these

first

days

san
jose

that
mean??
There's
a
history
of
racist
policy
that
over
the
years
that
has
folks
black
folks
to
leave
and
and
prevented
black
folk
from
buying
houses,
fantasias
anti
black
because
of
the
constant
rhetoric
that
some
politicians
use
when
talking
about
black
lives,
matter,
the
police
crime
rates
and
using
no
dog
whistles
to
further
neglect
change
when
it
comes
to
policing..
We'll
also
get
more
into
that
throughout
the
presentation.

and
only
response
the
city
of
san
jose
has
the
murder
of
jorge
floyd
was
to
send
the
police
and
other
law
enforcement
agencies
to
be
a
physical
reminder
of
the
state
sanctioned
oppression
that
has
always
existed
for
those
defiance
of
black
lives.

the
first
time
I
feared
for
my
safety,
and
it
was
because
of
the
san
jose
police
department,
and
I
want
to
give
you
a
glimpse
into
what
I
experienced.

the

just
wanted
to
outline
what
is

are

to
see
in
those

first
video

a
few
hundred
other
people

san
jose
city
hall

This
happened
around
seven
pm.

people
trying
to
take
cover
as

into
the
crowd..

see
the
number
of
police
officers,
including
the
tanks,,
the
unreasonable,
unjustifiable
amount
of
police
officers
who
were
there.

there's
another
video
that
shows

are
about
twenty
motorcycle
officers
chasing
people
through
the
streets
of
the
streets
of
san
jose..
I
was
one
of
those
people
after
they
had
like,
essentially
bombed
city
hall.
People
like
fled.

for

was
outside
of
it
was
after
one
of
the
protests
and
then
also
just

for
protection.,

a
lot

after

people
were
just
really
just
chilling
and
some
grass
sitting
down
just
kind
of
taking
a
breath
after
that
moment

suddenly
around
10
police
officers
like
ten
squad
cars
pull
up
on
both.

out

the
first
officer
walks
up
to
us
and
says
shut
the
up..

hadn't
said
anything,
but
he

said
that
and
he
picks
up
one
of
my
friends
and
they
take

person
away

eventually

person
comes
back
and
what
they
told
me
was
that

had
taken
them
to
the
parking.

they
made

arrest

vandalism
charge.,

they
were
that
they
were
saying-

understand
that

lot

this
isn't
just

carceral
system

all
work
together,
hand
in
hand
to
create
these
oppressive
and
traumatize
people.,
but
yeah,

pointed
at
the

it

announcement
saying

hands
up
extremely
traumatizing
for
an
alleged
vandalism
charge
that
the
charges
were
later
dropped
for

police,

don't
have
a
normal
warrant
to
even
do
that..
They
had
to
get
a
warrant
and
I
won't
get
into
the
specifics
of
that..
But
I
do
believe
that
lapd
they
did
not
display
on
purpose,
to
purposely.

this
complaint
that
was
circulating
around
officer,
nebular
heida,,
one
of
their
own,
who
was
openly
mocked
for
almost
two
decades
and
called
terrible
names
that
I
won't

this
setting
and
one
high
ranking
officer
at
the
time
who
is
currently
the
chief
of
police,
laughed
and
joined
in
allegedly.

supervising
sergeant
for
san
jose
high
school
publicly
denounced
the
racist
facebook
posts
and
promised
to
hold
him
accountable
and
then
later
told
his
fellow
officers.
We
tried
to
pull
back
the
message,
but
it
was
too
late..
He
apologized,
essentially
for
promising
to
hold
cops
accountable
for
racist
rhetoric
being
used
on.

Revitalization
efforts
potentially
raising
rent
prices
by
at
least
three
hundred
dollars.
under
the
agreement,
tenants,
were
ripped
pointedly
obligated
to
follow
a
series
of
house
rules
that
prohibit

use

drugs

bid
laundry
from
being
hung.
Outdoors.
allow
parking
only
a
permitted
and
bar
the
use
of
carports
as
storage
areas
and
require
landlords
to
be
notified
promptly
of
problems
such
as
broken
fences
or
appliances.

report
stated
that
most
tenants
in
the
area
had
not
been
consulted
about
the
agreement
and
failure
to
abide
by
house
rules.

team,
I've
lived
in
district
eight
for
over
thirty
five
years..
I've
raised
a
child
in
this
city
and
over
time
I've
seen
the
decline
of
people
who
look
like
me
in
my
neighborhood..

how
many
more
times
african-americans
blacks,
are
more
likely
to
be
stopped
by
the
police
for
an
infraction
and
I'll
go
into
those
in
a
little
bit
more
detail.
and
the
last
item
talks
about
a
recent
statistics
which
share
that
over
the
past
five
years,
no
san
jose
police
officer
has
been
prosecuted
for
killing
someone,
despite
19
fatal
encounters.

is
the
same
individual
who
had
provided
anti
bias
training
to
them..
I
was
shocked
and
could
not
believe
that
this
happened
in
our
city..
I
had
participated
in
the
annual
women's
marches
during
the
trump
years
and
did
not
hear
or
see
any
level
of
violent
reaction
from
the
police
to
these
events.,
then,
to
top
it
off
towards
the
end
of
twenty.

I
am
again
reminded
of
svo
samisen
chambers
races
at
other
times
that
I've
heard
other
local
politicians,
including
mayor
licadho,
use
divisive
rhetoric
that
influences
how
others,
including
the
police,
view
black
people.

quote
jeff
moore,,
who
is
the
former
present
of
the
san
jose
silicon
valley,
naacp
and
he
relocated.

And
shared
a
staggering
statistic
on
how
black
adults
are
treated
by
the
police
according
to
the
twenty
twenty
one
census.,
as
I
said,
blacks,
are
only
three
percent
of
the
city's
population.
Yet
black
adults
are
six
points
six
times
more
likely
to
be
stopped
by
the
san
jose
police
department
and
given
a
local
infraction
as
a
result
of
a
non
traffic.

experience

due

this
experience,

have
become
much
more
involved.
Politically.
I've
gotten
involved
in
a
lot
of
community
based

black
leadership
kitchen
cabinet.,
I'm
an
active
member
of
the
showing
up
for
racial
justice.
South
county.,
I'm
also
a
member
of
solidarity.
Sundays,
and
these
are
all
organization
that
are
here
too,
for
supporting
of
social
and
racial
justice..

just

go
over
some,
some
stats
that
some
statistics
really
quickly..
This
is
from
the
twenty
twenty
research
study
on
crime
statistics..
Unfortunately,
nationally
there
has
not
been
an
update
on
crime
convictions
and
twenty
two
thousand
six,
which
is
ridiculous
to
me..
So.

Percentage
of
crimes
reported
to
the
police,
the
last
and
total
in
twenty
is
the
last
time
that
the
statistic
was
gathered.
Was
that
there's
like
a
total
of
forty
nine
percent
of
crimes
being
reported,
but
it
is
actually
estimated
that
that
number
is
only
half
that
literally
half
of
crimes
are
not
reported
for
various
reasons.
But
in
my
case

Harassment
and
brutality
that
support
police
in
general
across
the
nation
and
other
people.
and
then
the
third
graph
here
is
the
conviction
rate
of
those
crimes.

because
one
you're
not
guilty
of
a
crime.
If
you
are
arrested
first

second
of
all,,
if
you
do
get
convicted
of
that
crime,.
Let's
look
at
the
national
numbers
on
that,
and
the
total
for
the
entire
country
is
less
than
two
percent
of
the
policing
is.

that
to
be
true
and
the
number
of
the
two
percent
conviction
rate,
it
is
important
to
note
as
well
that
there
are
false
convictions,
all
the
time
and
estimated
between
five
and
10
percent
of
false
convictions..
So
just
because
someone
is
convicted,

doesn't
necessarily
mean
they
are
guilty
of
the
crime..

addition
to
that,
policing

happy

inequity

first
way

prevent

to
resource

community

the
license
to
escalate
and
then

start

a
militarized
munition,
such
as

one
shown

these

do
we
prevent
that?
Some
black
people
by
the
police-
and
I
think
community
oversight-
is
the
answer
to
that..
I
personally
sat
through
the

meetings
given
by
a
commissioner
and
magnolia
at
the
charter
commission
review
meeting
and
so,
you
know,
that
that
model
made
sense
to
me
the
model
of
having
this
form
of
oversight
that
you
know,
allows
you
to
have
civilian
input
at
the
highest
level..

don't
see
the
point
of
having
input
lower
than
that
and
that's
what
some
people
seem
to
have
an
issue
about
when
it
comes
to
the
politics.,
but
really,
if
you're
you
got
to
change
the
attitude
from
the
top
down.,
and
so
I
think,
having
civilian
oversight
from
the
top
down
is
what
makes
sense
will
prevent
some
of
these
fatal
encounters..

died

duty

in
san
jose
and
that's
throughout

history
of
san
jose.,

beginning
to
know
that.
I
want
to
say
that,
and
one
way
that
we
have
to
make
sure

we

keep
making
sure
that
people
that
are
impacted
are
sitting
at
these
decision
cables,
that
the
voices
are
heard.
Like
my
son,
joe
silence
that
we
should
put
the
children's
voices
at
the
forefront,
because
this
is
his
future
if
he
lives
with
this
trauma
and
despair
for
the
rest
of
his
life,.

I'm
always
looking
over
his
back,
always
being
feel
like
he
has
to
bounce
back
and
then

running
and
he
gets
killed
because
the
cops
system
get
some
the
brown
kid
not
because
they
know
anything
about
him,,
not
because
they
know

trauma,

is
what
we
face..
What
we
need
to
do
is
start
investing,,
take
away.

resources

the
things

they

to
do,
to
bring
healing
to
them
into
their
schools,

give
them
opportunities

thrive

able

forgetting
about
instead

harder

some
of
these
kids
to
even
accomplish
and
be
successful
in
school.

sending
to
continuation
schools,

is
a
feed
to
the
school

prison
pipeline

is

needs
to

behavior

are
supposed
to
be
people

the

you
could
go
around
killing

is

he

they

people

be

people

always
on
these

prosecuting

policies

with

same
rule

nobody

need

open

can't

union,

make

rules

waking

to

measuring
the
positive
things

officers
do
and
promoting
that

measuring
outcomes
from.

act
differently

then
why

they
still
part
of
our
department??

we
rewarding
people

are
being
safe,
treating
our
community

respect,

we
rewarding

culture

department

population

with

effective

even
taking
out

personalities

taking
out
addressing
culture

still
a
really
important
argument
to
be
made
that,

if

remove
all
of
those
more
human
based
notions,
