there
are

significant
number
of
calls
for
service
that
are
not
criminal
in
nature
and
those
are
obvious,
but
some
of
them
are
dealing
with
other
types
of
issues
that
it's
more
like
investigating
different
types
of

would
we
get
some
awareness
of
what
really
needs
to
be
on
enforcement,
like
your,
like?

had
done
for
the
traffic
enforcement
ones,
looking
at
the
california
kind
of
california
vehicle
code
and
which
are
ones
that
are
not.

chiefs

low
levels
of
crime
and
instead.

divert

ago
all
the
police
chiefs

association
agreed
to
do
that,
and
then
we
they
met
with
all
their
officers
and
said,

the
list

offenses.

charge
up..
You
just
drive
them
to
call
these
agencies
and
divert..
So
I'm
just
saying
that
may
be
a
way
control
of
trying
to
look
at
that
type
of
system
to
divert
some
of
these
offenses.

we
might
want

look
at
what
we
did
on
the
juvenile
side
years
ago..

recommendation
relates

which
is
the

new
behavioral
crisis
line

federal

the

that
place,
and
when
I
went
downstairs
there
was
so
many
students,
because
when
my
son,
when
this
happened,
it
was
at
three
thirty
in
the
afternoon
there
is
a

bus
that
was
pulled
over..
They
brought
the
bus
everyone
from
the
bus
and
they
brought
all
the
students
that
just
got
out
of
school.
the
bell
rang..
They
had
all
the
kids
out
there
and
all
I
said,
was
backpacks
and
students..
So
I
was
like
what
is
this?.
What's
going
on?,
they
said.

I
start
realizing
and
then
my
sister
calls
me
oh,
we're
still
in
custody..

still
have
us.

had
my
son
in
custody..
He
had
just
came
from
an
appointment.,

had
him

custody..

bail
my
son

of
jail
at
5:00
in
the
morning
because
they
said
that
there
was
a
lot
of
different
stories
going
on
to
this
day.

been
nine
years
since
my
son
has
passed
away..
I
continue
to
keep
his
voice
out
there..

continue
to
keep
his
legacy
out
there
by
talking
by
sharing
my
story
with
the
community,
working
with
grieving
mothers.,
I

nonprofit
that
works
with
grieving
mothers
of
all
street
violence,
not
only
gang
violence,
but
every
any
any
mother
that
is
grieving..

had
to
learn
how
to
I
had
to
learn
a
system
as
a.

That
for
the
families.

there
is
nothing
there..
I
had
to
learn
all
this
on
my
own
and
figure
it
out..
So
when,
when
there's
other
mothers,
I

I
connect
with
these
mothers
and
I
try
my
hardest
to
help
them
navigate
this

tell
them.

is
what's
going
on,.

is

happening
and
and
to
this
day,
like
I
said,,
I
don't
mean
to
repeat
myself,
but
to
this
day
we
haven't
received
justice
until
recently,
when.

person
that
was
a
blood
on
scene
is
in
prison,
but
that's
all
they
can
tell
me..
There
is
nothing.
No
one
tell
me,
I
think
they
have
to
wait.
they're
investigating
and
I
just
have
to
wait,

they
said.

office
will
pick
this
up,
but
till
then
you
just
have
to
wait..
So
now
I'm
waiting
again.,

public

was
taken
and
no
one
has
a
right
to
take
someone's
life

mother
deserves

onto

no
one
else
to
go
to,
but
the
detectives.

us

that's
why
it's
so
important
for
us
to
hold
on
to
these
detectives.

bug

little,

that's

we

go
to
the
cemetery

nonprofit

a
mother's
voice,
that's
what
we
do.

try

emergency
response

They
tell
us

was
something
happened
on
history.
we
show
up,,
we
give
them
a
candlelight
vigil.,
we
work
with
the
family
and
we
work
with
the
friends
right
away.

respond,
but
it's.

right
there
on
the
scene
that
comes
and
worked
with
the
family
and
explains
to
the
family.

because
the
way
I
was
put
in
a
room
with
my
head
spinning
and
trying
to
figure
out
everything
on
my
own
was
was
it
wasn't
only
traumatizing
for
me
to
know
that
I
pulled
up
to
a
crime
scene
and
my
son
is
gone
but
to
be
traumatized
and
plus
be
put
in
a
room
and
just
wait
there
for
five
hours
is
traumatizing
also..
So
if
there
can
be
some
kind
of
policy,

Testimony
from
your
employee
invited
us
some
of
us
from
the
committees
to
meet
with
some
of
the
families
of
also
loved
who
also
lost
their
loved
ones,
to
violence
in
the
community,
and
we
heard
very
similar
stories
of
the
initial
treatment
from
police
of
family
members
and
loved
ones
who
have
just
lost
someone
very
dear
to
them
before
they
been
able
to
figure
out
some
of
the
details
about
what
happened
and
how
much
trauma
and
pain
and
harm
that
brought
to
families..
And
so.
I
With
the
families
our
committee,
the
prevention
committee
has
been
developing
a
trauma,
reduction
fund
proposal
or
trauma
intervention
proposal,
and
the
idea
behind
it
is
that
it
would
detach
the
victim
services..
So
there's
a
victim
services
fund
that
exists
in
the
district
attorney's
office,
which
we
know
you'd,
have
to
qualify
being
being
a
victim
before
you
can
access
it
and
there's
all
these
other
kind
of
barriers
that
could
exist
to
people
for
people
to
access
those
funds.

It
would
be
kind
of
this
communal,
establishing
a
communal
interest
in
and
healing
trauma,
and
actually
effective
people
and
just
families
in
general
who've
been
impacted
by
any
violence..
It
could
be
gang
violence
and
violent
street
violence,
police
violence
and
also
trying
to
recognize
and
bringing
some
community
dialog
around
violence
being
violence
regardless
where
it
comes
from
and
the
need
for
healing
immediately..
So
it
would,
it
would
act,
it
would
offer
some
of
the
same.
We
have
to
kind
of
figure
out
what
it
might
offer,
but
it
would
offer
of
the
same.

People
to
not
allow
police
to
do
that
to
inform
the
families
you
don't
you
that
you
don't
you're,
obligated
to
go
down
there
and
be
questioned
and
sat
in
an
interrogation
room.
That
is
not
you
know,.
That
is
not
something
that
they
are
allowed
to
do,
but
they
do
it
because
people
don't
know
the
right,
and
I
keep
my
staff
had
told
that
to
our
families.
When
we
met
with
him.,
he
said
no
family
is
obligated
to
go
down
to
the
police
station,
but
that
is
not
what
the
police
do.

The
at
the
family's
weakest
moment
for
you
to
try
to
use
whatever
they
say
to
vilify
their
loved
one
who
just
got
murdered,
whether
it's
community
violence,
police
violence,.
They
treat
us
all
the
same,
and
that
has
to
stop
that
that
mentality,
that
right
away,
you
want
to
criminalize
them
and
make
them
perpetrators..
So
this
way
the
families
do
not
qualify
for
victims
services,
and
that's
that's
one
of
the
barriers
that
a
lot
of
families
have..
They
tried
to
use
the
person's
record..

They
tried
to
use
whatever
they
can
to
make
sure
they
get
away
from
helping
the
families
right..
So
they
leave
the
families
with
more
trauma
and
stuff..
So
this
is
something
that
it
affects
a
lot
of
the
community
and
that
interrogation
part
that
needs
to
stop.
We
need
to
stop
them
from
interrogating
families
and
taking
them
down.
they're
at
their
weakest
moment,
because
they
don't
even
allow
that
to
there
to
the
officers
when
they
kill
somebody,
they
give
them
time.

come
back
in
twelve
hours,
twenty
four
hours
and
they
give
them
their
space,
and
then
they
question
them..
So
if
they
do
that
to
their
officers,
they
need
to
have
the
same
respect
and
give
that
to
grieving
families
who
just
lost
somebody..
So
that's
something
that
it's
a
big
issue,
and
I
thank
you
also
for
sharing
your
story..

hearing
more
testimony

these
listening

other

changes

our
existing
policies
that
we're
making
and
being
responding
to
committee
feedback..

policy
coming
out
of
our
committee
will
be
the

recommendations

asking
is,
if
you

recommendation,
overlaps

somebody

them

work,
then
we
can
look
at
a
greater
mechanism
for
overlapping.,
