Are
doing
our
community
of
interest
presentation
today
for
the
city
of
santo,
say
and
just
want
to
welcome
you
all.?
Thank
you
so
much
for
joining..
We
will
be
going
over
community
outreach
communities
of
interest,
which
is
really
one
of
the
most
critical
parts
of
redistricting.,
and
if
you
have
any
questions,,
I
would
be
happy
to.,
with
the
help
of
the
city
of
san
jose.,
happy
to
answer
any
questions
that
you
have.
C
C
Some
of
what
we'll
go
over
in
this
presentation.,
first
we're
going
to
talk
about
redistricting
basics.,
the
commission
itself,
some
traditional
redistricting
principles.
We're
really
going
to
do
a
deep
dove
on
communities
interests,
what
they
are,
what
they
look
like.,
mapping,
tool
demonstration.
They
talk
about
how
you
can
public
testimony
on
communities
of
interest.
and
then
we'll
go
over
the
future
hearing
schedule..
So
redistricting
is.
C
The
process
of
adjusting
district
lines
every
10
years
after
the
release
of
u.s.
census
and
having
balanced
districts
really
ensures
that
every
community
is
represented
fairly..
So
when
people
think
of
redistricting,
they
usually
go
to
the
state
level
or
congressional
redistricting,
but
local
governments
also
go
through
this
process
and
redistricting
on
the
city
level
affects
your
community.
and
it's
really
important
that
community
members
are
involved
in
this
process
so
that
they
can
have
input
on
how
their
neighborhoods
are
drawn
and
redistricting
ensures.
C
C
Now
that
we've
defined
redistricting,,
let's
go
over
the
structure
and
the
process.,
the
council
appointed
a
10
member
redistricting
commission
to
assist
in
conducting
community
outreach.,
and
this
commission's
goals
are
community
outreach
hearings,
identifying
communities
of
interest
from
public
input
and
presenting
a
recommended
map
to
the
city.
Council.-
so
there
are.
C
C
C
C
That
you
can
understand
a
community
of
interest
is
that
it's
a
way
for
community
to
tell
its
own
story
about
neighbor
share
in
common.,
what
makes
it
unique
and
what
makes
it
different
from
surrounding
communities
keeping
communities
of
interest
together
is
really
important
when
you're
talking
about
redistricting.
it's
it's.
It's
especially
helpful
to
communities
that
have
been
traditionally
left
out
of
the
political,
process.
and
community
members
can
define
their
communities
by
telling
their
own
stories
and
describing
their
concerns.
C
Of
interest
are
really
building
blocks
of
districts.;
they
include
ethnic
and
language
minorities,
as
well
as
many
other
groups.
they're,
really
subjective
and
open
ended
and
that's
to
be
as
inclusive
as
possible..
When
you're
thinking
about
communities
of
interest,
you
want
to
really
clarify
your
goals
and
ask
yourself
what
issues
do
me
and
my
neighbors
care
about
what
levels
of
government
can
impact
these
issues??
How
does
influencing.
C
C
C
C
Explicitly
prohibits
the
following
groups
from
being
considered
a
community
interest..
These
groups
are
political.
political
party
affiliation,
incumbents
and
political
candidates.,
and
then,
when
you're
thinking
about
redistricting,
it's
really
difficult
and
pretty
much
impossible
to
draw
districts
of.
C
C
Personal
stories
are
really
powerful..
If
you
want
to
think
about
what
makes
your
community
unique
and
imagine
describing
your
community
as
somebody
who
maybe
wants
to
move
to
your
community.,
so
does
your
neighborhood
share
celebrations
or
traditions??
Are
there
important
places
where
your
community
gathers
and
what
is
the
history
of
how
your
community
came
together??
What's
that
shared
culture?
is
the.
C
Community
geographic
in
nature,
and
can
it
also
be
mapped
again??
It
has
to
be
contiguous.,
you
have
to
be
able
to
draw
with
one
line.,
so
think
about,,
you
know,.
What
are
the
boundaries
of
this?
and
then
finally
describing
our
community's
relationship
with
the
jurisdiction
and
how
it's
affected
by
policy
decisions
made
by
elected
officials.
C
policy
issues
are
really
big
reason.
Most
people
are
and
invested
in
redistricting,
so
highlighting
community
issues
in
your
personal
stories
and
written
narratives
helps
demonstrate
the
importance
having
elected
officials
who
understand
and
respond
to
the
community's
needs.
and
when
thinking
of
your
community
interest
again,
you
do
not
need.
C
Education
levels
medium
median
household,
income,,
homeownership,
rates,,
voter
registration,
rates,
things
like
that
and
then,
when
giving
testimony.,
be
sure
to
include
boundaries.
If
you
can
really
helpful
for
people
who
are
drawing
maps
or
geographic,
geographical
landmarks,
streets,
freeways,
things
like
that.,
and
now
that
we've
talked
a
little
bit
about
these
interests,.
I
would
like
to
give
you
a
personal
example
from
where
I
grew
up
in
manchester,
new
hampshire..
So
there
was
a
really
busy
one
way
street
and
all
of
the
people
who
lived
along
the
street
were.
C
C
C
You
an
example:
let's
just
do
a
little
exercise
to
get.
You
start
thinking
of
what
is
and
what
is
not
a
community
of
interest..
So
here
we
have
a
group
of
renters
who
lives
downtown
and
they
testified
to
the
city's.
Redistricting
commission.-
would
this
be
considered
a
community
of
interest?
yes,?
It
would
be.
C
C
C
C
C
C
C
C
Also
do
online
submissions,
and
I
roll
out
after
this
presentation
give
a
brief
instruction
on
how
to
use
our
online
mapping
tool,
and
there
are
two
types
of
expected
input
that
u.s.
community
members
can
give
first..
What
we're
talking
about
today
is
community
of
interest
maps,
and
that
is
available
now
through
the
end
of
the
process
and
then
also
district
plans
that
are
based
on
the
2020
census,
data.
and
so.
C
C
C
A
B
B
C
C
C
C
C
C
C
C
C
C
C
C
Are
also
different
data
layers
and
evaluations
that
you
can
see
within
district..
So
if
you
click
on
the
magnifying
glass,
you
can
see
here,
you
know,.
What
are
the
total
populations
of
these
blocks?
again,?
You
do
not
need
census
data
to
draw
your
communities
of
interest,
but
it
is
you
know,,
really
fun
to
kind
of
see
the
makeup
of
your
community..
So
this
is
here.
it's
available,
but
it
is
not
necessary
to
think
about
when
you're
drawing
your
community
of
interest..
C
C
C
C
C
C
A
You
kay
for
that
informative
presentation
on
what
communities
of
interest
means
and
as
well
as
walking
us
through
how
to
use
district
or
to
map
out
our
communities
of
interest..
With
that,
we
will
open
the
floor
for
public
comment..
We
will
start
with
any
members
of
the
public
wishing
to
speak
that
are
joining
this
in
person
and
then
move
on
to
those
attendees
by
zoom
in
if.
