
make
and
in
fact,
we
think
that
we
have
a
better
project
because
of
that
work.

First
of
all,
from
a
physical
standpoint,
we
dramatically
reduced
the
footprint
of
the
temple
buildings
and
parking.
We
started
with
an
underground
parking
garage
proposed
that
the
neighbors
didn't
want
in
the
neighborhood,
so
we
removed
that
redesigned
the
entire
site.
We
found
ways
to
use
dual
purpose
for
some
of
the
spaces
above
ground
and
we
further
reduced
the
size
of
the
buildings.

we

project

also
recognize
that

major
concern
of
the
neighbors
were
things
like
noise,
traffic

embraced

engagement

that

Table,
and
many
of
the
members
who
spoke
tonight
at
the

hearing
attended
those
meetings
and
we

that
input
and
made
changes

the
project
we
removed
the
underground
parking
garage

neighbors
didn't

reduced
the
building
square
footage
on
the
site
by
24
percent.

some
of

temple

Road,

it
is

on
all
sides
by
single-family
homes.

on

single-family
home

Grace
Church

Evergreen
on
aborn
road,
as
you

residential
surrounding
it

every

District
each

think
of
places
of
worship
that
are
also
intimately
located

single-family
neighborhoods,
whether
it's
Holy
Cross
Catholic
Church
in
the
North
Side
neighborhood

Church
in
District,
six
Temple
Emanuel,
also
in
the
Rose
Garden
neighborhood

every
corner
of
our

observations

found
when

out

First

all,
this
is

very
large
site.
It's
almost

acres,
so
there
have
been
some
characterizations
that
this
is
a
tiny
site.
It's
not
really
cracked.
It's
almost
the
size
of
two
football
fields,
so
Ruby
Ruby
Drive,
is
a
very
large
street.
It's
75
feet
wide.
It
has
Elaine
in
each
Direction.
Has
a
center
turn
lane
and
enhanced
bike
Lanes,
it's
a
35
mile,
an
hour
Street.

it's
an
arterial
street.
It's
by
no
means
a.
You

a
quiet,
neighborhood,
Street,
Norwood
Drive
is
40
feet
wide
with
two
lanes
and
two
bike.

the
temple
building

ones

compared

the
proposed
building

trying

fit.

on
that
corner,

sidewalks,

there's
also
no
parking
at
all
allowed

Ruby,

stretch

street
parking

can't
park

Ruby

intersection
that
is
down
the
street
on
Tully
and
Ruby
was
a
very
functional
intersection
and
then
those
cones
got
put
in
that
made
it
less
functional,
so
I'm
glad
to
hear
that
a
consideration
would
be
to
put
a
roundabout,
but
but
that's
really
not
the
issue.

not

you
look
at
all
those

greatest
streets

that
area,

the

there

people
bought
their
homes
in
that
neighborhood

miles
from
downtown

because
that's

they
expected

don't
see
how
this
conforms
to
the
neighborhood

any

shape

form.

community

look

backed
by

has
many
many
places
of
worship
embedded

residential
neighborhoods
throughout

anything,

feel
they
enhance
the
neighborhood
because
they're
typically,
you
know
very
attractive,
they're
well
maintained,
there's
folks
going
to
worship.
That's
that's
a
pretty
peaceful
activity
in
regards
to
traffic.

look
at
the
traffic
analysis
daytime
they're,
only
anticipating
67
daily
trips,
that's
a
very
small
number
I
mean
I
have
an
elementary
school
around
the
corner.
For
me
that
has
to
generate
you
know,
300
trips
a
day
and
you
know,
are
there
inconveniences
occasionally
from
people
dropping
their
kids
off
sure?
But
it's
not
a
big
deal.
It's
usually
for
a
small
amount
of
time,
and
it's
really
nice
having
a
school
nearby.
Just
like
it's
nice
to
have
a
place
to
worship
nearby.

far
as
this
sound
goes,
you
know
again:

go
back
to
the
to
the
operations
plan
specifically
and
anticipated
noises.

in
regards
to

project

conform

noise

will

limit

has

community

Community
is

to

sensitive

not
only
that

profile

folks

accepted

support
their
beliefs
and
raise
their
families.
Like
everyone
else,
I've
heard
a
couple
of
times,
would

How
would
you
feel
if
it
was
your
neighborhood?

a
matter
of
fact,
it
is
my
neighborhood
in
that
sense,
across
the
street
directly
from
me,
is
a
small
Temple
that
I
wasn't
wild
about
to
be
honest,
but
they've
improved
the
property
they
improved
presence
in
our
community
and
it's
very
positive
monks
are
generally
quiet.

a
byproduct
of
how
they
practice,
but
I
think
it's
really
important
for
all
of
us
to
recognize
that
people
deserve
the
right
to
express
themselves
into
worship
and
peace
to
make.

type
of
investment
in
your
community
at
this
level
could
not
in
any
way
be
to
degrade
your
property
value.

expression
in

part

comment
that
I
feel
that
you
know
a
lot
has
changed
in
state
law
and
what
cities
can
do
in
regards
to
housing.
So
if
this
application
was
withdrawn
and
a
pure
play
residential
development
was
put
forward,
the
density
would
be
significantly
higher
and
different
than
the
existing
neighborhood.
So
I
think
that
would
be
out
of
character
as
well,
and
that
would
have
its
own
own
problems.

would
imagine
for
the
nearby
residents
I
hear
commissioner
Garcia's
comment
about.

people
chose
it
when
they
buy
a
house
next
to
an
existing
use
and
they
do
the
trade-off
of
how
things
work
in
their
Community.
But
I
can
also
tell
you
that,
as
someone
who
personally
responded
to
lots
of
people
as
concerns
about
things
that
I'm
I'm
taking
this
vote,
not
thinking
that
it
everything
will
be
100
perfect
because
it
is
a
change
from
an
empty
lot
to
something
else.
So
never
be
there'll,
be
some
level
of
potential
friction,
and
but
that's
just
the
nature
of
these
types
of
uses.

many
churches.
In
my
neighborhood
that
essentially
have
almost
no
parking
at
all
and
when
people
go
to
those
Church
sites
that
they
are
essentially
parking
in

residential
neighborhood

those
people
that
bought

house
knew

in
that
that
was
there,
but
at
the
same
time
it's
you
know,
the
friction
is
sometimes
there,
but
overall
it
works,
and
so
inevitably
I
think
this
group,
this
Foundation,
has
done
a
lot
of
Outreach.
They've
