the
Planning
Commission,
it
is
indeed
an
honor
and
a
thrill
to
be
with
you
here
this
evening.
We
are
moving
on
the
last
component
of
a
project
that
has
literally
spanned
almost
30
years,
the
project
before
you
or
the
action
before
you
is
the
third
amendment
to
the
development
agreement
for
the
Japan,
Town,
Corporation
Yard,
and
really
it's
the
last
phase
of
the
Shea
development
project,
which
will
include
an
incredibly
important
Arts
and
Cultural
component
with
Tycho
and
others.

Arts
group
I
want
to
trace
back
specifically
to
early
2000
when
the
community
came
together
after
over
a
hundred
meetings,
which
was
particularly
a
lot
back
then
and
were
in
agreement
to
create
a
great
good
place
that
would
be
at
the
heart
of
Japan
Town.
That
would
include
a
place
for
residents
for
visitors,
for
Shoppers,
for
families
and
thanks
to
shade
development.
Much
of
this
Vision
has
already
been
achieved,
and
I
must
say
that
none
of
it
could
have
been
achieved
without
the
incredible
coordination
of
the
Japan
Town
community.

difficult

we
come
to
this
place
after
two
economic
Cycles
Plus
a
pandemic
as
well
as
SV,
creates
Connie
Martinez,

members
of
Tycho,
because
one
of
the
key
portions
forever
envisions
for
this
project
is
to
be
finally
a
permanent
home
for
Tycho
in
Japantown,
and
also
must
very
much
thank
City
staff,
which
includes
Robert
Manford

on
this
project
over
the
years,
many
elevations
and
thanking
Patrick
Kelly,
as
well
as
Sylvia
doe
and
many
others
who
have
engaged
on
hard
staff
work
to
make
this
happen,

tonight

also

and
Yen
Bui
from
our
real
estate
division
that
have
been
heavily
engaged
in
leading
efforts
with
the
developer
and
SV
creates
to
bring
this
to
fruition.

everyone,
my
name
is
Jan
Bui
I'm,
a
senior
executive
analyst
in
the
city's
real
estate
service
or
Real
Estate
Services
Division.

So
the
assignment
of
the
development
agreement
with
shea
properties
was
signed
in
November
2017
for
the
construction
of
425
to
600
residential
units
in
Japantown
on
Jackson
Avenue
and
North
7th
Street.
Approximately
500
units
have
already
been
constructed
here,
and
here
the
0.75
acre
Park
is
currently
under
construction.

This
is
the
site
that
is
reserved
for
the
creative
center
of
the
Arts,
which
was
originally
intended
to
be
a
40
to
50
000
square
feet,
building
to
permanently
permanently
House,
San,
Jose
Tito
and
many
other
Arts
organizations.
Given
the
economic
impacts
due
to
covid-19.
That
project
was
unfortunately
found
to
be
unfeasible
thanks
to
the
creativity
and
generosity
of
Silicon.
Valley
creates
Shea
properties,
several
other
art
groups
and
the
city.
We
were
all
able
to
work
together
to
reimagine
the
project
and
make
it
our
realities.

The
third
amendment
will
allow
shade
to
receive
the
property
from
the
city
and
construct
the
creative
center
of
the
Arts
at
its
own
cost.
The
center
will
be
approximately
12
000
square
feet
with
office
spaces
for
non-profit
groups
such
as
the
red
ladder,
theater
company
and
Taiko
peace,
as
well
as
a
practice
base
for
San
Jose
Taiko.
The
city
will
receive
a
65-year
ground
lead
from
Shea
for
the
space.
A
The
city
will
then
release
the
space
to
Silicon
Valley
creates
as
a
master
tenant
who
will
sublease
to
a
variety
of
local
arts
and
Community
non-profit
groups.
The
original
the
current
development
agreement
anticipated
that
the
originally
intended
project
might
not
have
been
able
to
go
forward
if
Silicon
Valley
creates,
is
unable
to
fundraise
and
begin
the
construction
of
the
center
by
March
2023.
Then
Shea
properties
could
buy
the
creative
center
of
the
Arts
site
at
a
below
market
rate
negotiated
prior
to
the
assignment
in
2017..

In
this
new
plan,
the
value
of
the
ground
lease
exceeds
the
purchase
price.
That
Shea
would
have
been
required
to
pay
to
buy
the
land
as
part
of
the
public
benefit.
That
Shea
is
providing
to
the
City.
By
constructing
the
space
at
their
own
costs,
the
land
will
be
transferred
to
Shea
at
no
cost.
Shea
will
also
build
an
additional
65
housing
units
above
the
creative
Center
of
doctor
space.

the

top
professional
Taiko
group
in
the
U.S

an
artistic
voice

Japanese
and
Asian
Americans
launched
in
1973.
We
were

third
High
School
group
to
form
outside
of
Japan

Pioneer
in
Taiko,
fostering
a
community
that
now
boasts
more
than
400
groups
across
North
America.

have
been
the
Vanguard

Multicultural
Arts
sector
in
this
region,
advocating

the
Arts
organizations

the

the
development

this
property
back

the

Valley
creates
and

Jose

the

courtyard
and

entities

Japan
town

resident
of
the
Japan
Town
community
for
the
past
50
plus
years,
and
so
I
totally

my

Jose
Taiko

rendition

an
idea

forward

committee

helped

the
first
developer
of
the
Olsen
company,
and
actually
that
was
in
a
2006

the

options
before
his
property
is
reasoned.
